Learner Licence Name Mismatch in Uttarakhand: Application and Driving Test
For young people and first-time drivers in Uttarakhand applying for a learner's licence, whose name, date of birth or father's name on Aadhaar differs from the school certificate, or whose learner's licence came out with a slip: why the online application copies Aadhaar, why the permanent licence copies the learner's, and what to correct before the driving test.
A learner licence name mismatch is best prevented: the online application takes your details from Aadhaar, and the permanent licence is made from the learner's record. Correct Aadhaar to your class 10 certificate before applying. A slip on an issued learner's licence goes to the transport office before the driving test. No Gazette is needed.

For most young people in Uttarakhand, the learner's licence is the first official card they apply for themselves. It is done online in minutes with Aadhaar, and six months later it becomes the driving licence they will carry for decades. A learner licence name mismatch is a slip made at that first step. This page explains learner licence name mismatch, and how to avoid carrying it forward.
We do not issue licences, and this subject needs no Gazette. The online service and its Aadhaar authentication are from the road transport ministry's notifications of 2021 and 2022. The ages are from the Motor Vehicles Act, 1988. For a licence already issued, read name change in driving licence.
What Is the Learner's Licence, in Brief?
- What it is. A licence to drive under supervision while learning.
- How long. Valid for six months.
- How it is got. By applying, often online, and passing a test on road rules.
- What follows. A driving test, and then the permanent driving licence.
- The system. A national licensing system, used by the state's transport offices.
The permanent licence does not ask for your name afresh. It carries forward the learner's record. A slip made at the learner's stage is the slip on your licence.
What Do the Law and Notifications Say?
From the road transport ministry's notifications of March 2021 and September 2022, as reported, and the Motor Vehicles Act, 1988.
| Point | What is said |
|---|---|
| Online, with Aadhaar | Since March 2021 the learner's licence can be applied for in a contactless way with Aadhaar authentication |
| Voluntary | The 2022 notification calls Aadhaar authentication voluntary, and lets a person without it use the service physically with another document |
| Age 16 | For a motorcycle without gear of engine capacity up to 50 cc, with a guardian's consent under 18 |
| Age 18 | For most other motor vehicles |
| Validity | A learner's licence is valid for six months |
The first row is why Aadhaar matters so much. Authenticate with it, and the application carries its details.
Where Does the Name Come From?
| Detail | Comes from | Read later by |
|---|---|---|
| Your name | Aadhaar, when authenticated | The permanent licence, employers, police |
| Date of birth | Aadhaar, or a proof you give | The age rule, and every later check |
| Relation's name | What you enter, or Aadhaar | The permanent licence |
| Address | Aadhaar, or a proof you give | The permanent licence |
| Vehicle class | What you apply for | The driving test |
The class 10 certificate is not in this table, but it is the paper an employer will read beside your licence for years. Make Aadhaar agree with it first.
What Kinds of Mismatch Are There?
Aadhaar differs from school papers
- A home name, a missing surname, a different date
- The learner's licence copies Aadhaar
- Aadhaar corrected before applying
A slip typed into the form
- A relation's name typed wrongly
- Or an address
- Corrected at the transport office before the test
A name that changed after
- A marriage, or a change by choice
- Before the permanent licence is made
- Ask the transport office
The first is the one to catch early. It is easy to correct Aadhaar at 17, and tiresome to correct a licence and Aadhaar at 30.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| Aadhaar has a home name | Correct Aadhaar, then apply | No |
| Aadhaar has a wrong date of birth | Correct it, then apply | No |
| The class 10 certificate is the wrong one | The school board | No |
| The learner's licence has a slip | The transport office, before the test | No |
| The father's name is wrong on it | The same | No |
| The learner's licence expired before correction | Apply afresh in the right name | No |
| The permanent licence already has the slip | Correct the driving licence | No |
| The applicant changed a name by choice | Gazette, then Aadhaar, then the licence | Yes |
A Gazette appears once in eight rows. Aadhaar and the transport office settle the rest.
How Do You Put It Right?
This is the general method. Most of it happens before you apply.
Step 1: Read your name, date of birth and father's name on Aadhaar
Online, the application takes them from Aadhaar.
Step 2: Compare them with your class 10 certificate
Employers and the police later read the licence beside it.
Step 3: Correct Aadhaar first, where it is the odd one
Before applying, since the learner's licence copies it.
Step 4: Apply on the transport portal, with Aadhaar authentication
Or at the transport office with another proof, if you do not use Aadhaar.
Step 5: Read the relation's name the form shows
Son of, daughter of, or wife of, as you choose to be known.
