- How one is admitted. On an online application, by a merit list or an entrance test, as each year's prospectus sets out.
- What it awards. Its prospectus says the university awards the degree for the course to its regular students.
- Who signs its admission instructions. The office of the registrar.
A student's whole record is made and kept on one campus. Nothing passes through a college clerk in another town.

The instructions add that all admissions are provisional and subject to verification of original documents. Six papers, from four or five different offices, are laid side by side on one day. That is where a difference is first seen.
Where Does the Name Come From?
- The class 10 certificate fixes the name and the date of birth.
- The online application is typed by the candidate. The university advises keeping a printout.
- The merit list or entrance result is published in the name as typed.
- The admission form and registration form are filled and given with the certificates.
- The university's record is opened from those forms.
- Each semester's marksheet, the transcript and the degree are printed from it.
The candidate types the name once and writes it once more. Both times, copy it from the class 10 certificate, with the parents' names as they read there.
What Kinds of Mismatch Are There?
A slip in the university's record
- A marksheet differs from the class 10 certificate
- The slip came from the online application or the admission form
- Corrected by the university, on request
The papers given at admission disagree
- The migration or character certificate has another spelling
- Or a residence certificate was typed from Aadhaar
- Each is corrected by the office that issued it

The second kind is not the university's mistake, and it cannot cure it. It can only decline to rely on a paper that names someone a little different.

A Gazette appears once in eight rows. Everywhere else an office corrects its own paper.
How Do You Have It Corrected?
This is the general method. We could not find the university's own form or fee for a correction.
Step 1: Read your first marksheet against the class 10 certificate
Your name, your father's name and your mother's name.
Step 2: Find your copy of the admission form
It is where the university's record began.
Step 3: Speak to your department's office
Ask how the record has you, and how a correction is asked for.
Step 4: Write a request to the university
Stating the entry as it stands and as it should read, with your class 10 certificate and enrolment details.
Step 5: Have it forwarded through the head of your department
To the examination section or the registrar's office, as the university directs.
Step 6: Ask what else is needed
An affidavit, a fee, or the return of a marksheet already issued.
Step 7: Bring Aadhaar to the same name
Scholarships and later applications read it.
Step 8: Settle it before the final semester
The degree and the transcript are printed from the record.
What Do Provisional Admission and Verification Mean?
- The university's instructions say every admission is provisional, and subject to verification of original documents.
- So a seat is not settled by the merit list. It is settled when the originals are read and found in order.
- The reader compares the online application with the class 10 and class 12 certificates, and those with the certificates from the tehsil.
- A candidate from the state claims a reserved seat or a relaxation on residence and category certificates. Those are read most closely.
- A difference found on that day can be explained with a paper. A difference found later, in a marksheet, needs a correction.
- Check your own originals against one another a month before, and have the odd one reissued.

What About the Migration Certificate, and Undertakings?
- The university takes the transfer or migration certificate in original. It is the paper that releases a student from the last board or university.
- It is written by a clerk there, from that body's record, and often in a hurry. Slips in it are common.
- A slip is corrected by the body that issued it. This university will not alter another's paper.
- The instructions allow a student to give an undertaking where a certificate is not yet in hand, and require it within the time undertaken.
- A document that arrives later is read against the admission form. See that it carries the same name before you hand it over.
- A final marksheet of the qualifying examination, awaited at admission, is the commonest of these.

Whom Do You Approach?
- The department. Its office and its head deal with a student every semester. The university's own papers route forms through the heads of departments.
- The examination section. It prepares results and marksheets.
- The registrar's office. It issues the admission instructions and keeps the university's records.
- A request about a name starts at the department and is decided by the university's offices. All three are on one campus.
- Give the request in writing, with your enrolment details, and keep a copy with a receiving stamp.
- A graduate who has left writes to the registrar, naming the department, the course and the years of study.

What About Transcripts, and Going Abroad?
- The university teaches foreign languages among its courses, and a number of its graduates study or work abroad.
- A foreign university or an evaluation agency asks for a transcript, and reads it against the passport.
- The transcript carries the name in the university's record.
- A passport made in a shorter form of the name, or with the surname and given name split differently, is the usual difficulty.
- Where the university's record follows the class 10 certificate, bring the passport to it.
- Ask the university how a transcript is applied for and how long it takes, well before a foreign deadline.

Where Is the Degree Read?
- Recruitment. A commission or a department reads the degree with every earlier certificate, from class 10 upward.
- National tests. A test for a fellowship or a teaching post is taken in the candidate's name, and its certificate is read against the degree.
- Further study. Another university reads it at admission, with a migration certificate from this one.
- Private employers.A background check compares the degree with identity papers.
- Verification. An employer may ask the university to confirm the degree. The reply comes from its record.

How Does the Central Gazette Route Work?
Use this where your name has in fact been changed by choice, so that your degree is right for a name you no longer use. It does nothing for a slip, which the university corrects.
Step 1: Confirm that your name has in fact changed
A slip against the class 10 certificate is corrected by the university.
Step 2: Ask the university how it treats a changed name
A correction puts right a slip. A name changed after the degree is usually shown by a Gazette kept beside it.
Step 3: Fix the exact new name, and copy the old name from the class 10 certificate
Letter by letter.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then carry the Gazette with your degree
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Update Aadhaar and your passport, and show the Gazette wherever the degree is read.
Would the Uttarakhand Gazette Do?
A state university and a state employer may accept it. A graduate who may work or study elsewhere is better served by the Gazette of India.
