UPNL Outsourced Employee Name Mismatch in Uttarakhand: Ex-Servicemen and Dependents
For ex-servicemen, their dependents and widows in Uttarakhand who work, or wish to work, through UPNL in Government departments and other institutions, where the name in the discharge book, the dependant certificate, Aadhaar, the bank or the provident fund record does not agree: what UPNL reads, and who corrects each record.
A UPNL name mismatch is a name in UPNL's record that differs from the discharge book, Aadhaar, bank or provident fund. Decide which is wrong: a defence record through the record office, Aadhaar at its centre, the bank at the branch. Then ask UPNL in writing to match its record. No Gazette is needed for a regimental spelling.

Many soldiers from Uttarakhand return home after service and work through UPNL, the state's company for ex-servicemen. It places them, their dependents and widows in hospitals, offices and institutions. A UPNL name mismatch is a name there that differs from the defence records, Aadhaar or bank. This page explains UPNL name mismatch.
We do not deal with UPNL, and this subject needs no Gazette in the ordinary case. What UPNL does is from its own charter and published scheme details. For a pension, read SPARSH pension and PPO correction.
What Is UPNL, in Brief?
- The name. Uttarakhand Purv Sainik Kalyan Nigam Limited.
- What it is. A company of the state government, under its sainik welfare department.
- What it does. Sponsors ex-servicemen and their dependents for contractual posts, and runs welfare schemes.
- Where they work. Government departments, corporations and other institutions.
- How to join. Online enrolment on UPNL's website, then a check of documents.
UPNL relies on defence papers to confirm who is an ex-serviceman, and on family papers to confirm a dependant. Its pay goes through the bank.
What Is Published?
From UPNL's citizen charter and memorandum, published scheme details, and law reports of a High Court judgment of 2018.
| Point | What is published |
|---|---|
| Its scale | UPNL's charter calls it the largest outsourcing agency in Uttarakhand |
| Who it sponsors | Ex-servicemen, their legal dependents and widows, who are residents of Uttarakhand |
| Civilians | Sponsored at times where ex-servicemen or dependents were not available |
| Enrolment | An online form on UPNL's website, then a check of documents and qualifications |
| Pay | Governed by the state government's orders |
| The courts | The High Court in 2018 criticised the arrangement and directed regularisation. The matter went further |
The last row concerns status, a legal question. The fourth row is the one that turns on names.
Where Are the Names Written?
| Record | Kept by | Where it is corrected |
|---|---|---|
| Discharge book and service records | The service's record office | The record office |
| Ex-serviceman identity card | The services or the sainik welfare office | Its issuer |
| Dependant certificate | The district sainik welfare office | That office |
| UPNL's record | UPNL | UPNL, in writing |
| Aadhaar, PAN and the bank | Their own offices | Their own offices |
| Provident fund and insurance | EPFO and ESIC | Their own processes |
Defence records were made decades ago, often in a regimental spelling. Aadhaar came later. The two must be linked.
What Kinds of Mismatch Are There?
A regimental spelling
- "Kundan Singh" in service, "Kundan Singh Bisht" on Aadhaar
- Or an initial for a name
- Linked, or corrected by the record office
A dependant's link
- The certificate names the father differently
- Or the dependant's own name differs
- Corrected by the sainik welfare office
The pay records
- A bank account or UAN in another form
- Salary or provident fund held up
- Brought to one name
None of these is a change of name. Each is a record made by a different office at a different time.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| Discharge book differs from Aadhaar | The record office, or linking papers | No |
| The dependant certificate differs | The district sainik welfare office | No |
| Aadhaar is the wrong paper | An Aadhaar centre | No |
| The salary account differs | The branch, then UPNL | No |
| The UAN differs | EPFO | No |
| The pension record differs | SPARSH | No |
| UPNL's own record has a slip | UPNL, in writing | No |
| The person changed a name by choice | Gazette, then the rest | Yes |
A Gazette appears once in eight rows. The record office, the sainik welfare office and UPNL settle the rest.
How Do You Put It Right?
This is the general method. Ask UPNL and the sainik welfare office for their forms.
Step 1: Read the ex-serviceman's name on the discharge book and identity card
These are the defence records UPNL relies on.
Step 2: Put Aadhaar, PAN and the bank passbook beside them
UPNL pays through the bank and deducts provident fund.
Step 3: Decide which is wrong
A defence record may carry a regimental spelling or an initial.
Step 4: For a dependant, check the relationship paper
The dependant certificate should name the ex-serviceman as his records do.
Step 5: Correct Aadhaar or the bank where they are the odd ones
At their own offices.
Step 6: Enrol, or ask UPNL to correct its record, in the matching name
With copies of the corrected papers.
Step 7: See that provident fund and insurance carry the same name
They are separate records.
Step 8: Keep the deployment letter and salary slips
They show where and in what name you worked.
What About Defence Records?
- A soldier's name was entered at enrolment, often decades ago.
