NCC Certificate Name Correction in Uttarakhand

For cadets and former cadets whose certificate from the National Cadet Corps carries a name that differs from the class 10 certificate: who signs the certificate, the channel a request travels, what the corps' own order says about duplicates, and why it matters at recruitment.

Quick answer

An NCC certificate name correction is asked for through the officer in charge of the corps at your school or college, to the unit that enrolled you. The unit sends it to the group headquarters or the directorate that signs the certificate. Take your class 10 certificate. A slip needs no Gazette.

A cadet in Uttarakhand comparing his NCC C certificate with his class 10 certificate as the officer in charge of the corps at his college looks on
The NCC certificate takes its name from the enrolment form, so apply through your institution officer to the unit with your class 10 certificate.

In a state that sends so many of its young people to the forces, the cadet corps' certificate is a prized paper. It earns marks in recruitment, and opens a special entry to the army. An NCC certificate name correction is usually thought of only when a recruiter holds the certificate against a class 10 certificate. This page explains NCC certificate name correction for cadets and former cadets in Uttarakhand.

We do not deal with the corps. We prepare the Gazette notification, where a name has in fact been changed. Who signs a certificate and how a duplicate is issued are from a published order of the corps. We did not find a rule on correcting a name. For recruitment to the forces, read name change for railway and army candidates.

What Are the Certificates, and Who Signs Them?

  • What they are. Three certificates, lettered A, B and C, earned by a cadet on an examination after set periods of training and camps.
  • Where a cadet enrols. At a school or college that has the corps, under an officer of that institution, in a unit of the corps.
  • Who conducts the examination. The group headquarters or the state directorate, as the corps' order sets out.
  • Who signs. The order says the first two certificates are signed by the training officer at the group headquarters, and the third by an officer for training at the directorate.
  • How a cadet gets it. The order says certificates are handed to the officer commanding the unit, and reach the cadet through it.

So four levels handle a cadet's name: the institution, the unit, the group headquarters and the directorate. The cadet meets only the first.

What Does the Corps' Order Say?

From a special order of the corps on its certificate examinations, as published on a Government website.

What the corps' order says about certificates and duplicates
PointWhat the order says
Checking of resultsResults are not final until checked and found correct by the group headquarters or the directorate, and the unit is told so in writing
SigningCertificates A and B by the training officer at the group headquarters. Certificate C by an officer for training at the directorate
RegistersThe directorate, the group headquarters and the units each keep a register of certificates
A duplicate: the applicationThe candidate submits a proper application stating the reasons, countersigned by the officer of the corps at the institution
A duplicate: the affidavitAn affidavit in the form the order gives
A duplicate: the paperSigned by the officers who sign an original, stamped as a duplicate, with a record kept

The order deals with a lost certificate. We did not find in it a rule for a certificate that is in hand and wrong. What it does show is the channel: an application, countersigned at the institution, with an affidavit, decided by the headquarters that signs.

Where Does the Name Come From?

  1. The enrolment form is filled by the student at school or college, often at fourteen or seventeen.
  2. The institution's officer forwards it to the unit.
  3. The unit's roll is typed from the form.
  4. Camp and attendance records are kept in that name.
  5. The roll for the examination is sent up by the unit.
  6. The result and the certificate are prepared at the group headquarters or the directorate.

The name is fixed at the first step, by a schoolchild, on a form filled in the playground. Nobody compares it with a class 10 certificate. For a school cadet, that certificate may not exist yet.

What Kinds of Mismatch Are There?

A slip on the certificate

  • A spelling, a missing surname or initials for the father
  • From the enrolment form or the unit's typing
  • Put right by the corps, on application

Two certificates that differ

  • The school certificate reads one way, the college one another
  • Two enrolments, in two units, years apart
  • The one that differs from class 10 is the one to correct

A changed name

  • The cadet married or changed a name after the certificate
  • The certificate is right for the name at the time
  • Not a slip. Linked by the marriage certificate, or by a Gazette for a change by choice

A school cadet is often enrolled in the name used at home. By class 10 the board has printed the formal one. That gap is the commonest cause of the first kind.

How Do You Ask for a Correction?

This is the general method, on the channel the corps' order uses for a duplicate. Your unit will say what it requires.

Step 1: Read the certificate against your class 10 certificate

Your name, your father's name and the date of birth, with the certificate's number and the unit.

