IELTS Name Mismatch in Uttarakhand: IELTS, TOEFL and PTE Registration
For students and migrants from Uttarakhand registering for an English test, whose name in the registration may not match the passport: what the test owners say, how to enter a name, what to do about a slip, and why the passport is settled before the booking.
An IELTS name mismatch is prevented by typing the registration from the passport: the full given name and surname, in the boxes the passport uses, with the same date of birth. For a slip, write to the test's customer service at once. A candidate whose name does not match the passport is not let in, and loses the fee.

A young person in Dehradun or Haldwani who plans to study abroad sits an English test first. The booking is made online, and the fee is large. On the test day the name in the booking is read against the passport. An IELTS name mismatch is discovered there, at the door. This page explains IELTS name mismatch, and the same problem in TOEFL and PTE.
We do not register candidates, and this subject needs no Gazette. What is said about names is from the TOEFL owner's own site and from guides to IELTS. Read each test's own identity policy before you book. For the passport itself, read name change in passport.
What Are the Tests, in Brief?
- What they are. Tests of English, asked for by universities and by immigration authorities abroad.
- Who runs them. Private bodies, each with its own rules and its own site.
- How they are booked. Online, by the candidate, with a fee.
- On what paper. For candidates in India, the passport.
- What comes out. A score report in the name registered.
These bodies are not Government offices. They are not moved by an explanation, a letter or an affidavit at the door. They apply a written rule, and the rule is that the names match.
What Do the Test Owners Say?
The first four rows are from the site of the TOEFL's owner. The last two are from guides to IELTS and TOEFL in India. Read each test's own policy before you book.
| Point | What is said |
|---|---|
| Exact match | The name used to register must exactly match the name on the identity paper to be shown on the test day |
| If it does not | The candidate will not be able to take the test, and the fee will not be refunded |
| How to enter it | The entire first name and the entire last name. Not a nickname, and not an initial alone as the first name |
| The identity paper | Valid, with a full name and date of birth exactly matching those registered, a recent photograph and a signature |
| In India | Guides say a valid original passport is the identity paper for both IELTS and TOEFL |
| The same paper | Guides say the identity paper used to register is the one to be carried on the test day |
For another of its tests, the same owner says that where a name has changed since registration, its customer service cannot change the name on the account, and recommends having the identity paper in the right name before registering. Take that as a warning for all of these tests.
What Is Read Against What?
| In the registration | Read against | When |
|---|---|---|
| Given name and surname | The passport's two boxes | At the door, on the test day |
| Date of birth | The passport | The same |
| Passport number | The passport in your hand | The same |
| The name on the score report | Your university application | Weeks later |
| The same name again | Your visa application | Months later |
The first check is the one people fear. The last two are the ones they forget. A name that got through the door in a slightly odd form can still trouble a visa officer who is matching a score to a passport.
What Kinds of Mismatch Are There?
A slip in typing
- A letter, a missing middle name, a swapped given name and surname
- Made on a phone, in a hurry
- Customer service, at once
A name the passport does not carry
- The name on Aadhaar or a degree, typed from habit
- The passport says otherwise
- The registration is brought to the passport
A passport that is itself not right
- A single name, a maiden name, a name being changed, or a passport about to be renewed
- The test only shows the problem up
- The passport is settled before any booking
The third is the one this site can help with. The first two are between you and the test's customer service.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| A spelling slip in the registration | The test's customer service, at once | No |
| Given name and surname in the wrong boxes | The same | No |
| Registered in the Aadhaar name, which differs from the passport | The same. The passport's name is used | No |
| The passport has a single name | The test's instruction for that case | No |
| The passport will be renewed before the test | Tell customer service the new number | No |
| The passport is in a maiden name | Register in it, or re-issue the passport first | No |
| The score report carries a slip | The test's customer service, before sending scores | No |
| Your own name has changed by choice | Gazette, passport, then register | Yes |
A Gazette appears once in eight rows, and it is finished before a test is ever booked.
How Do You Register So That Names Match?
This is the general method. It adds little to the booking.
Step 1: Open your passport to the photo page before you open the registration form
Everything is copied from it.
Step 2: See that the passport is valid on the test date, and its name is the one you mean to use
A passport about to expire, or one in a name you are changing, is settled first.
Step 3: Enter the given name and the surname in the boxes the passport puts them in
In full. No nickname, no initial, no title.
Step 4: If your passport has a single name, follow the test's own instruction for that case
Each test has one. Do not make up a surname to fill the box.
Step 5: Type the date of birth and passport number from the passport
Digit by digit.
Step 6: Read the whole form before paying, and the confirmation after
A slip found now is a message to customer service. A slip found at the door is a lost test.
Step 7: If you find a slip, write to the test's customer service at once
With your registration number and a scan of the passport.
Step 8: Carry the same original passport to the test
Not a photocopy, not a new passport with a new number unless you have told them.
How Are the Given Name and Surname Entered?
- A passport sets a name out in two boxes: surname, and given name.
- A registration form has the same two, often called first name and last name.
- Whatever stands in the passport's given name box goes in the first, in full, with any middle name it includes.
- Whatever stands in the surname box goes in the second.
- Do not move a middle name across, shorten "Kumar" to "Kr", or drop a word you do not use.
- The TOEFL's owner says an initial alone as a first name, or a nickname, is not to be used.
Read name change in passport, on the two boxes, and space, dot and joined name differences.
What If the Passport Has One Name?
