Rajya Andolankari Certificate Name Mismatch in Uttarakhand
For identified statehood agitators and their dependents whose certificate carries a name that differs from present identity papers: why the old records differ, what a dependent has to show, who corrects the certificate, and what to settle before a pension or a reserved post is claimed.
A rajya andolankari certificate name mismatch is settled by finding the paper that differs. An identity paper is corrected at its own office. A slip on the certificate itself is taken to the district administration, with the old record behind it. A dependent also has to show the relationship. A slip needs no Gazette.

The state was won by a movement, and the people recognised as having suffered for it hold a certificate that says so. That certificate now carries a pension, and a reservation in state jobs for the agitator or a dependent. A rajya andolankari certificate name mismatch comes from the age of the records behind it. This page explains rajya andolankari certificate name mismatch for agitators and their families.
We do not deal with district offices. We prepare the Gazette notification, where a name has in fact been changed. What the law gives is from news reports and the Chief Minister's office. We did not read the Act or its rules, and it has been challenged in court. For how a recruiter reads papers, see UKPSC and UKSSSC application name mismatch.
Who Is an Identified Agitator?
- The movement. The agitation for a separate hill state, which ended with the state's formation in November 2000.
- Identification. The state recognised certain participants as identified agitators. The 2023 bill, as reported, spoke of those who went to jail or were injured during the movement.
- The paper. An identified agitator holds a certificate or identity card to that effect.
- The benefits. A pension, and a reservation in state jobs for the agitator or a dependent.
- Dependents. Family members who claim through the agitator, on a paper showing the relationship.
Two generations now use one certificate. The agitator draws a pension on it. A son or a daughter, born perhaps after the movement ended, applies for a post on it.
What Does the Law Give?
From news reports of the bill and the Governor's assent, and from the Chief Minister's office. We did not read the Act.
| Point | What reports say |
|---|---|
| The reservation | Ten per cent, horizontal, in state Government jobs, for identified agitators and their dependents |
| When it became law | On the Governor's assent, in August 2024 |
| Which posts | Posts of direct recruitment under the state Government, as the 2023 bill was reported |
| A dependent in place of the agitator | The 2023 bill, as reported: where an agitator is over fifty or unable to work, one dependent of the family gets the benefit |
| The pension | Paid to identified agitators, and to dependents after an agitator's death |
| The challenge | A petition in the High Court in 2024. The court then declined to stay the Act |
The details in the fourth row are from a report of the bill as introduced. The Act as passed may differ. For any claim, the Act, its rules and the recruitment notice are what count.
Where Do the Names Come From?
- A record from the time of the movement. A jail register, a police paper, a hospital record or the like, written in the 1990s.
- The identification. The district's list of identified agitators, drawn up later from such records.
- The certificate or identity card, issued from that list.
- The agitator's present papers. Aadhaar, a bank account, a ration card, made in the years since.
- The dependent's papers. School certificates and a birth record, each naming the parent.
- The dependent certificate, issued for a claim, linking the two.
The first link was written by a jail clerk or a constable, in a hurry, about a person who gave a name by word of mouth. Everything later hangs from it.
What Kinds of Mismatch Are There?
The certificate against the agitator's own papers
- A spelling, a missing surname or a different father's name
- The old record and the present identity papers do not agree
- Put right at whichever office holds the paper that is wrong
The dependent's papers against the certificate
- A school certificate names the father a little differently
- Or a married daughter's papers name her husband
- Settled by the family register and birth record
A name that was in fact changed
- The agitator or the dependent now uses a different name
- The record is right for the name at the time
- Linked by a marriage certificate, or by a Gazette for a change by choice
The first kind is the commonest and the hardest, because the old record cannot be rewritten to suit. More often it is the later papers that are brought to it.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The agitator's Aadhaar has a different spelling | Correct Aadhaar, on a paper that agrees with the certificate | No |
| The certificate itself has a slip against the old record | The district administration, with that record | No |
| The pension account is in another form of the name | The bank corrects it | No |
| A dependent's school certificate names the parent differently | The school board, or shown by the family register | No |
| The family register has the wrong name | Correct the family register | No |
| A married daughter claims as a dependent | School and birth records for the relationship, with the marriage certificate | No |
| The agitator has died, and the death certificate differs | Correct the death certificate at the registrar | No |
| A name was changed by choice | Gazette, shown with the certificate | Yes |
A Gazette appears once in eight rows. Most of this work is done at a tehsil, a bank and an Aadhaar centre.
