What If the Birth or Death Was in a Hospital in Another District?
For a difficult delivery or a serious illness, families of this district are often sent to bigger hospitals down the valley, in Srinagar, Rishikesh or Dehradun. A birth or a death is registered where it happens, not where the family lives.

What Comes Up for Those Who Work the Pilgrim Route?
A large share of the district's work is on the road and the track to its great shrine: lodges, shops, mules and ponies, porters, palanquins and drivers. The administration registers those who work the route each season.
- Registration for the season is made on identity proof. The name on it should be the name on Aadhaar, letter for letter.
- Payments are made into bank accounts. A mule owner or a porter needs an account in his own name that matches his registration.
- Insurance or relief for an accident on the route is paid against the registered name. A difference found after an accident is far harder to cure than one found before the season.
- An animal's registration and a vehicle's papers are in the owner's name. Check them against his identity proof.
- A worker from another district or state brings papers made there. A correction of one of those goes back to the office that issued it.
- A lodge or a shop passed from father to son is a new registration for the son.
