Migration Certificate Name Correction in Uttarakhand
For students moving from one board or university to another, whose migration certificate carries a name that differs from the marksheet or the class 10 certificate: what the certificate is, where its name comes from, how a corrected or duplicate one is obtained, and what to tell the new university meanwhile.
A migration certificate name correction is made by the board or university that issued it. It follows the marksheet, so a wrong marksheet is corrected first. The body then issues a corrected certificate on return of the old one. Tell the new university in writing while you wait. A slip needs no Gazette.

A migration certificate is asked for once, at the counter of a new university, usually in the last week of admissions. A migration certificate name correction is rarely thought of before that week. This page explains migration certificate name correction for students in Uttarakhand, moving between boards and universities in the state or outside it.
We do not deal with boards or universities. We prepare the Gazette notification, where a name has in fact been changed. How these certificates are issued and corrected is general practice. Each board and university has its own form, fee and time, which we did not confirm. For a school's certificate, read school transfer certificate name correction.
What Is a Migration Certificate, and What Is It For?
- What it is. A certificate from a board or a university stating that the student passed its examination and that it has no objection to the student joining another board or university.
- Who issues it. The board, after class 10 or class 12. A university, after a degree or on leaving a course.
- Who asks for it. The new university or board, at admission or enrolment.
- Why. So that a student is not on the rolls of two bodies at once.
- How often. A body normally issues it once. A second copy is a duplicate, marked as one.
It says very little: a name, a roll number, an examination and a year. That is exactly why a slip in the name stands out. There is nothing else on the page to read.
How Does It Differ From Similar Papers?
| Paper | Issued by | Used for |
|---|---|---|
| Migration certificate | A board or a university | Moving to another board or university |
| Transfer certificate | A school or a college | Leaving that institution. Copied from its own register |
| Character certificate | The head of the school or college | A statement of conduct |
| Provisional certificate | A board or a university | Proof of passing, until the final certificate or degree is issued |
| Marksheet and final certificate | A board or a university | The lasting record of the result |
A new university often asks for the first three together. Each comes from a different desk, and each is corrected at its own.
Where Does the Name on It Come From?
- The registration. The school registers the student with the board, or the college enrols the student with the university, in a name taken from the earlier certificate.
- The body's record. That name sits in the board's or university's own record against a roll or enrolment number.
- The marksheet. Printed from the record.
- The migration certificate. Printed from the same record, sometimes at the same time and sometimes years later on application.
- The new university. Enrols the student from the marksheets and the migration certificate together.
The marksheet and the migration certificate are two prints of one record. Where they agree with each other and differ from class 10, the record is wrong. Where they differ from each other, one of them was printed or typed wrongly.
What Kinds of Mismatch Are There?
A slip in the certificate only
- The marksheet is right, and the migration certificate was typed wrongly
- Common where certificates are filled by hand or on a separate system
- Cured by a corrected certificate from the body
A wrong record
- The marksheet and the certificate agree, and both differ from class 10
- The slip entered at registration
- Cured by correcting the marksheet first, within the body's rules and time
A changed name
- The record was right when the student passed. The name has since been changed
- The body's papers are not wrong
- A Gazette links the two names. Many bodies will not reprint old papers in a new name
The second kind has a clock on it. Boards and universities take corrections of their record only for a limited time after the result. Read name change in education documents.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The certificate has a spelling slip, and the marksheet is right | A corrected certificate from the issuing body | No |
| The certificate has the wrong roll number or year | The same. Not a name problem, and just as fatal | No |
| The marksheet and the certificate are both wrong | Correct the marksheet first, then the certificate | No |
| The father's name differs between the two | Correct whichever differs from class 10 | No |
| The certificate is lost | A duplicate, on an affidavit | No |
| The class 10 certificate itself is the odd one | The first board, within its limits. Then ask the university | No |
| The name has changed since the examination | Gazette, shown with the certificate. Ask both bodies | Yes |
A Gazette appears once. Everywhere else the issuing body corrects its own paper.
How Do You Have It Corrected?
This is the general method. Ask the board or the university for its form and fee.
Step 1: Read the migration certificate against the marksheet it goes with
The name, the parents' names, the roll or enrolment number and the year.
Step 2: Read both against the class 10 certificate
That shows which paper is the odd one.
Step 3: If only the migration certificate is wrong, write to the body that issued it
With a copy of the marksheet. It issues a corrected certificate from its own record.
Step 4: If the marksheet is wrong too, correct that first
Through the school for a board, or the college for a university, in the body's own form.
Step 5: Return the wrong original
A body usually asks for it back before it issues another.
Step 6: Pay the fee and keep the receipt
Each board and university has its own fee and form.
Step 7: Tell the new university what is happening
In writing, before its last date, with the receipt of your application.
Step 8: Hand over the corrected certificate, and keep copies
The new university usually keeps the original for good.
What About Boards?
- A student who passes class 12 and joins a university is commonly asked for the board's migration certificate.
- Some boards issue it with the class 12 papers. Others issue it on application, through the school or directly.
- A candidate of the open school or of another state's board applies to that board, wherever the student now lives.
- The board prints it from the same record as the marksheet. A request to correct the certificate alone is simple. A request to correct the record goes through the school, in the board's form, within its time.
- A student who changed boards between class 10 and class 12 holds papers from two boards. Each corrects only its own.

