Minor Bank Account Name Mismatch in Uttarakhand: Conversion at 18
For parents and guardians in Uttarakhand who opened a bank account for a child, and for young people turning 18, where the child's name in the account differs from the birth certificate, Aadhaar or class 10 certificate: how minors' accounts work, who corrects the name, and what the bank asks for when the child becomes an adult.
A minor bank account name mismatch is corrected at the branch, signed by the guardian, on the child's birth certificate and Aadhaar. Do it before the child turns 18, when the young person confirms the balance and gives fresh instructions and a signature, and the bank reads Aadhaar and PAN. No Gazette is needed for a home name.

Many parents in Uttarakhand open an account for a child: for a scholarship, a gift from grandparents, a school scheme. The account is opened in whatever name the child had then, sometimes a pet name. A minor bank account name mismatch is that name differing from the birth certificate or Aadhaar, found when money stalls or the child turns 18. This page explains minor bank account name mismatch.
We do not open accounts, and this subject needs no Gazette in the ordinary case. The rules are from the Reserve Bank's 2014 instructions on minors' accounts, since restated. For the child's PAN, read PAN for a minor and the update at 18.
What Are Minors' Accounts, in Brief?
- Opened by a guardian. A natural guardian, such as a parent, or a legally appointed one, for a child of any age.
- Opened by the child. From above age 10, within the bank's limits, if the child wishes.
- The kinds. Savings, fixed and recurring deposits.
- The names. The child's, and the guardian's with the relationship.
- At 18. The young person takes the account over.
A child's name often settles only at school. An account opened before that may carry a name the child no longer uses on paper.
What Does the Reserve Bank Say?
From the Reserve Bank's instructions of 6 May 2014 on opening bank accounts in the names of minors, as published. They have since been restated.
| Point | What is said |
|---|---|
| Any age | A savings, fixed or recurring deposit account can be opened by a minor of any age through a natural or legally appointed guardian |
| Mothers | Banks have long been told to allow minors' accounts with mothers as guardians |
| Above 10 | Minors above 10 may open and operate savings accounts independently, if they wish, within limits banks set |
| Documents | Banks decide what minimum documents a minor needs |
| At majority | The young person confirms the balance. Where a guardian operated it, fresh operating instructions and specimen signature are taken |
The last row is the moment of truth. The bank takes a new signature and, in practice, fresh KYC, and reads the adult's papers against the account.
Where Is the Child's Name Written?
| Record | Made when | Where it is corrected |
|---|---|---|
| The birth certificate | At or after birth | The Registrar |
| The child's Aadhaar | In early childhood | An Aadhaar centre |
| The school record and class 10 certificate | At admission, then the board | The school, then the board |
| The bank account | Whenever the parent opened it | The branch |
| PAN | If applied for, often near 18 | The tax department's service |
At 18 the bank reads the account against Aadhaar and PAN. Those in turn should agree with the class 10 certificate, which most employers and colleges will read.
What Kinds of Mismatch Are There?
A pet or home name
- Opened as "Golu" or "Chhotu"
- The birth certificate has the real name
- Corrected by the guardian at the branch
A name changed at school
- The school entered a fuller or different name
- The account kept the old one
- Brought to the class 10 name
The guardian's details
- A guardian named loosely, or no longer the guardian
- A grandparent without court papers
- Updated with the bank's papers
The first is the commonest and the easiest. It takes a guardian's signature and the birth certificate.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The account has a pet name | The branch, signed by the guardian, on the birth certificate | No |
| The birth certificate has no name, or a slip | The Registrar | No |
| The child's Aadhaar differs | Child Aadhaar correction | No |
| The class 10 certificate differs from the account | Bring the account to the class 10 name | No |
| The guardian has changed | The bank, with the new guardian's papers | No |
| The child turns 18 | Fresh instructions, signature and KYC | No |
| The account fell inoperative | Reactivate it by KYC | No |
| The child's name was changed by choice | Gazette, then Aadhaar, school and bank | Yes |
A Gazette appears once in eight rows. The branch and the Registrar settle the rest.
How Do You Put It Right?
This is the general method. Start a year before the child turns 18.
Step 1: Read the child's name on the passbook
And the guardian's, and the relationship shown.
Step 2: Put the child's birth certificate and Aadhaar beside it
The account should carry the child's name as those do.
Step 3: Correct the odd paper first
The birth certificate with the Registrar, Aadhaar at its centre.
Step 4: Ask the branch to correct the child's name in the account
The guardian signs, with the child's papers.
Step 5: Before the child turns 18, bring the class 10 certificate, Aadhaar and PAN to one name
The bank will ask for them at majority.
Step 6: At 18, the young person confirms the balance and gives fresh operating instructions
With a specimen signature in the adult's own hand.
Step 7: Update the account's KYC in the adult's own name
Aadhaar and PAN, and a new photograph.
Step 8: Use the account, or close it
An unused account becomes inoperative after two years.
What About the Guardian?
- A natural guardian, usually a parent, or a legally appointed guardian opens and operates the account.
- Mothers can be guardians on a child's account.
- The guardian's name should be as on the guardian's own Aadhaar, with the relationship shown.
- A grandparent raising a child may be asked for papers. Ask the bank what it accepts.
- If a guardian dies or changes, tell the bank with the papers it asks for.
- The guardian signs any correction of the child's name until the child is 18.
Read guardian name in child documents and single mother and child documents.
What Happens From Age 10?
- The instructions allow minors above 10 to open and operate a savings account themselves, if they wish.
- Banks set limits on the amounts and on the age.
- Banks decide what papers a child must bring.
- A child opening an account alone is likely to give a school name, or an Aadhaar name.
- Check that it is the name on the birth certificate and Aadhaar.
- A child's own signature at 10 will change by 18. The bank takes a fresh one then.
What Happens at 18?
- The young person confirms the balance.
- Where a guardian operated the account, fresh operating instructions and an adult specimen signature are taken.
- Banks commonly update KYC at the same time, with Aadhaar and PAN.
- This is when a pet name in the account, or a difference from Aadhaar, is found.
- Bring the class 10 certificate, Aadhaar and PAN in one name.
- Ask for the account's name to be updated in the same visit.
Read PAN for a minor and the update at 18 and name change in bank records.
What About Scholarships and Transfers?
- Many children's accounts exist to receive a scholarship or a scheme's money.
- A direct transfer reads the account's name and its Aadhaar link.
- A pet name in the account, against a full name on Aadhaar, can stop it.
- Correct the account, and link it with the child's Aadhaar.
- Keep the account active, even if money comes only once a year.
- Read the school's record too. Scholarships usually draw the name from it.
Read scholarship records and DBT and Aadhaar seeding.
What About an Account Left Unused?
- Children's accounts are often opened and forgotten.
- After two years without a customer-induced transaction, an account becomes inoperative.
- It can be reactivated by updating KYC, at any branch, without charge.
- Accounts opened for scholarships and direct transfers are to be kept out of that rule.
- A young person finding an old account at 18 can reactivate it and update the name together.
- Or close it, if it is no longer needed.
Where Does a Gazette Come In?
Only where a child's name has been changed by choice. A pet name in an account needs the birth certificate and a guardian's signature.
Step 1: Confirm that the child's name has in fact changed
A home name in the account is not a change of name.
Step 2: For a minor, the parents act
The affidavit is made for the child by a parent or guardian.
Step 3: Fix the exact new name
The spelling that will go on the birth certificate, Aadhaar and the account.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Ask the current charge for a minor. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, the school and the bank.

