Name Change in e-Shram and Labour Card in Uttarakhand
Two different cards for working people, kept by two different offices. When the name on either does not match Aadhaar and a benefit is refused: how each card takes its name, and what to correct first.
A name change in e-Shram and labour card records starts with Aadhaar. The e-Shram card takes the name straight from Aadhaar and cannot be typed over, so correct Aadhaar and then refresh the identity check. The state labour card is corrected at the labour office on Aadhaar. A spelling needs no Gazette.

A mason, a domestic worker or a street vendor may hold two cards without knowing they are different. A name change in e-Shram and labour card records works differently for each, because one is a national record and the other a state one. This page explains name change in e-Shram and labour card records for workers in Uttarakhand.
We do not deal with labour offices, and this subject almost never needs a Gazette. How the e-Shram card takes its name is as guides to its portal describe it. We could not confirm the state board's own procedure. For other schemes, read name change in government scheme records.
What Are the Two Cards, and Who Keeps Each?
| Point | e-Shram card | State labour card |
|---|---|---|
| Kept by | The central labour ministry, on its national portal | The state's labour department and its welfare board for construction workers |
| Who it is for | Any worker in the unorganised sector | Mainly building and other construction workers, on the board's conditions |
| The number | A twelve-digit account number for life, the same in every state | The board's registration number, renewed from time to time |
| How you register | Online with Aadhaar and its linked mobile, or at a common service centre | Through the labour office or a service centre, with proof of the work done |
| Where the name comes from | Aadhaar, automatically | The application, checked against Aadhaar |
| What it gives | A place on the national database, and access to schemes linked to it | The board's own benefits, such as help with education, marriage, tools and after an accident or death |
Neither is a general identity card. Guides note that the e-Shram card is not listed as identity proof for most services. Aadhaar remains the identity paper, and both cards lean on it.
How Does the e-Shram Card Take Its Name?
These points are as guides to the portal describe it.
- Registration is by Aadhaar. The worker's name, date of birth, gender and photograph are fetched from Aadhaar.
- Those fields are locked. There is no box on the portal's edit screens to type a different name, date of birth or gender.
- What the worker can edit: address, bank account, occupation, education and nominee.
- To change the name, correct it in Aadhaar first. Then log in to the portal with Aadhaar and refresh the identity check. The card then shows the name as Aadhaar now has it.
- Updating is free, on the portal or with help at a common service centre, which may charge its own small service fee.
- One person, one registration. A second attempt in another name is caught by Aadhaar.
So an e-Shram card cannot be wrong where Aadhaar is right. If the name on it is wrong, either Aadhaar is wrong too, or Aadhaar has been corrected since and the card has not been refreshed.
How Does the State Labour Card Take Its Name?
We could not confirm the state board's current form or portal steps. This is the general pattern for such boards.
- The worker applies with identity proof, a photograph, a bank account and a certificate of having done construction work for the required number of days.
- The name is entered from the application. It can therefore differ from Aadhaar, through a clerk's or an agent's typing.
- A correction is asked for at the labour office that registered the worker, with Aadhaar and the card.
- The registration has to be renewed periodically. A renewal is a natural moment to have a name corrected.
- Benefits are paid into the worker's bank account, and the three names, on the card, on Aadhaar and at the bank, are compared.
Many labour cards were made in batches at camps or through middlemen, with names written from hearing. Read yours against your Aadhaar today, before you need a benefit.
Why Does the Name Matter?
- Benefits are paid by bank transfer. The worker's name on the card, on Aadhaar and at the bank have to agree.
- Schemes are matched by Aadhaar. A worker is found on the national database through Aadhaar, so a stale card is not picked up.
- A child's education benefit is claimed on the worker's card, with the child's school record naming the worker as parent. Two spellings of the parent's name stall it.
- A marriage, maternity or death benefit needs a certificate that names the worker as the card does.
- An accident claim is made by or for the registered worker.
None of these stops a worker from working. Each stops money a family was counting on.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| e-Shram shows an old name, and Aadhaar has been corrected | Refresh the identity check on the portal | No |
| e-Shram and Aadhaar both show a wrong name | Correct Aadhaar, then refresh | No |
| The labour card misspells the worker, and Aadhaar is right | A correction at the labour office, on Aadhaar | No |
| The bank account's name differs from Aadhaar | Correct the bank's record | No |
| A woman worker married and changed her surname on Aadhaar | Refresh e-Shram, and ask the labour office to update the card | No |
| A child's school record spells the worker parent differently | Correct the school record, on the parent's Aadhaar | No |
| A worker has changed a name by choice | Gazette, then Aadhaar, then both cards and the bank | Yes, for Aadhaar |
A Gazette appears once, and there it is Aadhaar that needs it. Both cards follow Aadhaar.
How Do You Put It Right?
Step 1: Find out which cards you hold
The e-Shram card has a twelve-digit number and names the central labour ministry. The state card names the state board.
