Name Change in EWS Certificate in Uttarakhand
For candidates whose income and asset certificate for the economically weaker sections carries a name, a father's name or a spelling that differs from the class 10 certificate: what the certificate states, how a right one is obtained, and what to do if a wrong one has already been used.
A name change in EWS certificate records is made by getting a fresh certificate from the tehsil, in the name on your class 10 certificate. The certificate is issued for one year, so each year is a new chance to get it right. A Gazette is needed only where your name itself has changed since class 10.

The certificate for the economically weaker sections is read at the strictest moment a paper can face: document verification for a post or a seat. A name change in EWS certificate records cannot be made with a pen on the old paper. This page explains name change in EWS certificate records for candidates in Uttarakhand, and how to have the next certificate come out right.
We do not get certificates made. We prepare the Gazette notification, where a candidate's name has in fact changed. What the certificate states is from the central format, as recruiting bodies reproduce it. We did not read the state's own order or format. For the ordinary certificate of income, read name change in income certificate.
What Is the Certificate, and What Is It For?
- Its proper name. The income and asset certificate. People call it the EWS certificate.
- What it is for. The reservation in posts and seats for the economically weaker sections, meant for families who are not covered by the reservations for the scheduled castes, scheduled tribes and other backward classes.
- What it certifies. That the family's income for a stated year is below a limit, and that the family does not hold land or a house above stated sizes.
- Who issues it. A revenue officer. The central format lists officers not below the rank of Tehsildar, among others.
- How it differs from an income certificate. It looks at assets as well as income, follows a set format, and is tied to one year.
It is a candidate's paper. Most people get one only because a form asks for it, and find its mistakes only when a panel reads it.
What Does the Central Format State?
From the format annexed to the personnel department's office memorandum of 31 January 2019, as recruiting bodies reproduce it. A state post may use the state's own format.
| Part of the format | What it carries |
|---|---|
| The person | "Shri, Smt. or Kumari", the applicant's name, and "son, daughter or wife of" with that person's name |
| The address | The permanent address: village or street, post office, district, state and pin code |
| The photograph | The applicant's photograph, attested on the certificate |
| The year | "Valid for the year", and the financial year whose income was counted |
| The family | A note says family means the applicant, the parents, siblings below 18, and the spouse and children below 18 |
| The assets | A list of holdings of farm land, flat and house plot that the family does not have above stated sizes |
| The caste | That the applicant belongs to a caste not covered by the other reservations |
Two names are printed: the applicant's, and the father's or husband's. Both are read against the class 10 certificate and the application for the post. The family's other names are not printed, but the tehsil reads them to check income and land.
Where Do the Names Come From?
- The application. The candidate, a parent or a centre's operator types the name and the father's name.
- The papers attached. Aadhaar, a self-declaration of income and assets, and whatever else the office lists.
- The field report. The patwari or lekhpal reports on the family, its income and its land, as he knows them.
- The order. The officer signs, and the certificate is printed from what was typed.
The certificate copies the application. The application is usually typed from Aadhaar, because Aadhaar is the paper in the applicant's hand that day. That is how an Aadhaar spelling reaches a certificate that will be read against class 10.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The certificate has a spelling slip against class 10 | A fresh certificate, typed from class 10 | No |
| The father's name is written differently | A fresh certificate | No |
| Aadhaar is the paper that differs from class 10 | Correct Aadhaar, then apply | No |
| The certificate is in the wrong format, or for the wrong year | A fresh one in the format and year asked for. Not a name problem | No |
| A married woman's certificate says "wife of" and her other papers "daughter of" | A fresh one in the form her application carries | No |
| The family's land is in an elder's name, spelt another way | Explain the relation to the tehsil. Correct the land record in time | No |
| The candidate's name has changed since class 10 | Gazette, then Aadhaar, then the certificate | Yes |
Six rows out of seven end in the same place: a fresh certificate. That is the good news of a paper that is remade every year.
How Do You Get One in the Right Name?
We could not confirm the state's current form or fee. This is the general method.
Step 1: Read the advertisement or the admission notice
Which format it wants, for which year, and issued by what date.
Step 2: Put the class 10 certificate in front of you
The name and the father's name on it are what the certificate should carry.
Step 3: Check Aadhaar and the land and house papers against it
The tehsil reads these to verify the family and its assets.
Step 4: Correct any paper that differs, at its own office
Aadhaar at an Aadhaar centre, the land record at the tehsil.
Step 5: Apply for the certificate, typing the names from the class 10 certificate
Online through the state's services portal, or at a common service centre or the tehsil.
Step 6: Read the preview before you submit
Name, father's or husband's name, address and the year.
Step 7: Read the certificate the day it is issued
A slip pointed out at once is the office's to correct.
Step 8: Where an old one is wrong, apply for a fresh one
A certificate is not altered. It is replaced, within the dates the advertisement allows.
Which Papers Should You Carry?
The tehsil decides what it needs. These are the papers such an application commonly rests on.
For the applicant
- The class 10 certificate, for the name and the father's name
- Aadhaar, already in the same name
- A photograph
- The residence certificate or other proof of the permanent address
- A self-declaration of the family's income and assets
For the family
- Proof of each earning member's income
- The land record, for farm land
- House or plot papers, where the family owns any
- The ration card or family register, to show who is in the family
- For a married woman, the marriage certificate
Read name change in residence certificate and name correction in the family register.
Why Is a New Certificate Needed Every Year?
- The central format is marked valid for a year, and counts the family's income for the financial year before the application.
- So a candidate who sits examinations for three years holds three certificates.
- Each is typed afresh. A spelling that was right last year can be wrong this year, and the other way round.
