Name Change in PPF and Sukanya Samriddhi Accounts in Uttarakhand
For long-term savings accounts that outlast a change of name: a PPF account opened before marriage, a daughter's account opened in a baby name, a guardian's name that has changed. Whose name is in question, where it is corrected, and why to do it before the account matures.
A name change in PPF and Sukanya Samriddhi accounts is asked for at the bank branch or post office that holds the account. The name has to match the holder's PAN and Aadhaar. A married surname rests on the marriage certificate, and any other change on a Gazette notification. A daughter's account follows her birth certificate.

These accounts run for fifteen years or more, and a name rarely stays still that long. A name change in PPF and Sukanya Samriddhi accounts is best made well before maturity, when a mismatch can hold up the whole sum. This page explains name change in PPF and Sukanya Samriddhi accounts for savers in Uttarakhand.
We do not deal with banks or post offices. We prepare the Gazette notification, where a holder or a child has changed a name. We could not confirm the schemes' own written procedure for a change of name, so parts of this page are general guidance. For other post office savings, read name change in post office savings, NSC and KVP.
What Are the Two Accounts, and Whose Names Do They Carry?
| Point | Public Provident Fund | Sukanya Samriddhi |
|---|---|---|
| Who it is for | Any individual. A guardian can open one for a minor | A girl child, opened before she is ten |
| Where it is held | A post office or an authorised bank branch | A post office or a designated bank branch |
| Names on the account | The holder, and the nominee | The girl as account holder, and the guardian who opened it |
| Paper the name came from | The holder's identity proof at opening | The girl's birth certificate, and the guardian's identity proof |
| How long it runs | Fifteen years, and longer if extended | Deposits for fifteen years, and the account for some years after that |
Both are Government savings schemes with the same rules everywhere. The Government says a Sukanya account can be opened at any post office or designated commercial bank branch, by the guardian, from the girl's birth until she is ten, with one account for each child. The bank or post office is only the place where the account is kept, and it is that office which holds and corrects the name.
Why Does a Long Account Need a Matching Name?
- PAN and Aadhaar are now asked for. A finance ministry circular of 2024, as reported, directed post offices to obtain the PAN and Aadhaar of the account holder or guardian. Once they are on record, the name is compared.
- Maturity and withdrawal. The money is paid to the holder's own bank account, in the holder's own name, on identity proof.
- A daughter taking charge. When she becomes an adult she gives her own identity papers. They are compared with the name the account was opened in.
- Transfer. Moving the account to another branch or another town is done by the holder or guardian on record.
- A claim after a death. The nominee's or heir's name is compared with the nomination, and the dead holder's with the death certificate.
For fifteen years nobody looks. Then, in the month the family needs the money for a wedding or a college fee, somebody does.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The passbook misspells the holder, and PAN and Aadhaar are right | A correction at the account office, on identity proof | No |
| A PPF holder has taken a married surname | The marriage certificate, with updated PAN and Aadhaar | No |
| A PPF holder has changed a name by choice | The Gazette notification, with updated PAN and Aadhaar | Yes |
| A daughter's account was opened in a baby name or without a surname | Her corrected birth certificate and her Aadhaar | Sometimes |
| The guardian's name on the account has changed | A correction for the guardian, on the guardian's own papers | Only if by choice |
| A grandparent opened the daughter's account | Transfer of guardianship to a parent or legal guardian | No |
| The holder or the guardian has died | A claim by the nominee or heir, or a change of guardian | No |
The fourth row is the commonest and the one families notice last. It is settled most easily while the girl is still a child.
How Do You Apply?
This is the general method. Take the account office's own form and list, which we could not confirm.
Step 1: Read the passbook
Note the holder's name, the guardian's name, the date of birth and the nominee, letter by letter.
Step 2: Put the identity papers beside it
The holder's PAN and Aadhaar, and for a daughter's account her birth certificate and Aadhaar.
Step 3: Decide whose name is wrong, and where
The account, or the identity paper. Correct the identity paper first if that is the odd one.
