Freedom Fighter Dependent Certificate Name Mismatch in Uttarakhand
For children and grandchildren of freedom fighters whose family papers do not carry one name down the line: who counts as a dependent, why the old records read differently, how each link is shown, and what to settle before the certificate is applied for.
A freedom fighter dependent certificate name mismatch is settled link by link. Lay out the freedom fighter's papers and a paper for each generation down to the claimant. Correct the later paper that differs, at its own office. Then apply to the district magistrate's office for the certificate. A difference in form needs no Gazette.

The hills sent many men and women to jail in the freedom struggle. Their children and grandchildren can claim a small reservation in state jobs, on a certificate that traces the family. A freedom fighter dependent certificate name mismatch arises because that tracing runs across eighty years of paper. This page explains freedom fighter dependent certificate name mismatch for such families in Uttarakhand.
We do not deal with district offices. We prepare the Gazette notification, where a name has in fact been changed. Who counts as a dependent is from the published text of the 1993 Act and court rulings on it. We did not confirm how the Act reads in Uttarakhand today. For the later movement, read rajya andolankari certificate name mismatch.
What Are the Reservation and the Certificate?
- The reservation. A share of vacancies in the state's public services, kept for dependents of freedom fighters.
- Its kind. Horizontal. It is given inside the candidate's own category, not as a separate one.
- The law. An Act of 1993 of the parent state, which the new state inherited on its formation.
- The certificate. A dependent certificate, naming the freedom fighter, the claimant and the relationship.
- Who issues it. The district magistrate's office, as reported cases and guides show.
The freedom fighters themselves are nearly all gone. The people who use this certificate today are their grandchildren, in their twenties and thirties.
What Does the Act Say?
From the published text of the 1993 Act on reservation for the physically handicapped, dependents of freedom fighters and ex-servicemen, and from court rulings on it.
| Point | What the text or ruling says |
|---|---|
| The share | Two per cent of vacancies in public services and posts, for dependents of freedom fighters |
| A dependent: children | The son and the daughter, married or unmarried |
| A dependent: through a son | The grandson who is a son's son. The granddaughter who is a son's daughter, unmarried in the Act as first made, and without that word in a later text |
| A dependent: through a daughter | The son or daughter of a daughter, in a later text of the Act |
| Great-grandchildren | Held by courts not to be within the definition |
| The certificate | Issued by the district magistrate, and open to cancellation, as reported cases show |
The later text is the parent state's, as amended there. Whether each amendment applies in Uttarakhand is a question we did not settle. The district office and the recruitment notice will apply the definition in force here.
Which Papers Lie Along the Line?
- The freedom fighter's record. A jail certificate, a pension order or a certificate of honour, in the name used in the 1940s or when the pension was granted.
- The link to the child. The child's school or birth record, naming the freedom fighter as father.
- The child's own papers. In the name used through life, perhaps changed on marriage.
- The link to the grandchild. The grandchild's birth certificate and class 10 certificate, naming the parent.
- The grandchild's own papers. Aadhaar and the rest.
- The family register. The one paper that may show two or three generations of a household together.
That is six kinds of paper, written by a jailer, two schools, a registrar, a village officer and an Aadhaar operator, across three generations. One name has to be recognisable in all of them.
What Kinds of Mismatch Are There?
The freedom fighter's name varies
- A title or an honorific in one place, a bare first name in another
- A surname the family took later
- Linked by evidence. The old paper is not rewritten
A link names the parent differently
- A grandchild's school certificate spells the parent's name another way
- Or gives initials
- Corrected on the later paper
A woman's name changed on marriage
- The daughter of the freedom fighter appears under two surnames
- Her children's papers give her married name
- Linked by her marriage certificate and her own school record
None of these is a change of name in the sense a Gazette records. Each is a gap between two papers about the same person, closed by a third.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The freedom fighter's papers give a short or titled name | Linking evidence, shown to the district office | No |
| The parent's school record names the freedom fighter differently | The family register, and other papers of that generation | No |
| The claimant's class 10 certificate names the parent differently | The school board corrects it, or the family register shows it | No |
| The family register has a wrong name or a missing member | Correct the family register | No |
| The claim runs through a married daughter | Her school record and marriage certificate | No |
| The claimant's Aadhaar differs from class 10 | Correct Aadhaar | No |
| The certificate was issued with a slip | The district magistrate's office corrects it | No |
| The claimant changed a name by choice | Gazette, shown with the papers | Yes |
A Gazette appears once in eight rows, and only for the living claimant. Nothing can be gazetted for a grandfather who died decades ago.
