OCI Card Name Mismatch for Families from Uttarakhand
For people of Uttarakhand origin who now hold another country's passport: how a changed or wrongly entered name on an OCI card is updated, what proof Indian missions ask for, and how papers back home in an older name are linked to it.
An OCI card name mismatch is put right through the OCI Miscellaneous Services option on the Government's OCI website, under updation of personal particulars. The card follows the foreign passport. Indian missions ask for the marriage certificate for a married surname, and a deed poll or name change document for any other change.

Many families from the hills have a son or a daughter settled abroad who now carries another country's passport and an OCI card. An OCI card name mismatch shows up at an airline counter, an immigration desk or a sub-registrar's office back home. This page explains OCI card name mismatch for families from Uttarakhand.
We do not file OCI applications. An OCI cardholder is a foreign citizen, and a change of that person's name is made under that country's law, not by an Indian Gazette. Where we help is with the Indian side: a parent's or the family's papers here. The requirements quoted are from Indian missions' own published checklists. For Indian citizens abroad, read name change for NRIs from Uttarakhand.
What Is the Card, and Whose Names Are on It?
- What it is. A registration as an Overseas Citizen of India, given to a foreign citizen of Indian origin, or to the foreign spouse of one. It works as a lifelong visa and gives certain rights in India. It is not Indian citizenship.
- Who issues it. The Government of India, through Indian missions abroad and the foreigners' registration offices in India, on its OCI website.
- The holder's name. As in the foreign passport at the time of registration.
- Other names in the record. The father's, the mother's and the spouse's, and the particulars of the Indian-origin relative the registration rests on.
- What it is read with. Always the current foreign passport. The two are shown together.
So there are two kinds of mismatch. The card may differ from the holder's present passport. Or the names behind the registration, a parent's or the holder's own old Indian name, may differ from papers in India.
What Do Indian Missions Ask For?
From the published OCI guidelines of two Indian missions. Each mission prints its own checklist, and they differ in detail. Read the one for the mission you will apply to.
| Point | Position |
|---|---|
| Where to apply | On the Government's OCI website, under OCI Miscellaneous Services, choosing updation of personal particulars. One mission notes this option is chargeable |
| What it covers | A change in name, nationality or gender, and the rectification of incorrect details filled in an earlier application |
| A surname changed on marriage | The registered marriage certificate, with the spouse's passport copy |
| Any other change of name | An enrolled deed poll. One mission words it as a name change document in English, apostilled |
| Name discrepancies between documents | A notary public's affidavit, as one mission lists it |
| The earlier name | Has to be mentioned in the application. Checklists warn that leaving it out leads to rejection |
| Also sent | The OCI card, and the current and earlier passports |
Nothing in these lists is an Indian Gazette notification. The proof asked for is the paper the holder's own country issues.
Whose Law Changes the Name?
- An OCI cardholder is a citizen of another country. A change of that person's name is made under that country's law: a deed poll, a court order, a marriage certificate or a naturalisation certificate, as that country provides.
- The foreign passport is then reissued in the new name, and the OCI card follows the passport.
- The Gazette of India's change of name procedure is, as we understand it, for Indian citizens. We could not confirm that it is open to a foreign citizen, and no mission's checklist we read asks an OCI holder for one.
- A person who changed a name while still an Indian citizen, before taking the foreign passport, may hold an Indian Gazette notification from that time. It remains good proof of that step.
So if someone offers an OCI holder a Gazette of India notice to "fix the OCI card", ask what office will accept it. The honest answer is usually none. The missions ask for the foreign document.
Which Case Is Yours?
| The situation | Route | Indian Gazette? |
|---|---|---|
| The card has a typing error against the passport | Miscellaneous Services, to rectify the entry | No |
| The holder married and the new passport has a new surname | Miscellaneous Services, with the registered marriage certificate | No |
| The holder changed a name abroad by deed poll | Miscellaneous Services, with the enrolled deed poll | No |
| The name was split or shortened at naturalisation | Miscellaneous Services, with the naturalisation paper and old Indian passport | No |
| A parent's name in the OCI record differs from the parent's own Indian papers | The parent, an Indian citizen, puts his or her own papers in order | Sometimes, for the parent |
| The holder's old Indian papers are in a different name from the passport | The foreign name change document links them | No |
| Land in Uttarakhand is recorded in the holder's old name | The linking document, and a lawyer here | No |
Row five is where our service has a part. It is the Indian relative's name, and the Indian relative applies.
How Do You Update the Card?
As Indian missions describe it. Follow the checklist of your own mission.
Step 1: Get the foreign passport right first
The card follows it. Change the passport under your own country's procedure.
Step 2: Collect the proof of the change
The registered marriage certificate, or the enrolled deed poll or other name change document, apostilled where the mission asks.
Step 3: Open OCI Miscellaneous Services on the Government's OCI website
Choose updation of personal particulars.
Step 4: Fill the form, and mention the previous name
Exactly as the old card and old passport had it.
Step 5: Upload the documents
The OCI card, the current and earlier passports, the proof of change, a photograph and signature as specified.
Step 6: Submit the printed application as the mission directs
To the mission or its service centre, with originals where asked, and pay the fee.
Step 7: Travel with care until the new card comes
Carry the old card, both passports and the proof of change.
Step 8: Check the new card against the passport
Letter by letter, the day it arrives.
What If the Indian Papers Differ at a First Application?
A first registration rests on proof of Indian origin: the applicant's own old Indian passport, or a parent's or grandparent's, with papers showing the relationship. Those papers come from home, and from another era.
- The applicant's old Indian passport may carry a name in a different form from the foreign passport: no surname, a village name, or a different order.
- The birth certificate from a municipal office in the state may spell the child or the parents differently.
- The certificate renouncing Indian citizenship is in the name on the last Indian passport.
