International Driving Permit Name Mismatch in Uttarakhand: Licence and Passport
For people going abroad to study, work or travel who mean to drive there: what the permit is, why it copies the name on the Indian licence, why that name has to match the passport, and what to correct before applying, not after.
An International Driving Permit name mismatch is prevented by bringing the Indian driving licence to the passport's name before applying. The permit is made from the licence and read abroad with the passport. A licence is corrected at the transport office, on the passport or another identity paper. No Gazette is needed for that.

A student leaving for Canada, or a family visiting a son in Australia, takes an International Driving Permit so as to drive there. Abroad it is read with the passport. An International Driving Permit name mismatch is found at a car rental desk, far from the office that could correct it. This page explains International Driving Permit name mismatch, and how to avoid it.
We do not apply for permits, and this subject needs no Gazette. What the permit is and which papers are asked for are from published guides. We did not read the motor vehicles rules for this page. For the licence itself, read name change in driving licence.
What Is the Permit, in Brief?
- What it is. A paper that presents your Indian driving licence in a form other countries recognise.
- Who issues it. An Indian transport office, to the holder of a valid Indian licence.
- What it rests on. The licence. It is not a licence by itself.
- How long. A year, or less if the licence expires sooner.
- How it is used. Abroad, with the original licence and the passport.
Foreign officials read it beside a passport. That is why a name that passes unnoticed at home matters here.
What Do Guides Say?
From published guides to the permit. We did not read the Central Motor Vehicles Rules, and guides differ on some points. Your transport office has the present requirements.
| Point | What guides say |
|---|---|
| Who can apply | The holder of a valid Indian driving licence who lives in India |
| Where | Online on the transport ministry's licence portal, or at the transport office for where the applicant lives |
| The form | Form 4A, giving the countries to be visited, with passport and visa details |
| Papers | The valid Indian licence, the passport, a visa where one applies, and photographs. Some list a medical certificate and tickets |
| Validity | One year from issue, or until the Indian licence expires, whichever is earlier |
| Abroad | The original Indian licence is carried with the permit |
One guide adds that the licence details fill in by themselves on the online application, from the licence database. If so, the name on the permit is whatever the licence record holds.
Which Three Papers Carry the Name?
| Paper | Where its name comes from | Who corrects it |
|---|---|---|
| The passport | The passport office | The passport office, by re-issue |
| The Indian driving licence | The transport office, often from papers given years ago | The transport office |
| The permit | The licence record | The transport office that issued it |
| The visa | The passport | The embassy |
The passport is the hardest to change and the one every other paper abroad follows. So the licence is brought to the passport, and the permit then comes out right by itself.
What Kinds of Mismatch Are There?
A short or loose name on the licence
- Initials, a missing middle name, a dropped surname
- Written at a first licence, long ago
- Corrected at the transport office, on the passport
A different surname
- A maiden name on the licence, a married name on the passport, or the reverse
- Both true, at different times
- The licence is brought to the passport, on the marriage certificate
A slip made in the application
- A wrong passport number, or a date mistyped
- The names agree, and a detail does not
- Corrected by the issuing office, before travel
The first is the usual one. A licence taken at eighteen in a short name sits in a wallet for twenty years, and nobody compares it with anything until it has to cross a border.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The licence has initials, the passport the full name | Correct the licence, then apply | No |
| The licence has a spelling slip | The same | No |
| The licence is in a maiden name | Correct it on the marriage certificate, then apply | No |
| The date of birth differs between the two | Correct whichever is wrong, on the birth or school certificate | No |
| The licence expires within the year | Renew it first | No |
| The permit is issued, and a slip is found | The issuing office, before travel | No |
| You are already abroad, and the names differ | Ask the Indian mission what it can do | No |
| Your own name has changed by choice | Gazette, passport, licence, then the permit | Yes |
A Gazette appears once in eight rows. The transport office settles the rest, if it is asked in time.
How Do You Apply Without a Mismatch?
This is the general method. The third step is the one that is skipped.
Step 1: Lay your driving licence beside your passport
Read the name on each, letter by letter, and the date of birth.