Step 4: Go to the branch or post office that holds the account
Not any branch. The account's home office keeps the record.
Step 5: Ask for its form for a change in the account holder's particulars
A written request is taken where there is no printed form.
Step 6: Attach the proof
Identity papers in the right name, and the marriage certificate, the corrected birth certificate or the Gazette notification as the case needs.
Step 7: Submit it with the passbook, and take an acknowledgement
The guardian signs for a minor's account.
Step 8: Check the updated passbook, and the nomination
Before you leave the counter.
What Comes Up in a PPF Account?
- An account opened before marriage. A woman who has since taken her husband's surname on PAN and Aadhaar has the account updated on her marriage certificate. If she has kept her maiden name on PAN and Aadhaar, nothing needs doing.
- An account opened long ago at a post office may carry a short form or an old spelling. A spelling is corrected on identity proof.
- A person is allowed one PPF account. Do not open a second in a new name. Update the first.
- A minor's PPF account is in the child's name with the guardian operating it. When the child becomes an adult, the child's own identity papers are given and the account continues in that name.
- An extension or a loan against the account is asked for by the holder on record. Have the name right before applying.
- A transfer from a post office to a bank, or between branches, carries the name as it stands. Correct it before or after, not during.
What If the Daughter's Name in a Sukanya Account Is Not Her Name Now?
The account is opened on the girl's birth certificate, often in her first year. Many birth certificates of that age carry a pet name, or a first name alone. By the time she is at school, her Aadhaar and her school record carry a formal name with a surname.
How it is put right
- Decide her name once, as it will be on her class 10 certificate
- Have the birth certificate brought to that name by the Registrar, where the rules allow
- See that her Aadhaar carries the same name
- Give the account office the corrected birth certificate and her Aadhaar, with the guardian's request
Where a Gazette comes in
- Where the Registrar will not alter the birth certificate, and the two names are plainly different
- The parents apply for the minor's change of name in the Gazette
- The notification then links the name on the account to the name on her school papers
- It is asked for by the parents, while she is a minor
- Adding a surname to a first name is treated by many offices as a small change. Ask the account office what it wants before assuming a Gazette.
- Her date of birth matters as much as her name. The scheme's dates all run from it.
- Do this before her class 10 form is filled, so that one name runs through her birth certificate, Aadhaar, school record and account.
Read name change in birth certificate, child name change in school records and name change affidavit for a minor.
What About the Guardian's Name?
- A mother who opened the account and has since changed her surname updates her own name on the account, on her marriage certificate and her PAN and Aadhaar.
- A guardian's name misspelt is corrected on the guardian's identity proof.
- An account opened by a grandparent. As reported, a finance ministry circular of 2024 says that where an account was opened under the guardianship of grandparents who are not the legal guardian, the guardianship is to be transferred to the natural guardian, meaning a living parent, or to the legal guardian. That is a change of guardian, not a change of name.
- Parents who have separated should ask the account office which of them can act, and what order it needs.
- The girl's name and the guardian's surname need not match. A daughter with her father's surname and a guardian mother with a different one is in order. The birth certificate shows the relationship.
What Happens When She Turns Eighteen?
- On becoming an adult, the girl takes over the account from the guardian by giving her own identity papers. Ask the account office for its current requirement.
- Those papers are her Aadhaar and PAN, in the name she uses as an adult.
- If the account still carries a baby name, this is the day it is noticed. A girl of eighteen can no longer have her name changed by her parents. She has to apply herself.
- A withdrawal for higher education is asked for by her, with proof of admission, in the same name as the account.
- If she marries after eighteen and takes a new surname, the account is in her earlier name. Her marriage certificate links the two when she closes it.
So the years before eighteen are the time to check. Put it in the diary for the year she enters class 9.
What About Nominees?
- A PPF holder names a nominee, and can change the nomination at any time on the scheme's form.
