Seafarer CDC Name Mismatch in Uttarakhand: INDoS Profile and Merchant Navy Papers
For merchant navy officers, ratings and hotel staff on ships from Uttarakhand whose passport and sea papers do not carry one name: which record leads, how the seafarer profile is corrected, when a Gazette notification is asked for, and why it has to be done ashore.
A seafarer CDC name mismatch is settled in order: the passport first, then the seafarer profile, then the discharge book. The shipping directorate lets a seafarer request a correction of personal details online, with a scan of the passport. Guides say a small slip needs only the passport, and a major change of name needs a Gazette notification.

People from Uttarakhand go to sea as officers, ratings and hotel staff on ships. A seafarer carries a passport, a discharge book, a profile in a national database and many certificates, each made in a different office. A seafarer CDC name mismatch is one of them out of step with the passport. This page explains seafarer CDC name mismatch, and the order in which it is put right.
We do not correct seafarers' papers. That a profile can be corrected online is from the shipping directorate's published answers and its 2020 order. When a Gazette is asked for, and how a discharge book is corrected, are from guides. For the passport itself, read name change in passport.
What Are a Seafarer's Papers, in Brief?
- The passport. The seafarer's identity in every port.
- The database number and profile. A national number for each seafarer, with a profile holding name, date of birth, photograph, signature and certificates.
- The discharge book. The continuous discharge certificate, in which sea service is recorded.
- Certificates. Of training, and for officers of competency.
- Who keeps them. The shipping directorate, the Shipping Master and the training institutes.
A seafarer's papers are compared at every contract, every visa and many ports. A difference that might lie unnoticed ashore is soon found at sea.
What Does the Directorate Say?
The first three rows are from the shipping directorate's published answers and its 2020 order on updating the seafarer profile. The last three are from guides written by seafarers. Read the directorate's present circulars.
| Point | What is said |
|---|---|
| A wrong profile | A correction to a name, date of birth or address can be made by the seafarer online, under the directorate's circular of 2018 |
| How | A request for correction of personal details, made from the profile, with a scanned copy of the latest passport |
| A new passport | A change of passport can be requested online from the profile |
| Small and large | Guides: for a small correction such as a typing slip, the passport should be enough. For a major change of name, a Gazette copy is required |
| The discharge book | Guides: corrected by the Shipping Master's office that issued it, on a request with the original book, proof such as the passport, and a fee |
| The order | Guides: the profile is updated to the passport first, and the discharge book after |
The directorate's order treats a change of name, date of birth, gender or place of birth as a matter needing its own request. It is not something a training institute or a company can alter for you.
Which Papers, and What Does Each Follow?
| Paper | Follows | Who corrects it |
|---|---|---|
| The passport | Your identity papers | The passport office, by re-issue |
| The seafarer profile | The passport | The shipping directorate, on your online request |
| The discharge book | The profile | The Shipping Master's office |
| The seafarer's identity document | The profile | The issuing office, once the profile is right |
| Training and competency certificates | The profile | The institute or the directorate |
| The contract and the visa | The passport and the discharge book | The company, and the embassy |
It is a chain. Each link takes its name from the one before. A correction made in the middle, with the first link still wrong, has to be made again.
What Kinds of Mismatch Are There?
A slip in the sea papers
- A letter, a word such as NIL typed as a middle name, a swapped order
- Entered by an institute at the first course
- Corrected on the passport, online
A passport that was itself wrong
- The first passport was made in a hurry, before a pre-sea course
- The sea papers copied it faithfully
- The passport first, then everything else
A name that has changed
- A surname taken on marriage, or a name changed by choice
- Every sea paper carries the old one
- The passport, with a Gazette where needed, then the chain
The second can happen to those who joined young. A first passport taken in a short name becomes the pattern for every sea paper after it.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The profile has a typing slip, the passport is right | An online correction, on the passport | No |
| A stray word such as NIL in the name | The same | No |
| The profile is right, the discharge book is not | The Shipping Master's office | No |
| The passport has a slip | Re-issue the passport, then the chain | No |
| A new passport has been issued | Request the change of passport from the profile | No |
| A surname taken on marriage | The passport on the marriage certificate, then the chain. Ask what the directorate wants | Ask |
| The sea papers and the passport carry different names | Decide which is right. A large difference is a major change | Yes, as guides say |
| A name changed by choice | Gazette, passport, profile, discharge book | Yes |
Where the difference is more than a slip, a Gazette notification is the paper guides say is asked for. That is two or three rows of the eight.
How Is It Put Right, in Order?
This is the general order. Do not begin at the discharge book.
Step 1: Lay your passport, your discharge book and your seafarer profile side by side
Name, date of birth and place of birth, on each.
Step 2: Take the passport as the standard
Where it is right. Every sea paper is read against it.
Step 3: If the passport itself is wrong, correct it first
A re-issue. Do nothing to the sea papers until it is in hand.
Step 4: Decide if the difference is a small slip or a different name
A typing slip is one thing. A new or much altered name is another.
Step 5: Ask for a correction of personal details from your seafarer profile
Online, on the shipping directorate's site, with a scan of your latest passport.
Step 6: For a different name, add the Gazette notification
Guides say it is asked for where the change is a large one.
Step 7: Once the profile is right, have the discharge book corrected
Through the Shipping Master's office that issued it, with the fee and papers it asks for.
