Live-in Relationship Registration Name Mismatch in Uttarakhand: Papers Under the UCC
For partners in Uttarakhand making the statement the state's law asks for, where a name on a supporting paper differs from Aadhaar: which papers are read together, who corrects each, what an earlier marriage adds, and what we could not confirm.
A live-in relationship registration name mismatch is settled by making the statement in each partner's Aadhaar name, and bringing the supporting papers to it. A landlord rewrites a rent agreement. A court corrects its decree. Registering changes nobody's name, and a spelling needs no Gazette.

Since January 2025, Uttarakhand's Uniform Civil Code has asked partners in a live-in relationship to give a statement to the Registrar. It is made in the names on their identity papers, with a few supporting papers. A live-in relationship registration name mismatch arises where one of those papers carries a different form of a name. This page explains live-in relationship registration name mismatch only.
We do not register relationships, and take no view of the law. What is required is from news reports of the Act and the rules, which have since been amended. Read the portal, or take a lawyer's advice, for the present position. For marriage, read name correction in a marriage registration certificate.
What Is the Registration, in Brief?
- What it is. A statement by two partners that they are in a live-in relationship, given to the Registrar.
- Under what. Uttarakhand's Uniform Civil Code, in force since 27 January 2025.
- Where. On the state's portal, or at the Registrar's office.
- In which names. The names on the partners' identity papers.
- What it does to a name. Nothing.
It is a record of a relationship, made from two people's existing papers. It does not create a new name for anyone, and does not need one.
What Is Reported?
From news reports of the Act and its rules. The rules are reported to have been amended in 2025, and we did not read them. Treat this as an outline only.
| Point | What is reported |
|---|---|
| Who | Partners in a live-in relationship within the state, residents of Uttarakhand or not |
| To whom, and when | A statement to the Registrar for the place they live, within a month |
| Papers | Officials named four: proof of residence, proof of date of birth, Aadhaar, and a rent agreement where there is one |
| An earlier marriage or relationship | A divorce decree, or the relevant paper where a spouse has died or an earlier relationship ended |
| A child | A child of a live-in relationship is the legitimate child of the couple |
| An end | A termination is also registered |
The law also provides penalties, and has been debated. Neither is the subject of this page. A person with a question about the law itself should read it, or ask a lawyer.
Which Papers, and Whose Names Are on Them?
| Paper | Name on it | Corrected by |
|---|---|---|
| Aadhaar | Each partner's name. The statement follows it | An Aadhaar centre |
| Proof of date of birth | The partner's name as on a birth or school certificate | The Registrar of births, or the board |
| Proof of residence | The partner's name as the issuing office holds it | That office |
| A rent agreement | Both partners, as the landlord wrote them | The landlord and tenants, by a fresh agreement |
| A divorce decree | The partner, in the name used in that marriage | The court that passed it |
| A death certificate of a former spouse | The deceased, and sometimes the spouse | The Registrar of deaths |
Each was written at a different time, by a different hand. The statement is the first place they are all read together.
What Kinds of Mismatch Are There?
A spelling or a short name on a supporting paper
- A rent agreement written by a landlord, a school paper in an older spelling
- Aadhaar is right
- The supporting paper is rewritten or corrected
A surname from an earlier marriage
- A divorce decree or older paper in a married surname
- Aadhaar in the maiden name, or the reverse
- Both true. The decree links them
Aadhaar itself not right
- A wrong spelling, or a name no longer used
- Every paper made from it will repeat the fault
- Aadhaar is corrected first
None of these arises from the relationship. Each was there before, and the statement only brings it to light.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The rent agreement spells a name differently | A fresh rent agreement, in the Aadhaar spelling | No |
| A school certificate has an older spelling | Another proof of birth, or correct it at the board | No |
| A divorce decree is in a married surname | Give it, with a line of explanation | No |
| The decree has a slip in a name | The court corrects it | No |
| Aadhaar is wrong | Correct Aadhaar first | No |
| The certificate issued has a slip | The Registrar who issued it | No |
| A child's birth is to be registered | Both parents' names as on Aadhaar | No |
| A partner's own name has changed by choice | Gazette, Aadhaar, then the statement | Yes |
A Gazette appears once in eight rows, and it has nothing to do with the relationship.
How Is It Put Right?
This is general guidance on names only. The first step is not optional.
Step 1: Read the state's portal, or the Registrar's office, for the present requirements
The rules have been amended since they began. Do not rely on an old list.
Step 2: Take out both partners' Aadhaar
The statement is made in those names.
Step 3: Lay each partner's other papers beside it
Proof of date of birth, proof of residence, and a rent agreement if there is one.
Step 4: Lay beside it any paper from an earlier marriage or relationship
A divorce decree, a death certificate, or an earlier termination.
