Panchayat Voter List Name Correction in Uttarakhand: Gram Panchayat and Municipal Rolls
For voters and intending candidates in Uttarakhand whose name is missing from, or wrongly entered in, the voter list for panchayat or municipal elections: why this list is not the same as the ordinary one, how to search it, whom to ask about a correction, and what we could not confirm.
A panchayat voter list name correction is asked of the offices working under the State Election Commission, not the Election Commission of India. The local roll is separate from the one your voter card comes from. Search it on the State Election Commission's site, then ask your block or municipal office how a correction is made. No Gazette is needed.

A person in Uttarakhand may be on two voter lists, or on one and not the other. One is for Parliament and the Assembly. The other is for the panchayat or the town's municipal body. This page explains panchayat voter list name correction, as far as it could be confirmed. A panchayat voter list name correction goes through the local body's own offices.
We do not correct voter lists, and this subject needs no Gazette. That the State Election Commission keeps these rolls, and how they can be searched, are from its own site. Its procedure for corrections we could not find. For the other roll, read name change in voter ID.
What Are the Two Rolls, in Brief?
The roll for Parliament and the Assembly
- Kept under the Election Commission of India
- Your voter card comes from it
- Corrected on that Commission's forms
- Revised afresh in Uttarakhand in 2026
The rolls for local bodies
- Kept by the State Election Commission, Uttarakhand
- One for panchayats, another for urban local bodies
- Arranged by village and ward
- Used for panchayat and municipal elections
They are prepared by different authorities, at different times, under different laws. A name can be right in one and wrong, or absent, in the other.
What Is Published, and What Is Not?
| Point | Position |
|---|---|
| Who keeps the local rolls | The State Election Commission's site says it manages electoral rolls and elections for panchayati raj institutions and urban local bodies |
| Since when | The same site says the Commission was established in 2001 |
| Searching | The site links to a search of the panchayat voter list, a search of the urban local body voter list, and downloads of both |
| How a name is corrected | Not found by us. No form or procedure in a place we could read |
| When corrections are taken | Not found. Local rolls are generally revised before an election |
| Appeals and time limits | Not found |
Three of the six rows are gaps, and we would rather show them than fill them with guesses. Your block or municipal office knows the present practice.
How Do the Two Rolls Sit Side by Side?
| Point | Assembly roll | Local body rolls |
|---|---|---|
| Kept by | Officers under the Election Commission of India | The State Election Commission |
| Arranged by | Assembly constituency and part | Panchayat or municipal ward |
| Your proof of being in it | The voter card, and the roll | The roll alone |
| Corrected through | That Commission's forms and portal | The local offices. Ask |
| Searched on | The Election Commission's voter portal | The State Election Commission's site |
A correction made in one does not travel to the other. Each has to be asked for where it is kept.
What Kinds of Trouble Are There?
Not in the local roll
- You hold a voter card and assumed you were
- Or you moved, or came of age, since it was last revised
- Inclusion, at the next revision
In it, entered wrongly
- A spelling, a relation's name, a wrong ward
- Often copied from an old list
- Correction, through the local office
In two local rolls
- A village list and a town list both carry you
- That can trouble a voter, and raise a question for a candidate
- Deletion at the place you do not live
The third matters most to anyone who means to stand for election. Settle it long before nominations.
Which Case Is Yours?
| The situation | What to do | Gazette? |
|---|---|---|
| You have never checked the local roll | Search it on the State Election Commission's site | No |
| Your name is missing from it | Ask your local office about inclusion | No |
| Your name or relation is misspelt | Ask for a correction, with an identity paper | No |
| You are shown in the wrong ward | Ask for a shift, with proof of residence | No |
| You are in a village list and a town list | Ask for deletion at one | No |
| Your entry in the Assembly roll is wrong too | Correct that separately | No |
| You mean to contest | Check the entry against your papers now | No |
| Your own name has changed by choice | Gazette, Aadhaar, then both rolls | Yes |
A Gazette appears once in eight rows. The local office settles the rest.
What Should You Do?
This is general guidance. The fifth and sixth steps depend on a procedure we could not read.