- A recruitment that runs across two years may ask for the certificate of a particular year, issued by a particular date. Read the advertisement.
- Keep every year's certificate. A panel may ask to see the one that was valid when you applied.
- Apply early in the year. A certificate sought in the last week before a form closes is the one that carries mistakes.
The yearly renewal is a nuisance and a safeguard. A wrong name does not have to be lived with. It has only to be caught before the next one is printed.
Is the Certificate the Same for Central and State Posts?
- A central recruitment or a central institution asks for the central format.
- A state recruitment may ask for the state's format, under the state's own order on this reservation. We did not read that order.
- A candidate applying to both should ask the tehsil for both, in the same name, on the same day if it can be done.
- A certificate in the wrong format is refused however correct its name. That is not a name problem, though candidates often take it for one.
- Some bodies want the certificate uploaded with the form. Others want it only at verification. Either way it has to exist, in the right year, by the date given.
Read UKPSC and UKSSSC application name mismatch and name mismatch at document verification.
What About the Family, and Its Land and House?
- The certificate is about a family, though it prints one person's name. The tehsil has to be satisfied about the parents' income and the family's holdings.
- The central format's note counts the applicant, the parents, siblings below 18, and the spouse and children below 18.
- The family's land is read from the land record. In the hills a field often stands in a grandfather's name, in an old spelling, with the father one of several heirs.
- The field official has to connect that entry to the applicant's father. A family register extract usually does it.
- Land and houses in different places are added together under the format's note. Declare all of them.
- A wrong declaration is a far graver matter than a wrong spelling. A false certificate can cost a post already won.
Read name correction in khatauni and land records and name change in property documents.
What About Married Women?
- The format prints "daughter of" or "wife of". A married woman's certificate is often made as "wife of", with her husband's surname added to her name.
- Her class 10 certificate, her degree and her application for the post carry her maiden name and her father's name.
- The panel then holds two papers that do not name the same woman in the same way.
- The safer course is a certificate in the name her educational papers carry. Ask the tehsil to make it as "daughter of" where the form allows, and carry the marriage certificate.
- Where she has in fact taken a married name on Aadhaar and wants to use it, every paper for the post has to follow, with the marriage certificate as the link.
- Ask the tehsil which family's income and assets it will read for her. We could not confirm the state's practice.
Read name change after marriage and name correction in marriage registration certificate.
What If a Wrong Certificate Was Already Used?
- Find out how wrong it is. A letter out in a surname is one thing. A different father's name is another.
- Ask the tehsil if it will issue a corrected certificate for the same year, or a letter confirming that the certificate was issued to you.
- Write to the recruiting body or the institution yourself, with the class 10 certificate, the certificate as issued and whatever the tehsil gives.
- Keep the acknowledgement, and carry the full set to verification.
- Get this year's certificate right, so the difference does not repeat.
Whether the difference is excused is the body's decision. A sworn statement that both spellings are one person may help with a small slip. For anything larger, or where a selection is at stake, see a lawyer.
How Does the Central Gazette Route Work?
Use this where your name has in fact changed since class 10, so that the certificate and your school papers will never read alike. It does nothing for a slip, which a fresh certificate cures.
Step 1: Confirm that your name has in fact changed since class 10
A slip on a certificate is cured by a fresh certificate.
Step 2: Start well before the form opens
A Gazette commonly takes 3 to 7 weeks, and the certificate has a last date.
Step 3: Fix the exact new name, and copy the name as on the class 10 certificate
Letter by letter.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar and apply for the certificate
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Carry the Gazette with the certificate to every stage.
Would the Uttarakhand Gazette Do?
The tehsil is a state office and may accept it. A candidate also applying to central bodies is better served by the Gazette of India.
Step 1: Read what the advertisement says about proof of a changed name
And ask the recruiting body where it is silent.
Step 2: Think about central examinations, Aadhaar and PAN
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Candidates Make?
| Mistake | What to do |
|---|---|
| Typing the application from Aadhaar | Type from the class 10 certificate |
| Letting an operator fill it unwatched | Read the preview yourself |
| Not reading the certificate when it is issued | Check it that day |
| Writing a correction on the certificate by hand | Never. Get a fresh one |
| Using last year's certificate | Get the one for the year asked for |
| Getting the central format for a state post, or the other way | Read the advertisement |
| Applying in the last week | Apply early in the year |
| Rushing for a Gazette to fix a slip | A fresh certificate cures a slip |
| Leaving a holding out of the declaration | Declare everything the family owns |
A typical case we handle: a candidate from Kotdwar reached document verification with a certificate that read "Ankit Rawat, son of Mahender Singh". His class 10 certificate read "Ankit Singh Rawat, son of Mahendra Singh Rawat". He asked us for an urgent Gazette. He did not need one, since nobody's name had changed. The centre's operator had typed the application from memory. He applied for a fresh certificate with his class 10 certificate in hand, and wrote to the recruiting body with both. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A refusal of the certificate, a selection cancelled over it, and any question about a declaration of income or assets.
When you do not need us
For a slip on the certificate, on Aadhaar or in a land record. The tehsil and the Aadhaar centre cure those. We are useful only where your name has in fact changed since class 10, and a Gazette notification is needed to link your school papers to your present name.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The certificate is issued by your own tehsil. The Gazette file, where one is needed, is prepared on WhatsApp.

What the certificate states, who is counted as family, who may issue it and the year it covers are from the central format annexed to the personnel department's office memorandum of 31 January 2019, as recruiting bodies reproduce it. We did not read the state's own order or format for this reservation, or confirm the state's form, fee or practice for married women. We left out the income and asset limits, since the certificate itself states them. How to get a right certificate, and what to do about a wrong one, is general guidance.
