Aadhaar Date of Birth Update Limit in Uttarakhand: One Update and the Exception
For people whose date of birth on Aadhaar is wrong and who have used, or fear using, their one update: what the identity authority says, why the birth certificate decides, how an exception is asked for, and why neither an affidavit alone nor a Gazette changes a date of birth.
The Aadhaar date of birth update limit is one update in a lifetime. Use it only with a birth certificate that is itself right. After that, a further correction is taken up by the regional office as an exception, on a birth certificate and an affidavit. A Gazette does not change a date of birth.

A wrong date of birth on Aadhaar follows a person into every examination form, job, pension and age limit. It can be corrected, but the Aadhaar date of birth update limit allows that once. People spend the one chance on a weak paper, or on a second mistake, and then find the door closed. This page explains the Aadhaar date of birth update limit, and the narrow way past it.
We do not correct dates of birth, and a Gazette has no part in it. The limit and the regional office route are from the identity authority's own answers. Its detailed procedure is quoted from published copies, which we could not check against the original. For other records, read date of birth correction in Uttarakhand.
What Is the Limit, in Brief?
- Date of birth. Once in a lifetime.
- Name. Twice. Counted separately.
- Gender. Once. Counted separately.
- After the limit. A request is rejected as limit exceeded.
- What remains. An exception, decided at the identity authority's regional office.
A date of birth is treated more strictly than a name, and for a reason. A name can lawfully change. A date of birth cannot. It can only have been recorded wrongly.
What Does the Authority Say?
The first three rows are from the identity authority's own published answers. The last three are from its procedure for date of birth updates, as reproduced by others. We could not check those against the original.
| Point | What is said |
|---|---|
| The limit | A date of birth can be updated only once |
| Declared and verified | A date given with documentary evidence is verified. One given without is declared |
| Beyond the limit | Visit the regional office for your state, with a valid reason and supporting documents. A refusal can be escalated to the regional office or the helpline |
| The birth certificate | As published: it is the legal proof of date of birth. Once it has been given as proof, no further update is considered in the normal course |
| A later update | As published: only on a birth certificate, or a corrected birth certificate with the same registration number and Registrar, along with an affidavit in a set form |
| Under 18 | As published: a birth certificate is required for resident Indians |
The published procedure also sets apart a date typed wrongly by the operator, which is put right on the same document or a self-declaration. Ask the helpline if that is your case.
How Does a Date Stand in Aadhaar?
| How it stands | What it means | What follows |
|---|---|---|
| Approximate | Often only a year, or an age stated at enrolment | Can be brought to a full date on proof |
| Declared | A full date, given without a document | Can be made verified on proof |
| Verified, on a paper other than a birth certificate | A school certificate, a passport or similar was given | A later change needs a corrected version of that paper, or a birth certificate with an affidavit |
| Verified, on a birth certificate | The strongest state | No further change in the normal course |
Many older people are in the first row, enrolled on an age they stated. Their one update is still in hand. It should be spent on the best paper they can obtain, not the nearest.
What Kinds of Case Are There?
The update is still in hand
- The date is wrong, declared or approximate
- No update has been used
- Use it once, on a birth certificate
The update was used, and the date is still wrong
- The first correction was on a weak or wrong paper
- Or the operator typed it wrongly again
- The exception, through the regional office
The source paper is itself wrong
- The birth certificate or school record carries the wrong date
- Aadhaar copied it faithfully
- That paper is corrected first, at its own office
The third is often mistaken for the first. Correcting Aadhaar on a paper that is itself wrong uses the one update and fixes nothing.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| Only a year of birth shows | One update, on a birth certificate | No |
| A wrong date, never updated | The same | No |
| The birth certificate is wrong | Correct it at the Registrar first | No |
| No birth certificate exists | Ask the Registrar about late registration | No |
| The operator typed a date different from the document | Raise it as an operator's error | No |
| One update used, date still wrong | The exception, with a birth certificate and affidavit | No |
| A child's Aadhaar has the wrong date | The child’s update, on the birth certificate | No |
| The name is wrong as well | A name update, counted apart | Only for a real change of name |
No row needs a Gazette for the date. A Gazette does not touch it.
What Should You Do, in Order?
This is the general order. The fourth step is the one most often skipped.
