MSP Procurement Name Mismatch in Uttarakhand: Crop Sale Registration
For farmers in Uttarakhand, mostly in the plains of Haridwar, Udham Singh Nagar, Nainital and Dehradun, who register to sell wheat or paddy at the minimum support price, and whose name on Aadhaar, the khatauni or the bank account does not agree: why land verification and payment depend on it, which record to correct, and what to do before the season opens.
An MSP procurement name mismatch is settled before the season. The registration is verified against the khatauni, and the price is paid only into the bank account, so make Aadhaar, the khatauni and the account carry one name. Correct the khatauni at the tehsil and the account at the branch. No Gazette is needed.

Each spring and autumn, farmers in Uttarakhand's plains take their wheat and paddy to government purchase centres at the minimum support price. Before selling, they register online, and the registration is checked against the land record. The money then goes straight to the bank. An MSP procurement name mismatch is a name that differs among these, holding up the sale or the payment. This page explains MSP procurement name mismatch.
We do not register farmers, and this subject needs no Gazette in the ordinary case. How procurement and payment work is from the food ministry's answer in the Rajya Sabha of March 2025. For the Farmer ID, read farmer registry name mismatch.
What Is Procurement, in Brief?
- What it is. Government buying of wheat, paddy and some other crops at the minimum support price.
- Who buys. State agencies, at purchase centres, for the central pool.
- Who sells. Registered farmers whose land is verified.
- How they are paid. Online, straight into the farmer's bank account.
- Where in Uttarakhand. Mostly the plains districts, where wheat and paddy are grown for sale.
A farmer who sells at the centre deals with three records: the registration, the land record it is verified against, and the bank account the money goes to.
What Does the Ministry Say?
From the food ministry's answer in the Rajya Sabha on 18 March 2025, and the state food department's procurement portal.
| Point | What is said |
|---|---|
| Payment | MSP is paid directly into farmers' bank accounts only, through the online procurement system |
| State portals | Procurement is mandatorily carried out through state procurement portals |
| Registration and verification | Farmers register to sell, and land and crop are verified, before online payment |
| Central link | State portals are integrated with a central procurement portal |
| In Uttarakhand | The state portal's 2024-25 wheat figures show registered farmers and verified land, district by district |
Two words in the table matter for names: verified and directly. Verification reads the khatauni. Direct payment reads the bank account.
What Is Read?
| Record | Used for | Where it is corrected |
|---|---|---|
| The registration | The farmer's claim to sell | The portal or the centre, before submission |
| The khatauni | Land verification | The tehsil |
| The bank account | Payment | The branch |
| Aadhaar | Identity | An Aadhaar centre |
| The purchase slip | The record of the sale | The centre |
The registration is filled by you or the centre. The other two were made long before. Make them agree before you fill the first.
What Kinds of Mismatch Are There?
The khatauni differs
- A home name, a father's name for a surname
- Land verification fails
- Corrected at the tehsil
The bank account differs
- A short form, or a relative's account
- The payment stalls
- Brought to the Aadhaar name
The land is not in your name
- Still in a dead parent's name
- Or leased from someone else
- A mutation, or the tenancy rules
The first two are spelling problems and can be put right in days. The third takes longer, and should be begun well before the season.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The khatauni has a home name | The tehsil, on Aadhaar | No |
| The bank account has a short form | The branch | No |
| The account is not linked with Aadhaar | Seed it at the branch | No |
| Aadhaar has a spelling slip | An Aadhaar centre | No |
| The land is in a dead parent's name | A mutation at the tehsil | No |
| The registration was typed wrongly | The centre, before verification | No |
| The farmer is a tenant | Ask what tenancy proof is accepted | No |
| The farmer changed a name by choice | Gazette, then Aadhaar, khatauni and bank | Yes |
A Gazette appears once in eight rows. The tehsil, the branch and the centre settle the rest.
How Do You Put It Right?
This is the general method. Do the corrections a month before the season.
Step 1: Before the season, read your name on Aadhaar, the khatauni and the passbook
The portal asks for all three.
Step 2: Correct the khatauni at the tehsil, where it is the odd one
The land is verified against it.
Step 3: Bring the bank account to the Aadhaar name
Payment goes only to the bank account.
Step 4: Where the land is in a dead parent's name, have it mutated
Land verification reads the recorded holder.
Step 5: Register on the state procurement portal before the season, or at a centre
With Aadhaar, the land details and the bank account.
Step 6: Read the registration before it is submitted
Name, land, area and account number.
Step 7: Wait for land verification before taking the crop to the centre
A registration not yet verified may not be accepted.
Step 8: After sale, check the payment in your account
And keep the purchase slip.
What About Land Verification?
- The ministry says land and crop are verified before a farmer can sell.
- Verification reads the khatauni for the land you name, and the holder recorded on it.
- A name in the registration that differs from the khatauni may fail.
- So register in the name the khatauni carries, or correct the khatauni first.
- The state portal shows farmers registered and land verified as separate counts. Not every registration passes.
- Ask the centre whether your land has been verified before you bring the crop.
What About Payment?
- The ministry says MSP is paid directly into farmers' bank accounts, online, and only that way.
- So there is no cash at the centre to fall back on.
- An account whose name differs from the registration, or an inactive account, can stop the payment.
- Give your own account, in your Aadhaar name, linked with Aadhaar.
- Keep the purchase slip until the money arrives.
- If it does not, ask the centre for the payment status, and the branch for the account's.
Read name change in bank records, DBT and Aadhaar seeding and inoperative account reactivation.
What About Inherited and Joint Land?
- Land still recorded in a dead father's name cannot be verified as yours.
- A mutation at the tehsil enters the living heirs.
- Begin it well before the season. It takes time.
- For land held jointly, ask the centre who registers and how shares are counted.
- Each co-holder's name in the khatauni should match that co-holder's Aadhaar.
- Do not register on land recorded in someone else's name without the papers the centre asks for.
Read death certificate and legal heir certificate and partition deed.
What About Tenants?
- Many farmers in the plains cultivate land they lease from others.
- Some states allow tenants to register with proof of tenancy.
- We could not confirm what Uttarakhand accepts. Ask the food department.
- The tenant's own name, Aadhaar and bank account should agree.
- The owner's name in the khatauni should match the lease.
- Keep the lease, written and signed, with your registration.
Read rent agreement name mismatch, on written agreements.
What Should You Do Before the Season?
- Procurement runs in seasons, with registration windows before or during them.
- A khatauni correction or a mutation takes longer than the window.
- So read your three papers a month or more before the season.
- Correct the khatauni, the bank and Aadhaar first. Then register.
- Ask the centre for the season's dates, and whether the Farmer ID is now linked.
- Keep copies of everything, season after season.
Read farmer registry name mismatch and Kisan Credit Card and crop insurance.
Where Does a Gazette Come In?
Only where a farmer has changed a name by choice. A home name in the khatauni needs the tehsil.
Step 1: Confirm that your name has in fact changed
A home name in an old khatauni is not a change of name.
Step 2: Remember the season
A Gazette takes weeks. A procurement season does not wait.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, the khatauni and the bank.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, the khatauni and the bank.
Which Gazette Should You Use?
The land record is the state's, Aadhaar and the bank central. The Gazette of India serves all.
Step 1: Remember who buys the crop
The state's agencies, on behalf of the central pool.
Step 2: Remember what they read
The state's land record, and Aadhaar and the bank, which are central.
Step 3: Prefer the Gazette of India
It serves Aadhaar and the bank as well as the tehsil.
Step 4: Contact the Roorkee press only if a state notice suits the land record
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.

