Minor PAN Card Name in Uttarakhand: Correction and the Update at 18
For parents who took a PAN card for a child, and young people who have just turned 18: how a child's PAN is made, why the name on it often differs from Aadhaar, how it is corrected, what the update at 18 involves, and why a fresh PAN must never be applied for.
A minor PAN card name is corrected on the PAN change request, signed by the parent or guardian while the child is under 18. At 18 the same form adds the young person's photograph and signature, and the number stays the same. Never apply for a fresh PAN. A spelling needs no Gazette.

Parents take a PAN for a child when they open an investment in the child's name. Years later the young person needs it for a job or a bank account, and the minor PAN card name does not match Aadhaar. This page explains how a minor PAN card name is corrected, and what happens to the card at 18.
We do not apply for PAN cards. How a child's PAN is made, what the card shows and what is done at 18 are from the PAN agency's own published guidance. For an adult's PAN, read name change in PAN card.
What Is a Child's PAN, in Brief?
- Who applies. A parent or legal guardian, on the child's behalf.
- Who signs. That parent or guardian, as the representative assessee.
- What the card shows. The child's name and number, with the word Minor in place of a photograph.
- At 18. The record is updated with the young person's own photograph and signature.
- The number. One, for life.
A PAN belongs to a person from the day it is allotted. A child's PAN is not a temporary or separate number. It is the adult's PAN, taken early.
What Does the PAN Agency Say?
From the PAN agency's published guidance on a PAN card for a minor.
| Point | What the agency says |
|---|---|
| Who applies and signs | The parent or legal guardian, acting as the representative assessee, signs the application |
| The form | Form 49A, for Indian citizens including minors |
| The card | It carries no photograph or signature of the child, and shows the word Minor where the photograph would be |
| At 18 | An application for correction or update is made, with a recent photograph and the young person's signature |
| The representative | The representative assessee's details are removed at that update |
| One PAN | A minor, like anyone else, has one PAN |
The agency describes the update at 18 as necessary, and says a card without a photograph and signature does not serve an adult. We found no fixed date by which it has to be done.
Where Do the Names Come From?
| On the PAN | Came from | Later compared with |
|---|---|---|
| The child's name | What the parent wrote on the form, with a proof for the child | The child's Aadhaar |
| The date of birth | The same | Aadhaar, and the birth certificate |
| The father's name printed on the card | What the parent wrote | The father's own papers |
| The representative assessee | The parent or guardian who signed | That person's identity paper |
| The photograph and signature | None, until 18 | The young person, at the update |
A child's PAN is often made before the child's name has settled on any other paper. The spelling a parent chose that day may not be the one the school, or Aadhaar, came to use.
What Kinds of Trouble Are There?
The name differs from Aadhaar
- A spelling, a pet name, a surname added or dropped since
- The two will not link
- A correction on the same PAN
The card was never updated at 18
- It still says Minor, with no photograph
- A bank or an employer will not take it
- The update, on the same number
A second PAN was taken
- At 18, a fresh application was made in place of an update
- Now there are two numbers
- Keep the first, surrender the second
The third is the costly one, and it comes from not knowing that the child's PAN already existed, or that it could be updated.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The child's name on PAN is misspelt | A PAN change request, signed by the parent | No |
| The date of birth is wrong | The same, on the birth certificate | No |
| The father's name is wrong | Correct the father’s name | No |
| Aadhaar is the paper that is wrong | Correct the child’s Aadhaar first | No |
| The child has turned 18 | The update, with photograph and signature | No |
| A fresh PAN was taken at 18 | Surrender the second | No |
| The PAN number is lost or forgotten | Ask the PAN agency how it is traced. Do not apply afresh | No |
| The child's name has been changed by the parents | Gazette, Aadhaar, then PAN | Yes |
A Gazette appears once in eight rows. The PAN change request settles the rest.
How Is It Put Right?
This is the general method. The seventh step is the one that protects you.
Step 1: Take out the child's PAN card, or the PAN letter
Read the child's name, the father's name printed on it, and the date of birth.
Step 2: Put the child's Aadhaar and birth certificate beside it
The three should agree, letter for letter.
Step 3: Decide which paper is wrong
Usually the PAN, typed from what a parent wrote on a form years ago.
Step 4: Correct Aadhaar first, where Aadhaar is the odd one
PAN is compared with Aadhaar, and the two have to be linked.
Step 5: File the PAN change request for the child
Signed by the parent or guardian while the child is under 18.
Step 6: At 18, file the update with the young person's own photograph and signature
In the same request, correct any name still outstanding.
Step 7: Check that it is an update of the same number
Not a fresh application. A second PAN is not allowed.
Step 8: Give the updated PAN to the bank and wherever the old one was quoted
And link it with Aadhaar, if that has not been done.
How Is the Name Corrected Before 18?
- The PAN change request is the form for corrections. It is used for a child's PAN as for anyone's.
- The parent or guardian signs, as on the first application.
- A proof of the child's name in the right spelling is attached. The child's Aadhaar usually serves.
- Where Aadhaar itself carries the wrong name, correct Aadhaar first.
- There is no need to wait until 18 to correct a name. A wrong name grows harder to explain with every year.
- The card that comes back still says Minor. That is right, until 18.
Read name change in PAN card, on the form and the proofs, and Baal Aadhaar child name correction.
What Is the Update at 18?
- The PAN agency says an application for correction or update is made once the child turns 18.
- The young person gives a recent photograph, and signs for himself or herself.
- The representative assessee's details are removed. The young person now stands alone on the record.
- The number is the same as before.
- Any correction to the name can be asked for in the same request, with proof.
- Do it before the PAN is needed. A first job, a bank account and a first tax return all ask for it.
A young person's Aadhaar is also due for a biometric update in the teens. Do that first, so that the photograph and the name on the two agree. Read signature change after a name change, on a first signature.
Why Never a Fresh Application?
- A person may hold one PAN. A child's PAN counts.
- At 18, some families forget the child ever had one, or think the minor card has lapsed.
- They apply on the form for a new PAN. A second number may be allotted.
- The tax department says a penalty is liable to be imposed for holding more than one.
- So before any application at 18, ask the parents if a PAN was ever taken for an investment, a fixed deposit or an insurance policy.
- If two already exist, keep the first and surrender the second, on the same change request form.
What About the Parent's Name on the Card?
- Two parents' names can appear in a child's PAN record, in different roles.
- One is the father's name, or the mother's where chosen, printed on the card as part of the holder's particulars.
- The other is the representative assessee: whoever signed for the child. That may be the mother, the father or a guardian.
- The printed parent's name stays for life, and should be spelt as on that parent's own papers.
- The representative's details are removed at 18.
- A wrong parent's name is corrected on the change request, with proof.
Read father’s name correction in PAN card and a single mother’s child and the father’s name.
What About Linking With Aadhaar?
- A PAN is linked with the holder's Aadhaar.
- The link compares the name, the date of birth and the gender on the two.
- A child's PAN made from a parent's memory, and an Aadhaar made from a birth certificate, often differ.
- The link then fails, and the family learns of the mismatch for the first time.
- Decide which paper is right, usually by the birth certificate, and correct the other.
- Then link. Do not leave it until a deadline or a first salary.
Where Does a Gazette Come In?
Only where the child's or young person's name is in fact being changed. A spelling, and the update at 18, need none.
Step 1: Confirm that the child's name is in fact being changed
A spelling on a PAN is corrected on the child's Aadhaar or birth certificate.
Step 2: Both parents decide and sign, for a child under 18
A young person of 18 or more does it in his or her own right.
Step 3: Fix the exact new name
As it will stand on Aadhaar, PAN and school records.
Step 4: Make the affidavit and publish the newspaper notice
Signed before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,700 for a minor and Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar, and then the PAN
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.

