Name Change in OBC Certificate in Uttarakhand
When an OBC certificate carries the candidate's or the father's name differently from the class 10 certificate and Aadhaar: why it is reissued and not altered, why its date matters as much as its spelling, and what to check before any application.
A name change in OBC certificate records is made by having the tehsil issue a fresh certificate in the name on the class 10 certificate and Aadhaar. An issued certificate is not altered. The community entry stays as it is. Check the date and the format a recruitment asks for before you apply for the fresh one.

An OBC certificate is read at the last stage of a recruitment or an admission, when a seat is nearly won. A name change in OBC certificate records usually means a spelling or a missing surname noticed at that table. This page explains name change in OBC certificate records for candidates in Uttarakhand, and the two things that differ from other caste certificates.
We do not deal with tehsils or commissions. We prepare the Gazette notification, where a candidate has in fact changed a name. Much of this page is general guidance, since we did not confirm the state's current form or validity rule. For the wider subject, read name change in caste certificate in Uttarakhand.
What Makes an OBC Certificate Different?
A certificate for the other backward classes says two things, where a Scheduled Caste or Scheduled Tribe certificate says one.
| What it certifies | How long it holds | What it rests on |
|---|---|---|
| That the person belongs to a listed community | For life. A community does not change | The father's community, shown by his papers and local enquiry |
| That the family is not in the creamy layer | For a limited time, since income and position change | The parents' income and status, shown by their papers |
- The second statement is why an OBC certificate has a shelf life, and why recruiting bodies ask for one issued within stated dates.
- It is also why the parents' papers matter. Their names appear in the file behind the certificate.
- A change of the candidate's name changes neither statement. The community entry and the creamy layer finding stay as they are.
So two things are checked on an OBC certificate that are not checked on most papers: its date, and its format.
What Are the Two Lists and the Two Formats?
For the state's own posts and seats
- The community has to be on the state's list of other backward classes
- The certificate is in the state's format
- The state's rule on validity applies
For central posts and central institutions
- The community has to be on the central list for this state
- The certificate is in the format the central Government prescribes, which the notice usually prints
- The notice states the dates within which it has to be issued
- A community can be on one list and not the other. Check both before relying on a certificate.
- A certificate in the state format is commonly refused for a central post, however correct the name.
- Ask the tehsil for the format your application names. Take a printout of the format from the notice.
A candidate applying to both kinds of body in one year often needs two certificates. Have both issued in the same spelling.
Whose Names Does It Carry?
- The candidate, whose name is compared with the class 10 certificate at verification.
- The father, through whom the community is traced. His name is compared with the candidate's marksheets and with his own papers.
- The mother, on some formats.
- The community, as spelt in the list.
- The village, tehsil and district.
The community's name on the certificate has to be the entry as it appears in the list, not the surname the family uses. A family name and a community name are two different things, and a surname added or dropped does not alter the community. Read removing a surname or caste name and father's name change and correction.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The certificate misspells the candidate, and class 10 and Aadhaar agree | A fresh certificate in that name | No |
| Aadhaar differs from class 10, and the certificate followed Aadhaar | Correct Aadhaar to class 10, then a fresh certificate | No |
| The father's name differs from the marksheets | A fresh certificate with his identity proof attached | No |
| The certificate is in the wrong format for the post | A fresh certificate in the format the notice prints | No |
| The certificate is outside the dates the notice allows | A fresh certificate, if the notice still allows one | No |
| A woman's certificate is in her maiden name | It stays valid. Her marriage certificate links the names | No |
| The candidate changed a name after class 10 | The Gazette notification links the certificates to the new name | Yes |
Six rows of seven are cured at the tehsil. In two of them the name was never the problem.
How Do You Get One in the Right Name?
This is the general method. Use the current form on the state's portal or at the tehsil.
Step 1: Read the notice you are applying under
Note the format it prints, the list it refers to, and the dates within which the certificate has to be issued.
Step 2: Put the class 10 certificate beside the old OBC certificate
Compare the candidate's name and the father's name, letter by letter.
Step 3: Correct Aadhaar to the class 10 name, if it differs
The tehsil copies Aadhaar.