Which Gazette Should You Use?
Banks are centrally regulated and read Aadhaar and PAN. The Gazette of India is the one to use.
Step 1: Remember who regulates banks
The Reserve Bank of India.
Step 2: Remember the papers they read
Aadhaar and PAN, with the birth certificate for a child.
Step 3: Prefer the Gazette of India
It is the one banks commonly ask for.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.

Which Mistakes Do Families Make?
| Mistake | What to do |
|---|---|
| Opening the account in a pet name | The name on the birth certificate |
| Not correcting it when the school gives a fuller name | Bring the account to the school name |
| The guardian's name written loosely | As on the guardian's Aadhaar |
| Leaving it to the day the child turns 18 | Correct it a year before |
| Aadhaar and class 10 certificate in two forms | Bring them to one name first |
| Forgetting the account for years | Use it, or close it |
| A scholarship account not linked with Aadhaar | Link it |
| Changing the signature without telling the bank | Give a fresh specimen at 18 |
| Asking for a Gazette for a pet name | The birth certificate is enough |
A typical case we handle: a girl in Nainital turned 18 and went to the bank where her mother had opened an account for her at age six. The account read "Gudiya". Her class 10 certificate, Aadhaar and new PAN read "Ananya Bisht". The branch paused the handover. Her mother asked us about a Gazette. None was needed. The branch updated the name on her birth certificate, Aadhaar and PAN, took her fresh signature, and she took over the account. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a pet name, a school name or a guardian's details. The branch and the Registrar settle those. We are useful only where a child's name has been changed by choice and a Gazette notification is asked for.

Are the 2014 rules on minors' accounts still in force?
No. The Reserve Bank issued revised instructions on 21 April 2025, which banks had to follow by 1 July 2025. The earlier circulars listed in it were repealed from that date. The core rules on guardians, age 10 and age 18 stayed much the same.
Can a minor get a debit card or internet banking?
Banks may offer internet banking, ATM or debit cards and cheque books to minor account holders, depending on their risk policy and the product's suitability.

No. The 2025 instructions say minors' accounts, whether run by the child or a guardian, must always stay in credit.

Since when can a mother be the guardian on a child's account?
