Wild Animal Attack Compensation Name Mismatch in Uttarakhand
For families whose relief after an attack by a leopard, a bear, an elephant or another wild animal is held because the victim's or the claimant's name is written differently on the papers: which names the forest office reads, where each paper is corrected, and what a Gazette can and cannot do.
A wild animal attack compensation name mismatch is cured by correcting the one paper that differs, at the office that issued it: the Registrar for a death certificate, the hospital for its record, the bank for the account. The family register shows who the heirs are. No Gazette is needed for a spelling.

Relief after an attack is paid by the forest department on a file of papers made in a hurry, by different hands, in the worst week of a family's life. A wild animal attack compensation name mismatch is usually a spelling written at a hospital or a police post. This page explains wild animal attack compensation name mismatch for families in Uttarakhand.
We do not deal with the forest department, and this subject almost never needs a Gazette. How a claim moves, and under which rules, is as guides and news reports describe it. We did not read the state's rules or the forest department's form, and we left out the amounts. For a road accident, read motor accident claim compensation name mismatch.
What Is the Relief, and Who Pays It?
As guides and news reports describe it. Ask the range office for the current position.
- What it is. An ex gratia payment by the state for loss of life, injury, livestock, crops or a house caused by wild animals.
- The rules. Guides name the state's human wildlife conflict relief distribution fund rules of 2024. Part of the relief for a death or an injury is reported to come from the state's disaster relief fund.
- Who pays. The forest department. A claim is made at the range office and decided by the divisional forest officer, or the deputy director in a reserve.
- Who can claim. Guides give the relief as being for residents of the state.
- How it is paid. By transfer into the claimant's bank account.
Ex gratia means the state pays out of concern, not because a court has ordered it. The office still has to be sure it is paying the right family, and it has only the papers to go by.
Which Loss Is It, and Whose Name Matters?
| Loss | Names the office reads | Papers that carry them |
|---|---|---|
| A person is killed | The deceased, and the family member who claims | The post-mortem report, the death certificate, the family register, the claimant's Aadhaar and passbook |
| A person is injured | The injured person | The hospital's papers, the medical certificate, Aadhaar and the passbook |
| Livestock is killed | The owner of the animal | The veterinary report, the forest staff's report, Aadhaar and the passbook |
| A crop is damaged | The holder of the land | The land record, the revenue or forest staff's assessment, Aadhaar and the passbook |
| A house is damaged | The owner of the house | The assessment, whatever shows ownership, Aadhaar and the passbook |
A death puts two names on the file, and that is where most trouble lies. The dead person's name has to agree across the medical and civil papers. The living claimant's name has to agree across the family and bank papers.
Where Do the Names Come From?
- The first report. A neighbour or the pradhan tells the forest guard or the police. The name is taken down as it is spoken.
- The hospital. A wounded person is admitted on whatever name the people who carried him give.
- The post-mortem. Where a person has died, the doctor's report copies the name from the police papers.
- The death certificate. Issued by the Registrar on the hospital's or the family's information.
- The forest staff's report. Confirms that a wild animal caused the loss, and names the victim.
- The claim. Filled by the family, with identity and bank papers.
Four of these six are written by people who have never seen the victim's Aadhaar. In a hill village a man is known by a home name and a woman as somebody's wife. That is how "Gabbar Singh" and "Gabar Singh Negi" come to be one dead man on two papers.
In Which Three Places Can a Name Differ?
The victim's name, across the papers
- The post-mortem or hospital paper against the death certificate and Aadhaar
- A home name, a dropped surname or a spelling
- Cured at the Registrar or the hospital, whichever wrote it wrongly
The claimant's name, across her own papers
- Aadhaar in a maiden name, the family register in a married one
- The bank account in a short form
- Cured at the bank or the Aadhaar centre, with the marriage certificate as the link
The link between the two
- Nothing on the file shows that the claimant is the victim's wife, son or parent
- Or the family register spells the dead person differently from every other paper
- Cured by a corrected family register extract, or the heirs' certificate the office accepts
The third is the one families miss. Every paper can be right in itself and the file still fail, because no paper joins the two people.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The death certificate misspells the deceased | A correction by the Registrar who issued it | No |
| The post-mortem report has a different spelling | Ask the forest office what it accepts. Usually a statement that both are one person, beside a correct death certificate | No |
| The hospital admitted the injured person under a home name | A correction of the hospital's record | No |
| The claimant's Aadhaar and the family register differ | The marriage certificate as the link, or a correction of one of them | No |
| The bank account is in a short form of the name | The bank corrects its record | No |
| The crop was on land in a late father's name | Ask the range office. Mutation is the lasting answer | No |
| The claimant has changed her own name by choice | Gazette, then Aadhaar and the bank | Yes |
A Gazette appears once, and never for the person who has died. A dead person's name is not changed. The paper that wrote it wrongly is corrected.
