Lost or No Documents to Prove Your Name in Uttarakhand

For people whose papers were lost in a move, a fire or a flood, and for those who never had any: where your name is still on record, which paper to rebuild first, how a person with nothing is enrolled, and why a Gazette is not the answer.

Quick answer

With no documents to prove your name, go back to the offices that recorded you. A lost paper is replaced from the issuer's record. A person who never had papers is enrolled for Aadhaar on a certificate or through the head of the family. A Gazette cannot do either, since it needs identity papers itself.

A family in Uttarakhand at an Aadhaar centre recovering their records by fingerprint after losing all their documents
A lost paper is replaced from the record of the office that issued it, and Aadhaar can be recovered by fingerprint, so start there.

Papers are lost in a move or a theft. In the hills they are also lost to cloudbursts and landslides that take the whole house. And some people, mostly older women, never held a paper of their own. Having no documents to prove your name feels like having no name. It is not so. This page explains what to do with no documents to prove your name.

We prepare Gazette notifications for a change of name. People with lost papers are often sent to us by mistake, and we send them back to the right counter. How a person without papers is enrolled for Aadhaar is from the identity authority's own form. The rest is general guidance. For the papers a Gazette asks for, read documents required for a gazette name change.

What Is the Difference Between Lost Papers and No Papers?

Lost papers

  • The paper is gone. The record it was printed from is not
  • The school, the board, the bank and the registry still hold your entry
  • A duplicate is a fresh copy of that entry
  • Slow, and nearly always possible

No papers, ever

  • No office issued you anything in your own name
  • You may still appear in someone else's record: a family register, a ration card, a voter list
  • The first paper has to be made, not copied
  • There is a route for exactly this

A paper is a receipt for a record. Lose the receipt and the record remains. That one idea turns most of this problem from despair into a list of counters.

What Does the Aadhaar Form Allow?

From the identity authority's own enrolment and update form, on its site.

What the Aadhaar enrolment form provides for a person without documents
PointWhat the form says
Three kinds of verificationDocument based, introducer based, and head of family based
Head of familyThe head of the family's Aadhaar or enrolment number is given, with a document that shows the relationship
A certificate of identityWith a photograph, on the authority's standard certificate format, issued by a gazetted officer or a tehsildar
In a villageA certificate of identity with a photograph from the village panchayat head, on the same format
Others who may certifyAn elected representative, and the head of an institution for those who live in one

So the system expects that some people will come with nothing, and provides for them. Aadhaar is the first paper such a person gets, and most other papers are then issued on it.

Where Is Your Name Still on Record?

Offices that hold a record of a person's name and what each can issue
OfficeWhat it holdsWhat you can ask for
The village or municipal officeThe family register, and the birth registerA copy of the family's entry. A birth certificate
The schoolThe admission registerAn extract, or a duplicate transfer certificate
The board or universityIts record of candidates and resultsA duplicate mark sheet or certificate
The electoral officeThe voter rollYour entry, and a replacement card
The bankThe account, with the papers you gaveA statement and a passbook in the account's name
The tehsil and the sub-registrarLand records and registered deedsCertified copies
An employer, or the record officeThe service recordA service certificate, or a pension paper
The identity authorityAadhaar, with fingerprints and irisThe number recovered, and the card reprinted

Aadhaar is in the last row for a reason. It is the one record that can find you by your body, with no paper at all. If you ever enrolled, you can be found.

What Are the Three Positions?

Some papers lost

  • One or two are gone, and others remain
  • The remaining ones prove who you are
  • A duplicate from each issuer, on those

Everything lost at once

  • A fire, a flood or a theft took the whole file
  • Nothing in hand to show any office
  • Aadhaar recovered first, by fingerprint, then the rest on it

Never had any

  • An elder, or someone raised outside school and work
  • The name exists only in other people's records
  • A first Aadhaar on a certificate or through the head of the family

The second sounds the worst and is not, so long as Aadhaar was ever made. The third takes the most care, since a name is being written down officially for the first time and should be written once.

