Inoperative Bank Account Name Mismatch in Uttarakhand: Dormant Account Reactivation
For people in Uttarakhand with a bank account that has gone inoperative after years of no use, opened in a name that no longer matches their Aadhaar or PAN: when an account becomes inoperative, how it is reactivated, what the Reserve Bank's rules say about charges and branches, and how to bring the old name into line in the same visit.
An inoperative bank account name mismatch is settled when you reactivate the account: take Aadhaar and PAN to any branch of the bank, or use its video KYC, and ask for the old name to be updated in the same visit. The Reserve Bank's rules allow no charge for reactivation. No Gazette is needed for an old short name.

Many people in Uttarakhand have an account opened years ago, for a job, a scheme or a scholarship, and then forgotten. After two years without use it becomes inoperative, and after ten its money moves to a fund kept by the Reserve Bank. An inoperative bank account name mismatch is the old name on it, found when you try to wake it. This page explains inoperative bank account name mismatch.
We do not reactivate accounts, and this subject needs no Gazette in most cases. The rules are from the Reserve Bank's revised instructions of January 2024, as reported. For a forgotten account you cannot trace, read unclaimed deposit and UDGAM claim.
What Are Inoperative and Unclaimed Accounts, in Brief?
Inoperative
- No customer-induced transaction for over two years
- The money is still in the account
- Reactivated by updating KYC
Unclaimed
- Not operated for ten years or more
- The money is moved to a fund kept by the Reserve Bank
- Still claimable, through the bank
Either way, the bank reads the name on the account against the papers you bring. An account opened as "Pappu" in 2009 meets an Aadhaar reading "Prakash Singh Rawat" in 2026.
What Does the Reserve Bank Say?
From reports of the Reserve Bank's revised instructions on inoperative accounts and unclaimed deposits, issued on 1 January 2024 and in force from 1 April 2024.
| Point | What is said |
|---|---|
| When inoperative | No customer-induced transaction for over two years |
| What counts | Transactions by or for the holder, non-financial requests and KYC updates. Not interest, charges or fees |
| Reactivation | By updating KYC, at any branch including non-home branches, and by video KYC where offered |
| Charges | No charge for activation, and no penal charge for minimum balance on an inoperative account |
| Scholarship and DBT accounts | To be kept apart so that the inoperative rule does not stop government payments |
| Ten years | Deposits not operated for ten years or more go to the depositor education and awareness fund |
The third and fourth rows matter most to people in the hills. You need not travel to the village branch where the account was opened, and nobody may charge you to wake it.
Where Is the Name Read?
| Record | Made when | Where it is corrected |
|---|---|---|
| The account's name | When it was opened, often long ago | The bank, at reactivation |
| Aadhaar | Later, often more carefully | An Aadhaar centre |
| PAN | When a tax matter needed it | The tax department's service |
| The central KYC record | From any bank's KYC | Through a bank's update |
| The old passbook | When opened | Reprinted by the bank |
The account is usually the oldest of these, and the loosest. Reactivation is the natural moment to bring it up to date.
What Kinds of Mismatch Are There?
An old short name
- A home name, no surname, or a father's name for a surname
- The same person as on Aadhaar
- Updated at reactivation
A married name since
- Opened in a maiden name, Aadhaar now in a married name
- Or the reverse
- Linked by the marriage certificate
The holder has died
- Not a reactivation at all
- The heirs or nominee claim
- Through the bank's claim process
The first is the commonest. Accounts opened for a school scholarship or a first job were often opened in a child's or youth's home name.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The account has an old short name | Any branch, at reactivation, on Aadhaar and PAN | No |
| The account is in a maiden name | The same, with the marriage certificate | No |
| Aadhaar is the wrong paper | Correct Aadhaar first | No |
| The central KYC record differs | CKYC, through the bank | No |
| A joint account, one holder's name old | That holder, at the branch | No |
| The money has gone to the depositor fund | A claim through the bank | No |
| The holder has died | The heirs' or nominee's claim | No |
| The holder changed a name by choice | Gazette, then Aadhaar, PAN and the bank | Yes |
A Gazette appears once in eight rows. The branch settles nearly all of the rest in one visit.
How Do You Put It Right?
This is the general method. Each bank has its own form.
Step 1: Find the old passbook, cheque book or any letter from the bank
The account number and the name as the bank holds it.
Step 2: Put your Aadhaar and PAN beside it
Reactivation needs KYC papers, and the name is read against them.
Step 3: Correct Aadhaar or PAN first, where they are the odd ones
Then the branch has nothing to explain.
Step 4: Go to any branch of the bank, or use its video KYC
The account need not be reactivated at its home branch.
Step 5: Ask to reactivate the account and update its name in the same visit
Give the KYC papers, and a linking paper where the name has changed.
Step 6: Refuse any charge for reactivation
The rules allow none.
Step 7: Make a transaction soon after
And keep the account in use, so it does not lapse again.
Step 8: If the money has already gone to the depositor fund, claim it through the bank
The bank still handles the claim.
What About Any Branch, or Video KYC?
- Many accounts were opened at a village branch, by people who have since moved to Dehradun, Haldwani or the plains.
- The Reserve Bank asked banks to allow KYC updates for reactivation at all branches, including those other than the home branch.
- It also asked banks to allow video KYC for this where the bank offers it and the holder asks.
- Take the account number, Aadhaar and PAN to the nearest branch of the same bank.
- Ask for the name to be updated at the same time as the KYC.
- If a branch refuses, ask in writing, and keep the acknowledgment.
What About Scholarship and DBT Accounts?
- Accounts that receive scholarships or government payments often sit unused between credits.
- Governments found payments blocked when such accounts were marked inoperative.
- The instructions asked banks to keep these accounts apart, so the inoperative rule does not stop the payments.
- Still, a name that differs from Aadhaar can stop a direct transfer for other reasons.
- Check that the account's name and its Aadhaar link agree.
- Use the account occasionally all the same.

