Mobile SIM Ownership and Name Change in Uttarakhand

When a mobile number is in a wrong name, an old name or someone else's name: how the subscriber record is updated, when a number can be moved to a relative, and how to check what is registered in your name.

Quick answer

A mobile SIM name change is made by your telecom operator, by doing your identity check again in the name on your Aadhaar or other accepted proof. Moving a number to another person is allowed between blood relatives and legal heirs, with the present subscriber's no objection and a fresh form. No Gazette is needed for either.

A mobile number is updated or moved by the telecom operator, with a fresh identity check and, between blood relatives, the present subscriber's no objection.

A mobile SIM name change sounds like a small thing, until a bank message, an Aadhaar code or a duplicate SIM depends on who the number is registered to. This page explains mobile SIM name change and ownership for people in Uttarakhand: correcting your own name, moving a number within the family, and checking what is registered against you.

We do not deal with telecom operators, and a SIM needs no Gazette. We prepare Gazette papers for names. The only link is that your operator follows your Aadhaar, so read name change in Aadhaar card in Uttarakhand first if your name is changing.

Who Is a Mobile Number Registered To?

Every mobile connection in India is issued to a named subscriber after an identity check. The operator keeps that person's name, address and identity details on a customer form, on paper or in digital form.

  • The person on that form is the subscriber. The person who carries the phone is only the user.
  • The two are often different: a parent's name for a child's number, a husband's name for a wife's, an employer's for a worker's.
  • For a prepaid number there is no bill to remind you. Many people do not know whose name their own number stands in.
  • The operator will act only on the subscriber's identity: for a replacement SIM, for moving to another operator, and for closing the number.

So "name change on a SIM" can mean two quite different things. One is correcting the subscriber's own name. The other is making a different person the subscriber. The rules for the two are not the same.

Why Does the Name on a SIM Matter?

When you need the operator

  • A lost or damaged SIM is replaced only for the subscriber, after a fresh identity check
  • Moving the number to another operator is done on the subscriber's identity
  • A postpaid bill is used as an address proof only by the person named on it
  • A dispute over the number is settled in favour of the subscriber on record

When others rely on the number

  • Bank alerts and one-time codes go to the number on your account
  • Aadhaar services send codes to the number linked with Aadhaar
  • Payment apps are tied to the number and the bank account together
  • The law holds the subscriber answerable for how a number is used

The last point is the serious one. If a number registered to you is used by someone else for a fraud, the enquiry starts with you. And if your own number stands in another person's name, the operator will act on that person's word, not yours.

Which Case Is Yours?

None of these rows ends in a Gazette. Each is settled by the operator, on identity papers.

How Do You Update Your Own Name With the Operator?

Each operator has its own form and steps. This is the general method.

Step 1: Confirm that the number is registered to you

Check the list of connections against your identity on the Government's portal, or ask at the operator's store.

Step 2: Update Aadhaar first, if your name has changed

Operators verify identity against Aadhaar or another accepted proof. The record will follow what that proof says.

Step 3: Visit the operator's own store

Go in person, with the phone and the SIM. A small recharge shop usually cannot do this.

Step 4: Ask for your subscriber details to be updated

Say that the subscriber is the same person and the name is to be corrected or updated.

Step 5: Complete the identity check again

With Aadhaar-based verification, or the identity and address proofs the operator accepts.

Step 6: Read the name on the form before you sign or confirm

Letter by letter, as on your Aadhaar.

Step 7: Check that the update has taken effect

Ask for a confirmation message, and look at the operator's app or the next bill.

There may be a short bar on messages after a fresh identity check, as there is after a SIM replacement. Do not plan a bank transaction for the same hour.

Can a Number Be Moved to a Relative?

Yes, within limits. The Government's telecom portal answers the question in these terms: a change in name between blood relatives or legal heirs is permitted, subject to no objection from the existing subscriber, the submission of a new customer form, and the procedure for registering a new subscriber.

What a change of subscriber between relatives needs
WhatPosition
Who it is allowed betweenBlood relatives and legal heirs
From the present subscriberA no objection, and usually presence at the store with identity proof
From the new subscriberA new customer form and a full identity check, as for a new connection
The numberStays the same
WhereThe operator's own store. Ask it for its form and any fee
  • Both people should go to the store together where they can. It is the quickest way.
  • Carry a paper that shows the relationship, in case the store asks.
  • The new subscriber's count of connections goes up by one. See the limit below.
  • Ask the store how it treats a husband and wife, who are family but not blood relatives. We could not confirm that.

What If the Number Is in the Name of Someone Who Has Died?

A family often goes on using a parent's or a husband's number for years. The number carries the bank alerts, the pension messages and the contacts of a lifetime, and nobody wants to lose it.

  • The Government's portal says a change in name to a legal heir is permitted. The dead subscriber cannot give a no objection, so the operator has its own papers for this case.
  • Expect to be asked for the death certificate, your identity proof, and proof that you are the heir or a close relative.
  • Where there are several heirs, the operator may ask for their no objection.
  • Do it soon. A number left unrecharged for long is closed and given to someone else, and it cannot be brought back.

