Self Help Group and NRLM Records Name Mismatch in Uttarakhand
For women's self help groups under the rural livelihoods mission: when a member's name will not link with Aadhaar, an office bearer's name at the bank is out of date, or the group's own name is written two ways. Who corrects each, and on what paper.
A self help group and NRLM records name mismatch is corrected in two places. A member's name in the mission's record is brought to her Aadhaar through the block's mission staff. A signatory's name at the bank is changed on the group's resolution and her identity papers. Neither needs a Gazette.

A women's self help group keeps three sets of names: its own, its members' and the two or three women who sign at the bank. A self help group and NRLM records name mismatch in any of them can hold up a fund release or a loan. This page explains self help group and NRLM records name mismatch for groups in Uttarakhand.
We do not deal with the mission or with banks, and this subject almost never needs a Gazette. How a group's bank account works is from the mission's handbook and the state mission's published answers. How the mission's own record is corrected could not be confirmed. For other schemes, read name change in government scheme records.
What Is the Group, and Who Supports It?
- The group. A small group of women from the same locality who save together and lend to one another. The mission's framework gives its size as 10 to 20 members, and as few as five in hilly areas.
- The mission. The national rural livelihoods mission, carried out in each state by a state mission. Its published answers on bank linkage name the state mission and a hill livelihoods body for this state.
- The staff. The mission works through units at the state, the district and the block. The block unit is the one a group deals with.
- The office bearers. A group chooses a few of its members, usually a president, a secretary and a treasurer, to act for it.
- The federation. Groups in a village and a cluster join in larger bodies, which have their own office bearers and accounts.
A group is not a company or a registered society. It is its members, acting together through a resolution written in its minute book. That book is the group's most important paper.
Which Three Sets of Names Does a Group Keep?
| Names | Held in | Checked against | Corrected by |
|---|---|---|---|
| The group's own name | The minute book, the bank account and the mission's record | Each other | The group's resolution, then the bank and the mission |
| Each member | The group's register and the mission's record | Her Aadhaar | The block's mission staff, on her Aadhaar |
| The office bearers who sign | The bank's record of the group's account | Their own identity papers | The bank, on a resolution and their papers |
Most trouble is in the second row, because a group's first list of members is written by hand at its first meeting, in the names the women call one another.
What Does the Handbook Say About the Bank Account?
From the mission's handbook on bank linkage and the state mission's published answers.
| Point | Position |
|---|---|
| Whose account it is | The savings account is opened in the name of the group, and not in the name of any office bearer or member |
| Who signs | Only members of the group. The group authorises three office bearers, with a condition that any two can transact |
| What starts it | A resolution of the group to open the account |
| What the bank is given | A copy of the resolution, identity and address proof of the office bearers, their photographs and the group's seal |
| Who has to come | The state mission's answers say all the members need not be present. The office bearers and a copy of the resolution are enough for the identity check |
| PAN | The same answers say PAN is not necessary to open the group's account, and that a declaration form is given in its place |
The first row settles a common fear. The group's money is not in the president's name. A change in her name, or of the president herself, does not touch the group's ownership of its account.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| A member is in the record under a home name, and her Aadhaar will not link | The block's mission staff correct her entry to Aadhaar | No |
| A member's Aadhaar is itself wrong | Correct Aadhaar, then the record | No |
| An office bearer's name at the bank differs from her Aadhaar | The bank updates its record on her identity papers | No |
| An office bearer has married, moved or died | A resolution naming a new one, and a fresh mandate at the bank | No |
| The group's name is spelt differently at the bank and in the mission's record | Bring both to the name in the minute book | No |
| The group wants a new name | A resolution, then the bank and the mission | No |
| A member has changed her own name by choice | Gazette, then Aadhaar, then her entries | Yes, for Aadhaar |
A group is run by resolutions. Almost everything in this table is done by writing one and taking a copy to the right office.
How Do You Put It Right?
This is the general method. Ask the block's mission staff for the current form.
Step 1: Find out which name is the trouble
The group's, a member's or a signatory's. Ask the staff or the bank what exactly was rejected.
Step 2: Collect every member's Aadhaar at a meeting
Read each against the group's register, aloud.
Step 3: Have any wrong Aadhaar corrected first
Each member at an Aadhaar centre, with her mobile number linked.
Step 4: Correct the group's own register
Write each member's name as on her Aadhaar, and record the correction in the minutes.
Step 5: Pass a resolution for whatever has to change at the bank or the mission
A new signatory, a corrected name, or the group's name.
Step 6: Give the block's mission staff the corrected list and the resolution
With copies of the Aadhaar cards, for the mission's record.
Step 7: Give the bank the resolution and the office bearers' identity papers
With photographs and the group's seal, as it asks.
Step 8: Check the passbook and the mission's record
The group's name and the signatories should read the same in both.
What About a Member's Name and Aadhaar?
- The mission keeps a profile of each group, with its members, on its own record. It has asked state missions to link members' Aadhaar with that record.
- Linking compares the name in the profile with Aadhaar. A woman entered as "Guddi" whose Aadhaar reads "Sunita Devi" does not link.
- The group cannot edit the mission's record itself. The village's community worker collects the correction, and the block's mission unit enters it.
- Give the staff a copy of her Aadhaar, and say plainly that her name has not changed. The first entry was a home name.
- Many women in the hills carry "Devi" on one paper and a family surname on another. Use the form on Aadhaar, and leave it at that.
- A member who has no Aadhaar, or whose mobile is not linked to it, should deal with that first.