Step 2: Go to the officer in charge of the corps at your school or college

Every later step is countersigned or forwarded from there.

Step 3: Ask to see the enrolment form and the nominal roll

See where the slip began: your own form, or the unit's typing.

Step 4: Write an application to the commanding officer of your unit

Stating the entry as printed and as it should read, with the reason.

Step 5: Attach your proofs

The class 10 certificate, an identity paper, and the certificate in question.

Step 6: Have the officer at your institution countersign it

The corps' order requires that for a duplicate, and units follow the same channel.

Step 7: Ask the unit what else it requires

An affidavit, and the return of the original.

Step 8: Follow it up through the unit

The unit sends it to the group headquarters or the directorate that signs the certificate.

What Channel Does a Request Travel?

  • The institution's officer. A teacher who holds a commission in the corps. The order requires this officer's countersignature on an application for a duplicate.
  • The unit. A battalion or a similar unit, with a commanding officer and an office. It keeps the rolls and a register of certificates.
  • The group headquarters. It checks results, signs the first two certificates and keeps its own register.
  • The directorate. For the state. It signs the third certificate.
  • A request goes up this ladder one rung at a time. A letter sent straight to the top is usually sent back down.
  • Keep a copy of the application with the unit's receiving stamp, and ask for its reference number.

The corps is run by serving and retired officers of the forces, on military lines. A plain application in the proper channel moves. A visit without papers does not.

What Can You Do Before the Certificate Is Printed?

  • Before each certificate examination the unit prepares a roll of candidates.
  • The order says results are checked by the headquarters before they are final. The names on them are the names on that roll.
  • Ask your officer to show you your entry before the roll is sent: your name, your father's name and the date of birth.
  • A cadet who has passed class 10 since enrolling should give the officer a copy of the certificate, and ask for the record to follow it.
  • A college cadet enrolling afresh should fill the form from the class 10 certificate, whatever the school certificate said.
  • A correction to a roll is a pencil stroke. A correction to an issued certificate is an application through four offices.

Read name change in education documents.

How Do a Duplicate and a Correction Differ?

A duplicate

  • The original is lost. Nothing in it was wrong
  • The order sets out the application, the countersignature and the affidavit
  • The duplicate repeats the original, slip and all
  • It is stamped as a duplicate

A correction

  • The original is in hand, and an entry on it is wrong
  • We found no published rule. Units use the same channel
  • Expect to return the original
  • The proof is the class 10 certificate

Do not report a certificate lost in order to get a fresh one in a better spelling. The duplicate is copied from the register, and the affidavit for a lost paper is sworn. Ask for what you need. Read name spelling correction affidavit.

Where Is the Certificate Read?

  • The army's special entry. Holders of the senior certificate may apply for a commission through an entry kept for them. The certificate is the qualifying paper.
  • Recruitment of soldiers. A certificate earns bonus marks or an exemption, as each notification sets out.
  • Central police forces and state police. Their notifications commonly give marks for a certificate.
  • State recruitments. Some give weight to it, each on its own rule.
  • College admission. Some universities give weightage to a certificate holder.
  • In every one of these the certificate is a claim to a benefit. A recruiter reads the name on it against the class 10 certificate before allowing the claim.

We did not confirm the marks or relaxations of any one recruitment. Read each notification. See name change for railway and army candidates, home guard recruitment name mismatch and name mismatch at document verification.

What About Former Cadets, and Old Certificates?

  • A cadet leaves the corps on leaving school or college. The certificate may not be needed for another five years.
  • By then the teacher who was the institution's officer may have retired, and the unit's staff will have changed.
  • The corps' registers remain. The order requires them at the unit, the group headquarters and the directorate.
  • Write to the unit with the certificate's number, the institution, the year of the examination and your enrolment number if you have it.
  • Where the institution no longer has the corps, ask the unit who may countersign.
  • Units are sometimes moved or renumbered. The group headquarters can say where a record now lies.

Start well before a notification. A former cadet's request is nobody's daily work, and it waits its turn.

How Does the Central Gazette Route Work?

Use this where your name has in fact been changed by choice, so that the certificate is right for a name you no longer use. It does nothing for a slip, which the corps puts right.

Step 1: Confirm that your name has in fact changed

A slip against the class 10 certificate is put right by the corps.