How Do You Put the Papers in Order?
This is the general method. We could not confirm the district offices' own procedure.
Step 1: Lay out the agitator's certificate or identity card with Aadhaar
Read the name, the father's or husband's name and the address on each.
Step 2: For a dependent, add the papers that show the relationship
The family register, a birth certificate and the class 10 certificate, which names the parent.
Step 3: Mark where the names differ
In the agitator's own name, or in how a dependent's papers name the agitator.
Step 4: Decide which paper is the odd one
The certificate, an identity paper, or the dependent's school record.
Step 5: Correct an identity paper at its own office
Aadhaar, the family register or a bank account.
Step 6: For a slip on the certificate itself, apply to the district administration
With the old record the identification was based on, and present identity papers.
Step 7: Ask for the dependent certificate in the names as corrected
With the relationship stated plainly.
Step 8: Do all this before a recruitment notice
A notice gives weeks. Old district records take longer.
What About Records Thirty Years Old?
- A jail register or a police paper of the 1990s was handwritten, in Hindi, from what the person said. Surnames were often left off. A father's name might be a first name only.
- Aadhaar did not exist. Most villagers had no paper that fixed a spelling.
- So an agitator recorded as "Gopal, son of Kishan" may today be "Gopal Singh Rawat, son of Kishan Singh Rawat" on every paper.
- That is the same man, and a fuller form of one name. It is not a change of name.
- The practical cure is evidence that links the two: the address, the village, the father's name, an old ration card, a voter list of the time, and the word of the village head.
- Ask the district office to note the full name on its record, or to issue the certificate in it, on that evidence.
Read short name and full name difference in documents and name mismatch in police verification and character certificate.
What Does a Dependent Have to Show?
- That the agitator is the person on the certificate. The agitator's own papers have to agree with it.
- That the claimant is related as claimed. A son or a daughter is shown by a birth certificate, school certificates and the family register, each naming the agitator as the parent.
- That the parent named on those papers is the same person. The spelling there has to match the certificate, or be linked to it.
- That the claimant is the dependent entitled. Where the law gives the benefit to one dependent of a family, the family has to settle who claims.
The third point is where most claims falter. A daughter's class 10 certificate was printed twenty years after the jail register, by a school that had never seen it. Read name correction in the family register, father's name change and correction and name change in birth certificate.
What About the Pension?
- Reports say identified agitators draw a pension, and that dependents are to receive one after an agitator's death.
- It is paid by transfer to a bank account. The account's name is matched with the sanction.
- An account opened long ago in a short form of the name, with Aadhaar since made in the full form, is the usual snag.
- On an agitator's death, the family gives the death certificate. It should name the agitator as the certificate does.
- The widow or other dependent then shows her own identity and the relationship.
- We did not confirm the amounts, the sanctioning office or the forms. Ask at the district office or the treasury.
Read name change in pension and family pension records and name correction in death certificate and legal heir certificate.
How Is It Claimed at a Recruitment?
- The candidate claims the category in the application, as the notice directs.
- A horizontal reservation is given inside the candidate's own category. The caste and residence certificates are read alongside.
- At verification the agitator's certificate, or the dependent certificate, is read against the candidate's class 10 certificate and identity papers.
- For a dependent, the parent's name on the class 10 certificate is compared with the name on the agitator's certificate.
- A recruiting body may ask the district to confirm the certificate.
- A claim that fails for a name is treated as a claim not made. The candidate is then considered without it, if at all.