How Do You Rebuild Your Papers?

This is the general order. Each issuer has its own form, fee and time.

Step 1: Write down every office that ever recorded your name

A school, a board, the village office, a bank, an employer, the electoral office, a registry.

Step 2: Find whatever copy survives, anywhere

A photocopy in a relative's house, a scan on an old phone, a number written in a diary. A number is enough to ask for a duplicate.

Step 3: Ask the easiest office first for a copy of its record

A copy of the family register, an extract of the school's admission register, or the entry in the voter roll.

Step 4: Read the name on that copy, and keep to it

It is the name your rebuilt papers will carry. Do not improve the spelling now.

Step 5: Recover Aadhaar, or enrol if you never had one

A lost Aadhaar is recovered, since the record still exists. A first enrolment can be made on a certificate or through the head of the family.

Step 6: Apply for duplicates, one office at a time

Each on Aadhaar and the copy you hold, with a report of the loss where the office asks for one.

Step 7: See that every duplicate carries the same name

A duplicate issued in a new spelling is a new problem.

Step 8: Keep scans in two places

With a relative in another town, and in the Government's digital locker.

How Are Duplicates of Lost Papers Got?

  • Each paper is replaced by the office that issued it, and by no other.
  • The office wants to know which record is yours: a roll number and year for a board, an account number for a bank, a deed number and date for a registry.
  • That is why a photocopy, a scan or even a number in a diary is precious. It points to the entry.
  • Many issuers ask for a report of the loss, and some for a newspaper notice as well. Ask before you go.
  • A duplicate is marked as one. It is as good as the original for every purpose.
  • The Government's digital locker holds many certificates as issued. Look there before applying for a duplicate.

Read school transfer certificate name correction, migration certificate name correction, which covers lost certificates and duplicates, and APAAR ID and DigiLocker.

What About a Person Who Never Had Papers?

  • Many older women in the hills have lived a whole life as an entry on a husband's or a son's papers.
  • She is usually in the family register, on a ration card, and often on the voter roll. Those are a start.
  • The Aadhaar form lets her enrol through the head of the family, who has Aadhaar, with a paper that shows the relationship.
  • Or on a certificate of identity with her photograph, from the village head, a tehsildar or a gazetted officer, on the authority's standard format.
  • Decide the form of her name before the visit. The operator will type what he is told, and that becomes her name on everything after.
  • With Aadhaar she can have a bank account, a pension, a ration entry in her own name and, if she wants, a PAN.

Read name change in Aadhaar card, name correction in the family register and home name and school name different in documents, on which name to choose.

Why Must Every Duplicate Carry the Same Name?

  • A person rebuilding papers fills many forms in a few months, often with help from different people.
  • Each form is a chance to write the name a little differently, or to "correct" it to what one now prefers.
  • A duplicate certificate has to repeat the original. A board will not print a new spelling because Aadhaar has one.
  • So Aadhaar, where it is being recovered or made, should follow the certificates, not lead them.
  • Where the old records themselves disagreed, rebuilding is the moment to choose one form, on the paper hardest to change.
  • Rebuild first, in the name the records hold. Change a name afterwards, if you still want to, as a separate step.

Read name spelling correction and space, dot or joined name difference.

What Can an Affidavit Do, and Not Do?

What an affidavit can and cannot do for a person with lost papers
It canIt cannot
State on oath that a paper was lost, and howStand in place of the paper
Support an application for a duplicateMake an issuer give one against its own record
Explain a gap or a delayProve a name, a date of birth or a parent
Satisfy an office that asks for oneBind any other office

An affidavit is your own word, sworn. Offices take it as a supporting paper. People who are sold "an affidavit for all documents" have bought a sheet of stamp paper and nothing more. Read name change affidavit in Uttarakhand and affidavit vs newspaper vs Gazette.

What About After a Flood or a Fire?

