PM KUSUM Solar Pump Name Mismatch in Uttarakhand
For farmers whose application for a subsidised solar pump is held because the land record, Aadhaar and the bank account carry different names: which records are compared, where each is corrected, and what to do when the land is still in a late father's name or shared with brothers.
A PM KUSUM solar pump name mismatch is cured by correcting the record that differs: the land record at the tehsil, Aadhaar at an Aadhaar centre, or the bank account at the bank. Land still in a late owner's name has to be mutated to the heirs first. Do this before paying the farmer's share. A spelling needs no Gazette.

A solar pump frees a field from diesel and from the power cut. The scheme pays most of its cost, and the farmer pays a share up front. A PM KUSUM solar pump name mismatch found after that payment leaves the farmer waiting for a pump already paid for. This page explains PM KUSUM solar pump name mismatch for farmers in Uttarakhand.
We do not file these applications, and this subject almost never needs a Gazette. Which papers are asked for is as guides to the scheme describe. We did not read the scheme's guidelines, and did not confirm which office runs it in the state now. The land record is the paper that matters most. Read name correction in khatauni and land records.
What Is the Scheme, and Who Runs It?
As guides to the scheme and an answer given in Parliament describe it. Ask the local office for the current position.
- What it is. A central scheme to bring solar power to farming, in three parts.
- The part most farmers use. A subsidy on a standalone solar pump, for a field with no electric connection.
- Another part. Solarising a pump that already runs on the grid.
- Who can benefit. An individual farmer, and groups such as water user associations.
- Who runs it. A state implementing agency, which takes applications, collects the farmer's share and appoints vendors.
- How the cost is shared. Between the central Government, the state and the farmer. We left out the shares, which differ by state and change.
The farmer pays first and the pump comes later. So the time to find a wrong name is before the share is deposited.
Which Three Records Are Compared?
| Record | Kept by | Where it is corrected |
|---|---|---|
| The holder's name on the land record | The revenue department | The tehsil, on identity and title papers |
| The name on Aadhaar | The identity authority | An Aadhaar centre |
| The name on the bank account | The bank | The branch, on Aadhaar |
Guides ask for Aadhaar that matches the bank account, and for the land record. A pump is a thing fixed to a field. The scheme has to know that the person applying is the person who holds that field.
Where Does Each Name Come From?
- The land record. Written at a settlement or a mutation, by a revenue official, in the hand and spelling of the day.
- Aadhaar. Made later, at a camp, from whatever paper the farmer carried.
- The bank account. Opened for a crop loan or a subsidy, in the form the bank's agent typed.
- The application. Filled at a service centre or by a vendor, from Aadhaar.
- The agency's check. The land record is read against the applicant's identity.
The land record is the oldest and the hardest to change. A farmer may be "Tej Singh son of Bhawan Singh" there, "Tej Singh Rana" on Aadhaar and "T. S. Rana" at the bank. All three are him, and no office is obliged to take that on trust.
What Kinds of Mismatch Are There?
The same farmer, written differently
- A spelling, initials or a surname missing from the land record
- The applicant is the holder
- A correction, at the office whose record is wrong
A different person on the land record
- A late father or grandfather is still the recorded holder
- Or the land was bought and never mutated
- Not a correction. A mutation at the tehsil
Several people on one holding
- Brothers or cousins are recorded together, undivided
- One of them wants the pump
- Not a mismatch. A question of consent, or of partition
In the hills the second and third are far commoner than the first. Holdings are small, and passed down for generations without anyone going to the tehsil.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The land record has a spelling slip | Correct the land record at the tehsil | No |
| The land record gives no surname | The same, or the agency accepts the father's name as the link | No |
| Aadhaar is the record that differs | Correct Aadhaar, then apply | No |
| The bank account is in another form of the name | The bank corrects it on Aadhaar | No |
| The land is in a late father's name | Mutation to the heirs, on the death certificate and proof of heirship | No |
| The land is held jointly | One co-sharer applies with the others' consent, as the agency asks | No |
| A woman farmer has taken a married surname | Aadhaar and the bank on the marriage certificate. The land record at the tehsil | No |
| The farmer has changed a name by choice | Gazette, then Aadhaar, the bank and the land record | Yes |
A Gazette appears once in eight rows. The others are a visit to the tehsil, which most farmers have to make sooner or later in any case.