- Many Indian passports carry the whole name in the given name box, with the surname box blank.
- A test's form insists on both a first and a last name.
- Each test publishes what to do in that case. They do not all say the same thing.
- Follow the instruction of the test you are booking, to the letter.
- Do not type a caste name, a father's name or a village name as a surname. That name is not on your passport.
- If you mean to study or live abroad for years, think about having a surname recorded on the passport first. A single name causes trouble well beyond a test.
We did not read each test's instruction for a single name. Read adding a surname to a single name and visa application name mismatch.
What About a Slip After Registering?
- Read the confirmation message the moment it arrives.
- If the name, the date of birth or the passport number is wrong, write to the test's customer service that day.
- Give the registration number, and attach a scan of the passport's photo page.
- Each test sets its own rule on what can be corrected, and until when. Some allow a spelling correction and not a change of name.
- Do not wait for the test day in the hope that the staff will be lenient. They are not given that choice.
- Keep the reply. Carry a print of it with the passport.
We could not confirm any test's deadline for corrections. Ask. Read admit card and hall ticket name mismatch.
What If Your Name Has Changed?
- A woman who has married, or a person who has changed a name by choice, may hold a passport in the old name.
- The tests go by the passport as it stands on the test day.
- So there are two honest ways. Register and sit the test in the passport's present name. Or change the passport first, and register after.
- What does not work is registering in a new name while the passport still carries the old one.
- The owner of the TOEFL says, for another of its tests, that an account's name is not changed for a name that has changed since registration.
- Think ahead to the visa. The score report, the passport and the application should all carry one name.
Read name change after marriage and documents to update after a Gazette name change.
What Follows After the Test?
- The score report is issued in the registered name, with the date of birth and often the passport number.
- A university matches it to your application by those details.
- A visa office matches it to your passport.
- So use the passport's form of your name on every university and visa form.
- Degrees and mark sheets in another form of the name are a separate matter, for the university's admissions office. Tell it early.
- A score report with a slip is taken up with the test's customer service before any score is sent.
Read visa application name mismatch and International Driving Permit name mismatch, for another paper read with the passport abroad.
Where Does a Gazette Come In?
Only where your own name has changed by choice. The Gazette comes first, then the passport, and only then the booking.
Step 1: Confirm that your own name has in fact changed
A slip in a registration is corrected by the test's customer service, not by a Gazette.
Step 2: Change the passport before you register
The tests go by the passport. Register only once it carries the new name.
Step 3: Fix the exact new name
As it will stand in the passport's two boxes.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then re-issue the passport, and only then book the test
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Which Gazette Should You Use?
These tests go by the passport, and your papers are going abroad. The Gazette of India is the one to use.
Step 1: Remember which paper the tests go by
The passport.
Step 2: Remember what a passport office recognises
The Gazette of India.
Step 3: Use the Gazette of India
Your papers are going abroad.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Candidates Make?
| Mistake | What to do |
|---|---|
| Typing the name from memory | From the passport |
| Using the Aadhaar or degree name | The passport's name |
| An initial or a short form | The entire name |
| Inventing a surname for a single-name passport | The test's own instruction |
| Letting an agent or a cafe register for you, unread | Read the form yourself before paying |
| Not reading the confirmation | Read it the same day |
| Hoping the staff will let a slip pass | Write to customer service at once |
| Renewing the passport after booking, and saying nothing | Tell them the new number |
| Booking in a new name on an old passport | The passport first |
A typical case we handle: a young woman in Dehradun booked a test through a coaching centre, which typed her name as on her degree, "Neha Bisht Rawat". Her passport read "Neha Bisht". Her father rang us a week before the test, asking if an affidavit would be accepted at the centre. We told him it would not help, and that no Gazette was needed. She wrote to the test's customer service the same day with a scan of her passport, and had the registration brought to the passport's name. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a slip in a registration, a single name and a renewed passport. The test's customer service and the passport office settle those. We are useful only where your own name has changed by choice and the passport needs a Gazette notification.

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. A test is booked on its own site. If your passport and your other papers carry different names, send photos on WhatsApp and we will tell you what to settle before you book.

What does PTE say about a passport with one name?

What if my name does not fit the PTE form?
PTE says to enter as much of the name as fits, and to tell it about the difference before the test. A candidate whose registration does not match the ID, and who has not told PTE, will not be allowed to sit the test.
What details must match for PTE besides the name?
PTE says the name, date of birth, citizenship and gender in the booking must match the ID, and that a candidate with an expired passport or mismatched details is turned away from the test centre.

What does IELTS cost in India?

Guides say no. A valid passport is the only accepted ID for IELTS registration and the test day in India, so wait for the passport and type the booking from it.

That the registered name must exactly match the identity paper, that a candidate otherwise cannot take the test and loses the fee, how a name is to be entered, and what the identity paper must carry, are from the site of the TOEFL's owner. That an account's name is not changed for a name that has changed since registration is from the same owner's page for another of its tests. That a passport is the identity paper in India, and that the same paper is carried on the test day, are from guides to IELTS and TOEFL. We did not read the identity policies of IELTS or PTE, any test's instruction for a single-name passport, or any deadline for corrections. What follows after the test is general guidance. Each test's own site is the authority.