How Do You Put It Right?
This is the general method. The range office will tell you what its own file needs.
Step 1: Ask the range office what exactly was returned
The file, the name in question and the paper it was read against.
Step 2: Lay out every paper on the file
The report, the post-mortem or medical papers, the death certificate, Aadhaar and the passbook.
Step 3: Write the victim's name and the claimant's name from each
With the father's or husband's name beside it.
Step 4: Decide which paper is the odd one
Do not change three papers to match one wrong one.
Step 5: Have that paper corrected at its own office
The Registrar for a death certificate, the hospital for its record, the bank for the account, the Aadhaar centre for Aadhaar.
Step 6: Get the family's link on paper
A family register extract, or the heirs' certificate the forest office accepts.
Step 7: Give the range office the corrected set in writing
With a covering letter that says which entry was wrong and how it now reads.
Step 8: Keep the receipt and ask where the file is
With the range office first, then the divisional forest office.
What Has to Agree When a Person Is Killed?
- The post-mortem report. It is the proof of how the person died. It is seldom rewritten. Where its spelling differs, the office usually reads it with the death certificate and a statement from the family.
- The death certificate. This one can be corrected, by the Registrar, on the dead person's Aadhaar or other identity papers. Get it right, since every other claim will use it too.
- The family register. Kept by the panchayat. It shows the dead person and the family in one place, and is the usual proof of who the heirs are.
- The claimant. Often the widow. Her Aadhaar may still carry her maiden name and her parents' village. Her marriage certificate, or the family register naming her as wife, links her to the deceased.
- Children and parents. Where a child or an old parent is the claimant, the birth certificate or the family register shows the link.
- Other claims. The same death may bring an insurance claim, a pension and the bank's own formalities. One clean set of papers serves them all.
Read name correction in a death certificate and legal heir certificate, name correction in the family register and name change in old-age and widow pension records.
What Has to Agree When a Person Is Injured?
- The relief for an injury rests on the hospital's papers: the admission record, the discharge summary and the doctor's certificate of the injury.
- A person carried in bleeding is admitted on a name shouted at the desk. Ask a relative to give Aadhaar to the desk the same day, or as soon as anyone can.
- A referral from a hill hospital to Dehradun, Rishikesh or Haldwani makes a second set of papers. Both sets should carry one name.
- Where the name is wrong, the hospital corrects its own record on a written request with identity proof. Do it before the discharge summary is printed, if you can.
- A grave injury may also lead to a disability certificate later. That is issued in the Aadhaar name.
Read hospital records name correction and name change in disability certificate and UDID.
What About Livestock, Crops and Houses?
- Livestock. The claim is the owner's. The vet's report and the forest staff's report should name the owner as Aadhaar does. Where the animal was insured or bought on a loan, that paper names an owner too.
- Crops. Relief is tied to the field. The office reads the land record to see whose field it is. A field still in a late father's name is the commonest snag.
- A tenant or a family member who farms the field is not on the land record. Ask the range office how it treats such a claim before assuming it will pay.
- Houses. The claim is the owner's. In a village the proof of ownership is often thin, and the office may go by the panchayat's record.
- Several owners. A joint field or house belongs to all of them. One claimant should carry the others' consent.
Read name correction in khatauni and land records and Kisan Credit Card and crop insurance name mismatch.
What About the Bank Account?
- Guides say the relief is sent by transfer to the claimant's bank account. The account has to be the claimant's own.
- Give the account in exactly the name the claim carries. A transfer whose name does not match can come back.
