IGNOU Name Correction and Change of Name for Uttarakhand Students
A wrong name in your IGNOU record, grade card or degree: where to apply, what the university asks for a correction and for a change, and why it is far easier before you complete the programme.
An IGNOU name correction is applied for at your Regional Centre, which corrects the record and sends it to the Student Registration Division. A spelling is settled on your class 10 certificate. For a change of name, the university's forms ask for a newspaper notice, an affidavit and a Gazette notification, in original.

An IGNOU name correction matters to working people in Uttarakhand who study with the open university alongside a job, and who often enrol years after school, when their papers have already drifted apart. This page explains IGNOU name correction and change of name for learners attached to the Regional Centre in the state.
We do not correct IGNOU records. The Regional Centre does. Our work is the Gazette, which the university's own forms name as one of the papers for a change of name. For other universities, read name change in education documents in Uttarakhand.
How Does IGNOU Hold Your Name?
The Indira Gandhi National Open University is a central university that teaches at a distance. A learner is admitted online, is given an enrolment number, and is attached to a Regional Centre and a study centre.
- Your name enters the university's record from the admission form you filled, and the certificates you uploaded with it.
- That record is kept by the Student Registration Division at the university's headquarters.
- Your identity card, grade card, provisional certificate and degree are all printed from it.
- You can see the record under your admission details on the university's student portal.
Because admission is filled online by the learner, most name problems at IGNOU are typing slips made at home: a missing surname, a short form, the father's name in the wrong order. Look at your admission details the week you are admitted.
Where Do You Apply?
At your Regional Centre. The university's own material calls the Regional Centre the learner's contact point for corrections in the name, the father's name and other details.
- The Regional Centre rectifies the error and sends the corrected data to the Student Registration Division, which updates the database.
- A learner does not write to the headquarters directly for this.
- For Uttarakhand, the university has a Regional Centre in the state. Its address and email are on the university's website. Use the centre shown in your own admission details.
- Your study centre can guide you, but it does not change the record.
If you enrolled through a Regional Centre outside the state and have since moved here, ask which centre should take the request. A change of Regional Centre is a separate request.
Which Case Is Yours?
The papers in this table are as guides report the university's notification on changes in name. Confirm the current list with the Regional Centre.
| Request | Example | Papers reported | Gazette? |
|---|---|---|---|
| A small spelling correction in your name or your father's name | Bist for Bisht | A self-attested copy of the class 10 certificate, or Aadhaar | No |
| Adding or dropping a surname | Rajesh Kumar to Rajesh Kumar Rawat | The class 10 certificate, or Aadhaar | No |
| A change in part of the name | A different middle name | Newspaper notices, or Aadhaar | Ask the centre |
| A surname after marriage | Sunita Bisht to Sunita Rawat | The marriage certificate, or Aadhaar | No |
| A change of the full name | Rakesh Kumar to Aarav Negi | Newspaper notices, an affidavit and a Gazette notification, in original | Yes |
So the Gazette is tied to one row, the change of the full name. For the rest, the class 10 certificate, Aadhaar or the marriage certificate is the proof.
What Do the Forms Ask For a Change of Name?
Regional Centres publish an application for correction or change of name or surname of a learner. For a change of name or surname after admission is confirmed, the form lists these, to be given at the Regional Centre:
- The original newspaper notification of the change of name, in a daily newspaper.
- An affidavit, in original, on non-judicial stamp paper of the appropriate value, sworn before a First Class Magistrate, specifying the change in the name.
- Proof of marriage, for a woman changing her surname on marriage.
- The Gazette notification, in original, reflecting the change of name or surname.
Two words in that list need care. "In original" means the university keeps what you hand in, so obtain extra originals of the newspaper and print more than one copy of the Gazette. And the affidavit is to be sworn before a First Class Magistrate, which is not the same as a notary. Ask the Regional Centre if it accepts a notarised affidavit before you prepare one.
How Is a Spelling Corrected?
A correction is where the record does not match the papers you gave at admission, or a letter has gone wrong.
- Apply to the Regional Centre on its form, or by a written request, with your enrolment number and programme.
- Attach a self-attested copy of your class 10 certificate, which shows the spelling of your name and your father's name.
- Where the mistake was made by the university, guides report that no fee is charged.
- Check your admission details on the portal after some weeks to see that the change has been made.
If your class 10 certificate itself carries the mistake, IGNOU will follow the certificate. Correct the certificate with the board first, or bring your identity papers in line with it. See name spelling correction in Uttarakhand.
How Do You Apply?
Step 1: Look at your admission details on the student portal
Note your name, your father's or mother's name and the date of birth exactly as the university has them.
Step 2: Decide which kind of request it is
A spelling correction, a surname, a married name or a change of the full name.
Step 3: Get the form and the current list from your Regional Centre
From its website, by email or at the counter. Ask about the fee, and what happens if you have already completed the programme.
Step 4: Prepare the papers for that kind of request
The class 10 certificate for a correction. The newspaper notice, the affidavit and the Gazette, in original, for a change of the full name.
Step 5: Submit to the Regional Centre
In person or by registered post, as the centre allows. Quote your enrolment number on every page.
Step 6: Keep a receiving and copies
Photocopy every original before you part with it.
Step 7: Watch the portal
The corrected data goes to the Student Registration Division. Check your admission details until they change, and follow up by email with the centre.