Step 2: Put Aadhaar and the bank passbook beside each card
Compare the name, the father's or husband's name and the date of birth.
Step 3: Decide which name is right
Usually the one on Aadhaar, if Aadhaar itself was made correctly.
Step 4: Correct Aadhaar, if it is the odd one
At an Aadhaar centre. See that your mobile number is linked, since both cards use it.
Step 5: Correct the bank's record, and link the account with Aadhaar
At the branch.
Step 6: Refresh the e-Shram card
Log in to the portal with Aadhaar and refresh the identity check, or ask a common service centre to do it. Download the card again.
Step 7: Ask the labour office to correct the state card
In writing, with Aadhaar and the card. Take a receipt.
Step 8: Check both cards, and any pending claim
Ask the labour office to take up again a benefit that was held for the mismatch.
What About Workers From Other States?
- The e-Shram registration is national. A worker who registered at home keeps the same number here, and does not register again.
- The state labour card is this state's. A worker registered with another state's board has that state's card, and its benefits are claimed there.
- A worker's Aadhaar was often made at home, in that state's spelling. Decide which spelling is right before correcting anything, and correct it once.
- An address change on Aadhaar is ordinary. A name is not changed to suit a contractor's register.
- A contractor's muster roll or wage slip in a different spelling is the contractor's to correct. It is also what proves the days worked for the state card, so ask for it in the right name.
Read name change in EPFO and UAN records, for workers who also have a provident fund account.
What About Nominees and Family Members?
- Both registrations take a nominee. Name the nominee as on that person's own Aadhaar.
- A wife named by a home name, or by her maiden name where she now uses another, should be re-entered. The nominee is the person who will have to prove identity at the worst moment.
- The state card lists dependants, since several benefits are for a worker's children or spouse. Each should be named as on that person's own papers.
- A child's education benefit rests on the school record. See that it names the worker parent as the card does.
- A nominee can be changed on the e-Shram portal by the worker, and on the state card at the labour office.
What Happens at a Claim After an Accident or a Death?
- The claim is made on the board's form, at the labour office, by the worker or the family.
- The worker's name on the card is compared with the hospital paper or the death certificate, and the claimant's name with the nomination and the claimant's own Aadhaar.
- Where the death certificate is the odd paper, the Registrar corrects it.
- Where the card was the odd paper, the family shows the worker's Aadhaar and other papers to prove both names were his. A Gazette cannot be taken out for a person who has died.
- A widow should check that her own name is spelt the same on the nomination, her Aadhaar and her bank account.
All of this is far easier if the card was corrected while the worker was alive. Read name correction in a death certificate and legal heir certificate.
How Does the Central Gazette Route Come In?
Almost never for these cards alone. It comes in where a worker has changed a name by choice, and Aadhaar needs a Gazette for that. Both cards then follow Aadhaar.
Step 1: Confirm that it is a change of name, and not a spelling
A spelling is corrected at the Aadhaar centre.
Step 2: Fix the exact new name
The spelling that will go on Aadhaar, the bank and both cards.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, then the bank, then refresh e-Shram and ask the labour office to update the state card.
That is a real cost for a daily wage worker. Be sure it is a change of name you want, and not a spelling.
Does the Uttarakhand Gazette Matter Here?
Not to either card, since both follow Aadhaar. The question is only which Gazette Aadhaar accepts.
Step 1: Ask the Aadhaar centre which Gazette it accepts
Both cards follow Aadhaar.
Step 2: Think about the bank and work in other states
The Gazette of India serves everywhere.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Workers Make?
| Mistake | What to do |
|---|---|
| Looking for a place to type a new name on the e-Shram portal | Correct Aadhaar, then refresh the identity check |
| Registering again on e-Shram in another name | One registration per person. Refresh the existing one |
| Treating the two cards as one | Each is kept by a different office |
| Paying for an affidavit or a Gazette to fix a spelling | Both cards follow Aadhaar |
| Letting an agent fill the labour card form from hearing | Give a copy of Aadhaar and read the form |
| A mobile number not linked with Aadhaar | Link it. Both cards use it |
| A relative's bank account | It has to be the worker's own |
| A nominee named by a home name | Use the name on the nominee's Aadhaar |
| Reading the card for the first time at a claim | Read it today |
A typical case we handle: a construction worker in Haridwar applied for his daughter's education benefit and was refused. His labour card said "Ramesh", his Aadhaar "Ramesh Kumar", and her school record gave her father as "Ramesh Kumar". An agent told him to get a Gazette. He did not need one. He asked the labour office in writing to correct the card to his Aadhaar name at renewal, and the benefit was taken up again. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us

How the e-Shram card takes and updates its name is as guides to the portal describe it. We did not test the portal ourselves. We could not find the state board's own form, portal steps or list of benefits, so the section on the state labour card describes the general pattern for such boards. The labour office for your area is the authority.