Step 6: Read the learner's licence the day it is issued
Name, date of birth, relation and vehicle class.
Step 7: For a slip, ask the transport office before the driving test
The permanent licence is made from the learner's record.
Step 8: Take the driving test in the same name
After the waiting period, and while the learner's licence is valid.
Why Does Aadhaar Come First?
- The online learner's licence uses Aadhaar authentication.
- So the name and date of birth come from Aadhaar.
- Many young people's Aadhaar was made in childhood, from what a parent said.
- Their class 10 certificate, made from school records, may differ.
- Correct Aadhaar to the class 10 certificate before applying.
- Aadhaar limits how often a name can be updated. Get it right in one go.
Read name change in Aadhaar card and child Aadhaar name correction.
What About the Relation's Name?
- A licence names a relation: a father, a mother, or for a married woman, a husband, as chosen.
- A father's name typed in short, or as the family calls him, goes onto the licence.
- Type it as on your class 10 certificate or Aadhaar.
- A married woman may choose her father's or husband's name. Choose what your other papers carry.
- A single mother's child may name the mother.
- Read it on the learner's licence before the test.
Read Aadhaar care of father or husband and single mother and child documents.
What About the Date of Birth and Age?
- The age rule turns on the date of birth: 16 for a small gearless motorcycle, 18 for most others.
- A wrong date on Aadhaar can make you too young on paper, or older than you are.
- The class 10 certificate is the usual proof.
- Correct Aadhaar's date to it, where Aadhaar is wrong.
- Aadhaar limits date of birth changes. One careful correction.
- A person under 18 needs a parent's or guardian's consent.
Read date of birth correction and Aadhaar date of birth update limit.
What Should You Do Before the Driving Test?
- The driving test is taken after a waiting period, while the learner's licence is valid.
- The examiner reads your identity paper against the learner's record.
- The permanent licence is printed from that record.
- So any slip should be corrected before the test, at the transport office.
- If the learner's licence expires first, apply afresh in the right name.
- Read the permanent licence the day it comes.
What About Applying Without Aadhaar?
- The ministry's 2022 notification calls Aadhaar authentication voluntary.
- A person without Aadhaar may apply at the office, proving identity with another document under the rules.
- The name on the learner's licence then comes from that document.
- Choose the paper with your name as you want it on the licence for life.
- Later, Aadhaar should be brought to the same name.
- Ask the transport office which documents it accepts.
Where Does a Gazette Come In?
Only where an applicant has changed a name by choice. A home name on Aadhaar, or a slip on the learner's licence, needs no Gazette.
Step 1: Confirm that your name has in fact changed
A slip on a learner's licence is not a change of name.
Step 2: Remember that the licence copies Aadhaar
Change Aadhaar, and the licence can follow.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar and the licence.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar and the licence
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Which Gazette Should You Use?
The licence is issued by the state on a national system, and reads Aadhaar. The Gazette of India serves both.
Step 1: Remember who issues the licence
The state's transport office, on a national system.
Step 2: Remember what it reads
Aadhaar, which is central.
Step 3: Prefer the Gazette of India
It serves Aadhaar and the transport office.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Learners Make?
| Mistake | What to do |
|---|---|
| Applying on an Aadhaar with a home name | Correct Aadhaar first |
| Not comparing Aadhaar with the class 10 certificate | Compare them before applying |
| Typing a father's name in short | As on your papers |
| Not reading the learner's licence | Read it the day it comes |
| Taking the test with a known slip | Correct it first |
| Letting the learner's licence expire | Take the test in time |
| Paying a tout to "fix" the name | The transport office does it |
| Not reading the permanent licence | Read it the day it comes |
| Asking for a Gazette for a learner's licence | Correct Aadhaar or the record |
A typical case we handle: a young man in Rishikesh applied online for a learner's licence at 18. His Aadhaar, made when he was six, read "Golu Negi". His class 10 certificate read "Gaurav Singh Negi". The learner's licence came out as "Golu Negi". His father asked us whether a Gazette was needed. It was not. He corrected Aadhaar to his class 10 certificate, let the first learner's licence lapse, and applied again in his right name before taking the test. This is an illustrative example of the type of case we handle, not a named client review.

That the learner's licence can be applied for in a contactless way with Aadhaar authentication since March 2021, and that a person without Aadhaar may apply physically with another document under the 2022 notification, are from reports of the road transport ministry's notifications. The ages and the six-month validity are from the Motor Vehicles Act, 1988 and its rules. That the permanent licence carries forward the learner's record, and the online test at home, are general practice, and vary by state. We did not read Uttarakhand's own arrangements. The transport office is the authority.