Step 1: Find out which local body you live under
A gram panchayat, a nagar panchayat, a municipal council or a municipal corporation. Each has its own roll.
Step 2: Search for your name on the State Election Commission's site
It has a search for the panchayat roll and another for the urban local body roll.
Step 3: Read the entry: name, relation, age, house and ward
In the script the roll uses. Note the ward and the serial number.
Step 4: Compare it with your Aadhaar and your voter card
The voter card is from the other roll, but it is good proof of how your name stands.
Step 5: Ask your local office how a correction or inclusion is made
The block or panchayat office in a village. The municipal office in a town. The tehsil can direct you.
Step 6: Apply in the form and at the time that office gives
Local rolls are usually revised before an election, with dates for claims and objections.
Step 7: Give an identity paper in the name you want entered
And proof that you live in that ward or village.
Step 8: Search again after the roll is published
And keep your acknowledgment until you have seen the entry.
How Do You Search the Local Roll?
- The State Election Commission's site carries a link to search a name in the panchayat voter list.
- It carries another to search a name, and the polling station, in the urban local body voter list.
- Both lists can also be downloaded.
- Search by your own name, and then by your father's or husband's name. Spellings in these lists vary.
- Check each adult in the household.
- If the search fails, download the list for your ward or village and read it. A misspelt entry may be there and not be found by search.
Whom Do You Ask About a Correction?
- We could not find the State Election Commission's form or instructions for correcting an entry.
- In a village, begin with the gram panchayat's secretary or the block development office.
- In a town, begin with the municipal office.
- The tehsil or the sub-divisional magistrate's office can say who is the officer for your roll.
- Ask three things: which form, which papers, and what dates are open.
- Ask in writing where a spoken answer is vague, and keep the receipt.
Local rolls are generally revised before an election, and requests outside those dates may wait. Read what to do when an application is pending.
What If You Mean to Contest?
- A candidate's name is generally read against the local roll at nomination.
- So is the name of anyone who proposes the candidate.
- A spelling that differs from your identity papers gives an opponent something to object to.
- An entry in two local rolls can raise a question about eligibility.
- Check the roll months ahead. Corrections are generally not taken once an election is under way.
- Rules on who may contest are the state's, and change. Read the notification for your election, or take advice.
We did not read the law on panchayat or municipal elections for this page, and say nothing on eligibility. Read name spelling correction.
What About Village and Town?
- Many families keep a house in the village and live in Dehradun, Haldwani or Rishikesh.
- They may be on the village's panchayat list from long ago, and on a municipal list where they live.
- A person belongs on the local roll of the place he or she ordinarily lives.
- Decide which that is. Ask for deletion at the other.
- The Assembly roll is a third thing again. After the 2026 revision, check where that entry now sits.
- All three should point to one home.
Which Records Are Not the Roll?
- The family register. A list of a household, kept by the panchayat. It is not a voter list.
- The voter card. Issued from the Assembly roll. It does not show that you are in a local roll.
- The ration card. A list of a household for rations.
- A residence certificate. Proof of where you live, which may support a request.
- Each is corrected at its own office, and none corrects the roll.
- They are useful as proof when you ask for the roll to be put right.
Read name correction in the family register and name change in ration card.
Where Does a Gazette Come In?
Only where a voter's own name has changed by choice. Identity papers are updated on it, and the rolls follow them.
Step 1: Confirm that your own name has in fact changed
A slip in a local roll is corrected by the office that keeps it.
Step 2: Understand what a local roll follows
Your identity papers. A Gazette changes those first.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar and every roll.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar and both rolls
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Which Gazette Should You Use?
The local roll is the state's, but it follows identity papers that are central. The Gazette of India is the one to prefer.
Step 1: Remember that the local roll is the state's
The State Election Commission keeps it.
Step 2: Remember the papers it reads
Aadhaar and the voter card, which are central.