Step 2: Ask the unit how it treats a changed name

A certificate is a record of an examination passed in a name. A later change is usually shown by a Gazette kept beside it.

Step 3: Fix the exact new name, and copy the old name from the class 10 certificate

Letter by letter.

Step 4: Make the affidavit and publish the newspaper notice

Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself, then carry the Gazette with your certificate

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Show the Gazette wherever the certificate is read.

See gazette name change in Uttarakhand.

Which Gazette Should You Use?

The corps and most readers of its certificate are central. That settles it in favour of the Gazette of India.

Step 1: Remember who reads the certificate

The armed forces, central police forces and state recruiting bodies.

Step 2: Prefer the Gazette of India

It is the one a central reader recognises.

Step 3: Contact the Roorkee press only if a state notice suits you

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 4: Ask for the papers, the format and the fee, and submit

Keep photocopies of everything.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Cadets Make?

Common mistakes with a name on a cadet corps certificate
MistakeWhat to do
Enrolling in the name used at homeUse the name your school has on record
Never looking at the examination rollAsk your officer to show your entry
Putting the certificate away unreadRead it the day you get it
Writing straight to the directorateGo through your officer and the unit
Reporting it lost to get a fresh oneAsk for a correction, with the original
Waiting for a recruitment notificationStart months before
Reading only your own nameRead the father's name and the date of birth
Getting a Gazette for a spelling slipThe corps puts right its slip
Altering the certificate by handNever. It can cost the benefit, and more

A typical case we handle: a young man from Pauri applied for a soldier's recruitment and claimed marks for his senior certificate. His class 10 certificate read "Rohit Singh Negi". His certificate from the corps read "Rohit Negi, son of P. S. Negi", as he had written on the enrolment form in college. His uncle asked us for a Gazette. His name had not changed, so that was the wrong paper. He went to his college's officer, applied to the unit with his class 10 certificate and an affidavit, and carried the unit's receipt to the recruitment. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For a slip on the certificate, which the corps puts right, and for a married surname. We are useful where your name has in fact been changed by choice and a Gazette notification is asked for.

NCC Certificate Name Correction: Frequently Asked Questions

What is an NCC certificate name correction?+
Putting right a cadet's name, or the father's name, on a certificate of the National Cadet Corps, where it differs from the cadet's class 10 certificate.
Who issues the certificates?+
A published order of the corps says the first two certificates are signed by the training officer at the group headquarters, and the third by an officer of the state directorate.
Whom do I approach?+
The officer in charge of the corps at your school or college, and through that officer the unit you were enrolled with.
Is there a published rule for correcting a name?+
We did not find one. The corps' order sets out how a duplicate is issued, and units deal with a correction through the same channel. Ask your unit.
What does the order say about a duplicate?+
That the candidate submits an application stating the reasons, countersigned by the officer at the institution, with an affidavit in a set form. The duplicate is signed by the same officers and stamped as a duplicate.
Do I need a Gazette or an affidavit?+
Not a Gazette, for a slip. Expect to be asked for an affidavit. A Gazette is for a name that has in fact been changed.
Where does the name on the certificate come from?+
From the enrolment form you filled at school or college, carried into the unit's roll and the examination papers.
Why does a small difference matter?+
The certificate earns marks or a relaxation in recruitment. A recruiter gives that benefit only where the certificate plainly belongs to the candidate.
I left college years ago. Can I still ask?+
Yes. Write to the unit, with the certificate's number, your institution and the year. Old records take longer to trace.
My school no longer has the corps. Where do I go?+
To the unit's office directly, or the group headquarters above it.
Can I check the entry before the certificate is printed?+
Ask your officer to show you the roll sent up for the examination. That is the cheapest moment to correct a spelling.
Is my certificate verified by recruiters?+
A recruiting body may ask the corps to confirm it, by its number. The reply comes from the corps' register.
I married after college. Do I need a new certificate?+
No. The certificate records an examination passed in the name you then had. Keep your marriage certificate with it.
Where is the corps' office for the state?+
We could not confirm the present addresses of the directorate and the group headquarters. Your unit will tell you.
How long does it take, and what does it cost?+
We could not confirm a time or a fee.
Do you deal with the corps?+
No. We prepare a Gazette where a name has in fact been changed.