  • A cloudburst or a house fire takes everything in one night, and the family has other things to think of first.
  • Get the loss recorded early: with the police, and with the revenue official who surveys the damage. That record is asked for later.
  • Relief and compensation are paid to named people into bank accounts. The bank can identify an account holder by Aadhaar and fingerprint.
  • Aadhaar comes back first, at any enrolment centre, since it needs no paper from you.
  • Land and house records are with the tehsil and the registry, which were not in your house.
  • School and board records, the family register and the voter roll are likewise elsewhere. Work through them over the following months.

We could not confirm what special arrangements the state makes for papers after a disaster. Ask the district administration. Read compensation claims and name mismatch, for how a claim reads names.

Why Is a Gazette Not the Answer?

People with no papers are often told that a Gazette will "make" them a name. It will not. The department publishes a change of name for a person it can identify, on that person's papers. These are its steps, set out so that the first three can be read.

Step 1: Understand what a Gazette is not

It is not a proof of identity, and it does not create one. The department asks for your identity papers before it publishes.

Step 2: Rebuild your identity papers first

Aadhaar at the least, in the name your surviving records carry.

Step 3: Then ask if any name is in fact to be changed

Lost papers are replaced. They are not a change of name.

Step 4: Make the affidavit and publish the newspaper notice

Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself

To the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.

See documents required for a gazette name change.

What If a Name Is in Fact Being Changed?

Sometimes rebuilding shows that a person does want a different name, or that two old records cannot be reconciled. That is taken up after the papers exist, as a separate step.

Step 1: Do not reach for either Gazette to replace a lost paper

Neither replaces a certificate.

Step 2: Where a name is in fact being changed, prefer the Gazette of India

It serves Aadhaar, PAN and the bank.

Step 3: A state office may accept a state notice

Ask it first.

Step 4: Contact the Roorkee press only if a state notice suits you

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 5: Download the notice, and keep it with your scans

Search gazettes.uk.gov.in and save the PDF.

To weigh the two Gazettes, read Uttarakhand Gazette vs Gazette of India.

Which Mistakes Do People Make?

Common mistakes when papers are lost or were never made

Enrolling for Aadhaar a second timeRecover the first
Asking for a Gazette to replace papersIt needs papers itself
Buying an "affidavit for all documents"It replaces nothing
Improving the spelling on each new formKeep to the old record's name
Making Aadhaar first, in a new form of the nameLet Aadhaar follow the certificates

Keeping every paper in one trunk againScans in two places

A typical case we handle: a family in Rudraprayag lost their house and every paper in it to a landslide. The father came to us for "Gazettes for everyone", having been told it was the way to get new documents. It was not, and we told him so. Each of them had Aadhaar, which was recovered at a centre by fingerprint. The children's certificates were reissued by the board on their roll numbers, which the school still had. The land record was at the tehsil all along. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For lost papers and for a first set of papers. The issuers and the Aadhaar centre settle those. We are useful only if, once the papers exist, a name is in fact to be changed.

Which Areas of Uttarakhand Do We Cover?

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. Duplicates are issued by the office that made the original. Tell us on WhatsApp what was lost, and we will tell you where to start.

People Also Ask About Lost or Missing Papers

How can I prove my identity if I lost all my documents?

Recover Aadhaar by fingerprint, then get duplicates on it.

Can I get Aadhaar without any documents?

Yes, on a certificate or through the head of the family.

Does a gazette notification work as identity proof?

No. It records a change of name.

How do I get a duplicate certificate?

From the board or office that issued it.

Is an affidavit enough for lost documents?

It supports a duplicate. It replaces nothing.

What should I do first after losing all papers?

Record the loss, and recover Aadhaar.

How do I find my Aadhaar number if I have lost it?

Use the Retrieve Lost or Forgotten UID/EID option on the identity authority's website, with the mobile number or email given at enrolment. An Aadhaar enrolment centre can also find your number. The number never changes, even if the card is lost.

How much does a replacement Aadhaar PVC card cost?

