PM Surya Ghar Rooftop Solar Name Mismatch in Uttarakhand
For households whose rooftop solar application or subsidy is held because the name on the electricity bill, Aadhaar and the bank account do not agree: which three records are compared, where each is corrected, and what to do when the connection is in a parent's or a late owner's name.
A PM Surya Ghar rooftop solar name mismatch is cured by correcting the record that differs: the electricity bill at the electricity company, Aadhaar at an Aadhaar centre, or the bank account at the bank. Where the connection is in another person's name, it needs a change of consumer. Do this before paying the installer. A spelling needs no Gazette.

The rooftop solar subsidy is paid after the panels are on the roof and the money has been spent. A PM Surya Ghar rooftop solar name mismatch found at that stage leaves a family waiting for a payment it has already counted on. This page explains PM Surya Ghar rooftop solar name mismatch for households in Uttarakhand.
We do not deal with the portal, installers or the electricity company, and this subject almost never needs a Gazette. How the scheme checks names is as guides and an electricity company's published note describe it. We did not test the portal or read the scheme's guidelines. For the connection itself, read name change in electricity bill.
What Is the Scheme, and Who Pays the Subsidy?
As guides to the scheme describe it. Ask the electricity company's local office for the current position.
- What it is. A central scheme that helps households put solar panels on their roofs, with a subsidy towards the cost.
- How one applies. On the scheme's national portal, with the state, the electricity company and the consumer number.
- Who checks. The electricity company approves the installation and fits the meter that measures power sent back to the grid.
- Who installs. A vendor registered for the scheme.
- How the subsidy is paid. By transfer into the consumer's bank account, after the system is commissioned.
The household spends first and is paid later. So the time to find a wrong name is before the first payment to an installer, not after the last.
Which Three Records Are Compared?
| Record | Kept by | Where it is corrected |
|---|---|---|
| The consumer's name on the electricity bill | The electricity company | Its local office, on identity and ownership papers |
| The name on Aadhaar | The identity authority | An Aadhaar centre |
| The name on the bank account | The bank | The branch, on Aadhaar |
Guides say the comparison is strict: initials against a full name, or a missing middle name, can be enough to flag an application. They also say the payment system checks the bank account again at the end. An application can pass at the start and the subsidy still be held.
Where Does Each Name Come From?
- The electricity connection. Taken out when the house was built or bought, often decades ago, in the name of whoever applied. The bill has carried that name since.
- Aadhaar. Made later, from other papers, and perhaps corrected since.
- The bank account. Opened at another time again, in whatever form the bank accepted.
- The application. The portal draws the consumer's record from the electricity company on the consumer number.
- The payment. Sent to the bank account linked to Aadhaar for benefit payments.
The electricity bill is the oldest of the three and the least looked at. Nobody reads the name on a bill they pay every month. It is usually the record that turns out to be the odd one.
What Kinds of Mismatch Are There?
The same person, written differently
- Initials, a dropped surname or a spelling on the bill or the bank account
- The applicant is the consumer
- A correction, at the office whose record is wrong
A different person on the bill
- The connection is in a father's, a husband's or a late owner's name
- Or in the seller's name, on a house bought years ago
- Not a correction. A change of consumer at the electricity company
A name that changed
- A woman consumer has a married surname on Aadhaar and a maiden name on the bill
- Or the consumer has changed a name by choice
- The bill and the bank follow Aadhaar, on the marriage certificate or a Gazette
The second kind is the commonest in older houses, and the one a quick fix cannot reach. No spelling correction turns a father's connection into a son's.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The bill has initials or a short form | A correction at the electricity company | No |
| The bill has a spelling slip | The same | No |
| Aadhaar is the record that differs | Correct Aadhaar, then apply | No |
| The bank account is in another form of the name | The bank corrects it on Aadhaar | No |
| The connection is in a living parent's or spouse's name | That person applies, or a change of consumer | No |
| The connection is in a late owner's name | A change of consumer, on the death certificate and proof of succession | No |
| A woman consumer has taken a married surname | The bill and the bank, on the marriage certificate | No |
| The consumer has changed a name by choice | Gazette, then Aadhaar, the bank and the bill | Yes |
A Gazette appears once in eight rows. The others are a visit to an office the family already deals with.
How Do You Put It Right?
This is the general method. The portal's screens change, so follow what it shows now.
Step 1: Take your latest electricity bill
Note the consumer number and the consumer's name exactly as printed.
Step 2: Put Aadhaar and the bank passbook beside it
The three names should read alike, letter by letter.
Step 3: Decide which of the three is the odd one
And ask a harder question first: is the consumer on the bill the person applying at all?
Step 4: Correct that record at its own office
The bill at the electricity company, Aadhaar at an Aadhaar centre, the account at the bank.
Step 5: Where the connection is in another person's name, have it changed
A change of consumer, on proof of ownership or succession. That is more than a spelling.
Step 6: See that the bank account is linked to Aadhaar for benefit payments
A matched name does not help if the account is not linked.
Step 7: Apply, or apply again, on the national portal
In exactly the corrected name. Do this before you pay an installer in full.
Step 8: Keep every paper of the installation in the same name
The agreement, the invoice and the metering papers.
What If the Connection Is in Someone Else's Name?
- A living parent or spouse. The simplest course is for the consumer on the bill to be the applicant, with that person's own Aadhaar and bank account.
- A late parent. In many hill homes the bill still comes in the name of a father who died years ago. The family applies to the electricity company for a change of consumer, with the death certificate and proof that the house has come to the applicant.
