Mahila Mangal Dal and Yuvak Mangal Dal Name Mismatch in Uttarakhand
For members and office bearers of village Mahila Mangal Dals and Yuvak Mangal Dals in Uttarakhand, whose names in the Dal's list, the Gram Sabha proposal or the department's record differ from Aadhaar, residence or birth certificates, or the group's bank account: what the schemes ask for, and who corrects each record.
A Mangal Dal name mismatch is a member's or office bearer's name in the Dal's records differing from Aadhaar or certificates. Schemes ask for members' Aadhaar and residence papers, and pay grants to the group's account. Correct each member's odd paper first, then ask the Youth Welfare and PRD office to correct the list. No Gazette is needed.

Almost every hill village in Uttarakhand has its Mahila Mangal Dal and its Yuvak Mangal Dal. Women's groups have led forest protection and campaigns against liquor; youth groups run sports and small enterprises. The state's Youth Welfare and PRD Department forms them and funds their work. A Mangal Dal name mismatch is a member's name differing across the papers schemes read. This page explains Mangal Dal name mismatch.
We do not register Dals, and this subject needs no Gazette. Scheme details are from published scheme descriptions. For livelihood groups, read self help groups.
What Are Mangal Dals, in Brief?
- Mahila Mangal Dal. A village women's group.
- Yuvak Mangal Dal. A village youth group.
- Who forms them. The Youth Welfare and PRD Department.
- How many. One of each in every Gram Panchayat, by published details.
- Why it matters. Membership is needed for the department's schemes.
The Dal's list names each member. Every grant reads it.

| Papers | Members' Aadhaar and residence certificates, and for some schemes birth and educational certificates |
| Payment | Grants paid to the group's bank account |

How Do You Put It Right?
This is the general method. Do it before applying for a grant.
Step 1: Read each member's name in the Dal's list
As the Gram Sabha proposal and the department record it.
Step 2: Put each member's Aadhaar beside it
Scheme proposals ask for members' Aadhaar.
Step 3: Check the residence and birth certificates too
Some schemes ask for them.
Step 4: Correct the odd paper at its office
Aadhaar, the tehsil, or the Registrar.
Step 5: Ask the Youth Welfare and PRD office to correct the Dal's record
With the corrected papers.
Step 6: Keep the Dal's bank account in its registered name
Grants are paid to it.
Step 7: Update office bearers and signatories when they change
President, secretary, treasurer.
Step 8: Keep the registration number and proposals safe
Every scheme asks for them.
What About Members' Papers?
- Schemes ask for every member's Aadhaar and residence certificate.
- Some also ask for birth and educational certificates.
- A woman's papers may carry a maiden name and a married name.
- Link them with the marriage certificate.
- Correct a member's odd paper at its own office.
- Collect copies before the application date.
What About Office Bearers?
- A Dal has office bearers, such as a president, secretary and treasurer.
- Their names appear on applications and at the bank.
- When they change, record it with the department.
- Update the bank's signatories.
- Use each bearer's Aadhaar name.
- Keep the resolution recording the change.
Read van panchayat sarpanch, a similar village role.
What About the Group's Account?
- Grants are paid to the group's bank account.
- The account should carry the Dal's registered name.
- Signatories should be current office bearers, in their correct names.
- An old signatory can hold up withdrawals.
- Keep the passbook updated.
- Record spending in the Dal's register.
Read bank records.
What About Grants and Schemes?
- Published details describe help for materials under a Swavalamban scheme.
- They also describe financial help for employment projects in set sectors.
- Applications go through the regional and district Youth Welfare officers.
- A committee or the directorate approves.
- Every member's papers are read.
- Ask the office which schemes are open now.
Read self help groups.
What About Other Village Groups?
- A woman may be in a Mahila Mangal Dal, a self help group and a van panchayat.
- A youth may be in a Yuvak Mangal Dal and a sports club.
- Each keeps its own list.
- Use the same Aadhaar name in all.
- A correction in one does not change the others.
- Correct each in turn.
Read van panchayats and sports certificates.
Where Does a Gazette Come In?
Not for a home name. Only where a member has changed a name by choice.
Step 1: Confirm that a name has in fact changed
A home name in a group list is not a change of name.
Step 2: Remember the group's records follow members' papers
Correct the papers, then the list.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar and certificates.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, certificates and the Dal.
Which Gazette Should You Use?
The department is the state's, Aadhaar and the bank central. The Gazette of India serves both.
Step 1: Remember whose groups these are
The state's Youth Welfare and PRD Department.
Step 2: Remember what else is read
Aadhaar and the bank, which are central.
Step 3: Either Gazette may serve state records
A state notice may suit them.
Step 4: Prefer the Gazette of India if Aadhaar and the bank must change
It serves both.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Dals Make?
| Mistake | What to do |
|---|---|
| Home names in the member list | Aadhaar names |
| Applying with one member's papers in conflict | Correct first |
| Former bearers still at the bank | Update signatories |
| No resolution for changes | Record them |
| The account in a bearer's own name | The Dal's name |
| Losing the registration number | Keep it safe |
| Changing Aadhaar to the village name | Correct the list instead |
| Paying an agent for a grant | Apply through the office |
| Thinking a home name needs a Gazette | It does not |
A typical case we handle: a Mahila Mangal Dal in Pauri applied for help to buy tent and utensil sets. The list named one member "Bimla", her Aadhaar "Vimla Devi", and her residence certificate "Vimla Rawat". The office returned the proposal. The Dal's president asked us about a Gazette. None was needed. The member brought her residence certificate to her Aadhaar name, and the office corrected the list. This is an illustrative example of the type of case we handle, not a named client review.