How Do You Put the Line in Order?
This is the general method. We could not confirm the district offices' own list of papers.
Step 1: Write out the line of descent
The freedom fighter, the child, and the grandchild who is claiming, with each one's name as papers show it.
Step 2: Gather the freedom fighter's own papers
A pension order, a certificate of honour, a jail certificate or whatever the family holds.
Step 3: Gather a paper for each link
A birth or school certificate naming the parent, and the family register showing the household.
Step 4: Lay them in order, and mark where a name changes form
A missing surname, a title, a spelling.
Step 5: Correct the later paper that differs
A school record, the family register or Aadhaar, at its own office.
Step 6: Where an old record cannot be changed, collect what links it
The village, the father's name, the pension number and the address.
Step 7: Apply to the district magistrate's office for the dependent certificate
With the whole line of papers, and your own identity.
Step 8: Read the certificate when it is issued
Your name, the freedom fighter's name and the relationship stated.
What About Papers From the 1940s?
- A jail certificate or a pension order names the freedom fighter as the office of the day wrote it.
- Men of that time were often recorded with a title, a caste name or a village, and without the surname the family uses now.
- A man jailed as "Hari Datt" may be "Pandit Hari Datt Joshi" on his pension order, and "H. D. Joshi" in his son's school record.
- These are one name in three dresses. No office will rewrite the jail record, and none needs to.
- What links them is everything else on the page: the father's name, the village, the tehsil, the pension number and the dates.
- Keep the originals safe. A pension order or a certificate of honour is hard to replace, and a photocopy convinces nobody.
Read short name and full name difference in documents and adding a surname to a single name.
How Is Each Link Proved?
- That the person was a freedom fighter. By the pension order, the certificate of honour or the jail certificate.
- That the claimant's parent is that person's child. By the parent's school or birth record, and the family register of the freedom fighter's household.
- That the claimant is that parent's child. By the claimant's birth certificate and class 10 certificate.
- That each name in one link is the same person as in the next. By matching spellings, or a paper that explains the difference.
A child claiming directly has two links to show. A grandchild has three, and the middle one is the hardest. The parent's own schooling may have been in the 1950s or 1960s, in a village school whose registers are faded or gone. Read name correction in the family register and name change in birth certificate.
What About a Claim Through a Daughter?
- The Act has always counted a freedom fighter's daughter, married or unmarried, as a dependent.
- A later text also counts a daughter's children. Ask the district office whether that applies here.
- A daughter left her father's house on marriage. She is not in his family register after that, and she is in her husband's under a new surname.
- Her children's certificates name her as she was after marriage. Nothing on them mentions her father.
- The bridge is her own early record: a school certificate or a birth entry naming the freedom fighter as her father.
- Her marriage certificate then carries that name across to the one her children's papers use.
Many women of that generation had little schooling and no registered marriage. Where the bridge is missing, the district office decides what else it will accept. Read name change after marriage and Kumari, Devi and the husband’s surname.
How Is It Claimed at a Recruitment?
- The candidate chooses the category in the application, as the notice directs.
- It is a horizontal reservation. The candidate's caste and residence certificates are read alongside.
- At verification the dependent certificate is read against the class 10 certificate and identity papers.
- The name on the certificate has to be the candidate's, as on class 10.
- The recruiting body may ask the district to confirm the certificate.
- Have the certificate in hand before applying. A category claimed and not proved can cost the candidature in that category.