Which Gazette Should You Use?
PAN and Aadhaar are central records. For a change of name, the Gazette of India.
Step 1: Remember whose record PAN is
The Income Tax Department's, a central body.
Step 2: Remember that it follows Aadhaar
Which is central too.
Step 3: Use the Gazette of India
For a change of name on either.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.

Which Mistakes Do Families Make?
| Mistake | What to do |
|---|---|
| Filling the child's name from memory | From the birth certificate or Aadhaar |
| Forgetting the child has a PAN | Keep the card with the child's papers |
| Applying for a new PAN at 18 | Update the one that exists |
| Thinking the minor card has expired | The number is for life |
| Waiting until 18 to correct a spelling | Correct it now |
| Using the wrong form for the update | The change request, not a new application |
| Updating PAN before Aadhaar | Aadhaar first |
| Offering a minor card as identity | It has no photograph |
| Asking for a Gazette to fix a spelling | A proof in the right spelling is enough |
A typical case we handle: a young man in Haldwani, just 18, needed a PAN for his first job. His father had taken one for him at the age of ten, for a fixed deposit, in the name "Ankit Kumar". His Aadhaar and school papers read "Ankit Rawat". A cyber cafe offered to apply for a new PAN in the right name. He asked us first. We told him not to. He filed the change request on the existing number, with his photograph, his signature and his Aadhaar, and the name was corrected in the same request. This is an illustrative example of the type of case we handle, not a named client review.

That a parent or legal guardian applies and signs as the representative assessee on Form 49A, that a minor's card carries no photograph or signature and shows the word Minor, that a correction or update is applied for at 18 with a photograph and signature, and that the representative's details are then removed, are from the PAN agency's published guidance on a PAN card for a minor. That a person may hold only one PAN, and the penalty, are from our page on two PAN cards, which cites the tax department. We found no fixed date for the update at 18, and could not confirm what is asked where the parent who signed has died. How a child's PAN comes to differ from Aadhaar is general knowledge. The PAN agencies and the Income Tax Department are the authority.