- A nominee who has changed a name, most often a wife or a married daughter, should be re-entered in the present name.
- The nominee's name should match the nominee's own identity proof, since that is what is read at a claim.
- A nomination made twenty years ago may name a person who has since died. Read it now.
What Happens When a Holder or a Guardian Dies?
A PPF holder dies
- The account is closed and the balance paid to the nominee, or to the legal heirs where there is no nomination
- The claimant gives the death certificate and the claimant's own identity papers
- The dead holder's name on the account is compared with the death certificate
- A nominee cannot continue the account in the nominee's own name
The guardian of a daughter's account dies
- The account is the girl's, and continues
- The surviving parent, or a legal guardian, is brought on record with the death certificate
- The new guardian's name is entered as on that person's identity papers
- Ask the account office what order it needs where neither parent survives
A difference in a dead person's name is explained by that person's own papers. It cannot be cured by a Gazette. Read name correction in a death certificate and legal heir certificate.
How Does the Central Gazette Route Work?
Use this where an adult holder has changed a name by choice, or where a daughter's name on the account and on her school papers are plainly two different names. For a minor, the parents apply.
Step 1: Ask the account office and the Registrar what they will accept first
A corrected birth certificate, or a marriage certificate, may be all that is needed.
Step 2: Fix the exact new name
For a child, the name that will go on the class 10 certificate.
Step 3: Make the affidavit
By the adult holder, or by the parents for a minor, with the child's birth certificate. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult and Rs 1,700 for a minor. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, then PAN where there is one, then the account.
Would the Account Office Accept the Uttarakhand Gazette?
These are central schemes, run through banks and the post office. PAN and Aadhaar come first, and they are central records. That points to the Gazette of India.
Step 1: Ask the account office which Gazette it accepts
Before you choose.
Step 2: Think about Aadhaar, PAN and the school board
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Savers Make?
| Mistake | What to do |
|---|---|
| Opening a daughter's account in a pet name | Use the name she will carry through school |
| Leaving a baby name on the account until she is eighteen | Correct it while she is a minor |
| Opening a second account in a new name | The schemes allow one. Update the first |
| Going to any branch | Go to the office that holds the account |
| Correcting the account while PAN and Aadhaar are wrong | Identity papers first |
| Treating a grandparent's account as a name problem | It is a transfer of guardianship |
| Forgetting the nomination | Read and renew it |
| Finding the mismatch in the month of maturity | Check the passbook every few years |
| Getting a Gazette for a spelling | A spelling is corrected on identity proof |
A typical case we handle: parents in Rudrapur had opened a Sukanya account for their daughter as "Gudiya", the only name on her birth certificate. At school she was "Aaradhya Negi", and so was her Aadhaar. When she reached class 9 the post office pointed out the difference. The Registrar would not alter a registered name of that age to a wholly different one. Her parents took out a Gazette of India notice for her change of name, which we prepared, and the post office updated the account on it with her Aadhaar. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a spelling, a married surname, a surname added to a first name where the office accepts it, and any change of guardian. Those rest on ordinary certificates. We are useful where an adult holder has changed a name by choice, or a child's two names are plainly different and a Gazette is asked for to link them.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The request is made at the office that holds the account. The Gazette file, where one is needed, is prepared on WhatsApp.

Where a Sukanya account can be opened, and by whom, is from the Government's own news service. The 2024 circular on accounts opened by grandparents and on obtaining PAN and Aadhaar is as newspapers report it. We could not find either scheme's written procedure for a change of name, so the steps, the proof and the notes on a daughter's name, a guardian's name and nominees are general guidance. The office that holds the account is the authority.

PPF and Sukanya Samriddhi Accounts: The Short Version
These accounts run for many years, and the name on them has to match PAN and Aadhaar when the money is paid. Ask the office that holds the account. A married surname rests on the marriage certificate. A daughter's account follows her birth certificate, so bring that and her Aadhaar to her school name while she is a minor. A grandparent's account needs a transfer of guardianship.
