PM Vishwakarma Yojana Name Mismatch in Uttarakhand

For carpenters, blacksmiths, masons, tailors, potters and other traditional workers whose registration, payment or loan is held up over a name: where the scheme takes the name from, which other papers are compared with it, and what to correct first.

Quick answer

A PM Vishwakarma Yojana name mismatch is cured at Aadhaar. Guides say the registration form fills the name, the father's or spouse's name and the date of birth from Aadhaar, at a common service centre. So correct Aadhaar first, then bring the bank account and the ration card to it. No Gazette is needed for a spelling.

PM Vishwakarma takes the artisan name from Aadhaar, so correct Aadhaar first and then bring the bank account and ration card to the same name.

The scheme for traditional artisans gives a certificate, training, a toolkit grant and a low-interest loan, each of which is paid or issued in a name. A PM Vishwakarma Yojana name mismatch can stop any of them. This page explains PM Vishwakarma Yojana name mismatch for artisans in Uttarakhand, and where each paper is put right.

We do not register artisans, and this subject almost never needs a Gazette. How registration and verification work is as several guides describe them. We did not read the scheme's guidelines or test its portal. For other schemes, read name change in government scheme records.

What Is the Scheme, and How Does an Artisan Get on It?

As guides describe it. Check the scheme's portal for the current conditions.

  • Who it is for. Self-employed artisans and craftspeople working with their hands and tools in one of the listed traditional trades.
  • What it gives. Recognition by a certificate and an identity card, skill training with a stipend, a grant for tools, and collateral-free credit at a low rate of interest.
  • Where to register. Through a common service centre, on the scheme's portal. Guides say Aadhaar biometric verification makes the centre the practical route.
  • What is carried. Aadhaar with its linked mobile, bank account details and the ration card. Where there is no ration card, the Aadhaar of every family member.
  • The limit. One member of a family, which guides give as husband, wife and unmarried children.

Registration is described as free. A common service centre may charge its own small service fee, and nothing else is owed to anyone.

Where Does the Name Come From?

  • The artisan gives an Aadhaar number and its linked mobile, and verifies by a one-time code and a fingerprint.
  • Guides to the registration screens say the name, the father's or spouse's name, the date of birth and the gender are then filled in from Aadhaar.
  • The operator adds the trade, the family details, the bank account and the address.
  • So the registered name is the Aadhaar name. An artisan cannot be registered in any other.
  • That also means a wrong Aadhaar is copied into the certificate, the identity card and every payment record.

Read your Aadhaar card at home, slowly, before going to the centre. It is the only chance to catch a mistake before the scheme repeats it everywhere.

Which Papers Are Compared With It?

Papers compared with an artisan's Aadhaar name under the scheme
PaperWhy it is readWhat goes wrong
The bank accountThe grant and the stipend are paid into it. The loan runs through a bankAn old spelling or a short form, or an account not linked with Aadhaar
The ration cardTo see who is in the family, for the one-member ruleThe artisan is listed under a home name, or the family on it is out of date
The family members' AadhaarUsed in place of a ration cardA spouse's or a child's Aadhaar gives the artisan's name differently
The panchayat's or the municipal body's knowledgeThe first check confirms the person really works at the tradeThe village knows the artisan by another name
A caste certificate, where one is givenFor the category enteredA different spelling from Aadhaar
PAN and the lender's own recordAt the loan stagePAN made in a different form of the name

A guide puts the bank point bluntly: the account name must match Aadhaar exactly, or the tool grant and the stipend will not credit.

Two of these rows are not about a name at all, and are often taken for it. Read the reason shown before paying anyone to fix a name.

How Do You Put It Right?

Step 1: Find out where the application stands

On the scheme's portal with the Aadhaar-linked mobile, or at the common service centre. Note the stage and any reason.

Step 2: Lay Aadhaar, the passbook and the ration card side by side

Write the name and the father's or spouse's name from each.

Step 3: Correct Aadhaar first, if it is wrong

At an Aadhaar centre. Update the mobile number in the same visit.

Step 4: Have the bank bring its record to Aadhaar

And link the account for benefit payments.

Step 5: Have the ration card corrected

So that it lists the artisan in the Aadhaar name, with the family as it now is.

Step 6: Go back to the common service centre

Register, or ask how an existing registration is refreshed from the corrected Aadhaar.

Step 7: Tell the panchayat secretary or the ward office

So the first check is made on the right name.

Step 8: Check the certificate and the identity card when they come

And the first payment in the passbook.

What Are the Three Checks, and Why Does the Village Matter?

  1. At the gram panchayat or the urban local body. Guides say its head, through the panchayat secretary, confirms that the person has traditionally worked at the trade, and screens the family details.
  2. At the district. A district committee scrutinises the application.
  3. At a screening committee, which gives the final approval.
  • The first check is made by people who know the artisan. They may know him by a home name or a trade title, and the application has his Aadhaar name.
  • A pradhan who does not recognise the name on the list may pass over it. Tell the secretary which entry is yours.
  • An artisan who lives and works away from the home village, as many hill craftsmen do in the plains, is verified where registered. Register where you in fact work.
  • Guides advise carrying tools and proof of work to the first check. That settles identity better than any paper.

