School Transfer Certificate Name Correction in Uttarakhand
When a transfer certificate carries a wrong spelling, a wrong parent's name or a wrong date of birth: where the entry comes from, how the school corrects the certificate and its own register, what an adult can do about an old certificate, and when a Gazette is needed.
A school transfer certificate name correction is made by the school that issued it. Where the school copied wrongly, it issues a fresh certificate. Where its admission register is wrong, the parent applies with the birth certificate and the register is corrected first. A Gazette is needed only where the name itself has been changed.

A transfer certificate is the paper a child carries from one school to the next, and each school copies it into its own register. A school transfer certificate name correction made now stops one slip from becoming the name on a board certificate. This page explains school transfer certificate name correction for parents and former pupils in Uttarakhand.
We do not deal with schools. We prepare the Gazette notification, where a name has in fact been changed. How schools keep and correct these records is general practice. We could not confirm the state's own rule on correcting an admission register. For school records in general, read child name change in school records.
What Is a Transfer Certificate, and What Is It For?
- What it is. A certificate a school gives a pupil who leaves, stating who the pupil is, when the pupil joined and left, and the class reached.
- Its other names. School leaving certificate, or simply the TC. Some schools use one form for both.
- Who issues it. The head of the school, from the school's own admission register.
- What it is for. Admission to the next school, and later as a record of the date of birth and of schooling.
- Who asks for it. The parent, in writing, when the child is leaving.
It is a small paper with a long life. A child may use it at twelve to change schools and again at forty to prove a date of birth.
What Does a Transfer Certificate State?
Formats differ between boards and schools. These entries are common to most.
| Entry | Read against |
|---|---|
| The pupil's name | The birth certificate, and later every school and board record |
| The father's name | The birth certificate and the father's identity papers |
| The mother's name | The birth certificate and the mother's identity papers |
| The date of birth, in figures and in words | The birth certificate |
| The admission number, and the dates of joining and leaving | The school's admission register |
| The class last attended, and the result | The school's own records |
| Category, nationality and similar entries | What the parent declared at admission |
Four of these are about identity: the pupil, the father, the mother and the date of birth. Read those four first, and read the date in words as well as in figures.
Where Do the Entries Come From?
- The admission form. Filled by a parent, often in a hurry, sometimes by a relative or the school clerk.
- The admission register. The clerk copies the form into the school's permanent register, against an admission number.
- The school's other records. Attendance registers, report cards and the school's computer system copy the register.
- The transfer certificate. Copied from the register when the pupil leaves.
- The next school. Copies the certificate into its own register.
- The board. Registers the pupil for class 10 from the last school's record.
The register is the root. A wrong certificate from a right register is a morning's work to put right. A wrong register is the real problem, and it is still an easy one while the child is young.
What Kinds of Mismatch Are There?
A copying slip
- The register is right, and the certificate was written or typed wrongly
- The school's own slip
- Cured by a fresh certificate
A wrong register
- The admission form or the clerk's copy of it was wrong
- Every paper of that school carries it
- Cured by correcting the register, on the birth certificate
A changed name
- The register was right when it was written. The child's name has since been changed
- After an adoption, a remarriage, or by the parents' choice
- A change, not a correction. Usually needs a Gazette or a court's order
Ask to see the register entry. One look tells you which of the first two it is, and saves an argument at the counter.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The certificate has a spelling slip, and the register is right | A fresh certificate from the school | No |
| The register itself has the wrong spelling | A correction of the register on the birth certificate, then a fresh certificate | No |
| The father's name is wrong or shortened | The same, with the father's identity papers | No |
| The mother's name is wrong, or a home name | The same, with the mother's identity papers | No |
| The date of birth is wrong | A correction on the birth certificate, with whatever approval the school needs | No |
| The birth certificate is the paper that is wrong | Correct the birth certificate first | No |
| The child's name has been changed | Gazette or a court's order, then the school | Yes |
A Gazette appears once. Schools correct their own mistakes without one.
How Do You Have It Corrected?
This is the general method. Each school has its own form and fee.
Step 1: Read the certificate against the birth certificate
The pupil's name, both parents' names and the date of birth.
Step 2: Ask the school to show the admission register entry
The certificate is copied from it. See which of the two is wrong.
Step 3: If only the certificate is wrong, ask for a fresh one
The school corrects its own copying slip on a written request.
Step 4: If the register is wrong, apply to have it corrected
In writing, by the parent, with the birth certificate and the parents' identity papers.
Step 5: Ask what approval the school needs
A school may have to send a correction of its register to the education office.
Step 6: Collect the corrected certificate and read it
Before leaving the office.
Step 7: Have it countersigned where the new school asks
A move to another state or board often needs the education officer's countersignature.
Step 8: Give the new school the corrected papers together
The certificate and the birth certificate, so its own register starts right.
How Is the Admission Register Corrected?
- The parent applies in writing to the head of the school, stating the entry as it stands and as it should read.
- The birth certificate is the proof for the child's name and date of birth. The parents' identity papers are the proof for their names.
- A school may ask for an affidavit from the parent. It supports the request and does not replace the birth certificate.
- A school does not usually alter its permanent register on its own. It may send the request to the block or district education office. We could not confirm the state's rule on this.
- Once the child is registered with a board, the board holds a copy of the name. The school then has to send the correction to the board as well, in the board's form and within its dates.
- The earlier it is done, the fewer records there are to follow. In class 3 there is one register. In class 9 there is a register, a board registration and soon a certificate for life.