- Checklists ask for the previous name to be stated, and for documents supporting any change or split of a name.
The cure is to state every form honestly and attach the paper that explains each step. A birth certificate that is simply wrong can be corrected by the Registrar here, on application by a relative with authority. Read name change in birth certificate in Uttarakhand.
What About the Parents' Names?
- The registration records the applicant's parents, and often rests on a parent's Indian passport or other proof of origin.
- A father who is "Bhagwan Singh" on his son's birth certificate and "Bhagwan Singh Rawat" on his own passport is a discrepancy the mission will ask about.
- The parent is an Indian citizen, living in India. His own name is his to put in order, by correcting the odd paper or, where he is truly known by two forms, by a Gazette notification stating both.
- One mission's checklist lists a notary public's affidavit for name discrepancies between documents. Ask your mission if that is enough before doing more.
- Where a parent has died, the discrepancy is explained by his papers. A Gazette cannot be taken out for a person who has died.
This is worth doing for its own sake. The same two names will trouble the family again at succession. Read father's name change and correction and alias name in a gazette notification.
What About the Holder's Own Records in India?
| Record | Kept by | How the name is updated |
|---|---|---|
| PAN | The income tax department | A correction request, on the foreign passport and the name change document |
| Bank accounts for non-residents | The bank | The bank's form, on the passport, the OCI card and the linking paper |
| Investments and insurance | The broker, fund house or insurer | After PAN and the bank |
| Education certificates | The board or university | They stay as issued. The linking paper explains them |
| Land and house records | The tehsil and the local body | They stay in the name they were acquired in. The linking paper is shown when they are dealt with |
Each Indian office decides for itself what foreign document it accepts, and may ask for it apostilled and, where not in English, translated. Ask before sending originals across the world. Read name change in PAN card and name change in bank records.
What About Property and Succession in Uttarakhand?
- Most enquiries of this kind begin with land or a house: a share to be sold, a father's estate to be settled, a power of attorney to be given.
- The record here shows the holder in the name used before leaving. The passport shown today says something else.
- A power of attorney signed abroad names the giver as on the foreign passport. It should also state the name as on the land record, and attach the paper that links the two.
- On a parent's death, mutation in favour of an heir abroad needs the heir's identity shown to the tehsil's satisfaction, again through the linking paper.
- The state has its own law on who may buy land, and central rules limit what kinds of land an OCI holder may acquire. Those are questions for a lawyer here, not for us.
Read power of attorney name mismatch, name correction in khatauni and land records and will and probate name mismatch.
Can You Travel on a Mismatched Card?
- The card is read with the passport at the airline counter and at immigration. Where the two carry different names, expect to be stopped and questioned.
- Carry the old passport, the proof of the change of name, and the acknowledgement of your update application.
- A mission's guidelines note that a holder who has a new passport can update its details through Miscellaneous Services. A change of name is a further step beyond that, and needs the reissue.
- An airline may refuse boarding on its own judgement. Apply well before you travel.
- The ticket has to be in the passport name, whatever the card says.
Where Does an Indian Gazette Come In?
Not for the OCI holder's card. It comes in for an Indian citizen in the family, usually a parent, whose own papers carry two forms of a name that the mission, a bank or a tehsil keeps questioning.
Step 1: Confirm whose name it is, and that the person is an Indian citizen and living
The parent applies, not the child abroad.
Step 2: Ask the mission if an affidavit will do
One checklist lists a notary's affidavit for discrepancies.
Step 3: Copy both forms of the name exactly
As each appears on the papers the mission will see.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult, with Rs 250 more for each alias. It is not refunded.
Step 8: Send the file, then send the child a clear copy
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. The published notification goes with the OCI application as the paper explaining the parent's two names.
Would the Uttarakhand Gazette Do?
A paper going to an Indian mission abroad, and perhaps to a foreign office after that, should be one every reader recognises. That is the Gazette of India.
Step 1: Ask the mission what it accepts for a parent's name discrepancy
Before the parent does anything.
Step 2: Think about where else the paper will be shown
The passport office, a bank, and offices abroad.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Families Make?
| Mistake | What to do |
|---|---|
| Buying an Indian Gazette notice to change an OCI holder's name | The missions ask for the foreign document |
| Applying for the card before the passport is changed | Passport first |
| Leaving the previous name out of the form | State it. Checklists warn of rejection |
| Sending a document that is not apostilled where it is asked for | Read the mission's checklist |
| Travelling on a card in the old name with no proof | Carry both passports and the linking paper |
| Reading one mission's checklist and applying to another | Use your own mission's |
| Leaving a parent's two names unexplained | Have the parent put them in order here |
| Signing a power of attorney in the passport name only | State the land record's name too |
| Treating the card as Indian citizenship | It is a registration. The holder is a foreign citizen |
A typical case we handle: a woman from Almora, now a citizen of another country, wrote to ask for a Gazette to change her name on her OCI card after her marriage. We told her she did not need one and that the mission would not ask for it. Her registered marriage certificate and new passport were the proof. But her application also showed her father under two forms of his name. He was living in Almora, and we prepared a Gazette of India notice for him stating both, which she attached. This is an illustrative example of the type of case we handle, not a named client review.
What is not our work
OCI applications, a change of name under a foreign country's law, and questions of who may own what land. Use the mission's own process, a professional in your country, and a lawyer here.
When you do not need us
For the OCI card itself, always. We are useful only where an Indian citizen in the family carries two forms of a name and one public paper is wanted to explain them.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. We work with the family at home on WhatsApp and by courier, and send the child abroad a clear copy.

