Two PAN Cards in Different Names in Uttarakhand: How to Surrender One
For people who hold two PAN cards, one in an old or misspelt name and one in the right name: what the tax department says, which number to keep, how the other is surrendered on the correction form, and what has to be moved across afterwards.
If you hold two PAN cards in different names, keep one and surrender the other at once. Use the PAN change request form: the number you keep goes at the top, and the other at the place the form gives for PANs inadvertently allotted, with a copy of that card. The same form corrects the name. No Gazette is needed.

A man's PAN reads "Rajender", and every other paper says "Rajendra". Getting it corrected seems slow, so a shop applies for a new one in the right spelling. Now he has two PAN cards in different names, and the second problem is worse than the first. Two PAN cards in different names are not allowed, whatever the reason. This page explains how one is given up, for people in Uttarakhand.
We do not surrender PANs. That a person cannot hold two, the penalty, and how the extra one is surrendered are from the Income Tax Department's site and the PAN agency's guidance. Tax consequences in your own case are for a tax professional. For a correction on one PAN, read name change in PAN card.
What Is the Rule, in Brief?
- One person, one PAN. For life.
- A change of name. Made on the same number.
- A second application. Not allowed once a PAN is allotted.
- If two exist. The extra one is surrendered at once.
- Who decides a penalty. The tax officer.
A PAN is a number for a person, not for a name. The name against it can be corrected or changed as often as the proof allows. The number stays.
What Does the Department Say?
From the Income Tax Department's published answers and the PAN agency's guidance on cancellation.
| Point | What is said |
|---|---|
| Two PANs | A person cannot hold more than one PAN. A person allotted a PAN cannot apply for another |
| Penalty | A penalty of Rs 10,000 is liable to be imposed for having more than one PAN, under the provision the department cites |
| What to do | A person allotted more than one PAN should immediately surrender the additional one |
| How | Submit the PAN change request form, with the PAN in use at the top, and the other PAN at item 11, with a copy of that card for cancellation |
| The PAN in use | To cancel the PAN you are currently using, approach your local assessing officer with a request letter |
| The department's newer guidance | A person with more than one PAN is obliged to bring it to the notice of the jurisdictional assessing officer and have the additional one deleted or deactivated |
The department's page cites section 272B of the Income-tax Act, 1961 for the penalty. Check the provision in force when you read this.
What Is Each Number Tied To?
| Link | Why it matters | On the surrendered PAN |
|---|---|---|
| Aadhaar | One Aadhaar links to one PAN | Nothing to move |
| Tax returns filed | Your tax history | Ask how earlier returns are treated |
| Tax deducted and reported | Credit for tax already paid | Not moved automatically. Ask first |
| Bank accounts | KYC, and interest reporting | Give the bank the kept PAN |
| Demat, mutual funds, insurance | Holdings in your name | Update each to the kept PAN |
| Loans and the credit report | Your credit history | Tell the lender. The report may show two files |
| Property papers | A PAN quoted in a registered deed | Keep proof that the number was yours |
Fill this table for your own two numbers before deciding. The one with more in the middle column is usually the one to keep.
How Do People Come to Hold Two?
A fresh application, where a correction was needed
- A misspelt name, or a new surname after marriage
- A shop or an agent applies afresh
- A second number arrives, in the right name
A lost card
- The card was lost, and the number forgotten
- A new PAN was applied for, in place of a reprint
- The old number still exists
Two applications by two hands
- An employer applied for staff, and the person applied too
- Or a delayed card led to a second application
- Both were allotted
The first is the one this site is concerned with. Two names made two numbers. It is the hardest to untangle, since each office knows the person by a different card.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The old PAN has everything on it. The new one is unused | Keep the old. Surrender the new. Correct the name on the old | No |
| The new PAN is linked to Aadhaar and used for returns | Keep the new. Surrender the old on the form | No |
| Returns on one, tax deducted on the other | A tax professional's advice before choosing | No |
| You want to give up the one in use | The assessing officer, with a request letter | No |
| A maiden-name PAN and a married-name PAN | Keep one. Record the surname on it | Usually no |
| Bank accounts are on the PAN to be surrendered | Update each account to the kept PAN | No |
| A notice has come about two PANs | Reply through a tax professional, and surrender | No |
| Your own name has changed by choice | Gazette, Aadhaar, then the one PAN | Yes |
A Gazette appears once in eight rows, and never for the surrender itself.
How Is One Surrendered?
This follows the PAN agency's guidance. Where tax has been paid or deducted under both numbers, take advice before the third step.
Step 1: Stop using one of the two today
Do not quote the second number anywhere, from now.
Step 2: List what each number is tied to
Aadhaar, bank accounts, tax returns, tax deducted, investments, loans and property papers.
Step 3: Choose the one to keep
Usually the one linked to Aadhaar and under which returns were filed and tax was deducted.
Step 4: Fill the PAN change request form, with the kept number at the top
It is the same form used for corrections.
Step 5: Write the other number at the place the form gives for it
The agency's guidance names item 11 for PANs inadvertently allotted. Attach a copy of that card.
Step 6: Correct the name on the kept PAN in the same request, if it needs it
With the proof that correction calls for.
