PCC Name Mismatch in Uttarakhand: Police Clearance Certificate and the Passport

For people in Uttarakhand applying to work, study long term or settle abroad, whose police clearance certificate and foreign application may not carry one name: what the certificate is, why it follows the passport, how an earlier name is dealt with, and what to settle before applying.

Quick answer

A PCC name mismatch is avoided by settling the passport before applying. The police clearance certificate is issued to a passport holder, on the passport, so it carries the passport's name. Where you have used an earlier name, declare it on the foreign form and send the paper that links the two. No Gazette is needed to obtain the certificate.

A person in Uttarakhand checking the name on a police clearance certificate against an Indian passport before a foreign immigration application
A police clearance certificate follows the passport, so settle the passport first and link any earlier name with a marriage certificate or Gazette notice.

A person from Uttarakhand going abroad to work, or applying to settle there, is asked for a police clearance certificate from India. The foreign office reads it beside the passport and its own form. A PCC name mismatch arises when those do not carry one name, or when an earlier name is left unexplained. This page explains PCC name mismatch, and how to avoid it.

We do not obtain these certificates. Who is issued one, and which papers are asked for, are from the passport office's own published list. For police checks in India, read police verification and character certificate.

What Is the Certificate, in Brief?

  • What it is. A certificate that the holder of an Indian passport has police clearance.
  • Who issues it. The passport office in India. An Indian mission, for Indians living abroad.
  • For what. Residence, employment, a long term visa or immigration.
  • Not for. A tourist visit.
  • For which country. The one named in the application.

It is asked for by a foreign Government, not an Indian one. So the rules that matter most are that Government's: how recent the certificate must be, and what it must say about earlier names.

What Does the Passport Office Say?

The first four rows are from the passport office's published note on the police clearance certificate. The last two are from guides.

What the passport office says about the police clearance certificate
PointWhat is said
Who is issued oneIndian passport holders who have applied for residential status, employment, a long term visa or immigration
Who is notIt cannot be issued to persons going abroad on a tourist visa
The passportThe passport in original, with self-attested photocopies of its first two and last two pages
Other papersProof of present address where the address has changed, and documentary proof of what has been applied for abroad
From abroadGuides: Indians living abroad apply through the Indian mission for their place of residence
ValidityGuides: no period of validity is endorsed on the certificate

The list has separate requirements for workers going to certain countries for employment, with and without a recruiting agent. If that is your case, read the passport office's list itself.

Which Three Papers Are Read Together?

Papers read together with a police clearance certificate

The passportThe passport officeThe passport office, by re-issue
The police clearance certificateThe passportThe passport office. In effect, by a fresh certificate
The foreign applicationWhat you typedYou, before submitting
The paper linking an earlier nameA Registrar, or the GazetteIts issuer

Two of the four are in your hands: what you type on the foreign form, and whether you send a linking paper. The certificate itself will say what the passport says.

What Kinds of Mismatch Are There?

The foreign form differs from the passport

  • Typed from Aadhaar, a degree or habit
  • The certificate follows the passport, and so differs from the form
  • The form is brought to the passport

An earlier name, unexplained

  • A maiden name, or a name changed by choice
  • The foreign authority wants every name accounted for
  • Declared, and linked by a paper

A certificate out of step with the passport

  • The passport was re-issued after the certificate, with a new number or name
  • Or the certificate has a slip
  • A fresh certificate

The second is the one where our work can come in. A person who changed a name without publishing it has no paper to show how the old name became the new.

How Do You Apply Without a Mismatch?

This is the general method. The third step is the one that cannot be done afterwards.

Step 1: Read what the foreign authority has asked for

A certificate for which country, in which name, and covering which earlier names.

Step 2: Open your passport, and compare it with your foreign application

The certificate will follow the passport. The foreign form should too.

Step 3: If the passport is wrong or out of date, re-issue it first

A certificate taken on it will repeat the fault.

Step 4: Check that your present address has proof

The passport office asks for it where the address has changed.

Step 5: Apply for the certificate on the passport office's portal

With the passport, and proof of what you have applied for abroad.

Step 6: Answer every question about earlier names truthfully

To the passport office, to the police, and on the foreign form.

Step 7: Read the certificate the day you receive it

Name, passport number and the country named.

Step 8: Send it with the paper that links any earlier name

A marriage certificate or a Gazette notification, as the foreign authority asks.

Why Does It Follow the Passport?

  • The passport office says the certificate is issued to Indian passport holders.
  • The first paper on its list is the passport, in original.
  • So the certificate is about the person in that passport, by that name and number.
  • It is not a paper on which a different name can be asked for.
  • A person whose passport is wrong, or in a name no longer used, gets a certificate with the same fault.
  • Settle the passport, then apply. Not the other way round.

Read name change in passport and a name change rejected by the passport office.

What About Earlier Names?

  • Foreign immigration forms commonly ask for every name a person has used: at birth, before marriage, and any other.
  • Answer in full. An earlier name left out can be treated as a false statement.
  • We could not confirm that an Indian police clearance certificate lists earlier names.
  • So the link is made by another paper: a marriage certificate for a maiden name, a Gazette notification for a name changed by choice.
  • Tell the police the earlier name too, if you are asked during the enquiry. A record, if any, would be in the name used at the time.
  • Ask the foreign authority what it accepts to show the link, and send exactly that.

Read police verification and character certificate, on disclosing an earlier name, and name change after marriage.

What If the Passport Was Renewed Since?

  • A re-issued passport has a new number.
  • A certificate taken on the earlier passport refers to the earlier number.
  • A foreign office holding the new passport may not accept the old certificate.
  • Where the name also changed at re-issue, the difference is plain on the face of the two.
  • Ask the foreign authority before spending anything. Some accept the old certificate with both passports. Others want a fresh one.
  • Where you can choose, re-issue the passport first and take the certificate after.