Step 5: Note where a name differs, and decide which paper is wrong
Usually the supporting paper, not Aadhaar.
Step 6: Correct that paper at its own office, where it can be done in time
A landlord rewrites a rent agreement. A court corrects its decree.
Step 7: Submit the statement in the Aadhaar names, and explain any difference that remains
Truthfully, with the paper that links the two forms of the name.
Step 8: Read the certificate issued, and keep it
A landlord, and later a Registrar of births or marriages, may ask for it.
Why Does Aadhaar Lead?
- Reports say Aadhaar is required for registration online.
- The state's portal, for marriage, begins by signing up with an Aadhaar number, as our page on that certificate explains.
- So expect the statement to carry each partner's name as Aadhaar has it.
- Every other paper is then a supporting paper, read against that name.
- Look at both Aadhaar cards before beginning. A fault there is copied into the registration.
- Where Aadhaar is wrong, correct it first. It is quicker than correcting a registration afterwards.
What About the Rent Agreement and Proof of Residence?
- A rent agreement is written by a landlord or a typist, from what the tenants say.
- Names in it are often short, or spelt by ear.
- It is also the easiest paper to put right. A fresh agreement is signed in the Aadhaar names.
- Reports say landlords are expected to ask for the registration certificate. Ask the Registrar what is now required of them.
- Other proofs of residence follow the office that issued them, and are corrected there.
- A partner from another state gives proof of living in Uttarakhand, as the portal lists it.
What About an Earlier Marriage or Relationship?
- A partner who was married before gives the paper that shows the marriage ended.
- A divorce decree names the parties as they were in that marriage, often in a married surname.
- A woman who has since returned to her maiden name on Aadhaar will find the two differ.
- That is not a fault. The decree is itself the link between the two names.
- Give both, and say so in one line.
- A decree with a plain slip in a name is corrected by the court that passed it.
Read name change after divorce and a name wrong in a court order.
What About a Child's Papers?
- Reports of the law say a child of a live-in relationship is the legitimate child of the couple.
- The child's birth is registered like any other, with the Registrar of births.
- Both parents' names go on the birth certificate, each as on that parent's Aadhaar.
- The child's surname is the parents' choice.
- Write the parents' names with care. A child's every later paper is made from that certificate.
- Keep the registration certificate with the child's birth certificate. A school or an office may ask how the parents are related.
Read name change in birth certificate and child passport name mismatch.
What Follows a Marriage, or an End?
- Partners who later marry register the marriage separately, in the same Aadhaar names.
- We could not confirm what is done with the earlier registration at that point. Ask the Registrar.
- Reports say the end of a relationship is also registered, with the same Registrar.
- Keep the termination paper. Reports say it is asked for at any later registration.
- Neither a registration nor a termination alters a name on any identity paper.
- A woman who took a partner's surname informally, and now wishes to drop or keep it on her papers, is making a change of name in either direction.
Where Does a Gazette Come In?
Only where a partner's own name has changed by choice. Registering a relationship changes no name, and needs no Gazette.
Step 1: Confirm that a partner's own name has in fact changed
A spelling on a rent agreement or a decree is corrected by whoever wrote it.
Step 2: Understand that registration does not change a name
Neither partner's name alters by registering. A woman's surname is her own.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Ask the Registrar how a changed name is noted against a registration already made.
Which Gazette Should You Use?
The registration is the state's, but it follows Aadhaar. The Gazette of India is the one to prefer.
Step 1: Remember that the registration is the state's
Made on the state's portal.
Step 2: Remember that it reads Aadhaar
Which is central.
Step 3: Prefer the Gazette of India
It serves Aadhaar, and through it the registration.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Partners Make?
| Mistake | What to do |
|---|---|
| Relying on an old list of papers | Read the portal now |
| Not looking at Aadhaar first | Check both cards |
| A rent agreement in a different spelling | A fresh one, in the Aadhaar names |
| Hiding an earlier marriage to avoid a name question | Declare it, with the decree |
| Thinking registration gives a new surname | It changes no name |
| Entering a parent's name loosely on a child's birth certificate | As on that parent's Aadhaar |
| Losing the certificate | Keep it with the family's papers |
| Taking legal advice from a website | From a lawyer |
| Asking for a Gazette for a spelling | The author of the paper corrects it |
A typical case we handle: a woman in Dehradun was making the statement with her partner. Her Aadhaar read "Meenakshi Joshi", her maiden name, to which she had returned. Her divorce decree named her "Meenakshi Pant", and the rent agreement had "Meenu Joshi". She asked us if she needed a Gazette to bring the three together. She did not. Nothing about her name was changing. The landlord signed a fresh agreement in her Aadhaar name, and she gave the decree as it stood, with a line explaining the surname. This is an illustrative example of the type of case we handle, not a named client review.
