Van Panchayat Member and Sarpanch Name Mismatch in Uttarakhand
For right holders, council members and sarpanches of Uttarakhand's van panchayats, the village forest councils of the hills, whose name in the right holders' list, the resolution register, election papers or the council's bank papers differs from Aadhaar or the family register: who corrects each record, and why it matters at elections and for the council's work.
A van panchayat name mismatch is a name in the forest council's records differing from Aadhaar or the family register. Correct the family register where wrong, then ask the van panchayat to correct its list by resolution. Candidates use their Aadhaar name, and a new sarpanch updates the council's papers. No Gazette is needed for a home name.

Van panchayats are Uttarakhand's own: village forest councils, set up under rules from 1931, that still manage thousands of village forests in the hills. Right holders draw fodder, firewood and leaf litter, and elect a council headed by a sarpanch. Their names are written in village registers, often in home forms. A van panchayat name mismatch is that name differing from Aadhaar. This page explains van panchayat name mismatch.
We do not deal with van panchayats, and this subject needs no Gazette. The rules are from published studies and reports. For rights under the central forest law, read Forest Rights Act titles.
What Are Van Panchayats, in Brief?
- What. Village forest councils managing panchayat forests.
- Where. Only in Uttarakhand, mostly in the hills.
- Since. Rules from 1931, after the Kumaon forest agitations.
- Who. Right holders, an elected council and a sarpanch.
- The rules today. The Panchayati Van Niyamawali of 2005, amended since.
The council keeps a list of right holders and a register of resolutions. Both carry names.
What Is Published?
From an FAO case study, news reports and published summaries. The rules were amended again in March 2024.
| Point | What is published |
|---|---|
| Rules | The Panchayati Van Niyamawali of 2005, under the Forest Department, amended in 2012 and March 2024 |
| Right holders | All permanent inhabitants of the van panchayat's villages |
| Council | Up to nine elected members, headed by a sarpanch, for five years |
| Sarpanch | Responsible for meetings, accounts and files, among other duties |
| Elections | A drive between 2020 and 2022 revived van panchayat elections |
| Number | Over 11,000 van panchayats, by reports |
The second and third rows are where names are written.
Where Is Your Name Written?
| Record | Kept by | Where it is corrected |
|---|---|---|
| Right holders' list | The van panchayat | By its resolution |
| Resolution register | The van panchayat | A later resolution |
| Family register | The village office | The village office |
| Election papers | The officer holding the election | At nomination |
| Council's bank papers | The bank | The branch |
The family register is usually the source. Correct it first.
What Kinds of Mismatch Are There?
A home name
- The list writes the village name
- Aadhaar has another
- Corrected by resolution
A missing name
- Only male heads listed
- A woman or son not shown
- Added, as the van panchayat allows
The sarpanch's papers
- A new sarpanch, old signatures
- Or a sarpanch named loosely
- Updated
The first and third are paperwork. The second is also about who counts. Ask the council.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The right holders' list has a home name | The van panchayat, by resolution | No |
| The family register differs | The village office | No |
| A name is missing from the list | The van panchayat | No |
| Standing for election | The nomination | No |
| The voter list differs | Voter list | No |
| A new sarpanch | The council's papers and bank | No |
| A forest rights claim | Forest Rights Act | No |
| A change of name by choice | Gazette, then the rest | Yes |
A Gazette appears once in eight rows. The council and the village office settle the rest.
How Do You Put It Right?
This is the general method. The council decides by resolution.
Step 1: Read your name in the van panchayat's list of right holders
Or in the council's papers if you are a member.
Step 2: Put your Aadhaar and the family register beside it
Right holders are the village's permanent residents.
Step 3: Correct the family register where it differs
At the village office.
Step 4: Ask the van panchayat to correct its list
By resolution, in its register.
Step 5: If you stand for election, use your Aadhaar name
On the nomination and the voter list.
Step 6: If you are sarpanch, keep the council's bank and papers in your correct name
As the person who signs.
Step 7: Update the papers when the sarpanch changes
Signatories and accounts.
Step 8: Keep the resolution register safe
It records who decided what.
What About Right Holders?
- A published case study describes all permanent inhabitants as right holders under the rules.
- The van panchayat keeps a list for sharing fodder, firewood and other produce.
- Names are often written as the village knows people.
- The family register shows who lives in the village.
- Ask the van panchayat to correct the list to your Aadhaar name.
- The correction is recorded in the resolution register.
Read family register.
What About Women Right Holders?
- By custom, rights have often passed from fathers to sons.
- Some van panchayats have recognised women as right holders by resolution.
- A published case study describes one in Pithoragarh doing so for all resident women.
- A woman listed should be named as on her Aadhaar.
- Ask your van panchayat how it treats women.
- Women can also stand for the council.
Read self help groups, through which many women organise.
What About Elections?
- Council members are elected for five years, by published accounts.
- Reports describe elections being revived between 2020 and 2022.
- A candidate's name should match Aadhaar and the voter list.
- A mismatch can invite an objection at nomination.
- Correct the voter list or family register beforehand.
- Keep the result papers.
What About the Sarpanch?
- The sarpanch heads the council.
- Reports describe the 2005 rules as making the sarpanch responsible for meetings, accounts and files.
- Where the council has a bank account, the sarpanch may be a signatory.
- A new sarpanch should update signatures in their correct name.
- Resolutions should name the sarpanch correctly.
- Hand over registers properly at the end of a term.
Read bank records.
What About Van Panchayats and Forest Rights?
- Van panchayats run under the state's rules.
- The central Forest Rights Act is a separate law.
- Reports say community forest rights have rarely been recognised for van panchayat villages.
- A claim under the central Act has its own papers.
- Keep names the same across both.
- Ask the Forest Department and a lawyer which applies.
Read Forest Rights Act titles and khatauni.
Where Does a Gazette Come In?
Not for a home name. Only where a person has changed a name by choice.
Step 1: Confirm that your name has in fact changed
A home name in a village list is not a change of name.
Step 2: Remember the village records
The family register and van panchayat list are local.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar and village records.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar and the village records.
Which Gazette Should You Use?
Village records are local, Aadhaar and the bank central. The Gazette of India serves both.
Step 1: Remember whose rules these are
The state's Panchayati Van Niyamawali.
Step 2: Remember what else is read
Aadhaar and the bank, which are central.
Step 3: Either Gazette may serve village records
A state notice may suit them.
Step 4: Prefer the Gazette of India if Aadhaar and the bank must change
It serves both.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Happen?
| Mistake | What to do |
|---|---|
| A home name in the list | Your Aadhaar name |
| No resolution for a correction | Record it |
| A family register not updated | Update it |
| Standing for election with a mismatch | Correct first |
| Old signatures after a new sarpanch | Update them |
| Losing the resolution register | Keep it safe |
| Changing Aadhaar to the village name | Correct the list instead |
| Paying anyone to be listed | Never |
| Thinking a home name needs a Gazette | It does not |
A typical case we handle: a woman in a village near Almora was elected sarpanch of her van panchayat. The council's papers listed her as "Ganga Devi", her Aadhaar as "Ganga Bisht", and the council's account still carried the former sarpanch. Her husband asked us about a Gazette. None was needed. The council passed a resolution recording her Aadhaar name, and the account signatories were updated. This is an illustrative example of the type of case we handle, not a named client review.