Read visa application name mismatch.

What About a Slip on the Certificate?

  • Read the certificate the day it is issued: the name, the passport number and the country.
  • Where the passport is right and the certificate differs, go back to the passport office that issued it.
  • Where the certificate has faithfully copied a slip in the passport, the passport is what needs correcting.
  • A wrong country named on it makes it useless for the purpose. Type the country with care in the application.
  • Do not alter a certificate by hand, and do not let anyone else.
  • Keep a scan. Foreign applications are mostly made online.

We could not confirm how the passport office corrects a slip on a certificate. Ask at the counter, or its helpline.

Which Other Police Papers Are There?

  • Police verification for a passport. An enquiry made before a passport is issued. It produces no paper for you.
  • A character certificate. Issued by the district police, for a job or other purpose in India.
  • Verification for a job. Asked for by an employer, of the police.
  • The police clearance certificate. Issued by the passport office, for a foreign Government.
  • A foreign office that asks for a police certificate from India usually means the last.
  • A character certificate from the district is usually not what it wants. Check before sending one.

Read police verification and character certificate, overseas job name mismatch and apostille name mismatch.

Where Does a Gazette Come In?

Not in obtaining the certificate. Only where your own name has changed by choice. The Gazette then comes first, the passport next, and the certificate last. The notice is also the paper that explains your earlier name to a foreign office.

Step 1: Confirm that your own name has in fact changed

A certificate that follows a correct passport needs no Gazette.

Step 2: Do it before any foreign application

A name changed in the middle of an immigration file has to be explained at every later stage.

Step 3: Fix the exact new name

As it will stand in the passport's two boxes.

Step 4: Make the affidavit and publish the newspaper notice

Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself, then the passport, then the certificate

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Keep the notice. Foreign forms ask for proof of earlier names.

See gazette name change in Uttarakhand.

Which Gazette Should You Use?

The certificate follows the passport, and the notice may be read abroad. The Gazette of India is the one to use.

Step 1: Remember who issues the certificate

The passport office, on the passport.

Step 2: Remember what a passport office recognises

The Gazette of India.

Step 3: Use the Gazette of India

The notice may also be read by an immigration office abroad.

Step 4: Contact the Roorkee press only if a state notice suits another purpose

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 5: Download the notice

Search egazette.gov.in and save the PDF.

Which Mistakes Do Applicants Make?

Common mistakes with names and a police clearance certificate
MistakeWhat to do
Taking the certificate on a passport you mean to changeThe passport first
Typing the foreign form from AadhaarFrom the passport
Leaving out a maiden or earlier nameDeclare every name
Sending no paper to link an earlier nameA marriage certificate, or the Gazette notice
Sending a district character certificateThe passport office's certificate
Naming the wrong country in the applicationType it with care
Renewing the passport after the certificateRenew first, where you can
Not reading the certificateRead it the day it comes
Asking for a Gazette to get a certificateNone is needed for that

A typical case we handle: a man in Rudrapur had gone by "Sunny Singh" until his twenties, and all his school papers said so. He later took "Sandeep Singh" on Aadhaar and his passport, on an affidavit, and never published it. His immigration form abroad asked for all names used, with proof of any change. His police clearance certificate followed his passport and said "Sandeep Singh". He had nothing to show how Sunny became Sandeep. The change was published in the Gazette of India, and he sent the notice with his certificate and school papers. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For obtaining the certificate, a maiden name, a renewed passport and a slip. The passport office and a marriage certificate settle those. We are useful where a name was changed by choice and never published, and a foreign office asks for proof of the change.

Which Areas of Uttarakhand Do We Cover?

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The certificate is applied for on the passport office's portal. If you have used more than one name, send photos of your passport and older papers on WhatsApp, and we will tell you what links them.

People Also Ask About the Certificate

In which name is a police clearance certificate issued?

It follows the passport.

Who issues a police clearance certificate in India?

The passport office.

Is a PCC issued for a tourist visa?

Does a PCC show a maiden name?

Is a PCC the same as a character certificate?

No. They are different papers.

What is the fee for a police clearance certificate?

Guides put it at Rs 500, paid online when the application is made on the Passport Seva portal. Check the portal for the current fee before paying.

How long does a PCC take in India?

Guides say about 21 to 30 days in many cases, because the passport office waits for the local police report before issuing it. Settle the passport's name first, so the certificate is not taken twice.

Where do I go to apply for a PCC?

Apply and pay on the Passport Seva portal, then book an appointment at a Passport Seva Kendra, a Post Office Passport Seva Kendra or the Regional Passport Office, and attend with the original passport.

Why does a PCC wait for the police?

The certificate is issued only after the passport office receives a clearance report from the local police for your address. Guides say the report is commonly uploaded in seven to ten days after the police send it.

How do I check my PCC status?

On the Passport Seva portal, using the file number from your application. Read the name and passport number on the certificate the day it is issued.

Where do foreign nationals living in India get a PCC?

Not from the passport office. Guides say from the district police or the Foreigners Regional Registration Office. The passport office's certificate is for Indian passport holders.

That the certificate carries the passport's name is our reading of the passport office's note. We could not confirm that it lists earlier names, or how a slip on it is corrected. What foreign forms ask about earlier names is general guidance, and each country's own rule decides. The passport office and the foreign authority concerned are the authority.

The Certificate: The Short Version

A police clearance certificate is issued by the passport office to a passport holder, for residence, work, a long term visa or immigration abroad. It follows the passport. So settle the passport first, type the foreign form from it, and declare every earlier name. Link an earlier name with a marriage certificate or a Gazette notification, as the foreign authority asks. If the passport is re-issued later, ask if a fresh certificate is wanted.