- Regiments sometimes recorded a first name and "Singh" only, or an initial.
- The discharge book, pension record and identity card follow that entry.
- A correction in service records is made by the record office, on application.
- Where a correction is not practical, linking papers show both names are one person.
- Keep the discharge book safe. It is the root of every ex-serviceman benefit.
Read names for army candidates and SPARSH pension.
What About Dependents and Widows?
- A dependent is shown to UPNL by a certificate naming the ex-serviceman and the relationship.
- Such certificates are usually issued by the district sainik welfare office.
- The ex-serviceman's name there should match his discharge book.
- The dependent's own name should match Aadhaar and the class 10 certificate.
- A widow's papers should link her name to his, through the marriage record or the pension.
- Ask UPNL who it counts as a dependent for its posts.
Read dependent certificates, on how such papers work.
What About Salary, Provident Fund and Insurance?
- UPNL pays salary into the employee's bank account.
- Contractual employees commonly have provident fund and, where covered, ESI deductions.
- Each is a separate record of your name.
- An ex-serviceman may already have a UAN from earlier work. Use one UAN.
- Bring the bank, the UAN and the ESI record to the name in UPNL's record.
- Check your salary slips and passbook each month.
Read EPFO and UAN and ESIC records.
What About Your Status?
- UPNL employees work in Government offices but are engaged through UPNL.
- In 2018 the High Court criticised this arrangement and directed regularisation.
- The matter has been before the courts since, and orders have followed.
- Any claim to regularisation is a legal question.
- Whatever the outcome, your service record will be read in your name.
- Keep every deployment letter and salary slip in one name.
What About Other Ex-Servicemen Records?
- An ex-serviceman may also hold an ECHS card and a CSD canteen card.
- Each reads the name in the service records.
- A correction in the record office flows to them in time, through their own processes.
- Keep all of them in one form of the name.
- A dependent's details on the ECHS card should match their own papers.
- The district sainik welfare office can guide you.
Read ECHS card and CSD canteen card.
Where Does a Gazette Come In?
Not for a regimental spelling. Only where a person has changed a name by choice.
Step 1: Confirm that your name has in fact changed
A regimental spelling or an initial is not a change of name.
Step 2: Remember the defence records
Correcting a discharge book is done through the record office, not a Gazette.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, PAN and the UPNL record.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, PAN, the bank and UPNL.
Which Gazette Should You Use?
UPNL is the state's, but the defence records, Aadhaar and the bank are central. The Gazette of India serves all.
Step 1: Remember whose company UPNL is
The Uttarakhand Government's.
Step 2: Remember the defence records
Kept centrally, by the record offices.
Step 3: Prefer the Gazette of India
It serves Aadhaar, PAN, the bank and the defence records.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Happen?
| Mistake | What to do |
|---|---|
| Enrolling in a name different from the discharge book | Link or correct first |
| A dependant certificate naming the father loosely | Correct it at the sainik welfare office |
| A salary account in another spelling | Bring it into line |
| Two UANs | Merge them |
| Losing the discharge book | Keep it safe, and copies |
| Asking only by word of mouth | Write to UPNL |
| Changing Aadhaar to a regimental short form | Link the names instead |
| Paying an agent for a placement | Enrol on UPNL's own site |
| Asking for a Gazette for a regimental spelling | It is not needed |
A typical case we handle: a retired havildar in Pauri enrolled with UPNL for a post at a district hospital. His discharge book read "Kundan Singh", his Aadhaar and bank "Kundan Singh Bisht". His salary was held while the names were checked. His son asked us about a Gazette. None was needed. UPNL accepted his discharge book and identity card with a note linking the two forms, and his records were matched. This is an illustrative example of the type of case we handle, not a named client review.

That UPNL is a state government company that sponsors ex-servicemen, dependents and widows for contractual posts, that its charter calls it the state's largest outsourcing agency, enrolment online and pay under state orders, are from UPNL's charter and memorandum and published scheme details. The 2018 High Court judgment is from law reports. We did not read UPNL's present rules on dependants, or later court orders. The record offices, the sainik welfare offices and UPNL are the authority.

UPNL and Names: The Short Version
UPNL places ex-servicemen, their dependents and widows in contractual posts across Uttarakhand. It reads the discharge book, the dependant certificate, Aadhaar and the bank. Where a regimental spelling differs from Aadhaar, link the names or ask the record office to correct the service record. Correct a dependant certificate at the sainik welfare office, and the bank and UAN at their own offices. Then ask UPNL in writing.
No Gazette is needed for a regimental spelling. To find out which paper differs, send photos on WhatsApp 9540005064, and we will reply in working hours.