Step 4: Collect the father's papers
His identity proof, his own caste certificate or the family's older one, and the family register extract.
Step 5: Collect the parents' income papers
For the creamy layer finding. A current income certificate is usually asked for.
Step 6: Apply for a fresh certificate in the right format
On the state's service portal, at a common service centre or at the tehsil. Type the names yourself.
Step 7: Check the issued certificate the same day
The name, the father's name, the community as in the list, the format and the date.
Step 8: Keep the old certificate with the new one
The old one shows the family's community was certified earlier.
What About the Creamy Layer Test, and the Parents' Papers?
- The benefit is for families outside the creamy layer. That is judged on the parents' income and position, by a test the Government sets and revises.
- The tehsil therefore reads the parents' papers: an income certificate, salary or pension papers, and land records.
- The father's and mother's names on those papers should match their own identity proof, and the names given for them on the candidate's marksheets.
- A father who is recorded under a home name on the land record and a fuller one on his salary slip may be asked to show both are his.
- A difference in a parent's name is that parent's to put in order, while living. A candidate cannot do it for a parent.
Have the income certificate issued first, in the same spelling as the caste papers. Read name change in income certificate in Uttarakhand.
Why Can a Fresh Certificate Be Too Late?
A fresh certificate cures a wrong name. But a fresh certificate also carries a fresh date, and that can create a different problem.
| What a notice may say | What it means for a fresh certificate |
|---|---|
| The certificate has to be issued on or before the closing date of applications | One issued afterwards, to fix a name, may be refused |
| The certificate has to be issued within a stated period before a date | One issued too early is stale, and a fresh one is needed anyway |
| The certificate has to be valid on the date of verification | A fresh one is in order, if issued in time |
- Each recruiting body writes its own rule, and courts have ruled on these rules more than once. Read the notice, and ask the body in writing where it is unclear.
- So the time to check an OBC certificate is before the application form is filled, not at verification.
- Where the name is wrong and the dates have already passed, some bodies accept the old certificate with identity proof and an undertaking for a small spelling difference. That is their decision.
- We could not confirm the state's own validity rule. Ask the tehsil.
What About Married Women?
- A woman's community is her father's. It does not change on marriage, whatever her husband's community is.
- Her certificate is therefore issued on her father's papers, usually by the tehsil of her parents' home. Ask both tehsils which will issue it if she has moved.
- A certificate issued before marriage in her maiden name is not made wrong by her marriage. Her marriage certificate links it to her present name.
- As the central instructions are understood, a married woman's creamy layer status is judged on her parents' position, not her husband's. Ask the tehsil how it applies this.
- Where she needs a fresh certificate for its date, she can ask for it in her present name, with her marriage certificate, still on her father's papers.
- She does not have to change her name at all. If class 10, Aadhaar and the certificate all carry her maiden name, nothing needs linking.
What Happens at Document Verification?
- The panel reads the certificate against the class 10 certificate, for the candidate's name and the father's.
- It checks the format, the list and the date against the notice.
- It may check the certificate online against the issuing record.
- A small difference may be passed on identity proof and an undertaking, or the candidate may be given time.
- A larger difference, or a wrong format or date, can move the candidate to the unreserved category, or out.
A candidate moved to the unreserved category keeps the candidature only if the marks clear that cut-off too. So a wrong letter on this one paper can cost the post. Read name mismatch at document verification.
What About a Certificate From Another State?
- Each state has its own list. A community listed in one state may not be listed in another.
- A family that moved here from another state generally keeps its status for central purposes on a certificate from the state of origin, and is treated as unreserved for this state's own posts. Ask the body concerned.
- A correction of a name on another state's certificate is asked for in that state.
- A child born here to parents from elsewhere applies on the father's certificate from the state of origin. Ask the tehsil what it will issue.
These are questions of reservation law, not of names. Take proper advice where a seat depends on them.
How Does the Central Gazette Route Work?
Use this where the candidate has changed a name since class 10. The certificates stay as issued, and the Gazette notification links them to the new name. It does nothing for a spelling, a format or a date.
Step 1: Confirm that it is a change of name
A spelling is cured by a fresh certificate.
