Foreign Credential Evaluation (WES) Name Mismatch in Uttarakhand
For graduates from Uttarakhand's universities applying for a WES or other credential evaluation to study, work or migrate abroad, whose name on degrees and marksheets differs from the passport or the application: what the evaluator says about names, what proof it reads, and what to correct before ordering sealed transcripts.
A WES name mismatch is the application name differing from your degrees or passport. WES says to enter your name exactly as on the credential. Correct a university slip before ordering sealed transcripts. For a married name, WES shows both names on the report. For a change by choice, give official proof, such as a Gazette notification.

Every year graduates from Garhwal, Kumaun, Doon and the technical universities apply to study or settle in Canada, the United States and elsewhere. A credential evaluation, often by WES, reads their Indian degrees for a foreign institution or immigration office. A WES name mismatch is the name on those degrees differing from the passport or the application. This page explains WES name mismatch.
We do not apply to evaluators, and this page is general guidance. The rules are from WES's own pages. For apostille and attestation, read apostille and document attestation.
What Is Credential Evaluation, in Brief?
- What. A foreign body's report on what your Indian degree is worth.
- Who. WES and other evaluators.
- Why. For admission, licensing or migration abroad.
- The documents. Transcripts and degrees, in sealed envelopes from the university.
- The name. Read against the application and, later, the passport.
An evaluator is careful about identity. A name that does not match slows everything.
What Does WES Say?
From WES's own pages on applications and on Indian credentials.
| Point | What WES says |
|---|---|
| The name | Enter your full name exactly as it appears on your credential |
| A difference | A different name on the application can delay the evaluation |
| After marriage | Both the application name and the name on the academic documents appear on the report |
| Indian documents | Consolidated transcripts or yearly marksheets from the degree-granting institution, in a sealed envelope |
| Sealed envelopes | Accepted directly from India-educated applicants in most instances since August 2021 |
The third row is good news for married women. The first is a warning for everyone.
Where Is Your Name Written?
| Record | Kept by | Where it is corrected |
|---|---|---|
| Degree and marksheets | Each university | The university |
| Migration certificate | The university | The university |
| Passport | The passport office | The passport office |
| The application | You | Before you submit |
| Proof of change | Registrar, Gazette or court | Its issuer |
The degree and the passport are the two to reconcile. Everything else follows.
What Kinds of Mismatch Are There?
A university slip
- A misspelt name on a marksheet
- The passport right
- The university corrects it
A married name
- Maiden name on degrees
- Married name on the passport
- Both shown on the report
A change by choice
- A new name adopted later
- Degrees in the old name
- Official proof needed
Each needs a different fix. Know which you have.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| A misspelt marksheet | The university | No |
| The migration certificate differs | The university | No |
| Maiden name on degrees | The marriage certificate | No |
| The passport differs | The passport office | No |
| An English test booked in another name | The test provider | No |
| A visa form | As the passport reads | No |
| Documents for apostille | Apostille | No |
| A change of name by choice | Gazette, then the passport | Yes |
A Gazette appears once in eight rows. The university, the passport office and a marriage certificate settle the rest.
How Do You Put It Right?
This is the general method. Start months before your deadline.
Step 1: Read your name on every degree and marksheet
Bachelor's and master's, from each university.
Step 2: Put your passport beside them
Immigration reads the passport.
Step 3: Decide which is wrong
A university slip, or a later change of name.
Step 4: Have the university correct a slip before ordering transcripts
The transcripts copy its record.
Step 5: Enter your name on the application exactly as on the credential
WES says to do so.
Step 6: If your name changed, give proof of the change
A marriage certificate, a Gazette or the passport.
Step 7: Order sealed transcripts from each university
As the evaluator's rules for India require.
Step 8: Read the report when issued
Both names may appear on it.
What About University Slips?
- The sealed transcripts copy the university's record of your name.
- A slip there will travel to the evaluator.
- Ask the university to correct it first, with your class 10 certificate.
- Then order sealed transcripts.
- Each university you attended is separate.
- Allow time; correction and transcripts both take weeks.