- Several heirs. The company usually wants the others' consent before it puts the connection in one heir's name.
- A house that was bought. A connection left in the seller's name is changed on the sale deed.
- A tenant. Guides say the subsidy goes to the person in whose name the connection stands. A tenant should settle that with the owner before spending anything.
- Dues. A company commonly asks for the bill to be paid up to date before it changes the consumer. Guides also list pending dues as a reason an application fails.
We could not confirm the state power corporation's current form or fee for a change of consumer. Ask its local office. Read name correction in a death certificate and legal heir certificate and rent agreement name mismatch.
What About the Bank Account?
- The subsidy is paid by transfer. Guides say it goes to the consumer's own account, in the consumer's name.
- The account has to be linked to Aadhaar for benefit payments. Guides treat that as a separate check from the name: the names can agree and the payment still fail.
- A person with more than one account may find an old account is the one linked. Ask the branch which one is.
- A joint account, or a spouse's or a son's account, is a risk. The payment is addressed to the consumer.
- Where the consumer is an old parent with a little-used account, see that the account is active and its papers are current.
Read name change in bank records and Jan Dhan account name mismatch.
What About the Roof, and Who Owns It?
- Guides say the applicant, the electricity connection and the house should belong to the same person. Where they do not, the application is questioned.
- A house in the wife's name with the connection in the husband's is common. One of the two is brought to the other, or the owner's written consent is given, as the electricity company asks.
- A house owned jointly by brothers needs the others' consent to the installation.
- In a town, ownership is shown by the deed and the house tax record. In a village it is often shown by the panchayat's record or the land record.
- A flat-owner's roof is usually shared. The society's permission comes before any application.
Read municipal house tax name change and name change in property documents.
Which of the Installer's Papers Carry Your Name?
- The agreement with the vendor. Made in the consumer's name.
- The invoice. For the system, in the consumer's name and at the address on the bill.
- The metering agreement. Between the consumer and the electricity company, for the power sent back to the grid.
- The commissioning report. Signed off for that consumer number.
- A loan, where one is taken. The bank lends to the consumer, and reads the same three records again.
Installers fill these quickly, from a visiting card or a phone contact. Ask the installer to copy your name from the electricity bill, and read each paper before signing. Read personal loan name mismatch.
What Other Reasons Hold a Subsidy?
Guides and an electricity company's published note list these. They are often mistaken for a name problem.
| Reason | What to check |
|---|---|
| The wrong number was entered | The consumer number on the bill, not the meter number |
| Dues are pending | Clear the electricity bill |
| The connection is not domestic | The category printed on the bill |
| The system is larger than the sanctioned load | The load printed on the bill |
| The bank account is not linked | Linking with Aadhaar for benefit payments |
| The installer is not registered for the scheme | The vendor list on the portal |
| The metering is not complete | The electricity company's commissioning |
Read the remark the portal shows against your application before assuming it is the name. A grievance can be raised on the portal where the remark is unclear.
Where Does a Gazette Come In?
Almost never for this scheme. It comes in where the consumer has changed a name by choice, and Aadhaar and the bank ask for a Gazette. The electricity bill then follows them.
Step 1: Confirm that it is a change of name, and not a spelling or a change of consumer
Those are settled at the electricity company on other papers.
Step 2: Weigh the time against the installation
A Gazette commonly takes 3 to 7 weeks. Plan the application around it.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, the bank account and the electricity bill.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, the bank and the electricity bill, and then apply.
Does the Uttarakhand Gazette Matter Here?
Not to the scheme, which follows Aadhaar and the bank. The question is only which Gazette they accept.
Step 1: Ask the Aadhaar centre and the bank which Gazette they accept
The scheme follows Aadhaar and the bank account.
Step 2: Think about the electricity company and PAN
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Households Make?
| Mistake | What to do |
|---|---|
| Paying the installer before checking the three records | Check them first |
| Never reading the name on the electricity bill | Read it against Aadhaar |
| Applying on a late father's connection | Change the consumer first |
| Giving a son's bank account for a father's connection | The consumer's own account |
| Letting the installer fill the application | Fill or read it yourself |
| Entering the meter number | Enter the consumer number |
| Assuming a matched name is enough | See that the account is linked |
| Paying for a Gazette to fix initials | The electricity company corrects them |
| Paying someone to "release" the subsidy | Nobody can. The records have to agree |
A typical case we handle: a family in Haldwani had panels fitted, and the subsidy did not come. The electricity connection was in the name "H. S. Bisht", taken out by the father in 1996. He was alive, and his Aadhaar and bank account read "Har Singh Bisht". His son, who had made the application in his own name, asked us for a Gazette. Nobody's name had changed. The father had the electricity company expand the initials on his identity papers, and the application was made again in his name with his own bank account. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For this scheme, almost always. The electricity company, the Aadhaar centre and the bank each correct their own record. We are useful only where the consumer has changed a name by choice and Aadhaar and the bank need a Gazette first.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The bill is corrected at the electricity company's local office. For the papers behind it, send photos on WhatsApp and we will tell you which one to correct.

Names in a Rooftop Solar Application: The Short Version
The scheme compares the consumer's name on the electricity bill with Aadhaar and the bank account. Lay the three side by side before paying an installer. Correct the one that differs at its own office. Where the bill is in another person's name, that person applies, or the consumer is changed first. See that the bank account is the consumer's own and is linked to Aadhaar. Keep the installer's papers in the same name.
A spelling needs no Gazette. To find out which record to correct, send photos on WhatsApp 9540005064, and we will reply in working hours.