Step 2: Note how the passport divides your name
Given name in one box, surname in another. A licence has one line.
Step 3: If the two differ, correct the licence first
At the transport office, on the passport or another identity paper. The permit is made from the licence.
Step 4: See that the licence is valid well beyond your trip
The permit lasts a year, or until the licence expires if that is sooner.
Step 5: Apply for the permit, online or at the transport office for where you live
On the application form the rules prescribe, with passport and visa details as asked.
Step 6: Type the passport number and its dates from the passport
Not from memory, and not from an old booking.
Step 7: Read the permit before you leave the counter, or as soon as you download it
Name, date of birth, licence number and the classes of vehicle.
Step 8: Carry the permit, the original licence and the passport together abroad
The permit is read with the other two, and is of no use alone.
Why Does the Licence Come First?
- The permit is issued on the strength of the licence, by the same department.
- As guides describe it, the name is drawn from the licence record, and is not typed afresh.
- So a permit cannot be made to say something the licence does not.
- An application made on a licence that differs from the passport gives a permit that differs too.
- The licence is corrected at the transport office, on an identity paper in the right name. The passport itself serves.
- Do that first, see the corrected licence, and only then apply for the permit.
Read name change in driving licence, on the form and the proofs.
What About One Line, and Two Boxes?
- A passport sets out a name in two boxes: surname, and given name.
- A driving licence gives the name on one line.
- "Negi Suresh Kumar" on a licence and given name "Suresh Kumar", surname "Negi", on a passport are the same name in a different order.
- An official abroad may not see that at once.
- Where you can, have the licence carry the name in the order given name first, surname last, with every word the passport has.
- A passport with a single name and a blank surname box is a difficulty of its own. Settle the passport first.
Read name change in passport, on the two boxes, and adding a surname to a single name.
What About a Married Name?
- A woman may hold a licence taken before marriage, and a passport made or re-issued after it.
- The two then carry different surnames.
- Neither is wrong. They were made at different times.
- For driving abroad, the licence is brought to the passport's name, on the marriage certificate.
- A woman who kept her maiden name on both has nothing to do.
- Carry a copy of the marriage certificate abroad in any case. It explains an older paper if one turns up.
How Is It Read Abroad?
- A car rental desk asks for the passport, the licence and the permit, and reads the name across all three.
- So may a police officer at a roadside check, and an insurer after an accident.
- A difference gives each of them a reason to refuse: the car, the cover or the claim.
- The office that could correct the paper is then in another country.
- Each country decides for itself what it accepts from a foreign driver, and for how long. A permit is not accepted everywhere.
- Check the rule for the country you are visiting, on its own official site, before you rely on the permit.
Read visa application name mismatch and flight ticket name mismatch.
What About Timing?
- The permit is the last step. A licence correction before it takes its own time.
- A passport re-issue takes longer still.
- So look at the licence and the passport together when you first plan the trip, not in the week of the flight.
- Guides say the application asks for visa details. So the permit comes late in the order, after the visa.
- The permit lasts a year at most. For a long stay, ask how it is renewed, and what the country requires of a resident.
- A licence that will expire while you are away should be renewed before you go.
We could not confirm the present rule on renewing a permit from abroad. Guides differ. Ask the transport office.
Where Does a Gazette Come In?
Only where your own name has changed by choice. The passport and the licence are then both brought to the new name, and the permit follows. It cannot be done in the weeks before a trip.
Step 1: Confirm that your own name has in fact changed
A licence that spells your name differently from your passport is corrected at the transport office.
Step 2: Allow for the time
A Gazette, a passport re-issue and a licence change cannot be fitted into the weeks before a trip.
Step 3: Fix the exact new name
As it will stand in the passport's two boxes and on the licence.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, the passport, the licence, and last the permit.
Which Gazette Should You Use?
The permit is read with a passport, in another country. The Gazette of India is the one to use.
Step 1: Remember where the permit is read
In another country, with your passport.
Step 2: Remember what a passport office recognises
The Gazette of India.