What Is the One-Member Rule, and Why Does the Ration Card Matter?

  • Guides say one member of a family can register, and that family here means husband, wife and unmarried children.
  • The ration card is how the family is read. Guides say that where it is linked with Aadhaar, the family details fill in automatically.
  • Where two members of one card apply, one application is cancelled. That is the rule working, not a fault in a name.
  • Trouble comes where the card is out of date. A married son with his own household may still be on his father's card, and is then counted as part of the father's family.
  • A son in that position should have his own ration card made, or his entry removed from his father's, before registering.
  • Where there is no ration card, each family member's Aadhaar is given. Each should show the family's names consistently.

Read name change in ration card and name correction in the family register.

What About the Bank Account, the Grant and the Loan?

  • The account. Guides say the Aadhaar-linked account given at registration is the one used for money paid under the scheme. It has to be the artisan's own.
  • The tool grant and the stipend. Paid by transfer or by a voucher in the registered name. A mismatch at the bank stops the credit.
  • The loan. Given by a bank after training. The bank runs its own identity check on Aadhaar and PAN, and reads the scheme's certificate with them.
  • PAN. An artisan who has never needed PAN may apply for one now. Apply in the Aadhaar name, with Aadhaar already corrected.
  • Repayment. A second, larger loan depends on the first being repaid. The record is kept in the name as registered.

Read name change in bank records and Mudra and PM SVANidhi loan name mismatch.

What About the Certificate and the Identity Card?

  • Guides say a verified artisan receives a digital identity, a certificate and an identity card under the scheme.
  • They are generated from the registration, and so carry the Aadhaar name as it stood that day.
  • An artisan may show the certificate to a bank, a training centre, a buyer or a craft fair. It should match the identity card in his pocket.
  • Where Aadhaar is corrected after the certificate was issued, ask the common service centre how the certificate is regenerated. We could not confirm the portal's procedure.
  • Do not alter a printed certificate. It carries a number that is checked online.

What About Trade Names and Titles?

  • Many craftsmen are known by a title of their trade, used as if it were a surname. A mason is "Mistri" to the whole town.
  • That title is seldom on Aadhaar. The registration will not carry it, and nothing is lost by that.
  • A shop signboard or a visiting card can carry the name customers know. The scheme and the bank need the name on Aadhaar.
  • An artisan who wants a trade or community name added to, or dropped from, his official name is asking for a change of name. That is a real decision, and it reaches every paper he holds.
  • The scheme records a category and a trade separately. A name does not have to show either.

Read removing a surname or caste name and alias name in a gazette notification.

Where Does a Gazette Come In?

Almost never for this scheme. It comes in where an artisan has changed a name by choice and Aadhaar needs a Gazette for that. The scheme then simply reads the new Aadhaar.

Step 1: Confirm that it is a change of name, and not a spelling

A spelling is corrected at the Aadhaar centre.

Step 2: Fix the exact new name

The spelling that will go on Aadhaar, the bank and the certificate.

Step 3: Make the affidavit

State the old name, the new name, your father's or husband's name and your address. Sign before a notary.

Step 4: Publish the newspaper notice

In a daily local leading newspaper. Keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file, then update Aadhaar, the bank and the ration card

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Register, or refresh the registration, after Aadhaar is updated.

See gazette name change in Uttarakhand.

Does the Uttarakhand Gazette Matter Here?

Not to the scheme, which follows Aadhaar. The question is only which Gazette Aadhaar accepts.

Step 1: Ask the Aadhaar centre which Gazette it accepts

The scheme follows Aadhaar.

Step 2: Think about PAN and the bank

The Gazette of India serves them all.

Step 3: Contact the Roorkee press

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 4: Ask for the papers, the format and the fee, and submit

Keep photocopies of everything.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Artisans Make?

MistakeWhat to do
Registering on an Aadhaar with a wrong spellingCorrect Aadhaar first
Going to the centre with an old mobile number on AadhaarUpdate the number at an Aadhaar centre
Giving a son's or a wife's bank accountThe artisan's own, linked with Aadhaar
Two members of one ration card applyingOne member of a family

Paying for an affidavit or a Gazette to fix a spellingThe Aadhaar centre corrects a spelling
Paying an agent for registration or approvalOnly the centre's own service fee is due
Not telling the panchayat which entry is yoursSpeak to the secretary

A typical case we handle: a carpenter in Almora, known to everyone as "Bhuwan Mistri", was registered and approved, and his tool grant did not arrive. His Aadhaar and registration read "Bhuwan Chandra", and his old savings account "Bhuwan Chandra Arya". A man at the centre mentioned a Gazette. None was needed. The bank brought the account to his Aadhaar name and linked it, and the payment was sent again. This is an illustrative example of the type of case we handle, not a named client review.

It is reviewed by Advocate Vipin Chauhan.

How registration works, what is carried, the one-member rule, the three stages of verification and the reasons a payment fails are as several guides describe them. We did not read the scheme's guidelines or test its portal, and we left out the amounts and the rate of interest because they may change. How a registration is refreshed after Aadhaar is corrected could not be confirmed. The notes on the village check and on trade titles are our own. The common service centre and the district's industries office are the authority.