Read UKPSC and UKSSSC application name mismatch and name change in residence certificate.
What About the Challenge in Court?
- A reservation for statehood agitators has been before the courts more than once.
- After the 2024 Act, a petition challenging it was filed in the High Court. Reports say the court sought the state's reply and declined, at that stage, to stay the Act.
- We did not confirm what has happened since.
- For a candidate this means two things. Read each recruitment notice for whether the category is offered. And keep your papers in order regardless, since the pension and the certificate stand on their own.
- A question about your rights under the Act is one for a lawyer who has read the latest orders.
How Does the Central Gazette Route Work?
Use this where a name has in fact been changed by choice. It does nothing for a short name written out in full, or for a spelling, which are put right at the offices concerned.
Step 1: Confirm that a name has in fact been changed
A spelling that differs between an old record and a new one is a slip, put right at its office.
Step 2: Ask the district office what it will accept
For an agitator or a dependent who now uses a different name from the one on record.
Step 3: Fix the exact new name, and copy the old name from the certificate
Letter by letter.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in the old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then show the Gazette with the certificate
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Would the Uttarakhand Gazette Do?
This benefit is the state's, and is claimed before state offices. A state Gazette may well be accepted. The Gazette of India is still the safer paper for Aadhaar and the bank.
Step 1: Remember that this is a state benefit
Claimed before state offices and state recruiting bodies.
Step 2: Ask the district office which Gazette it accepts
In writing.
Step 3: Think about Aadhaar, the bank and the pension
The Gazette of India serves those as well.
Step 4: Contact the Roorkee press if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Families Make?
| Mistake | What to do |
|---|---|
| Waiting for a recruitment notice | Put the papers in order now |
| Looking only at the agitator's papers | Check how the dependent's papers name the agitator |
| Treating a full name as a changed name | It is the same name, written out. Link it with evidence |
| Getting a Gazette to add a surname the family always had | Correct the paper that left it off |
| Throwing away old ration cards and voter slips | They link the old record to the person |
| Leaving the pension account in an old form of the name | Have the bank bring it into line |
| A married daughter discarding papers in her father's name | Keep them. They show the relationship |
| Two members of a family claiming the same benefit | Settle who claims, as the law allows |
| Altering a certificate by hand | Never. Ask the office that issued it |
A typical case we handle: a young woman from Chamoli applied for a post as the dependent of an identified agitator. Her father's certificate read "Bachan Lal". Her class 10 certificate read "daughter of Bachan Lal Tamta", as did his Aadhaar. The verifying officer asked if they were one man, and her brother asked us for a Gazette adding the surname. That was not the remedy, since he had always been of that family. They took the family register, his old ration card and the village head's letter to the district office, which noted his full name against its record. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a short name and a full one, a spelling, a bank account or a family register entry. The offices concerned settle those. We are useful only where a name has in fact been changed by choice and a Gazette notification is asked for.

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The certificate is the district's to correct. For the papers around it, send photos on WhatsApp and we will tell you which one differs.

The ten per cent horizontal reservation, the Governor's assent in August 2024, the pension and the petition in the High Court are from news agency reports and the Chief Minister's office. The points on who is covered and on one dependent of a family are from a report of the bill as introduced in 2023. We did not read the Act or its rules, and did not confirm the present position in court, which office issues or corrects the certificate, or any form. How old records are linked to present papers is general guidance. The district administration, the Act and the recruitment notice are the authority.

Names on the Statehood Agitator's Certificate: The Short Version
The certificate rests on a record written thirty years ago, often in a short form of the name. Lay it beside the agitator's present papers, and a dependent's school and birth records. Correct an identity paper at its own office. For the certificate itself, go to the district administration with evidence that links the old name to the person. A dependent has to show the relationship as well, through the family register.
A short name written out in full is not a change of name, and needs no Gazette. To find out which paper differs, send photos on WhatsApp 9540005064, and we will reply in working hours.