What About the Date of Birth?
- The date of birth on a transfer certificate is copied forward like the name, and ends on the class 10 certificate.
- Parents once gave schools a date that suited the admission age. A child then has one date at school and another on the birth certificate.
- A school treats a change of the date more strictly than a spelling. It will want the birth certificate, and commonly an approval from the education office.
- After the class 10 certificate is issued, the date on it is very hard to change. Boards set short time limits.
- So the date is the entry to read first on any transfer certificate, in figures and in words.
Read date of birth correction and name change in birth certificate.
Where Is a Transfer Certificate Read?
| Where | What is read |
|---|---|
| The next school | Every entry. It is copied into the new register |
| A board, at registration | The name, the parents' names and the date of birth, through the school |
| The passport office | The passport rules list a transfer or school leaving certificate from the school last attended among the proofs of date of birth, for applicants born before October 2023 |
| A college or a recruiting body | Sometimes asked for with the class 10 certificate, as proof of schooling |
| An office asking for age or schooling | For a person with no class 10 certificate, it may be the only school paper there is |
The last row matters in the hills. Many older people, and many women, left school before class 10. Their transfer certificate is their one educational record. Read name change in passport.
What About Old Certificates and Closed Schools?
- An adult with a wrong entry on an old certificate goes back to the same school. The school can act only on what its old register shows.
- Where the register is right and the certificate wrong, the school issues a fresh or duplicate certificate from the register.
- Where the old register itself is wrong, a school is slow to alter an entry made decades ago for a pupil long gone. Expect to be asked for strong proof, and expect the education office to be involved.
- A school that has closed or merged usually hands its registers to the block or district education office, or to the school it merged with. Start there.
- A lost certificate is replaced by a duplicate, on a written request. Schools commonly ask for an affidavit, and some for a report of the loss.
- Where an old certificate cannot be corrected, a person's other papers carry the weight: the birth certificate, and for a real change of name, a Gazette.
What About Moving to Another State or Board?
- A pupil moving within a district usually needs only the certificate.
- A pupil moving to another state, or from one board to another, is often asked for the certificate countersigned by the education officer. Ask the new school what it wants.
- Families of soldiers and of Government staff move often. A child may collect four or five certificates, each copied from the last.
- Read each one on the day it is issued. A slip in the second is carried through the third and fourth.
- The new school enters the child from the certificate. Give it the birth certificate too, and ask it to follow that where the two differ.
- A school record number or student identity number now travels with the child as well. It should carry the same name.

How Does the Central Gazette Route Work?
Use this where a child's or a former pupil's name has in fact been changed, so that the school record is right for the old name and no longer matches the present one. It does nothing for a slip against the birth certificate.
Step 1: Confirm that the name has in fact changed
A slip against the birth certificate is corrected by the school.
Step 2: For a child, both parents act
The guideline has its own papers for a minor. The charge is higher than an adult's.
Step 3: Fix the exact new name, and copy the old name as the school record has it
Letter by letter.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult and Rs 1,700 for a minor. It is not refunded.
Step 8: Send the file yourself, then give the school the Gazette
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Update the birth certificate and Aadhaar as well.

Would the Uttarakhand Gazette Do?
A school under the state may accept it. A central board, the passport office and study outside the state are the reasons to prefer the Gazette of India.
Step 1: Ask the school and the board which Gazette they accept
The board matters most, once the child is registered for class 10.
Step 2: Think about Aadhaar, the passport and study in other states
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Parents Make?
| Mistake | What to do |
|---|---|
| Filling the admission form from memory | Copy from the birth certificate |
| Not reading the certificate when it is issued | Read it at the school office |
| Reading the date only in figures | Read it in words as well |
| Correcting the certificate and leaving the register wrong | Ask to see the register entry |
| Letting the new school copy a wrong certificate | Give it the birth certificate too |
| Leaving it until class 9 | Correct it before the board registration |
| Writing on the certificate by hand | Never. Ask for a fresh one |
| Paying for a Gazette to fix a clerk's slip | The school corrects its own slip |
| Calling a change of name a correction | A change needs a Gazette or an order |
A typical case we handle: a soldier's family moved from Pithoragarh to Dehradun, and the new school entered their son as "Ansh Bisht" from his transfer certificate. His birth certificate read "Ansh Singh Bisht". His mother asked us if a Gazette was needed before the board registration. It was not, since his name had never changed. The old school's register showed the full name, and it had dropped the middle name when writing the certificate. It issued a fresh one, and the new school corrected its register. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a slip on the certificate or in the register, and for a wrong birth certificate. The school and the Registrar settle those. We are useful where a child's or a former pupil's name has in fact been changed, and a Gazette notification is asked for.

Yes. Section 5(3) of the Right to Education Act says the head teacher or in-charge of the school the child last attended shall issue the transfer certificate immediately. Read it before you leave the office.
Can a new school refuse admission because the TC has not come?
No, for a child in elementary classes. The same section says a delay in producing the transfer certificate is not a ground for delaying or denying admission in the other school.

The Act makes the head teacher or in-charge who delays it liable to disciplinary action under the service rules that apply to him or her. Raise it with the block education office.

That a transfer or school leaving certificate is an accepted proof of date of birth for a passport is from the passport rules, as the foreign ministry announced them. How a school keeps its admission register, issues and corrects a certificate, and what it asks for is general practice, and schools and boards differ. We could not confirm the state's rule on correcting an admission register, on countersignature, or on the records of closed schools. The school, and the board once a child is registered, are the authority.

A Name on a Transfer Certificate: The Short Version
A transfer certificate is copied from the school's admission register. Read the pupil's name, both parents' names and the date of birth against the birth certificate on the day it is issued. Ask to see the register entry. A copying slip is cured by a fresh certificate, and a wrong register by a correction on the birth certificate. Do it before the board registration, and give the next school the birth certificate too.
A slip needs no Gazette. To find out if your case needs one, send photos on WhatsApp 9540005064, and we will reply in working hours.