Read UKPSC and UKSSSC application name mismatch and name mismatch at document verification.
Can a Certificate Be Cancelled?
- Yes. Reported cases show dependent certificates cancelled years after they were issued, on a complaint or a fresh look.
- Courts have upheld cancellation where the holder was beyond the generations the Act covers.
- An appointment made on a certificate later cancelled is itself at risk.
- So the aim is not merely to obtain a certificate. It is to hold one that will stand when read again.
- State the relationship exactly as it is. Give the papers for every link. Do not smooth over a difference with an affidavit that says more than you can prove.
A question about whether you fall within the Act is one for a lawyer.
How Does the Central Gazette Route Work?
Use this where the living claimant has changed a name by choice. It does nothing for an ancestor's name, or for a difference in form, which are settled by linking papers.
Step 1: Confirm that a name has in fact been changed
A title dropped, a surname added or a spelling is a difference in form, not a change of name.
Step 2: Ask the district office what it will accept
For a claimant who now uses a different name from the one on school records.
Step 3: Fix the exact new name, and copy the old name from the class 10 certificate
Letter by letter.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then show the Gazette with your papers
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Would the Uttarakhand Gazette Do?
This reservation is the state's, and is claimed before state offices. A state Gazette may well be accepted. The Gazette of India is still the safer paper for everything else.
Step 1: Remember that this reservation is the state's
Claimed before state offices and state recruiting bodies.
Step 2: Ask the district office which Gazette it accepts
In writing.
Step 3: Think about Aadhaar, the bank and other recruitments
The Gazette of India serves those as well.
Step 4: Contact the Roorkee press if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Families Make?
| Mistake | What to do |
|---|---|
| Proving only the two ends of the line | Prove the middle link too |
| Trying to have a 1940s record rewritten | Bring the later papers to it |
| Asking for a Gazette in a dead ancestor's name | There is no such thing. Use linking evidence |
| Losing the original pension order | Keep it safe, and keep certified copies |
| Ignoring a daughter's early records | They are the bridge to her father |
| Claiming the category before holding the certificate | Get the certificate first |
| Claiming beyond the generations covered | Read the definition in force |
| An affidavit that says more than the papers | Say only what you can show |
| Altering an old paper by hand | Never. It ends the claim |
A typical case we handle: a young man from Almora applied for a dependent certificate as the grandson of a freedom fighter. His grandfather's pension order read "Shri Dev Singh". His father's school certificate read "son of Dev Singh Bisht", and his own class 10 certificate read "son of Mohan Singh Bisht". The office asked how "Dev Singh" came to be "Bisht", and a cousin suggested a Gazette for the grandfather. None is possible for a man long dead. The family produced the family register, the pension number and the village's land record, which named him with the surname. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For an ancestor's name in a different form, a family register entry, a school record or a married daughter's surname. Linking papers and the offices concerned settle those. We are useful only where the claimant has changed a name by choice.

This page is written by the Documentation Desk Team of UttarakhandNameChange.com, the team that prepares Gazette files for people across Uttarakhand.

The two per cent share and the definition of a dependent are from published texts of the parent state's Act of 1993, in its original and a later amended form. That great-grandchildren are outside it, that the district magistrate issues the certificate and that certificates have been cancelled are from summaries of reported court cases. We did not confirm how the Act reads in Uttarakhand today, or any district office's list of papers. How a line of descent is shown on paper is general guidance. The district magistrate's office, the Act in force and the recruitment notice are the authority.

Names in a Freedom Fighter's Line: The Short Version
A dependent certificate traces a family across two or three generations. Write out the line, and gather the freedom fighter's own papers and a paper for each link. Old records are not rewritten. Later papers are brought to them, or linked by the village, the father's name and the pension number. A daughter's early school record and her marriage certificate bridge her two surnames. Then apply to the district magistrate's office.
An ancestor's name in a different form needs no Gazette. To find out which link is weak, send photos on WhatsApp 9540005064, and we will reply in working hours.