Step 1: Find the true date, and the paper that proves it
A birth certificate, above all. Know which date is right before touching Aadhaar.
Step 2: Check how your date stands in Aadhaar now
Declared, approximate, or verified, and on which document it was last recorded.
Step 3: Count the updates already used
The update history on the identity authority's portal shows them.
Step 4: If the birth certificate itself is wrong, correct that first
At the Registrar of births. A second certificate with a new number is not a correction.
Step 5: If you have an update left, use it with the birth certificate
Read the operator's screen before confirming. This may be the only one.
Step 6: If the limit is used, make a fresh request at a centre, with the birth certificate and the affidavit asked for
It will be rejected as limit exceeded. That is expected.
Step 7: Ask for exception processing through the regional office
By calling 1947 or writing, with the enrolment number and your papers.
Step 8: Answer the regional office, then bring your other papers to the corrected date
PAN, the bank and the rest follow Aadhaar.
Why Does the Birth Certificate Decide?
- A birth certificate is issued by the Registrar of births, from a register kept under the law.
- The authority's procedure, as published, calls it the legal proof of date of birth.
- Once it has been given to Aadhaar as proof, the date is treated as settled.
- Other papers, such as a school certificate, are accepted for some first updates. A later change away from them still comes back to a birth certificate.
- For a resident Indian under 18, the published procedure asks for a birth certificate and nothing else.
- So the work is usually at the Registrar's office, before it is at an Aadhaar centre.
Read name change in birth certificate and date of birth correction, on late registration and correction of a birth record.
What About a Second Birth Certificate?
- Some people, finding a birth certificate wrong, obtain a new one from another office with a new registration number.
- The identity authority then holds two certificates for one person, with two dates.
- The published procedure asks, for a later update, for a corrected certificate with the same registration number and from the same Registrar.
- A reported reply from the authority refused a request made on a second certificate with a different number, and told the person to have the earlier one cancelled.
- So a wrong birth certificate is corrected, not replaced.
- Where a second one already exists, ask the Registrar about cancelling the wrong one, and keep proof of the cancellation.
A person has one birth and one registration of it. Two certificates raise a question the affidavit then has to answer truthfully.
How Is the Exception Asked For?
- The authority's own answer says to visit the regional office for your state with a valid reason and supporting documents.
- Guides to its procedure describe the same order as for a name: a fresh request at a centre, a rejection as limit exceeded, then a request for exception processing with the enrolment number.
- The papers, as published, are a birth certificate, or the corrected one, and an affidavit in the authority's form.
- The affidavit states, among other things, how many times the date has been updated before. Say it truthfully.
- The regional office examines the case by hand, and may ask questions.
- A refusal can be taken up again with the regional office or the helpline.
Begin with the helpline, 1947, and ask what the present procedure requires. Read Aadhaar name update limit exceeded, where the same route is set out for a name.
What Will Not Work?
- A Gazette notice. It records a change of name. It does not change a date of birth, and we do not prepare one for that purpose.
- An affidavit alone. The procedure asks for it with a birth certificate, not in place of one.
- A newspaper notice. It proves nothing about when you were born.
- A fresh Aadhaar. One person has one Aadhaar. Enrolling again is not allowed.
- A second birth certificate. As explained above.
- An agent who promises to reset the limit. Nobody can. Only the regional office decides.
Read affidavit vs newspaper vs Gazette, on what each paper can and cannot do.
Why Is a Date of Birth Not Chosen?
- People sometimes ask for a date that makes them eligible: younger for a job or an examination, older for a pension.
- A date of birth is a fact about one day. It cannot be picked.
- The procedure is for correcting an error, with proof made at or near the time of birth.
- Guides to the procedure say requests that amount to a change of age for advantage are refused, and that the Aadhaar itself may be deactivated.
- An affidavit sworn to a false date is a false statement on oath.
- If your true date costs you an opportunity, that is hard. A false one will cost more when it is found.

Where Does a Gazette Not Come In?
In a date of birth. These steps are here only for a person whose name is also changing, which is a separate matter with its own limit.
Step 1: Understand first that a Gazette does not change a date of birth
A change of name notice is about a name. No office corrects a date on it.