Step 8: Tell your company, and check every certificate before you next join a ship
Certificates of training and competency carry your name too.
Why Does the Passport Lead?
- The directorate's procedure asks for a scan of the latest passport with a request to correct personal details.
- Guides say the profile should be updated according to the passport.
- Abroad, a port officer or an immigration officer reads the discharge book beside the passport.
- So the passport is both the proof for the correction and the paper the result is later compared with.
- A seafarer whose passport is wrong gains nothing by correcting the sea papers to something else.
- Settle the passport, and wait for the new booklet, before touching anything in the profile.
Read name change in passport and visa application name mismatch.
How Is the Seafarer Profile Corrected?
- Every seafarer has a profile on the shipping directorate's site, opened with the database number.
- The directorate's published answers say a wrong name, date of birth or address is corrected by the seafarer online.
- Its 2020 order describes a request for correction of personal details, made from the profile, with the passport uploaded.
- Guides say a small slip is settled on the passport alone.
- Guides say a major change of name calls for a Gazette copy as well.
- Download the profile after it is corrected, and read it: name, father's name, date and place of birth.
We did not read the 2018 circular itself, or any later one. The directorate's site has them. Ask its help desk where the online request does not go through.
How Is the Discharge Book Corrected?
- The discharge book is a printed booklet. It is not changed by an online entry.
- Guides say it is corrected by the Shipping Master's office that issued it.
- They describe a request letter, the original book, a copy of the proof such as the passport, and a fee paid on the Government's payment portal.
- Guides also say the book is corrected only once the profile carries the right name.
- You part with the original book while this is done. You cannot join a ship without it.
- So do it early in your leave, and keep copies of every page before sending it.
We could not confirm the present fee or procedure. Ask the Shipping Master's office before posting anything.
What About Certificates and the Company?
- Training certificates are uploaded to the profile by the institutes, under your database number.
- The directorate's order tells institutes to check that a candidate's profile is right before uploading.
- A certificate issued in a wrong name is taken up with the institute that issued it.
- A certificate of competency is the directorate's own paper. Ask it how a corrected name is carried onto it.
- Your manning company holds copies of everything. Give it the corrected set before your next contract is drawn.
- A contract, a visa and a joining letter made on old papers will each repeat the old name.
Read overseas job name mismatch and documents to update after a Gazette name change.
Why Is It Done Ashore?
- A passport re-issue needs you at the passport office, and may leave you without a usable passport meanwhile.
- A discharge book correction needs the original book in the post.
- A seafarer at sea has neither to spare.
- So the whole chain is a job for leave, begun in its first week.
- Where a Gazette is needed, it comes before the passport, and takes weeks by itself.
- Tell your company your dates honestly, so that a contract is not drawn on papers that are about to change.
Read Gazette time and fees.
What Are the Steps of the Gazette of India Route?
For a seafarer whose name is changing, or whose passport and sea papers differ by more than a slip. Guides say this is the paper asked for in such a case.
Step 1: Confirm that it is a change of name, and not a typing slip
A slip is corrected on the passport alone.
Step 2: Do it between contracts
A name change with papers in three offices cannot be done from a ship.
Step 3: Fix the exact new name
As it will stand in the passport's two boxes, and then on every sea paper.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, the passport, the seafarer profile, the discharge book and the certificates.
Which Gazette Should You Use?
Sea papers are central, and are read with a passport abroad. The Gazette of India is the one to prefer. Ask the directorate first.
Step 1: Remember who keeps your sea papers
The shipping directorate, a central body.
Step 2: Remember what they are read against
The passport, in ports all over the world.
Step 3: Use the Gazette of India
A guide mentions a state Gazette being asked for. Ask the directorate which it accepts before you publish.
Step 4: Contact the Roorkee press only if you are told a state notice is wanted
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Seafarers Make?
| Mistake | What to do |
|---|---|
| Starting with the discharge book | Passport, profile, then the book |
| Correcting the profile on a wrong passport | The passport first |
| Asking the institute to change the name | Only the directorate, on your request |
| Typing NIL or a dot where there is no middle name | Leave it as the passport has it |
| Posting the discharge book without copies | Copy every page first |
| Beginning a week before joining | The first week of leave |
| Not telling the company | Give it the corrected set |
| A new passport, and the profile not updated | Request the change from the profile |
| Asking for a Gazette for a typing slip | The passport is enough |
A typical case we handle: a rating from Pauri held a passport and sea papers in the name "Vikram Lal". He had since taken the surname "Arya", and used it on his Aadhaar. A friend told him to write to the Shipping Master. We told him the passport came first, and that a surname replaced by choice was a change of name. It was published in the Gazette of India, his passport was re-issued, and he then asked for his profile and his discharge book to be brought to it, during one leave. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us

A Seafarer's Name: The Short Version
A seafarer's papers form a chain: the passport, the seafarer profile, the discharge book, and the certificates. Each follows the one before. Correct the passport first if it is wrong. Then ask online for the profile to be corrected, with a scan of the passport, and after that have the discharge book corrected by the Shipping Master's office. A slip needs only the passport. A changed name needs a Gazette notification. Do it all during leave.
To find out where your chain breaks, send photos on WhatsApp 9540005064, and we will reply in working hours.