We could not confirm the mission's screen or form for this. Read name change in Aadhaar card and from Kumari or Devi to a husband's surname.
What About the Office Bearers at the Bank?
- The bank knows the group through its office bearers. It holds each one's identity papers, photograph and signature.
- An office bearer whose name at the bank differs from her Aadhaar has her record corrected on her identity papers, like any customer.
- Where she has taken a married surname, she gives her marriage certificate with her updated papers.
- When an office bearer changes, the group passes a resolution naming the new one. The bank is given the resolution and the new signatory's identity papers.
- The old signatory's authority should be withdrawn in the same resolution. A group with a signatory who has left the village cannot draw its own money.
- Good practice is to rotate office bearers every year or two. Each rotation is a chance to check the names.
What About the Group's Own Name?
- A group names itself at its first meeting. The name goes into the minute book, onto the seal, to the bank and into the mission's record.
- It is often written a little differently each time: "Jai Maa Nanda" at the bank, "Jay Ma Nanda Devi" in the record, with the village added in one and not the other.
- Funds from the mission are sent to the group's bank account. An instruction for state missions lists the group's name among the bank details to be entered correctly in the mission's record.
- Decide the one spelling, in the script and in English, and record it in a resolution. Then give that resolution to the bank and to the block's mission staff.
- A group that wants a wholly new name does the same. Nothing is published, and no Gazette has any part in it.
- Have the seal remade if it differs.
What Happens When a Member Marries Out, Moves or Dies?
She marries out or moves
- She leaves this group. The minutes record it and settle her savings
- The mission's record is updated to show she has left
- She can join a group in her new village, where she is entered in her Aadhaar name
- If she was a signatory, a new one is named at once
She dies
- The group records it, with the death certificate
- Her savings and any insurance are paid to her nominee or family, as the group's rules and the cover provide
- Her nominee's name is read against the nominee's own Aadhaar
- A loan she owed the group is settled as its rules say
A bride who joins her husband's village group is one of the commonest new entries. Enter her in the name on her Aadhaar that day. If she takes a married surname later, correct the entry then. Read name change after marriage in Uttarakhand.
What About Loans, and a Member's Own Account?
- A bank lends to the group, on the group's resolution, signed by its office bearers. Their names on the loan papers should be as the bank holds them.
- The handbook also speaks of opening individual accounts for the members, and of linking Aadhaar and a mobile number.
- Some benefits and some larger loans go to a member herself. Her own account then has to be in her Aadhaar name and linked.
- A member who borrows as an individual is checked like any borrower, on Aadhaar and, for larger sums, PAN.
- Insurance and pension cover arranged through the group is in each member's own name, with her own nominee.
Where Does a Gazette Come In?
Almost never for a group. It comes in only for one woman as a person, where she has changed her own name by choice and Aadhaar needs a Gazette. The group's name and its signatories are changed by resolution.
Step 1: Confirm that it is a member's own change of name
A home name in the register, or a married surname, needs no Gazette.
Step 2: Fix the exact new name
The spelling that will go on Aadhaar and then on the group's records.
Step 3: Make the affidavit
State the old name, the new name, her father's or husband's name and her address. She signs before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file, then update Aadhaar and the group's records
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
That charge is many months of a member's savings. Be very sure it is a change of name she wants. See gazette name change in Uttarakhand.
Does the Uttarakhand Gazette Matter Here?
Not to the mission or the bank, which follow Aadhaar. The question is only which Gazette Aadhaar accepts.
Step 1: Ask the Aadhaar centre which Gazette it accepts
Her other records follow Aadhaar.
Step 2: Think about the bank
The Gazette of India serves it too.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Groups Make?
| Mistake | What to do |
|---|---|
| Writing members' home names in the first register | Copy each name from Aadhaar |
| Spelling the group's name differently each time | Fix one spelling by resolution |
| Leaving a signatory on the account after she has left | Name a new one by resolution at once |
| Opening the account in the president's own name | It is opened in the group's name |
| Paying for an affidavit or a Gazette to correct a member's entry | The block's staff correct it on Aadhaar |
| Thinking a Gazette can rename the group | A resolution does that |
| Not recording corrections in the minutes | Write every change in the minute book |
| Changing the seal and not the bank's record | Give the bank the resolution |
| Letting one person keep all the members' Aadhaar copies | Give copies only to the staff and the bank |
A typical case we handle: a group of seven women in a village of Pauri had its fund release held because four members would not link with Aadhaar. The register had them as Guddi, Munni, Bimla and Pushpa, and their Aadhaar cards carried fuller names. Someone told the president each woman needed a Gazette. None did. The group read the Aadhaar cards at its next meeting, corrected its register, recorded it in the minutes and gave the list to the block's staff. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a group, almost always. Its own resolution, the block's mission staff and the bank do everything. We are useful only where one member has changed her own name by choice and Aadhaar needs a Gazette first.

The points on the group's bank account are from the mission's handbook on bank linkage and the state mission's published answers. The size of a group and the mission's structure are from its framework. We could not confirm how a member's entry or a group's name is corrected in the mission's own record, so those parts, and the notes on members who leave, are general guidance. Your block's mission staff and your bank branch are the authority.

A Self Help Group's Names: The Short Version
A group keeps its own name, its members' names and its signatories' names. Copy each member's name from her Aadhaar into the register, and give the block's mission staff the corrected list. Change a signatory by resolution at the bank, with her identity papers. Fix the group's name in one spelling by resolution. Write every change in the minute book.