Step 8: Check every paper issued after that
The next grade card, the provisional certificate and the degree.
What Differs Before and After Completion?
| Point | Before completion | After completion |
|---|---|---|
| What is changed | The record, so later papers are printed right | Papers already issued have to be reissued |
| The published form | Says a request for correction or change is entertained only before completion of the programme | Not covered by that form |
| Later position, as guides report | No fee where the university made the mistake | A later notification is reported to allow requests after completion, on a fee, with the earlier papers returned |
| What to do | Apply at once | Ask the Regional Centre what applies now, in writing |
We could not read the later notification in the university's own text, so do not rely on the right-hand column without asking. What is certain is the practical point: a name put right while you are still a learner costs little and changes everything printed afterwards. Do not wait for the degree.
What About a Surname After Marriage?
- The form asks for proof of marriage where a woman is changing her surname on marriage.
- A marriage registration certificate is the proof to carry. In Uttarakhand, a marriage is registered on the state's portal.
- If you enrol after marriage, decide at admission which name the degree should carry. Your class 10 certificate will be in your maiden name, so upload the marriage certificate with it.
- You do not have to change your surname. Many learners keep the name on their school certificates, so that all their degrees match.
How Do You Get It Right at Admission?
- Type your name from the class 10 certificate, letter by letter, with the same spaces.
- Type your father's and mother's names the same way.
- Do not use short forms that the certificate does not have.
- If you have changed your name by Gazette, enrol in the new name and upload the Gazette with your certificates.
- Read the preview before you pay. After payment, a change is a request to the Regional Centre.
- Check the identity card and the admission details as soon as admission is confirmed.
Where the admission form checks your details against Aadhaar or your digital locker, a difference there is a sign your papers need aligning. See name change in APAAR ID and DigiLocker.
What About the Grade Card, Provisional Certificate and Degree?
- All three are printed from the same record. Correct the record and the papers issued afterwards follow.
- For papers already issued in the wrong name, guides report that the learner returns the originals with the request and pays the fee set for reissue. Ask the Regional Centre.
- A duplicate is a different request, for a lost paper. It carries the same particulars as the original.
- A degree from the open university is treated like any other degree by employers. It is compared with your class 10 certificate and identity proof at verification.
Where the university will not reissue a paper in a changed name, the Gazette notification kept with it is the link, as with any other degree.
How Do You Get the Gazette Notification?
IGNOU is a central university, so the Gazette of India is the one to use. The notice goes in Part IV. The papers you prepare on the way are the ones the university's form lists.
Step 1: Confirm with the Regional Centre that yours is a change of the full name
A spelling, a surname or a married name does not need a Gazette.
Step 2: Fix the exact new name
The same spelling you will use on every paper.
Step 3: Make the affidavit, with a spare original
State the old name, the new name, your father's or husband's name and your address. Ask the Regional Centre before whom it must be sworn.
Step 4: Publish the newspaper notice, and buy spare copies
In a daily local leading newspaper. The university keeps one in original. Ask the centre if it wants notices in two newspapers.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and an undertaking showing the old and the new name.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then apply to the Regional Centre
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Print the published Gazette, and give it to the Regional Centre with the newspaper and the affidavit.
The form asks for the Gazette "in original". A Gazette is published online, and a printed copy of the published issue is what people give. Ask the centre if it wants that copy attested.
Would IGNOU Accept the Uttarakhand Gazette?
The form speaks of a Gazette notification and does not say which. The university is a central one, with records kept at its headquarters. The Gazette of India is the safer choice.
Step 1: Ask the Regional Centre which Gazette it accepts
By email, so you have the answer in writing.
Step 2: Think about Aadhaar, PAN and the passport
If one Gazette has to serve them all, choose the Gazette of India.
Step 3: If a state notice is accepted, contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Learners Make?
| Mistake | What to do |
|---|---|
| Typing the name from memory at admission | Copy it from the class 10 certificate |
| Not checking the admission details after confirmation | Check them the same week |
| Waiting for the degree before asking | Apply while you are still a learner |
| Writing to the headquarters | Apply to your Regional Centre |
| Paying for a Gazette to fix a spelling | A class 10 certificate settles a spelling |
| Giving the only original newspaper and affidavit | Prepare spares. The university keeps originals |
| Assuming a notary's affidavit will do | Ask the centre before whom it must be sworn |
| Applying for a duplicate when a correction is needed | Use the name correction form |
| Enrolling in a new name with no proof uploaded | Upload the Gazette or marriage certificate at admission |
A typical case we handle: a bank clerk in Haldwani was in the second year of an IGNOU master's programme when she noticed her admission details gave her surname with one letter wrong. She asked us for a Gazette. She did not need one. She sent the Regional Centre the correction form with a copy of her class 10 certificate, the record was corrected, and her final grade card and degree came in the right name. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a spelling, a surname or a married name, you need the Regional Centre and your class 10 or marriage certificate. We are useful where you are changing your full name, for which the university's form asks for a Gazette notification with the newspaper notice and the affidavit.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. Your request goes to the Regional Centre shown in your admission details. The Gazette file, where one is needed, is prepared on WhatsApp.

The type-wise papers, the fee and the position after completion are as guides report a later notification, which we could not read in the university's own text. Your Regional Centre is the authority.
