Mudra and PM SVANidhi Loan Name Mismatch in Uttarakhand
For small traders and street vendors whose loan application is stuck because the name on Aadhaar, the business papers, the vending certificate and the bank account do not agree: which paper to correct, and at which office.
A Mudra and PM SVANidhi loan name mismatch is cured by bringing the borrower's papers to the name on Aadhaar. For a street vendor that means the vending certificate from the municipal body. For a small trader it means the business registrations and PAN. The bank account follows. No Gazette is needed for a spelling.

These are the two Government-backed loans a tea stall, a vegetable cart or a small workshop is most likely to ask for. A Mudra and PM SVANidhi loan name mismatch stops them at the first screen, because both begin with an Aadhaar check. This page explains Mudra and PM SVANidhi loan name mismatch for small traders and vendors in Uttarakhand.
We do not arrange loans, and this subject almost never needs a Gazette. The street vendors' scheme is described from its own pre-application note and from guides. The section on the small business loan is general guidance, which we could not confirm against the scheme's text. For other loans, read personal loan and credit card name mismatch.
What Are the Two Loans, and Who Takes Each?
| Point | Street vendors' loan (PM SVANidhi) | Small business loan (Mudra) |
|---|---|---|
| For whom | Street vendors in towns: carts, stalls, hawkers | Small non-farm businesses: shops, workshops, services |
| What it is | A small working capital loan, given in stages as each is repaid | A business loan from a bank or other lender, in size bands |
| Security | Guides describe it as free of collateral | Described as free of collateral within its limit |
| Proof of being eligible | A certificate of vending or identity card from the urban local body, or its letter of recommendation | Proof of the business: its registrations and accounts |
| Identity | Aadhaar, checked electronically through a linked mobile | The lender's identity check, on Aadhaar and PAN |
| Where to apply | The scheme's portal, a common service centre or the urban local body | A bank branch, or the Government's loan portal |
In both, two things are proved: who the borrower is, and that the business is the borrower's. Each has its own papers, and the name has to be one across them.
What Does the Street Vendors' Scheme Ask For?
From the scheme's own pre-application note, and from guides.
- Three steps before applying. The note tells a vendor to understand what the loan form needs, to make sure the mobile number is linked to Aadhaar, and to check eligibility status.
- Why the mobile matters. The note says the linked mobile is required for the electronic identity check and Aadhaar validation during the online application.
- Proof of vending. A vendor found in the urban local body's survey and holding a certificate of vending or an identity card. Or one found in the survey with no certificate yet. Or one left out of the survey, with a letter of recommendation from the urban local body or the town vending committee.
- Identity papers. Guides list the proof of vending with any one of Aadhaar, a voter card, a driving licence, a job card or PAN.
- The account. Guides say the bank account should be linked with Aadhaar.
The form takes the vendor's address as the electronic check returns it. It takes the name the same way. So the name that counts is whatever Aadhaar holds on the day.
Which Names Have to Agree?
For a street vendor
- Aadhaar
- The survey list and the vending certificate or identity card
- The letter of recommendation, where that is used
- The bank account
For a small trader
- Aadhaar and PAN
- The enterprise registration, and the shop or trade papers
- The tax registration, where there is one
- The bank account, and the rent agreement for the premises
The vending certificate is the weakest link for a vendor. Survey lists are written in the street, by a surveyor, from what he is told. A man known in the market as "Pappu" may be on the list as Pappu. For a trader the weak link is usually the gap between the name on the shop's signboard and the proprietor's own name.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The vending certificate or survey list has a home name or a misspelling | A correction at the urban local body, on Aadhaar | No |
| The certificate is in the husband's name and the wife runs the stall | The holder applies, or she is recognised as a vendor herself | No |
| The mobile number is not linked to Aadhaar | Link it at an Aadhaar centre. Not a name problem | No |
| Aadhaar itself is wrong | Correct Aadhaar, then the rest | No |
| The business registration spells the proprietor differently from PAN | Amend the registration, on PAN and Aadhaar | No |
| The bank account differs from Aadhaar | Correct the bank's record and link the account | No |
| The borrower has changed a name by choice | Gazette, then Aadhaar and PAN, then the rest | Yes |
Six rows of seven are corrections at a local office. Small borrowers are often told otherwise, by people who charge for it.
How Do You Put It Right?
Step 1: Find out exactly where the application stopped
At the identity check, at the urban local body, or at the bank.
Step 2: Lay Aadhaar, the proof of business and the passbook side by side
Write the name and the father's or husband's name from each.
Step 3: See that your mobile number is linked to Aadhaar
If not, have it linked at an Aadhaar centre.
Step 4: Correct Aadhaar, if it is the odd one
Everything else is brought to it.
Step 5: Have the proof of business corrected
The vending certificate at the urban local body. The enterprise, shop and tax registrations at their own offices.
Step 6: Have the bank correct its record and link the account
At the branch, on Aadhaar.
Step 7: Apply again, or ask for the stalled application to be taken up
Type the name exactly as on Aadhaar.
Step 8: Keep copies of every corrected paper
The next loan is checked against the same record.
How Is a Vending Certificate Corrected?
- The certificate of vending and the vendor's identity card are issued by the urban local body, on the survey carried out with the town vending committee.
- A correction is asked for there, at the office or cell that deals with street vendors, in writing, with Aadhaar and the old certificate.
- Guides say a vendor found in the survey with no certificate gets a provisional one through the scheme's system. Its name is the survey's. Check it.
- A vendor left out of the survey applies for a letter of recommendation. Ask for it in the Aadhaar name from the start.
- The certificate is the vendor's own. A wife or a son who in fact runs the stall is not covered by it, and should ask to be recognised as a vendor.
- We could not confirm any urban local body's form or fee for a correction. Ask the municipal office in your town.
Do not apply for the loan on a certificate you know to be in a wrong name. The mismatch will surface at the lender, after weeks.