Before you move the number, change the mobile number on the dead person's bank accounts through the bank's own claim process. See name correction in a death certificate and legal heir certificate.

What If Your SIM Was Bought in Someone Else's Name?

This is common, and it is risky for both people. The person on record is answerable for the number, and the person using it can lose it at any time.

A close relative's name

  • Use the change between blood relatives, with their no objection
  • Do it while the relative is able to come to the store

A friend's, an employer's or an unknown name

  • The rule as stated covers blood relatives and legal heirs, not others
  • Take a new connection in your own name, and move your bank, Aadhaar and other records to it
  • Ask the person on record to close the old number once you have moved
Never buy or use a SIM issued on another person's identity papers, and never lend yours. The telecom law punishes getting a connection by false identity. A number is not worth that risk.

How Do You Check the Numbers Registered in Your Name?

The Department of Telecommunications runs a citizen portal called Sanchar Saathi. One of its services shows the mobile connections issued in your name.

  1. Open the Sanchar Saathi portal and choose the service to know your mobile connections.
  2. Enter your mobile number and the code sent to it.
  3. Read the list of numbers shown against your identity.
  4. For any number you do not use or do not recognise, use the option on the portal to report it.
  5. Check again after a few weeks to see that it has gone.

Do this once a year, and before you apply for a new connection. A number taken on your papers without your knowledge counts against you until you report it.

What Is the Limit of Nine Connections?

  • An individual may hold a maximum of nine mobile connections in all, across every operator. The Department's own papers say so.
  • News reports say the Department has enforced this more strictly from August 2026, by bringing together each person's connections across operators.
  • Connections over the limit are to be surrendered, transferred or disconnected.
  • The Department's instructions appear to deal separately with cases where the name differs across a person's connections.

That last point is where names come in. If some of your numbers are in a maiden name or an old spelling and others in your present name, the systems may not treat them as one person, or may flag them for a check. Bringing every number of yours to the name on your Aadhaar avoids that.

For a family, it also means numbers should sit in the name of the person who uses them, not all in the name of one elder.

What About the Number Linked to Your Bank and Aadhaar?

Both depend on the number. Handle it with care when a name or a subscriber is being changed.

  • Keep the number active throughout. Do not close a number until every record that uses it has been moved.
  • Aadhaar. The mobile number linked with Aadhaar is changed only at an Aadhaar centre, in person. Changing the subscriber of a SIM does not change it.
  • Bank. The bank's record of your mobile number is separate from the operator's record of the subscriber. A bank may ask whose name the number is in.
  • A name update on the SIM does not change your name at the bank, and the other way round. Each is its own record.

The safe order after a change of name is Aadhaar, then PAN and the bank, and then the operator, with the same number kept alive all the way. See name change in PAN card.

How Does the Central Gazette Route Come In?

Only at one remove. An operator does not ask for a Gazette. But if you are taking a new name, Aadhaar asks for one for a major change, and the operator then follows Aadhaar.

Step 1: Confirm that your change is one Aadhaar treats as major

A spelling correction or a surname after marriage usually is not.

Step 2: Fix the exact new name

The same spelling you will use on every paper.

Step 3: Make the affidavit

State the old name, the new name, your father's or husband's name and your Aadhaar address. Sign before a notary.

Step 4: Publish the newspaper notice

In a daily local leading newspaper. Keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and an undertaking showing the old and the new name.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself, then update Aadhaar and the operator

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, and then do the identity check again with your operator.

Does the Uttarakhand Gazette Matter Here?

Not to the operator. The question is only which Gazette Aadhaar and your other records accept.

Step 1: Ask the Aadhaar centre which Gazette it accepts

The operator will follow Aadhaar.

Step 2: Think about PAN and the passport

If one Gazette has to serve them all, the Gazette of India is the safer choice.

Step 3: Contact the Roorkee press

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 4: Ask for the papers, the format and the fee, and submit

Keep photocopies of everything.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do People Make?

Common mistakes with a mobile SIM name or ownership
MistakeWhat to do
Not knowing whose name your own number is inCheck it on the Government's portal
Using a SIM bought on a friend's or a stranger's papersTake a connection in your own name
Lending your identity papers for someone else's SIMNever. You answer for that number
Going to a recharge shop for a name updateGo to the operator's own store
Updating the SIM before AadhaarAadhaar first. The operator follows it
Letting a dead relative's number lapseMove it to an heir while it is active
Closing a number before moving the bank and Aadhaar off itMove every record first
Paying for an affidavit or a Gazette for a SIMThe operator asks for neither
Ignoring unknown numbers in your listReport each one on the portal

A typical case we handle: a college student in Haldwani found that the number she had used since school was in her father's name. Her bank asked whose number it was when she applied for a card. She thought she needed an affidavit. She and her father went to the operator's store with their Aadhaar cards, he gave his no objection, she filled a fresh form, and the number came into her name the same week. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For anything to do with a SIM, always. Your operator updates its record on your identity papers, and no Gazette or affidavit is asked for. We are useful only where you are taking a new name and Aadhaar needs a Gazette first.