How Do You Put It Right?
This is the general method. The agency's own notice says what it wants this season.
Step 1: Take out a fresh copy of the land record
Note the holder's name exactly as it stands, and who else is recorded on the same holding.
Step 2: Put Aadhaar and the bank passbook beside it
The three names should read alike, letter by letter.
Step 3: Ask a harder question: is the land in your name at all?
Or in a late father's, or shared with brothers who live elsewhere.
Step 4: Correct the record that differs, at its own office
The land record at the tehsil, Aadhaar at an Aadhaar centre, the account at the bank.
Step 5: Where the land is in a late owner's name, have it mutated first
To the heirs, on the death certificate and proof of who they are.
Step 6: See that the bank account is linked to Aadhaar for benefit payments
Guides to the scheme ask for an Aadhaar-linked account.
Step 7: Apply through the state's implementing agency, in exactly that name
Fill or read the form yourself. Do not pay the farmer's share before the names are right.
Step 8: Keep every paper of the pump in the same name
The demand letter, the receipt for your share, the vendor's papers and the commissioning report.
What If the Land Is in a Late Father's Name?
- A son who has farmed the field for twenty years is, on the record, nobody. The holder is a man who has died.
- No scheme can give a pump to the dead, and no spelling correction turns a father's entry into a son's.
- The cure is mutation: the heirs apply at the tehsil, with the death certificate and proof of who the heirs are.
- All the heirs are entered, daughters with sons. One heir cannot have the others left out because they live elsewhere.
- Mutation takes time. Start it when the scheme is announced, not when the window is about to close.
- Read the father's name in the land record against his death certificate. A difference there holds up the mutation itself.
Read name correction in a death certificate and legal heir certificate and name correction in the family register.
What If the Land Is Held With Brothers?
- After a mutation the brothers and sisters stand together on one holding, each with a share, and no field marked as anyone's own.
- A pump is put on one spot. The agency wants to know that the others agree to it.
- Expect to be asked for the co-sharers' written consent, or for the applicant's own share to be shown.
- A co-sharer who has moved to the plains or abroad has to be found and has to sign.
- Where the family has in fact divided the land, a partition on record ends the question for good.
- A sister who gives up her share to a brother does so by a registered release, not by silence.
We could not confirm the agency's rule on joint holdings. Ask before you apply. Read partition deed name mismatch and relinquishment deed name mismatch.
What About the Bank Account, and Your Share?
- Guides ask for a bank account linked to Aadhaar, in the applicant's own name.
- The farmer's share is deposited with the agency after a demand letter. Pay it from your own account, so that the payer and the applicant are one name.
- Where a bank loan covers part of the share, the bank reads the same three records again, and the land record most closely.
- A refund, if the application fails, comes back to the account on record. A name that does not match holds it.
- A farmer who already draws farm benefits, and is on the farmer registry, has an account that has passed these checks once. Use that one.
Read PM-KISAN name mismatch, Kisan Credit Card and crop insurance name mismatch and name change in bank records.
What If the Pump Is Already on the Grid?
- A field with an electric pump falls under the part of the scheme for grid pumps, as guides describe.
- That adds a fourth record: the electricity connection for the tubewell, in the consumer's name.
- A tubewell connection taken by a father decades ago is still in his name on the bill.
- The consumer on the bill, the holder on the land record and the applicant should be one person.
- A change of consumer is asked for at the electricity company, on the land record and proof of succession.
Read name change in electricity bill and PM Surya Ghar rooftop solar name mismatch, which is about house roofs and not fields.
Which Papers of the Pump Carry Your Name?
- The application and its acknowledgement. In the applicant's name, with the Aadhaar number.