What About Aadhaar and the Linked Mobile?
- The scheme's own note puts this before everything else. Without a mobile number linked to Aadhaar, the online application cannot verify the vendor.
- Many vendors have changed numbers several times since Aadhaar was made. The number on record is one they no longer hold.
- Updating the mobile number is done at an Aadhaar centre, in person. The person has to be present.
- While there, read the name, the date of birth and the address on Aadhaar. Correct them in the same visit if they are wrong.
- A vendor from another state, with an Aadhaar made at home in that state's spelling, should decide the spelling once before correcting anything.
What About a Small Trader's Business Papers?
General guidance. Ask the bank for its own list.
- A lender wants to see that the business exists and belongs to the applicant. The usual papers are the enterprise registration, a shop or trade registration, a tax registration where there is one, and bank statements.
- For a proprietorship, the business is the person. Its papers carry the proprietor's name beside the trading name.
- The proprietor's name on each should be the name on PAN. A short form on the shop registration and a full name on PAN is the commonest fault.
- The trading name should be the same on every paper. "Negi Store" and "Negi General Store" are two businesses to a checklist.
- A shop run in a late father's name, on his registrations, is not the son's business on paper. He has to register it in his own name first.
- Rented premises are shown by a rent agreement that names the applicant as tenant.
Read Udyam and GST registration, trade licence and shop establishment and rent agreement name mismatch.
What About the Bank Account?
- The loan is paid into, and repaid from, the borrower's own account.
- Its name should match Aadhaar, and for a trader PAN as well.
- A vendor's interest subsidy and digital payment rewards, where the scheme gives them, are credited to the same account. A mismatch stops those too.
- A trader may have a savings account in his own name and a current account in the shop's. Both are his. Give the one the bank asks for, and see that each carries the right name.
- The loan is reported to the credit bureaus against the borrower. A name spelt differently there is corrected through the lender.
Read name change in bank records and name mismatch in a CIBIL credit report.
Why Does the Name Matter for the Next Loan?
- The street vendors' loan is given in stages. Guides say a vendor who repays the first becomes eligible for a larger second, and then a third.
- Each stage is matched to the record of the one before, through Aadhaar. A vendor who corrects a name on Aadhaar between stages should tell the lender, with the paper.
- A small business that repays well can ask for a larger loan in the next band. The lender reads the same registrations again.
- A good repayment record is worth more than the first loan itself. It is kept in the borrower's name as it stood. Keep that name steady.
If a name has to change, change it once, everywhere, and keep the linking paper with the loan papers.
Where Does a Gazette Come In?
Almost never for these loans. It comes in where a borrower has changed a name by choice, and Aadhaar and PAN need a Gazette for that.
Step 1: Confirm that it is a change of name, and not a spelling
A spelling is corrected at the office that holds the paper.
Step 2: Fix the exact new name
The spelling that will go on Aadhaar, PAN and every business paper.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Update Aadhaar, PAN, the business papers and the bank.
For a vendor borrowing a small first loan, that charge is a real slice of it. Be sure it is a change of name and not a spelling. See gazette name change in Uttarakhand.
Does the Uttarakhand Gazette Matter Here?
Not to a lender, which follows Aadhaar and PAN. The question is only which Gazette those accept.
Step 1: Ask the Aadhaar centre which Gazette it accepts
The lender follows Aadhaar.
Step 2: Read what the PAN correction form lists as proof
For a trader, PAN matters as much.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Small Borrowers Make?
| Mistake | What to do |
|---|---|
| Applying with a mobile number not linked to Aadhaar | Link it first |
| Applying on a vending certificate in a home name | Have the urban local body correct it |
| A shop registration in a short form of the name | Amend it to the PAN name |
| Running a late father's shop on his papers | Register the business in your own name |
| Paying an agent's fee to "get the loan passed" | Apply on the portal, at a service centre or at the bank |
| Paying for an affidavit or a Gazette to fix a spelling | Correct the paper at its own office |
| Giving a relative's bank account | It has to be the borrower's own |
| Changing a name between loan stages without telling the lender | Tell the lender, with the paper |
| Applying again and again after a refusal | Fix the paper, then apply once |
A typical case we handle: a woman selling vegetables near the bus stand in Haldwani had her loan application stuck for two months. Her vending certificate read "Munni", her Aadhaar "Meena Devi", and the mobile on her Aadhaar belonged to a number she had lost. An agent offered a Gazette. She needed none. She linked her present number at an Aadhaar centre, asked the municipal office to correct the certificate on her Aadhaar, and applied again. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For these loans, almost always. The Aadhaar centre, the municipal office, the registration offices and the bank each cure their own part. We are useful only where a borrower has changed a name by choice and Aadhaar and PAN need a Gazette first.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The loan is applied for online or at a bank. For the papers behind it, send photos on WhatsApp and we will tell you which one to correct.

The three steps before applying, and the need for a mobile linked to Aadhaar, are from the street vendors' scheme's own pre-application note. The proof of vending and the identity papers are as guides list them. We left out loan amounts and dates because they have been revised. The section on the small business loan is general guidance, and we did not read that scheme's text. How an urban local body corrects a vending certificate could not be confirmed. Your lender and your municipal office are the authority.

Small Loans and a Name Mismatch: The Short Version
Both loans start with Aadhaar. See that your mobile number is linked to it and that its name is right. A street vendor then has the vending certificate corrected at the municipal office. A small trader brings the business registrations to the name on PAN. The bank corrects and links the account. Apply once the papers agree.
A spelling needs no Gazette. To find out which paper to correct, send photos on WhatsApp 9540005064, and we will reply in working hours.