Step 2: Read how your recruiting body treats a changed name
Many say the matriculation name governs, and what proof they take for a change.
Step 3: Fix the exact new name, and list the name as on the certificates
Letter by letter.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult and Rs 1,700 for a minor. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar and apply for a fresh certificate
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Carry the published notification with the old and the new certificates.
The notice records a change of name only. It does not state, change or prove a community. See gazette name change in Uttarakhand.
Would the Tehsil Accept the Uttarakhand Gazette?
A tehsil may. A central recruiting body, the board and Aadhaar are the reasons to prefer the Gazette of India.
Step 1: Ask the tehsil and your recruiting body which Gazette they accept
Before you choose.
Step 2: Think about central posts and Aadhaar
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Candidates Make?
| Mistake | What to do |
|---|---|
| Reading the certificate for the first time at verification | Read it before filling the form |
| Using the state format for a central post | Get the format the notice prints |
| Ignoring the date of issue | Check it against the notice |
| Getting a fresh certificate after the closing date without asking | Ask the body first if it will be accepted |
| Getting a Gazette for a spelling on the certificate | A fresh certificate cures a spelling |
| Expecting a Gazette to add or change a community | It records a name only |
| Applying on a husband's community | A woman's community is her father's |
| Different spellings of the father on each certificate | Use one spelling throughout |
| Altering a printed certificate | Never. It is checked online, and it is an offence |
A typical case we handle: a candidate from Udham Singh Nagar found, a month before a central recruitment closed, that his OBC certificate was in the state format and gave his name without the surname on his class 10 certificate. He asked us for a Gazette. He did not need one. He applied to the tehsil for a fresh certificate in the central format printed in the notice, in his class 10 name, with his father's papers and a current income certificate. It was issued before the closing date. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a spelling, a missing surname, a wrong format or a stale date. Each is cured by a fresh certificate from the tehsil. We are useful only where a candidate has in fact changed a name since class 10, and a Gazette notification is wanted to link the certificates to it.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The certificate is issued by the tehsil concerned. The Gazette file, where one is needed, is prepared on WhatsApp.
People Also Ask About the Name on an OBC Certificate
How do I correct a name in an OBC certificate?
Apply to the tehsil for a fresh certificate in the class 10 name.
Can an OBC certificate be edited after it is issued?
No. A fresh one is issued.
Is a gazette needed for an OBC certificate name correction?
Not for a spelling. Only where the name has in fact changed.
Does a change of name change my OBC status?
No. The community entry does not change.
Is a state OBC certificate valid for a central job?
Usually the central format is asked for. Read the notice.
Does a woman's OBC status change after marriage?
No. Her community is her father's.
What is the OBC creamy layer income limit?
Rs 8 lakh a year, set by the Department of Personnel and Training in 2017. Guides say it is tested on the parents' income over the three financial years before the application.
Is the creamy layer limit being raised?
Not so far. A parliamentary committee on OBC welfare has recommended revising the Rs 8 lakh limit, but the ministry has said no revision is under consideration.
Is salary or farm income counted for the creamy layer?
No. Income from salary and from agricultural land is not counted in the income test, though the parents' posts can still place a family in the creamy layer.
How long is an OBC non-creamy layer certificate valid?
Guides say one financial year, from 1 April to 31 March, for central purposes. Recruitment notices often ask for a certificate for the financial year of the advertisement.
Who is in the creamy layer regardless of income?
Children of certain high-ranking officials, such as Group A officers of the Government, fall in the creamy layer whatever the family income.
Does an OBC certificate have to say non-creamy layer?
For most central purposes, yes. A plain caste certificate that does not state non-creamy layer status is a common reason for rejection, so ask the tehsil for the format that states it.

Name Change in OBC Certificate: The Short Version
An OBC certificate is not altered. A wrong name is cured by a fresh certificate from the tehsil, in the class 10 name, with the father's papers and the parents' income papers. The community entry does not change. Check the format and the date your notice asks for before applying, since a fresh certificate carries a fresh date. A woman's community is her father's.
Read the certificate before you fill a form, not at verification. To find out which paper to correct, send photos on WhatsApp 9540005064, and we will reply in working hours.
