Haj Application Name Mismatch in Uttarakhand
For intending pilgrims whose Haj application, passport and other papers do not carry one name, or whose passport has a single name with no surname: what the Haj Committee has said about passports, why it has to be settled before applications open, and what each member of a family group should check.
A Haj application name mismatch is prevented at the passport. See that each pilgrim's passport is machine-readable, valid to the date the committee sets, and has a surname in its own box. Then type the application from it, letter by letter. Settle the passport before applications open, since it has to be issued by the closing date.

A family may wait years for the chance to go on Haj, and the application window lasts a few weeks. Everything in it is read against the passport. A Haj application name mismatch is a form that does not match the passport, or a passport whose name is not set out as the pilgrimage now requires. This page explains Haj application name mismatch for intending pilgrims in Uttarakhand.
We do not handle Haj applications. What is asked of a passport is from the Haj Committee of India's own circular and from announcements for Haj 2027. Each season has its own dates. For the passport itself, read name change in passport.
What Is the Application, in Brief?
- Who takes it. The Haj Committee of India, under the Ministry of Minority Affairs, with the state Haj committees.
- How. Online, on the committee's portal or its mobile app, in a window announced each year.
- On what paper. A machine-readable Indian international passport.
- How pilgrims are chosen. By a digital random selection among those who applied.
- In what unit. A cover, which may hold one pilgrim or several of a family.
The pilgrimage is to another country, whose own systems read the passport by machine. That is why the form of a name in the passport matters here more than for travel within India.
What Has the Committee Said?
From the Haj Committee of India's circular of 2 June 2026 on passport readiness for Haj 2027, and from announcements of that season's application. Check the present season's announcement.
| Point | What was said |
|---|---|
| Kind of passport | It must be machine-readable |
| Validity | It must remain valid at least up to 31 December 2027, for that season |
| Surname | In fresh passport applications, the surname or last name field must not be left blank |
| Date of issue | Announcements said the passport had to be issued on or before the last date of application |
| Uploads | The passport's front and back pages, a photograph, a bank passbook page or cancelled cheque, and proof of address |
| Selection and cancellation | A digital random selection. Cancellation of a seat is strongly discouraged, with penalties |
The committee issued the passport advisory before the season was even announced, so that pilgrims would have time. The third row is the one this page is most concerned with.
Where Is a Pilgrim's Name Written?
| Paper | Written by | Read against |
|---|---|---|
| The passport | The passport office | Nothing. It is the standard |
| The online application | The applicant, or someone helping | The passport's scanned pages |
| The bank passbook page or cheque | The bank | The name the form asks for |
| The proof of address | Its issuer | The applicant |
| Papers of relationship | A registrar, a board, a ration office | The passports of the members |
| The visa and travel papers | The authorities, from the passport | The passport, by machine |
A machine at the far end does not read a name as a person does. It reads boxes. A surname box left empty, or a name run together in one box, is something a clerk here would understand. That is the likely reason for the committee's advice.
What Kinds of Mismatch Are There?
A single name, with no surname
- The whole name sits in the given name box
- Common in passports of older pilgrims
- Ask the committee. A re-issue may be needed
A slip in the application
- A letter, a date of birth, a name in the wrong box
- Typed at a cyber cafe from a photocopy
- Raised with the state Haj committee at once
The passport differs from other papers
- A maiden name, an older spelling, a different order
- Aadhaar, the bank and the marriage paper read otherwise
- The application follows the passport. The others are linked or brought to it
The first is particular to this pilgrimage, and catches people whose passports have served them well for years. Nothing was wrong with the passport when it was made.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The passport's surname box is blank | Ask the state Haj committee. A surname may have to be added by re-issue | Ask the passport office |
| The passport will not be valid long enough | Renew it before the announcement | No |
| The passport is not machine-readable | A fresh passport | No |
| A slip in the submitted application | The state Haj committee, at once | No |
| The passport is in a maiden name | Apply in it. Keep the marriage certificate | No |
| The bank account's name differs from the passport | The branch, or another account | No |
| Relationship papers are in other forms of the names | Papers that link them, in the passports' names | No |
| The pilgrim changed a name by choice | Gazette, then a re-issued passport, then apply | Yes |
Whatever the route, a passport change has to be finished before the closing date, since the passport has to be issued by then.
How Do You Prepare?
This is the general method. Begin a year before the season you hope for.
Step 1: Open each pilgrim's passport to its first and last pages
The name in two boxes, the date of birth, and the family details.
Step 2: See that it is machine-readable and valid long enough
The committee sets a date each year to which the passport has to remain valid.
Step 3: Look at the surname box
The committee has advised that it must not be left blank in a fresh passport.
Step 4: Have a passport renewed or re-issued where it falls short
Before the announcement, since a passport has to be issued by the closing date.
Step 5: Type the application from the passports, letter by letter
For every member of the group, in the passport's own boxes.
Step 6: Give a bank account in the name the committee asks for
With a passbook page or cancelled cheque that shows the name clearly.
Step 7: Keep the papers that show how the group's members are related
In the same names as the passports.
Step 8: Read the submitted form and keep the cover number
Raise any slip with the state Haj committee at once.