- The demand letter. Asking for the farmer's share.
- The receipt. For that share, in the same name.
- The vendor's papers. The work order and the invoice for the pump.
- The commissioning report. Signed when the pump runs, naming the beneficiary and the field.
- The warranty and service papers. For the years after.
Vendors fill these fast, from a phone contact. Ask the vendor to copy your name from Aadhaar, and read each paper before you sign. A warranty in a nickname is a warranty nobody will honour. Read name change in government scheme records.
Where Does a Gazette Come In?
Almost never for this scheme. It comes in where the farmer has changed a name by choice, and Aadhaar, the bank and the tehsil ask for a Gazette. It has no part in a spelling, a late father's entry or a joint holding.
Step 1: Confirm that it is a change of name, and not a spelling or a late owner's entry
Those are settled at the tehsil on other papers.
Step 2: Weigh the time against the application window
A Gazette commonly takes 3 to 7 weeks. Agencies open and close applications.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, the bank account and the land record.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, the bank and the land record, and then apply.
Would the Uttarakhand Gazette Do?
The land record is the state's, and the tehsil may accept a state Gazette. Aadhaar and the bank are the reasons to prefer the Gazette of India.
Step 1: Remember that the land record is the state's
The tehsil may accept a state Gazette.
Step 2: Ask the tehsil which Gazette it accepts
In writing, if you can.
Step 3: Think about Aadhaar and the bank
The Gazette of India serves those as well.
Step 4: Contact the Roorkee press if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Farmers Make?
| Mistake | What to do |
|---|---|
| Paying the share before checking the three records | Check them first |
| Applying on a late father's land record | Mutate the land first |
| Using an old copy of the land record | Take a fresh one |
| Applying on joint land without the others' consent | Get it in writing |
| Giving a son's bank account for a father's land | The holder's own account |
| Letting the vendor fill the application | Fill or read it yourself |
| Applying for an off-grid pump on a field with a connection | Ask which part of the scheme applies |
| Paying for a Gazette to fix a spelling in the land record | The tehsil corrects it |
| Paying someone who promises a pump out of turn | Nobody can. The agency follows its list |
A typical case we handle: a farmer near Kashipur applied for a solar pump and deposited his share. The land record named the holder "Gurmeet Singh son of Late Balwant Singh". His Aadhaar read "Gurmit Singh Sandhu", and his bank account "Gurmeet S. Sandhu". The agency held the file, and his nephew asked us for a Gazette. Nobody had changed a name. He had the bank correct the account on Aadhaar, corrected the spelling on Aadhaar to match his school certificate, and asked the tehsil to add the surname on the same papers. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For this scheme, almost always. The tehsil, the Aadhaar centre and the bank each correct their own record. We are useful only where the farmer has changed a name by choice and a Gazette notification is asked for.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The land record is corrected at your own tehsil. For the papers behind it, send photos on WhatsApp and we will tell you which one to correct.

The scheme's parts, the papers asked for, the Aadhaar-linked account, the farmer's share paid on a demand letter and the rule about a field already on the grid are as guides to the scheme describe them. Several of those guides are written by installers. That beneficiaries can be individual farmers and groups, and that a state implementing agency runs the scheme, are from an answer given in Parliament. That a farmer already covered is not given another pump is from another state's agency. We did not read the scheme's guidelines, and did not confirm which office runs it in Uttarakhand, its rule on joint holdings or the cost shares. Mutation, consent of co-sharers and the papers of a pump are general guidance. The agency's own notice and your tehsil are the authority.

Names in a Solar Pump Application: The Short Version
A subsidised pump is tied to a field, so the scheme reads the land record with Aadhaar and the bank account. Take a fresh copy of the land record and lay the three side by side before paying your share. Correct the one that differs at its own office. Land in a late father's name is mutated to the heirs first. On a joint holding, get the others' consent in writing. Keep the pump's papers in the same name.
A spelling needs no Gazette. To find out which record to correct, send photos on WhatsApp 9540005064, and we will reply in working hours.