Step 2: Use a Gazette only if your name is also changing
Then it is a separate matter from the date, with its own update on Aadhaar.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, and deal with the date separately
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. The name limit and the date limit are counted apart.
Does Either Gazette Help?
Not for a date. For a change of name alone, the Gazette of India.
Step 1: Remember that no Gazette corrects a date of birth
Central or state.
Step 2: Remember who decides the date in Aadhaar
The identity authority, on a birth certificate.
Step 3: For a change of name only, use the Gazette of India
Our Aadhaar page explains why.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.

Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Using the one update on a weak paper | On a birth certificate |
| Updating Aadhaar while the birth certificate is wrong | Correct the certificate first |
| Getting a second birth certificate | Have the first corrected |
| Not reading the operator's screen | Read the date before confirming |
| Asking for a Gazette to change a date | It does not |
| Relying on an affidavit alone | It goes with a birth certificate |
| Asking for a date that suits an age limit | Only the true date |
| Submitting again and again after a rejection | One request, then the exception |
| Paying someone to reset the limit | Nobody can |
A typical case we handle: a man in Tehri found his Aadhaar gave a date of birth two years later than his school certificate. He had already corrected it once, wrongly, on a panchayat letter. He asked us for a Gazette to change the date. We told him a Gazette does not change a date of birth, and took no work. His birth had been registered in his village. He took a birth certificate from the Registrar, and asked the identity authority for exception processing on it with the affidavit it requires. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For any date of birth, on Aadhaar or anywhere else. The Registrar of births and the identity authority settle it. We prepare a Gazette where a name is in fact being changed, and that is a different matter.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. A date of birth is corrected at an Aadhaar centre and, past the limit, by the regional office. If your name is also wrong, send photos on WhatsApp and we will tell you which part needs what.
People Also Ask About the Date of Birth on Aadhaar
How many times can date of birth be changed in Aadhaar?
Once in a lifetime.
Can date of birth be changed a second time in Aadhaar?
Only by exception, through the regional office.
Which document is needed to change date of birth in Aadhaar?
A birth certificate, above all.
Can a gazette change date of birth in Aadhaar?
No.
Is an affidavit enough to change date of birth?
No. It goes with a birth certificate.
What if my birth certificate itself is wrong?
Have it corrected by the Registrar first.
Is Aadhaar a proof of date of birth?
No. UIDAI's circular 08 of 2023, citing an office memorandum of 20 December 2018, says Aadhaar can be used to establish identity but is not, by itself, proof of date of birth. The date in it was entered from the papers given at enrolment.
What did the Supreme Court say about Aadhaar and age?
On 24 October 2024 the Supreme Court preferred a school leaving certificate over the Aadhaar card where the two gave different dates of birth, noting the certificate's statutory recognition under section 94 of the Juvenile Justice Act, 2015.
Does EPFO accept Aadhaar to correct a date of birth?
No. By a circular of 16 January 2024, issued after a UIDAI letter, EPFO removed Aadhaar from the papers accepted for date of birth. It accepts a birth certificate, a school leaving certificate or other listed papers. Read our page on EPFO and UAN records.
Does ESIC accept Aadhaar for a date of birth?
Reports say ESIC, by a letter of 2 July 2024, also stopped treating Aadhaar as proof of date of birth for insured persons and their dependants, asking for a birth record or school record instead. Read our page on ESIC records.
Why does my Aadhaar date matter if it is not proof?
Because many forms copy it, and offices compare it with your other papers. A wrong Aadhaar date causes mismatches even where the birth certificate is what decides. Use the one update to bring Aadhaar into line with the birth certificate.
Is birth registration now linked with Aadhaar?
Reports of the Registration of Births and Deaths (Amendment) Act, 2023, passed in August 2023, say a birth certificate can be used in issuing Aadhaar. For a child born now, register the birth correctly first, and the Aadhaar date follows it.

The Date of Birth on Aadhaar: The Short Version
A date of birth can be updated on Aadhaar once in a lifetime. Spend that update on a birth certificate, and correct the birth certificate first if it is the paper that is wrong. Past the limit, a further correction is an exception, decided by the regional office on a birth certificate and an affidavit. A second birth certificate, an affidavit alone, a newspaper notice and a Gazette do not work. A date of birth is corrected, never chosen.