What About a Passport With No Surname?
- An Indian passport has two name boxes: surname, and given name.
- Many people have one name, or a name not divided that way. Their passports carry it all in the given name box, with the surname blank.
- In its advisory for Haj 2027, the committee said the surname or last name field must not be left blank in fresh passport applications.
- That advice speaks of fresh applications. For a passport already held with a blank surname, ask the state Haj committee what it requires for your season.
- If a surname has to be shown, the passport is re-issued with the name divided between the two boxes, or with a surname added.
- Decide the surname with care. It will stand on the passport, and should then stand on your other papers too.
We could not confirm what the passport office asks for when a name is only divided between boxes and not changed. Ask it. Read adding a surname to a single name and name change in passport.
What About Validity and Timing?
- The committee fixes a date to which the passport has to remain valid. For Haj 2027 it was 31 December 2027.
- Announcements also said the passport had to be issued on or before the last date of application.
- So a passport applied for during the window may arrive too late to be used.
- A renewal or re-issue involves an appointment, and often a police check. Allow months.
- Elderly pilgrims often hold old passports, or none. Start with theirs.
- The committee issued its passport advisory early for exactly this reason. Watch for the next one.
Read name change rejected at the passport office, on what goes wrong there, and visa application name mismatch.
What About a Family Applying Together?
- Members of a family usually apply in one cover, so that they are selected and travel together.
- Each member is entered from his or her own passport.
- The members' relationships are declared. Papers that show them should carry the same names as the passports.
- A wife's passport in her maiden name and a marriage certificate in both names sit together without trouble.
- Reports of the Haj 2027 guidelines describe paired applications, where one pilgrim's cancellation affects the other.
- So one member's faulty passport is the whole group's problem. Check every passport, the head's and each member's.
The rules on who may travel with whom are the committee's, and change. We did not read them. Read name change after marriage.
What About the Bank Account?
- The application asks for a bank passbook page or a cancelled cheque.
- It identifies the account to which any refund would go.
- The name on it is read against the applicant the form names for that purpose.
- An account in a short name, or in a relative's name, raises a question later, when money is to come back.
- Use an account whose name matches the passport, or have the account corrected first.
- Pay the committee only by the means it announces, and keep every receipt with the cover number.
Read name change in bank records and cheque payee name mismatch.
What About a Slip After Submitting?
- Many applications are filled at a cyber cafe or by a helper, from photocopies.
- Read the submitted form the same day, against the passports.
- If something is wrong, contact the state Haj committee at once, with the cover number.
- We could not confirm what corrections the committee allows, or until when.
- Do not wait for the selection in the hope it will not matter. A selected pilgrim's papers are read more closely, not less.
- The committee discourages cancellations and penalises them. A slip found late can cost money as well as the place.
Private operators also arrange Haj and other pilgrimages. With them too the passport is the paper everything follows. We name none.
Where Does a Gazette Come In?
Where a pilgrim has changed a name, and the passport is to be re-issued in the new one. Ask the passport office what it requires for your case before starting. Whatever is needed has to be finished before applications close.
Step 1: Confirm what in fact has to change
A surname added to a single name, or a spelling, has its own route at the passport office. Ask what it requires.
Step 2: Count the months backwards from the announcement
A Gazette takes weeks, and a passport re-issue more. The passport has to be issued by the closing date.
Step 3: Fix the exact new name
Given name and surname, as they will stand in the passport's two boxes.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then have the passport re-issued
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Apply for Haj only once the new passport is in hand.
Which Gazette Should You Use?
Haj runs on the passport, and a passport office recognises the Gazette of India. There is no choice to weigh.
Step 1: Remember which paper Haj runs on
The passport.
Step 2: Remember what a passport office recognises
The Gazette of India.
Step 3: Use the Gazette of India
A state notice is not the paper for a passport.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Applicants Make?
| Mistake | What to do |
|---|---|
| Looking at the passport when the window opens | Look a year before |
| Checking only the head of the family's passport | Every member's |
| Ignoring a blank surname box | Ask the committee what it requires |
| Applying for a passport during the window | It has to be issued by the closing date |
| Typing from a photocopy at a cyber cafe | From the passport, and read it yourself |
| Giving a relative's bank account | One that matches the passport |
| Waiting for the selection to raise a slip | Raise it the day you see it |
| Choosing a surname in a hurry | It will stand on all your papers |
| Paying a middleman for a place | Selection is by draw. Apply yourself |
A typical case we handle: an elderly couple near Roorkee hoped to apply for Haj with their son. The father's passport, made long ago, carried his whole name in the given name box and nothing in the surname box. Their son read the committee's advisory and asked us if a Gazette was needed to "add a surname". We told him to ask the passport office and the state Haj committee first what each required. He did, well before the announcement, and the passport was re-issued in time with the name set out in both boxes. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a slip in an application, a passport's validity, a bank account and a maiden-name passport. The committee, the passport office and the bank settle those. We are useful only where a pilgrim's name is in fact being changed and the passport office asks for a Gazette notification.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The application is made on the committee's portal from anywhere. If a passport and a pilgrim's other papers disagree, send photos on WhatsApp and we will tell you what to settle first.