- A widow who has never held an account opens one now. Open it in the Aadhaar name, so no second mismatch is made.
- An old account that has not been used may be dormant. Use it before giving its number.
- Do not give a relative's account because it is convenient. The office pays the person it has found entitled.
- Nobody can "release" a relief for a fee. The file moves when the papers agree.
Read name change in bank records and name change in Aadhaar card.
What About Reporting, and Time?
- Report at once, to the forest guard or the range office, and to the police where a person is hurt or killed. The forest staff have to see the place and the signs.
- Give the name from Aadhaar to whoever writes the first report, if anyone present has it.
- Ask for a copy of what was written, and read the names on it.
- Point out a wrong name that day. A report corrected on the spot never becomes a mismatch.
- File the claim within the period the office gives. We could not confirm the periods the rules set. Ask the range office and do not wait for a correction to finish before filing.
Where a police report was made and carries a wrong name, read wrong name in an FIR.
Where Does a Gazette Come In?
Almost never for this relief. It comes in only where the living claimant has changed her own name by choice and Aadhaar needs a Gazette for that. It has no part in the name of a person who has died.
Step 1: Confirm that it is a change of name, and not a spelling or a question of who the heir is
Those are settled at ordinary offices.
Step 2: Weigh the time
A Gazette commonly takes 3 to 7 weeks. A relief file should not wait for one unless it has to.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar and the bank account.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in the old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file, then update Aadhaar and the bank and tell the forest office
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
That charge is the family's own money at a hard time. Be sure it is a change of name and not a spelling. See gazette name change in Uttarakhand.
Does the Uttarakhand Gazette Matter Here?
Not to the forest office, which reads identity papers. The question is only which Gazette Aadhaar accepts.
Step 1: Ask the Aadhaar centre which Gazette it accepts
The forest office reads identity papers, and they follow Aadhaar.
Step 2: Think about the bank and other claims
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Families Make?
| Mistake | What to do |
|---|---|
| Letting a home name go into the first report | Give the Aadhaar name, and read the copy |
| Not checking the death certificate | Read it the day it is issued |
| Changing a right paper to match a wrong one | Correct the one that differs |
| Filing no paper that links the claimant to the victim | Add the family register extract |
| Giving a relative's bank account | The claimant's own account |
| Paying for a Gazette to fix a spelling | Each paper is corrected at its own office |
| Asking for a Gazette in a dead person's name | There is no such notice. Correct the death certificate |
| Waiting for every correction before filing the claim | File in time, and add the corrected papers |
| Paying a tout to "release" the relief | Nobody can. The file moves on papers |
A typical case we handle: a woman in a village of Pauri lost her husband to a leopard, and her relief file came back from the forest office. The post-mortem report and the death certificate named him "Gabbar Singh", his Aadhaar "Gabar Singh Negi", and her own Aadhaar still carried her maiden surname. A relative rang us about a Gazette. None was needed, and none exists for a man who has died. The Registrar corrected the death certificate to his Aadhaar name, the family register extract named her as his wife, and the file went back complete. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A refusal of relief, a dispute within the family over who is to receive it, and any claim beyond the forest department's ex gratia.
When you do not need us
For this relief, almost always. The Registrar, the hospital, the panchayat, the bank and the range office each do their own part. We are useful only where the living claimant has changed a name by choice and Aadhaar needs a Gazette first.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The claim is made at your own range office. For the papers behind it, send photos on WhatsApp and we will tell you which one to correct.

That the forest department pays this relief, the rules it is paid under, who decides a claim and how it is paid are as guides and news reports describe them. We did not read the state's rules or the forest department's form, and we left out the amounts and the time limits because we could not confirm them. Which papers have to agree, and where each is corrected, is general guidance. Your range office and the divisional forest office are the authority.

A Name in a Wild Animal Attack Claim: The Short Version
The forest office pays on papers. Where a person has died, the dead person's name has to agree on the post-mortem report, the death certificate and the family register, and the claimant's name on Aadhaar and the bank account. Find the one paper that differs and correct it at its own office. Add the paper that links the claimant to the victim. Report early, and give the Aadhaar name.
None of that needs a Gazette. To find out which paper to correct, send photos on WhatsApp 9540005064, and we will reply in working hours.
