SIR Voter List Name Mismatch in Uttarakhand: After the Special Intensive Revision

For voters in Uttarakhand whose name is missing from the electoral roll published after the Special Intensive Revision of 2026, or is entered wrongly in it: what was done and when, how to check your entry, which form puts it right, and why no Gazette is needed.

Quick answer

For an SIR voter list name mismatch, first search for your entry in the final roll published on 3 October 2026. If you are in it with a wrong name or relation, apply on Form 8. If you are not in it, apply on Form 6 to be included. Neither needs a Gazette or an affidavit.

After the 2026 Special Intensive Revision, search the final roll: Form 6 if your name is missing, Form 8 if it is entered wrongly, and no Gazette for either.

Between June and October 2026 the electoral roll of Uttarakhand was prepared afresh, in a Special Intensive Revision. Some people now find their name absent, and others find it entered wrongly. An SIR voter list name mismatch is put right on the Election Commission's ordinary forms. This page explains SIR voter list name mismatch as matters stand in October 2026.

We do not file voter forms, and this subject needs no Gazette. The dates and what a left-out voter can do are from the Chief Electoral Officer's press note of 3 October 2026. The exercise has been debated, and this page takes no side. For the card and Form 8 in general, read name change in voter ID.

What Was Done, in Brief?

  • What it was. A Special Intensive Revision of the electoral roll, ordered by the Election Commission of India.
  • How it differs. An ordinary revision amends the old roll. An intensive one prepares the roll afresh, by enumeration.
  • When. It began on 8 June 2026 in Uttarakhand.
  • The draft. Published on 14 July 2026, followed by a period for claims and objections.
  • The final roll. Published on 3 October 2026.

The roll now in force is that final roll. Whatever an older voter card or an older roll says, your right to vote rests on your entry in it.

What Does the Press Note Say?

From the Chief Electoral Officer of Uttarakhand's press note of 3 October 2026. The procedure for matching with an older roll is from the Commission's announcements for earlier phases.

StartThe revision commenced on 8 June 2026
Draft rollPublished on 14 July 2026
Final rollPublished on 3 October 2026, after disposal of claims and objections, with 71,58,949 electors

A check by officersBooth level officers are to compare the present roll with the roll before the revision, and list electors who were in the earlier roll and are not in this one

For earlier phases the Commission said that enumeration forms carried a voter's existing details, that a voter matched to the roll of the last intensive revision needed no further papers, and that others would be heard by the electoral registration officer on indicative documents. We did not read the order for Uttarakhand's phase.

Where Could a Name Go Wrong?

Stages of the revision at which a voter's name could be entered differently
StageWhose handWhat could differ
The roll of the last intensive revisionOfficers, two decades agoAn older spelling, a maiden name, a parent's house
The roll before this revisionOfficers, over the yearsThe name printed on the form you were given
The enumeration formYou, or a family member, with the booth level officerWhat was written or confirmed that day
Entry of the formThe officer or an operatorA typing slip, in either script
Your identity papersTheir issuersThe name you in fact use now

Five records, written across twenty years by different people. A voter's name had to pass through all of them. Most did. Where one did not, the final roll shows it.

What Kinds of Trouble Are There?

Not in the final roll

  • No form was returned, or the voter was away
  • Or the voter could not be matched or heard in time
  • Form 6, to be included

In the roll, entered wrongly

  • A spelling, a relation's name, an age, a house number
  • Carried from an old roll, or typed afresh
  • Form 8, to correct

In the roll, at the wrong place

  • Registered at the village, living in the town, or the reverse. A domicile paper does not decide where you vote
  • One of two earlier entries removed
  • Form 8, to shift

None of these is a change of name. Each is settled with the electoral registration office, on a form, at no charge that we know of.

What Should You Do Now?

This is the general order. The first step takes a few minutes, and many people have not yet done it.

Step 1: Search for your name in the final roll

On the Election Commission's voter portal, by name or by your voter card number.

Step 2: If you are there, read the whole entry

Your name, the relation's name, age, gender, house number and the part of the roll.

Step 3: If an entry is wrong, apply on Form 8

With an identity paper that shows the right particulars.

Step 4: If you are not there, find out why

Ask your booth level officer. Your name may have been left out, or may sit in another part of the roll.

Step 5: Apply on Form 6 to be included

Online or on paper, with the declaration the form carries and the papers asked for.

Step 6: Give your name as on the paper you attach

Not as an older roll had it, unless that is also your present name.

Step 7: Keep the reference number, and track the application

And answer the officer's notice or visit, if one comes.

Step 8: If you are refused, ask for the order and the remedy

The law gives an appeal. The electoral registration office will tell you where and by when.

How Do You Check Your Entry?

  • The final roll can be searched on the Election Commission's voter portal, by name and other details, or by the number on your voter card.
  • The booth level officer for your area also holds it.
  • Search each adult in the household separately. One member's entry says nothing about another's.
  • Read the entry in both scripts. A name right in English may be wrong in Hindi.
  • Note the part number and serial number. You will need them on any form.
  • A voter card in your hand is not proof that you are in the roll. The roll is.