A September 2026 report puts the fee at Rs 75, including GST and Speed Post, ordered on myaadhaar.uidai.gov.in or the mAadhaar app. Delivery usually takes 5 to 15 working days.

Yes. Aadhaar is valid as the Aadhaar letter, the digitally signed e-Aadhaar PDF or the PVC card. A printout of e-Aadhaar is accepted like the original.

Can I get a PVC Aadhaar card without a registered mobile number?

Yes. A September 2026 report says you can give any valid mobile number to receive the OTP for a PVC card order. Other online services need the registered mobile.

Are PVC Aadhaar cards from private shops valid?

No. The identity authority warns that PVC cards printed by private vendors are not valid. Only cards ordered through its own portal, app or an Aadhaar centre should be used.

How much storage does DigiLocker give?

DigiLocker, launched by the Government in 2015, gives 1 GB of storage linked to your Aadhaar number. Many certificates are already held there as issued.

Lost or No Documents to Prove Your Name: Frequently Asked Questions

What can I do with no documents to prove my name?+
Go back to the offices that recorded you. A lost paper is replaced from the issuer's record. A person who never had papers is enrolled for Aadhaar on a certificate or through the head of the family, and builds from there.
Is a lost document the same as having none?+
No. A lost paper still exists in the record of the office that issued it. A duplicate is a copy of that record.
Can a Gazette replace my lost papers?+
No. A Gazette records a change of name. It is not a proof of identity, and the department asks for identity papers before it publishes one.
Can I get Aadhaar with no documents at all?+
The identity authority's form has three kinds of verification: by documents, by an introducer, and through a head of the family who has Aadhaar.
What certificate can stand in for an identity paper for Aadhaar?+
The form lists a certificate of identity with a photograph, on the authority's standard format, issued by a gazetted officer or tehsildar, or by a village panchayat head in rural areas, among others.
I lost my Aadhaar card. Do I enrol again?+
No. The number and the record remain. A lost card is recovered and reprinted. Enrolling twice is not allowed.
Do I need a police report for a lost paper?+
Some issuers ask for one, such as for a passport or a certificate. Ask the issuer. The state police take reports of lost articles.
Will an affidavit that I lost my papers do?+
It supports an application for a duplicate. It does not prove your name.
My duplicate came with a different spelling. What now?+
Ask the issuer to match its own earlier record. A duplicate has to copy the original, not today's Aadhaar.
My school has closed. Where is my record?+
Ask the education office of the block or district where the registers went. A board keeps its own record of candidates.
My house papers were destroyed. How do I get copies?+
A registered deed is copied by the sub-registrar's office where it was registered. A land record is copied at the tehsil.
My mother never had any paper. How do we start?+
With the family register, or a ration card that lists her, and an Aadhaar enrolment through the head of the family or on a certificate. Choose one form of her name and keep to it.
Which paper should I rebuild first?+
The one you can get most easily, and then Aadhaar. Most other duplicates are issued on Aadhaar.
How long does it take to rebuild everything?+
Months, usually. Each office has its own time. Start with the papers you need soonest.
Should I pay someone to get all my papers made?+
Be careful. Each duplicate is applied for by you, at its own office. Nobody can make a certificate that the issuer's record does not support.
Do you replace lost documents?+
No. Each issuer does. We prepare a Gazette where a name is in fact changed, which lost papers do not need.

It is reviewed by Advocate Vipin Chauhan.

That Aadhaar enrolment has three kinds of verification, that the head of the family's number and a proof of relationship are given, and that a certificate of identity with a photograph on the standard format can be issued by a gazetted officer, a tehsildar or a village panchayat head, are from the identity authority's own enrolment form. That a Gazette asks for identity papers is as the other pages of this site set out. Everything else is general guidance: which office holds which record, how duplicates are issued and what an affidavit does. We did not confirm any issuer's form, fee or time, how a lost Aadhaar is recovered today, or the state's arrangements after a disaster. Each issuer is the authority for its own paper.