Step 7: Keep the acknowledgment
It is your proof of when you asked for the surrender.
Step 8: Move everything that was on the surrendered number
Tell each bank, broker, employer and insurer the number you have kept.
Which One Should You Keep?
- The PAN linked to your Aadhaar has the strongest claim. An Aadhaar links to one PAN.
- Next, the PAN under which you filed returns and tax was deducted. That is your tax history.
- Then the one your bank accounts and investments quote.
- The name on the card matters least. A name is corrected on the same form. History is not moved so easily.
- People often want to keep the newer card, since its name is right. That is the wrong reason.
- Where the history is split between the two, do not choose alone. A tax professional can see what sits under each number.
Read name mismatch on the income tax e-filing portal, on what the portal shows under a PAN.
What About the Form?
- The form is the request for new PAN card or changes or correction in PAN data. It is the correction form, not the application for a new PAN.
- The PAN you are keeping is written at the top.
- The agency's guidance says other PANs inadvertently allotted are mentioned at item 11 of the form.
- A copy of each card to be cancelled goes with it.
- It is submitted through the PAN agencies, online or at a PAN centre.
- Take the acknowledgment, and keep it with your tax papers for good.
The item number is as the agency's guidance gives it. Forms are revised, so read the form in front of you. Read name change in PAN card, on filing the request.
What About the Name on the One You Keep?
- If the kept PAN carries the wrong name, correct it in the same request.
- A spelling is corrected on a proof of identity in the right spelling. Aadhaar usually serves.
- A surname after marriage is recorded on the marriage certificate, or as the list of proofs allows.
- A new name taken by choice is recorded on a Gazette publication.
- Update Aadhaar first, so that the PAN request and Aadhaar agree when they are compared.
- When the corrected card comes, check that it carries the number you kept, and the name you asked for.
Read name change in Aadhaar card and father’s name correction in PAN card.
What Has to Be Moved Across?
- Every bank account that quoted the surrendered PAN. Give the branch the kept PAN, and have the KYC updated.
- Demat and trading accounts, mutual fund folios and insurance policies.
- Your employer, so that tax is deducted against the right number from now.
- A tenant, a bank or anyone else who deducts tax from payments to you.
- Fixed deposits, where the bank reports interest by PAN.
- Keep a list, with the date each was done. An account left on a cancelled PAN may be treated as having none.
Read name change in bank records, demat and mutual fund accounts and CKYC name mismatch.
What About Returns, Tax Deducted and the Penalty?
- Returns filed under the PAN you keep are untouched.
- Tax deducted and reported under the PAN you surrender sits against that number. Getting credit for it is not automatic.
- Ask the assessing officer or a tax professional how it is to be claimed, before you surrender.
- Income reported under both numbers in the same year is a question in itself. Do not leave it to chance.
- The department's site says a penalty of Rs 10,000 is liable to be imposed for having more than one PAN.
- We cannot say if one will be imposed in your case. That is for the tax officer. A dated acknowledgment of a surrender you made by yourself is the best paper you can hold.
This is general information, not tax advice. Read name mismatch on the income tax e-filing portal.
Where Does a Gazette Come In?
Not in the surrender. Only where your own name has changed by choice, and that change is to be recorded on the one PAN that remains.
Step 1: Confirm that your own name has in fact changed
Two PANs in two spellings are settled by surrender and a correction, without a Gazette.
Step 2: Settle the two PANs first, or together
A change of name is recorded on one PAN. There should be only one to record it on.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar and the kept PAN.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar, and then the one PAN
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Which Gazette Should You Use?
PAN is a central record. For a change of name on it, the Gazette of India.
Step 1: Remember whose record PAN is
The Income Tax Department's, a central body.
Step 2: Use the Gazette of India
For a change of name on PAN.
Step 3: Remember that surrender needs no Gazette
It needs a form and a copy of the card.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Applying afresh to fix a name | Correct the PAN you have |
| Keeping both, one for each name | Surrender one, at once |
| Keeping the newer card for its better name | Keep the one with your history |
| Throwing the extra card away | That does not cancel the number. Surrender it |
| Using the new-PAN application form | The change request form |
| No copy of the card to be cancelled | Attach it |
| Surrendering before asking about tax deducted | Ask first |
| Leaving bank accounts on the cancelled PAN | Update each one |
| Waiting for a notice | Surrender by yourself, and keep the proof |
A typical case we handle: a woman in Haldwani held a PAN in her maiden name, taken as a student. After marriage a relative applied for another in her married name. Her salary account was on the second, and her old fixed deposits on the first. She asked us for a Gazette to "join" the two cards. A Gazette joins nothing here, and she needed none. Her Aadhaar was linked to the second, which also carried her returns. She kept it, surrendered the first on the change request form with a copy of that card, and gave the bank the kept number for her deposits. This is an illustrative example of the type of case we handle, not a named client review.

Two PAN Cards: The Short Version
A person may hold one PAN. If you hold two, in two names, stop using one today. Keep the number linked to your Aadhaar and carrying your returns, not the one with the nicer name. Surrender the other on the PAN change request form, with a copy of that card, and correct the name on the kept PAN in the same request. Then move every account across. Where tax sits under both, take advice first.