What About After Marriage?
- Many women have degrees in a maiden name and a passport in a married name.
- WES says both names will appear on the report.
- Keep the marriage certificate ready as proof.
- You need not change your degrees.
- Use the passport name where immigration asks.
- A registered marriage certificate is the clearest proof.
What About a Change by Choice?
- If you adopted a new name, your degrees stay in the old one.
- Evaluators commonly ask for official proof of a change of name.
- A Gazette of India notification is strong proof.
- Update your passport with it.
- Give the evaluator the notification, translated if needed.
- An affidavit alone may not be enough. Read the evaluator's rules.
Read gazette name change.
What About the Passport?
- Immigration authorities read the passport.
- The evaluation report should be traceable to it.
- Keep the passport in your current legal name.
- Carry proof of any earlier name on your degrees.
- English tests should be booked in the passport name.
- Visa forms follow the passport.
Read passport name change and visa applications.
What About Other Evaluators and Steps?
- Other evaluators exist, each with its own rules on names.
- Some ask for a marriage certificate, passport or court order as proof.
- Some countries ask for an apostille on documents.
- A foreign university may also read the names.
- Read each body's current rules before sending.
- Keep one set of proof ready for all of them.
Where Does a Gazette Come In?
Not for a university slip or a married name. Only where you changed your name by choice and need proof abroad.
Step 1: Confirm that your name has in fact changed
A spelling slip on a marksheet is the university's to correct.
Step 2: Remember what evaluators ask for
Proof of a change of name, such as a marriage certificate or official document.
Step 3: Fix the exact new name
The spelling that will go on your passport.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then the passport, then the evaluation.
Which Gazette Should You Use?
For use abroad, the Gazette of India is the one to use.
Step 1: Remember who reads the proof
A foreign evaluator, then a foreign immigration office.
Step 2: Remember the passport
It is issued on central proof.
Step 3: Prefer the Gazette of India
It is what the passport office and foreign bodies recognise.
Step 4: Do not rely on the Uttarakhand Gazette for this
Foreign use needs the central notification.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Applicants Make?
| Mistake | What to do |
|---|---|
| Entering the passport name when degrees differ | As on the credential, with proof |
| Ordering transcripts before correcting a slip | Correct first |
| No marriage certificate ready | Register the marriage |
| Relying on an affidavit alone | Read the evaluator's rules |
| Forgetting the bachelor's documents | Check what is needed |
| Using the Uttarakhand Gazette for foreign use | The Gazette of India |
| An English test in another name | The passport name |
| Leaving it to the last month | Start early |
| Paying an agent to "fix" names | Correct at the source |
A typical case we handle: a nursing graduate from Dehradun applied for evaluation to work in Canada. Her degree and marksheets read "Pooja Rawat". Her passport, renewed after marriage, read "Pooja Rawat Negi". She worried the evaluation would be refused. Her brother asked us about a Gazette. None was needed. She entered her name as on her credential, gave her marriage certificate, and the report showed both names. This is an illustrative example of the type of case we handle, not a named client review.

People Also Ask About WES Names
Which name should I enter on WES?
Exactly as on your credential.
My degree has my maiden name. Is that a problem?
WES shows both names on the report.
Can I send sealed envelopes myself?
In most instances, since August 2021.
What proof of a name change is accepted?
Official documents, such as a marriage certificate or Gazette.
Is a gazette needed for a WES name mismatch?
Only for a change by choice.
Should I correct my degree first?
Yes, if it has a slip.
How long is a WES ECA valid for Canada?
Five years from the date of issue. Ordering an additional ECA copy for IRCC from your WES account extends it for another five years, and the ECA can be reused for a new Express Entry profile.
How long does a WES ECA take?
About 35 business days after WES has received, reviewed and accepted all required documents and fees. A name problem found at review adds to that.
Is WES the only evaluator for Canada?
No. WES is one of five organisations designated by IRCC to provide ECAs, not counting the bodies for doctors and pharmacists.
Where does the WES reference number go?
On every document, letter and envelope sent to WES. Without it, WES cannot match the university's transcripts to your file.
Does WES evaluate trade qualifications?
No. WES does not evaluate occupational or trade qualifications, only academic credentials.
How must the sealed envelope be closed?
The university seals it, and its stamp or signature should cross the flap. An unsealed envelope, or one without the stamp across the flap, is reported to be rejected. Check that your marksheets and migration certificate carry your correct name before it is sealed.