My father's name is spelt two ways. Will my OCI be refused?
It will be queried. He can put his own papers in order in India.
Does my OCI card need reissue when I get a new passport?

How soon must I upload a new passport to the OCI portal?
Within three months of receiving the new passport, with a recent photo, under OCI Miscellaneous Services.
Is there a fee for uploading a new passport to the OCI portal?
No. Missions say no fee is charged for uploading the new passport and photo.

Yes. One mission's service centre lists changes in personal particulars such as name or nationality, and errors in the printed name, as cases needing physical reissue.
Do I have to carry my old passport with my OCI card?
A mission says a holder whose card shows the old passport number need not carry the old passport, but must carry the new one. Where the name has changed, carry the proof too.
Can I travel to India before my new passport is updated in the OCI record?
Missions say there is no restriction on travel between the issue of a new passport and the online acknowledgement. A name change still needs the reissue.

The process and the proof for updating a name are from the published OCI guidelines of two Indian missions. Checklists differ between missions and change. We could not confirm if the Gazette of India's change of name procedure is open to a foreign citizen. The notes on first applications, a holder's records in India, property and travel are general guidance. Your own mission's checklist is the authority.

OCI Card Name Mismatch: The Short Version
An OCI card follows the foreign passport. Change the passport first, then update the card through OCI Miscellaneous Services, stating the previous name, with the registered marriage certificate or the deed poll the mission asks for. An Indian Gazette is not part of that. A parent in India whose own papers carry two names can put them in order here, and that is where a Gazette may help.
Old records in India stay as they are, linked by the name change document. To find out which paper links the names, message us on WhatsApp 9540005064, and we will reply in working hours.