Which Mistakes Do Farmers Make?
| Mistake | What to do |
|---|---|
| Registering without reading the khatauni | Read it first |
| Giving a son's or relative's account | Your own account |
| An account in a short name | Bring it to the Aadhaar name |
| Selling on a dead father's land | Mutate it first |
| Bringing the crop before verification | Ask the centre first |
| Starting a correction in the season | Start a month before |
| Losing the purchase slip | Keep it until paid |
| Selling through an agent in his name | Register yourself |
| Asking for a Gazette for a home name | The tehsil corrects it |
A typical case we handle: a farmer near Laksar registered to sell wheat. His khatauni read "Pappu s/o Ram Singh". His Aadhaar and bank read "Pradeep Kumar". His land was not verified. A neighbour told him to get a Gazette. He did not need one. He had the tehsil correct the khatauni to his Aadhaar name, on Aadhaar and the family register, and registered again the next season. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a home name in the khatauni, a bank account, a mutation or a typed slip. The tehsil, the branch and the centre settle those. We are useful only where a farmer has changed a name by choice and a Gazette notification is asked for.

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. That MSP is paid directly into farmers' bank accounts only through the online system, that procurement runs through state portals with registration and land and crop verification, and that state portals are linked to a central one, are from the food ministry's answer in the Rajya Sabha on 18 March 2025. The district figures for registered farmers and verified land are from the state food department's procurement portal for wheat in 2024-25. We did not read the state's procurement policy, its tenancy rules, or its link with the farmer registry. The food department and the purchase centre are the authority.