What About Universities?
- A graduate who joins another university for a higher course is asked for the first university's migration certificate.
- It is applied for at the university, often through the college, on a form with a fee and copies of the marksheets.
- A student who leaves a course midway to join elsewhere also needs it, and the university may check that no dues are pending.
- The name is taken from the enrolment record. A slip there also shows on every marksheet and on the degree.
- A university corrects its record on the class 10 and class 12 certificates, on the college's forwarding. Each sets its own time limit and fee.
- Distance and open university students apply to the university's regional centre or headquarters.

What Happens at the New University?
- At admission. The college takes the marksheets and the migration certificate, and often lets the certificate follow within a stated time.
- At enrolment. The university enrols the student in a name taken from those papers. This becomes the name on every later marksheet and on the degree.
- The check. The clerk compares the certificate with the marksheets. A different spelling or roll number stops the file.
- The original. The new university usually keeps it. It will not come back.
- If it is late. A student whose certificate is under correction should say so in writing, with the receipt, before the last date.
Read the enrolment form as carefully as the certificate. A new university that types your name from a wrong migration certificate starts a second chain of the same mistake. Read name mismatch at document verification.
What About Lost Certificates and Duplicates?
- A lost certificate is replaced by a duplicate, on the issuing body's form.
- Bodies commonly ask for an affidavit of the loss, copies of the marksheets and a fee. Some ask for a police report or a newspaper notice of the loss.
- A duplicate is marked as one. A new university accepts it.
- A duplicate is printed from the record as it stands. If the first certificate had a slip that came from the record, the duplicate will have it too.
- So where the name needs correcting, ask for the correction and the fresh copy together.
- A student who never collected the certificate years ago applies as for a first issue. Old records take longer to trace.
A public notice of a lost certificate is a different thing from a change of name notice. Read name spelling correction affidavit.
What About Digital Copies?
- Some boards and universities now place certificates in the student's digital locker, including the migration certificate.
- The digital copy is drawn from the same record. It carries the same name, right or wrong.
- A locker account is opened on Aadhaar. Where the Aadhaar name and the body's record differ, the certificate may not appear in the account at all.
- A new university may accept the digital copy, or may still want paper. Ask at admission.
- A student's education account number, where one has been made, should carry the same name as the certificates.
Read name change in APAAR ID and DigiLocker and name change in Aadhaar card.
How Does the Central Gazette Route Work?
Use this where your name has in fact changed since the examination, so that the old body's papers are right for the old name. It does nothing for a slip, which the body corrects.
Step 1: Confirm that your name has in fact changed
A slip against the class 10 certificate is corrected by the board or university.
Step 2: Ask the old body and the new one what each will do with a Gazette
Many will not reissue old papers in a new name, and will only note the change.
Step 3: Fix the exact new name, and copy the old name from the marksheets
Letter by letter.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then carry the Gazette with your certificates
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Give the new university a copy at admission.
Would the Uttarakhand Gazette Do?
A university in the state may accept it. A student who may study or work elsewhere is better served by the Gazette of India.
Step 1: Ask the new university which Gazette it accepts
It is the body that will enrol you.
Step 2: Think about study or work outside the state
The Gazette of India serves everywhere.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Students Make?
| Mistake | What to do |
|---|---|
| Applying for it in the last week of admissions | Apply as soon as the result is out |
| Not reading it when it arrives | Read it against the marksheet that day |
| Reading only the name | Read the roll number and the year too |
| Asking for a duplicate when the record is wrong | Correct the record, then ask for the copy |
| Handing in a wrong certificate and hoping | Tell the new university in writing |
| Writing on the certificate by hand | Never. Ask for a corrected one |
| Giving away the original without keeping a copy | Keep copies and note its number |
| Rushing for a Gazette to fix a slip | The issuing body corrects its slip |
| Expecting old papers to be reprinted in a new name | Ask the body first. Carry the Gazette with them |
A typical case we handle: a student from Rudrapur took admission to a postgraduate course in Dehradun. Her first university's migration certificate read "Priyanka Rani". Her marksheets and class 10 certificate read "Priyanka Rani Arora". The new university gave her fifteen days, and her father asked us for an urgent Gazette. It was not needed, since her name had never changed. She returned the certificate to the first university with copies of her marksheets, a corrected one was issued, and she gave the new university the receipt meanwhile. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