Read Hindi to English name spelling difference.

What If You Are Not in the Roll?

  • The press note says a person not included for any reason can fill Form 6, online or on paper.
  • Form 6 is the application for inclusion of a name in the roll.
  • It asks for your particulars, a relation's name, your address, and papers for age and residence, with a declaration.
  • Give your name exactly as on the identity paper you attach.
  • Officers are also to list people who were in the earlier roll and are not in this one. Do not wait for that. Apply.
  • Keep the reference number. An officer may visit, or call you to be heard.

We could not confirm the papers the present form asks for. Read the form, and ask the booth level officer. Read what to do when an application is pending.

What If the Entry Is Wrong?

  • Form 8 is the application for correcting entries, shifting residence, and a replacement card.
  • Tick what is to be corrected: the name, the relation's name, the age, the address.
  • Attach an identity paper that shows the right entry.
  • A spelling is corrected on that. No affidavit, and no newspaper notice.
  • Where the roll shows an older form of your name and your papers a newer one that is also yours, it is still a correction.
  • After the correction, download the new voter card, and check it.

Read name change in voter ID, which sets out Form 8 in full, and name spelling correction.

What About Women Married Since the Last Revision?

  • A woman who was a voter two decades ago was entered at her parents' house, under her father's name, often in her maiden name.
  • Since then she may have married, moved to another constituency, and taken a surname.
  • So the older roll and her present papers can differ in name, relation and place, all at once.
  • Where she is in the final roll at her present home, with an entry that is right, nothing more is needed.
  • Where the entry still shows her father as the relation, or a maiden surname she no longer uses, Form 8 corrects it.
  • She need not have taken her husband's surname. The roll should carry the name on her identity papers.

Read name change after marriage and Kumari, Devi and the husband’s surname.

What About Two Places, and Two Rolls?

  • Many families from the hills live in Dehradun, Haldwani or outside the state, and keep a house in the village.
  • A person is registered as a voter at one place, where he or she ordinarily lives.
  • An intensive revision may remove the second of two entries. People are sometimes surprised by which one remained.
  • If the remaining entry is at the wrong place, apply to shift it on Form 8.
  • The roll for Parliament and the Assembly is one thing. The roll for panchayat and municipal elections is kept separately, under the State Election Commission.
  • So check both, if you vote in local elections. This revision was of the first.

We did not read anything about the local body roll for this page. Ask the block or the municipal office.

Where Does a Gazette Come In?

Nowhere in the revision. Only where a voter has changed a name by choice, and identity papers and then the roll are to carry the new one.

Step 1: Confirm that your own name has in fact changed

A different spelling between an old roll and your present papers is a correction, made on Form 8.

Step 2: Understand what the roll needs

The roll follows your identity papers. A Gazette changes those first.

Step 3: Fix the exact new name

The spelling that will go on Aadhaar and the voter card.

Step 4: Make the affidavit and publish the newspaper notice

Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself, then update Aadhaar, and then the roll

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.

See gazette name change in Uttarakhand.

Which Gazette Should You Use?

For a change of name, the Gazette of India. For being included in the roll or correcting an entry, none.

Step 1: Remember who keeps the roll

Officers working under the Election Commission of India.

Step 2: Remember what they read

Identity papers, mostly central ones.

Step 3: Prefer the Gazette of India

Our voter ID page explains what is known about a state Gazette for the roll.

Step 4: Contact the Roorkee press only if a state notice suits another purpose

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 5: Download the notice

Search egazette.gov.in and save the PDF.

Which Mistakes Do Voters Make?

Common mistakes after the Special Intensive Revision
MistakeWhat to do
Assuming you are in the roll since you hold a cardSearch the final roll
Checking only the head of the householdEach adult, separately
Waiting for officers to find youApply on Form 6 yourself
Using Form 6 when you are already in the rollForm 8, to correct
Giving a name from an old roll that you no longer useThe name on your identity paper
Ignoring the Hindi lineRead both scripts
Leaving it until an election is announcedDo it now
Paying someone to "add your name"File the form yourself
Asking for a Gazette or an affidavitNeither is needed

A typical case we handle: a woman in Haldwani searched the final roll and found herself entered as "Kamla Bisht, daughter of" her father, at her husband's address. She had married years ago and used "Kamla Rawat" on every paper. Her son asked us what a Gazette would cost. She needed none. Her name had changed on marriage, and her papers already showed it. She applied on Form 8 with her Aadhaar and marriage certificate, to correct the name and the relation. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For everything that arises from the revision. The electoral registration office and its forms settle it. We are useful only where a voter's own name has changed by choice and a Gazette notification is needed.

Which Areas of Uttarakhand Do We Cover?

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. Forms are filed on the Commission's portal or with your booth level officer. If your identity papers themselves disagree, send photos on WhatsApp and we will tell you which to correct.