What Happens After Ten Years?
- Deposits not operated for ten years or more are moved by the bank to a fund kept by the Reserve Bank.
- The money is not lost. The holder or the heirs can claim it through the bank.
- The Reserve Bank's UDGAM portal lets you search for such deposits across banks.
- The claim reads the name on the old account against your papers, as reactivation does.
- Bring Aadhaar, PAN and any paper linking an old form of your name.
- The bank pays the claim and recovers it from the fund.
What About an Account of Someone Who Has Died?
- An account of a parent or spouse who has died is not reactivated. It is claimed.
- A nominee, a surviving joint holder, or the legal heirs claim it with the death certificate.
- The bank reads the name on the account against the death certificate.
- Where they differ, bring papers linking them, or have the death certificate corrected.
- The claimant's own name is read against the claimant's papers.
- Ask the bank for its claim form for a deceased depositor.

How Do You Keep It Active?
- Any customer-induced transaction keeps an account active, including a balance enquiry or a KYC update.
- Interest credited by the bank does not count.
- Banks are to tell holders by letter, e-mail or SMS when an account is at risk.
- Keep your mobile number and address up to date with the bank, so the warning reaches you.
- Close accounts you do not need, rather than leave them asleep.
- Keep a list of your accounts, with the bank and branch, where your family can find it.
Read name change in PAN card.
Where Does a Gazette Come In?
Only where the holder has changed a name by choice. An old short name in a forgotten account needs Aadhaar and PAN, not a Gazette.
Step 1: Confirm that your name has in fact changed
An old short form in a forgotten account is not a change of name.
Step 2: Ask the branch what it wants for a complete change
Banks commonly accept a Gazette with Aadhaar and PAN already updated.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, PAN and the account.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, PAN and the bank.
Which Gazette Should You Use?
Banks are centrally regulated and read Aadhaar and PAN. The Gazette of India is the one to use.
Step 1: Remember who regulates banks
The Reserve Bank of India.
Step 2: Remember the papers they read
Aadhaar and PAN.
Step 3: Prefer the Gazette of India
It is the one banks commonly ask for.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.

Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Travelling to the old home branch | Any branch of the bank will do |
| Paying a reactivation charge | None is allowed |
| Reactivating without updating the name | Do both in one visit |
| Bringing only Aadhaar | Bring PAN too |
| Letting it lapse again | Use it, or close it |
| Ignoring the bank's warning message | Act on it |
| Trying to reactivate a dead parent's account | Claim it as heir or nominee |
| Paying an agent to recover the money | Apply to the bank yourself |
| Asking for a Gazette for an old short name | Aadhaar and PAN are enough |
A typical case we handle: a man in Haldwani found an old passbook from a branch in his village in Pithoragarh, opened in 2008 as "Pappu" when he went for his first job. His Aadhaar and PAN read "Prakash Singh Mehta". The account had been inoperative for years. He asked us whether he needed a Gazette and a trip to Pithoragarh. He needed neither. He took the passbook, Aadhaar and PAN to the bank's Haldwani branch, which reactivated the account and updated his name in one visit, free of charge. This is an illustrative example of the type of case we handle, not a named client review.

The two-year rule, what counts as a customer-induced transaction, reactivation by KYC at any branch and by video KYC, the bar on reactivation and minimum balance charges, the treatment of scholarship and DBT accounts, the ten-year transfer to the depositor education and awareness fund, notice to holders and the monitoring of reactivated accounts, are from reports of the Reserve Bank's revised instructions of 1 January 2024, in force from 1 April 2024. We did not read the circular itself. How names are updated at reactivation, and what linking papers a branch accepts, are general banking practice and vary by bank. The bank is the authority.
