What Are the Three Steps, for a Person of the District?

Where Is Each Record Corrected?
Each record is updated at its own office. These are the kinds of office a person of the district deals with. Check the address and timings of each before you go.

The district's headquarters is at New Tehri, high above the reservoir, and its tehsils lie on both sides of the lake. A trip that looks short on a map can take half a day. Find the tehsil for the home address before anyone sets out.
What Comes Up for Families Moved by the Dam?
The old town of Tehri and many villages of the valley went under the reservoir, and their families were resettled: in New Tehri, and at sites in the plains of Dehradun and Haridwar districts. That left a generation with papers from a place that no longer exists.
- The old address is not a mismatch. A birth certificate, a school record or a land paper naming a submerged village or old Tehri town is still a valid paper. The name on it is what offices compare.
- Old registers should have moved with the offices. Ask the municipal body at New Tehri, or the tehsil, where the register for the old town or village is now kept.
- Allotment and compensation papers were made out in the name of the head of the family as the project's survey recorded it. That is often a home name, or a father's or grandfather's.
- Where the allottee has died, the heirs need a mutation by succession at the tehsil where the allotted land lies. That may be in another district.
- Where the allottee's name differs from his own later papers, the survey list and the award are the best proof of who was meant. A living allottee can also take out a Gazette notice stating both forms.
- Two tehsils may be involved: the one for the old village's remaining records, and the one where the family now lives and holds land.
We could not confirm the rehabilitation office's own procedure for correcting a name in its records. Ask it directly, and take every old paper the family has. Read name correction in khatauni and land records and alias name in a gazette notification.
What Should Those Working in Hotels, in Other States and Abroad, Settle?
Many people of this district work in hotels and restaurants: in the big cities, and in countries overseas. A passport and a work visa read a name more strictly than any office at home.
- A single name on a passport causes trouble. Some countries refuse a visa or entry on a passport that shows only one name with no surname. A man recorded as just "Dinesh" at school should settle this before he applies.
- The passport divides a name into given name and surname. Decide the division, and make the class 10 certificate, Aadhaar and PAN agree with it.
- A second name such as Singh or Lal can serve as the surname, or a family name can be added. Adding one is a change, and a passport is changed on the proof the passport rules list.
- The employer's records abroad follow the passport. A change made later means changing the visa and the work permit too. Do it before you go, or on a visit home.
- A man already abroad applies through the Indian mission there, and can have the Gazette file prepared by courier and through a family member at home.
- A provident fund account from a hotel job in India should match Aadhaar before the job is left.

What About the Towns Beside Rishikesh?
Muni Ki Reti, Tapovan and the road up to Narendranagar lie across the river from Rishikesh and feel like part of it. They are in Tehri Garhwal district, and Rishikesh is in Dehradun district. That catches people out.

- A birth or death is registered by the local body of the place where it happened. A child born in a hospital in Rishikesh is registered there, even if the family lives across the river.
- A residence certificate comes from the tehsil of the place where you live.
- An address written as "Rishikesh" on one paper and with the Tehri side's name on another is not a mismatch in your name. Use the correct district on new papers.
- People who have taken a new name at an ashram here are in the same position as anyone else. The name changes no record until the usual process is done.

Which Newspapers Serve for the Notice?
The Department of Publication asks for the change of name to be advertised in a daily local leading newspaper. It does not name newspapers.
- The Hindi dailies that reach the district carry Tehri pages in their Garhwal editions.
- A person living in the district books the notice in the edition that reaches his town.
- A person of the district working in another city books it in a daily of that city, since that is the present address in the Gazette.
- In the hill tehsils the paper arrives late. Ask the agent to keep several copies of the day's issue.