Step 3: Use the Gazette of India
A state notice is not the paper for a passport.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Travellers Make?
| Mistake | What to do |
|---|---|
| Never comparing the licence with the passport | Compare them when you plan the trip |
| Applying on a licence with initials | Correct the licence first |
| Expecting the permit to carry the passport's name by itself | It copies the licence |
| Typing the passport number from memory | From the passport |
| Leaving the original licence at home | Carry all three |
| Assuming every country accepts the permit | Check that country's rule |
| A licence about to expire | Renew it first |
| Finding the slip at a rental desk abroad | Read the permit the day it is issued |
| Asking for a Gazette for initials | The transport office corrects the licence |
A typical case we handle: a young man from Dehradun, leaving to study abroad, took a permit a week before his flight. His licence read "R S Bisht". His passport read "Rohit Singh Bisht". His father asked us afterwards if a Gazette would join the two. It would not, and none was needed. Nothing about his name had changed. He should have had the licence corrected to the full name on his passport before applying. He did so on his first visit home, and took a fresh permit. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For initials, a spelling, a married surname and a slip in the application. The transport office settles those. We are useful only where your own name has changed by choice and a Gazette notification is needed.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The permit is applied for at your transport office or on its portal. Send photos of your licence and your passport's first page on WhatsApp, and we will tell you if they agree.
People Also Ask About the Permit
Which documents are needed for an International Driving Permit?
A valid Indian licence, the passport and a visa, as guides say.
Should the name on the permit match the passport?
Yes. They are read together abroad.
Where does the permit take the name from?
From the Indian driving licence.
How long is an International Driving Permit valid?
One year, or until the licence expires.
Is a gazette needed for an International Driving Permit name mismatch?
No.
Is the permit a licence by itself?
No. It is carried with the Indian licence.
Can an International Driving Permit be renewed abroad?
Yes, since 15 February 2021. An Indian mission in a country that signed the 1949 Geneva Convention verifies the papers and gives a receipt, the holder applies for a fresh permit on the Parivahan portal with that receipt, and the licensing authority couriers the new permit.
Which papers does the embassy ask for to re-issue a permit?
Indian missions list a valid Indian driving licence, a valid passport and the expired permit, and some also ask for a photograph and a copy of the visa. The names on all of them are read together, so the licence should already match the passport.
Why does every Indian permit now look the same?
The transport ministry's notification of 26 August 2022 standardised the format, size and colour of the permit across India, in line with the Geneva Convention, because state formats had differed and caused trouble abroad.
What is the QR code on the permit for?
The 2022 notification provides a QR code that links the permit to the driving licence. That link is another reason to correct the licence first: the permit is checked against it.
In which script is the name written on the permit?
Reports of the rules say entries on the permit are made in Latin characters, that is, in English. Make sure the English spelling on your licence is the one in your passport.
Which countries recognise an Indian permit?
India issues it under the 1949 Geneva Convention on Road Traffic, for acceptance on a reciprocal basis by other parties. Check each country's own rule before you drive there.

Who can apply, where, the form, the papers, the period of validity, that the original licence is carried with the permit, the fee, and that licence details fill in from the licence database, are from published guides to the International Driving Permit. We did not read the Central Motor Vehicles Rules or the transport ministry's own page for this, and guides differ on the medical certificate, tickets and renewal. That the permit copies the licence's name is our reading of those guides. How it is read abroad, and what each country accepts, are general guidance. We could not confirm if Uttarakhand issues a permit on a licence from another state. The transport office is the authority.

The Permit: The Short Version
An International Driving Permit is made from your Indian driving licence and read abroad with your passport. So compare the licence with the passport when you plan the trip. Where they differ, correct the licence at the transport office first, and only then apply for the permit. Carry the permit, the original licence and the passport together. Check what the country you are visiting accepts. A spelling or initials need no Gazette.
To find out if your papers agree, send photos on WhatsApp 9540005064, and we will reply in working hours.
The Permit Copies the Licence, and Is Read With the Passport. Make Those Two Agree First.
Send your licence and your passport's first page on WhatsApp. We tell you, free, if they agree.