Step 3: Prefer the Gazette of India
It serves those papers, and through them the local roll.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Thinking a voter card covers local elections | Search the local roll |
| Applying on the Election Commission of India's forms | Those are for the other roll |
| Checking the week before polling | Check months ahead |
| Searching by one spelling only | Try several, and read the list |
| Staying on two local rolls | Ask for deletion at one |
| Thinking the family register is the voter list | They are different records |
| Filing a nomination without reading your entry | Read it first |
| Accepting a spoken promise | A written request, with a receipt |
| Asking for a Gazette to fix a spelling | The office that keeps the roll corrects it |
A typical case we handle: a man in a village of Pauri meant to stand for a seat in his gram panchayat. His Aadhaar and voter card read "Harendra Singh Negi". The panchayat list had "Harender Singh". A friend told him to get a Gazette. He needed none. Nothing about his name had changed. He took his Aadhaar and voter card to the block office, asked how the entry is corrected, and applied in the dates it gave. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For anything in a local roll. The offices under the State Election Commission settle it. We are useful only where a voter's own name has changed by choice and a Gazette notification is needed.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. A local roll is corrected at your own block or municipal office. If your identity papers themselves disagree, send photos on WhatsApp and we will tell you which to correct.
People Also Ask About the Local Voter List
Is the panchayat voter list different from the Assembly voter list?
Yes. It is kept by the State Election Commission.
How do I check my name in the panchayat voter list?
On the State Election Commission's site.
Does a voter card put me on the panchayat list?
No. Search the local roll.
How do I correct my name in the panchayat voter list?
Through your block or municipal office. Ask there.
Is a gazette needed for a panchayat voter list name correction?
No.
Did the 2026 revision cover the panchayat list?
No. It covered the other roll.
Can a voter be on two panchayat or municipal rolls?
No. The Uttarakhand High Court noted in July 2025 that sections 9(6) and 9(7) of the Uttarakhand Panchayati Raj Act, 2016 prohibit a voter from being registered in more than one territorial constituency or on more than one electoral roll.
What did the High Court do about candidates on two rolls?
On 11 July 2025 it stayed the State Election Commission's clarification that a nomination would not be rejected only because the candidate's name was on more than one roll, saying it appeared to be against the statutory bar.
What did the Supreme Court decide?
On 26 September 2025 the Supreme Court dismissed the State Election Commission's appeal against the High Court's stay and imposed costs of Rs 2 lakh on it, saying an administrative clarification cannot override the statute.
When were Uttarakhand's last panchayat elections?
The three-tier panchayat polls in 12 districts were held in two phases on 24 and 28 July 2025, with counting on 31 July. The roll used was the local roll, not the Assembly roll.
Which law covers the panchayat roll in Uttarakhand?
The Uttarakhand Panchayati Raj Act, 2016, which the High Court cited on duplicate entries. Municipal rolls come under the state's municipal law. Ask your office for the rules that apply to your roll.
Is the State Election Commission independent?
Yes, within the law. Article 243K of the Constitution sets up State Election Commissions for panchayat polls, and the Supreme Court's 2025 order shows that their clarifications still have to follow the statute.
If Your Own Papers Disagree
A local roll is corrected by its own office, and there is nothing to pay us for in that. If the real trouble is that your Aadhaar, voter card and other papers carry different names, send photos, and we will tell you, free, which to correct and where.

That the State Election Commission was established in 2001 and manages electoral rolls and elections for panchayati raj institutions and urban local bodies, and that its site offers a search and download of the panchayat and urban local body voter lists, are from the Commission's own site. That the roll for Parliament and the Assembly is separate, and was revised in 2026, is from our page on that revision. We could not find the State Election Commission's procedure, form, dates or appeal for correcting an entry, and did not read the law on panchayat or municipal elections. Whom to ask, and what a candidate should check, are general guidance and not an official procedure. Your block or municipal office is the authority.

The Local Voter List: The Short Version
Panchayat and municipal elections in Uttarakhand use rolls kept by the State Election Commission, separate from the roll your voter card comes from. Search the local roll on the Commission's site, for each adult in the household. If a name is missing or wrong, ask your block, panchayat or municipal office which form and dates apply. Be on one local roll only, at the place you live. A candidate should check months ahead. No Gazette is needed.
