PM Matru Vandana Yojana Name Mismatch in Uttarakhand

For a mother whose maternity benefit has not arrived because her Aadhaar, her bank account and her health card do not carry one name. Most are recently married, with papers half in a maiden name and half in a married one. What to make match, and what to leave alone.

Quick answer

A PM Matru Vandana Yojana name mismatch is cured by making three things agree: the name on the mother's Aadhaar, the name on her own Aadhaar-linked bank or post office account, and the name in the registration. The scheme's form asks for the name as on her Aadhaar card. She does not have to change her surname.

The maternity benefit is paid on the mother Aadhaar into her own account, so her Aadhaar, passbook and registration must carry one name, maiden or married.

The maternity benefit is paid by direct transfer on the mother's Aadhaar, usually in the first year or two of a marriage. A PM Matru Vandana Yojana name mismatch is nearly always a new bride's papers caught halfway between two names. This page explains PM Matru Vandana Yojana name mismatch for mothers in Uttarakhand.

We do not register beneficiaries, and this subject almost never needs a Gazette. The requirements on the name and the account are from the scheme's implementation guidelines and the ministry's published answers. For other schemes, read name change in government scheme records.

What Is the Scheme, and Who Registers Her?

  • What it is. A central maternity benefit, paid in cash to eligible pregnant women and new mothers. The ministry's published answers say the present version adds an incentive for a second child who is a girl.
  • Who runs it. The ministry for women and child development, through the state's department and the Anganwadi network.
  • Who registers her. A woman can register on the scheme's portal herself. Guides say the Anganwadi worker or the ASHA worker can also fill the form for her.
  • What is submitted. The mother and child protection card, proof of identity, and her bank or post office account details. A mobile number is needed for status messages.
  • How it is paid. By direct transfer, on Aadhaar, into her own account.

Guides give a time limit for registration, counted from the birth. Ask the Anganwadi centre for the current limit, and do not leave a name problem to run into it.

What Do the Guidelines Say About the Name?

From the scheme's implementation guidelines and the ministry's published answers, as hosted by its training institute. Later instructions may have changed details.

What the scheme's guidelines say about the beneficiary's name and account
PointPosition
The name on the formThe form's instructions say to fill up the name of the beneficiary as mentioned in her Aadhaar card
The accountThe bank or post office account should be in the name of the beneficiary only
The name on the accountTo be given exactly as mentioned in the passbook of the Aadhaar-seeded account
LinkingThe account must be Aadhaar-seeded. Where it is not, she is to visit her bank or post office
AadhaarThe published answers say Aadhaar is mandatory for registration, and that payment is Aadhaar-based
The husbandThe published answers say the earlier mandatory requirement of the husband's Aadhaar has been removed
HelpThe Anganwadi worker, the ASHA worker or the nurse is to help with an Aadhaar-seeded account and with getting Aadhaar

Read the first three rows together. The same woman, in the same spelling, on Aadhaar, on the passbook and on the form. Nothing in them asks for her husband's surname.

Which Three Things Have to Agree?

The three

  • Aadhaar, which is her identity for the scheme
  • The account, which is where the money goes
  • The registration, which is typed from the form and the health card

What "agree" means

  • One name, letter for letter, in all three
  • The account linked with Aadhaar for benefit payments
  • The account hers alone, not her husband's and not joint

A bank guide to the scheme puts it in one line: the payment is Aadhaar-based, so the name of the beneficiary in Aadhaar and in the bank account should be the same, and the account should be linked with Aadhaar.

Why Are New Mothers Caught?

  • A first child often comes within a year or two of the wedding. The scheme meets a woman in the middle of moving her life from one house to another.
  • Her Aadhaar was made at her parents' home, in her maiden name, with their address.
  • Her bank account, if she had one, was opened there too. Or a new one was opened after marriage, in a married name the bank accepted on little proof.
  • The health card was written by the nurse in her husband's village, as "wife of", often with his surname added.
  • So three papers, three forms of her name. Each was reasonable when made.

In the hills many women carry "Kumari" or "Devi" in place of a surname on one paper and a family surname on another. That alone is enough to stop a payment that is matched by machine.

Which Case Is Yours?

A Gazette appears once, and that row is rare. A surname taken on marriage rests on the marriage certificate.

How Do You Put It Right?

Step 1: Find out what failed

Ask the Anganwadi worker for the status on the scheme's system, or check the portal.

Step 2: Put her Aadhaar, her passbook and her health card side by side

Write the name from each.

Step 3: Decide the one name she will use

The quickest choice is the name already on Aadhaar.

Step 4: Bring the account to that name

At the branch or post office, on Aadhaar. Or open a new account in her name alone.

Step 5: Have the account linked with Aadhaar for benefit payments

And ask the branch to confirm it is done.

Step 6: Ask the Anganwadi centre to update the registration

With the name as on Aadhaar and the account details as on the passbook.

Step 7: Keep the acknowledgement

And the registration number.

Step 8: Check the passbook

If nothing comes, go back to the centre, and then to the child development project office for the block.

Maiden Name or Married Name?

The scheme does not care which. It cares that there is one.

Keeping the maiden name or taking the married name for the maternity benefit
ChoiceWhat has to be doneHow long
Keep the name on Aadhaar, usually the maiden nameBring the bank account and the registration to itDays
Take the married nameRegister the marriage, update Aadhaar on the certificate, then the account, then the registrationWeeks
  • With a baby due or just born, the first row is nearly always the sensible one.
  • She can still take the married name later, in her own time, on the marriage certificate.
  • Updating the address on Aadhaar to her husband's village is a different request from changing the name. It can be done without touching the name.
  • Her school certificates will stay in her maiden name whatever she decides.

Read is a name change compulsory after marriage and from Kumari or Devi to a husband's surname.

What About the Account?

  • The guidelines say the account should be in the beneficiary's name only. A husband's account, or a joint one, does not serve.
  • A post office account serves as well as a bank account, and in the hills is often nearer.
  • The name is given exactly as in the passbook. Copy it from the passbook, not from memory.
  • Only one account is mapped to an Aadhaar for benefit payments at a time. The money goes to the one linked most recently. A woman with an old account at her parents' village and a new one here should ask which is mapped.
  • An account that has not been used can be dormant. Use it before the instalment is due.

Read name change in bank records and name change in post office savings.

What About the Health Card and the Birth Certificate?

  • The mother and child protection card is written by hand at the health centre. Ask the nurse to write the name as on Aadhaar, and correct it there if she has not.
  • The registration number on that card is what the scheme's form asks for. A card with a wrong name still identifies the pregnancy. The centre can correct the name.
  • The hospital's record at delivery takes her name from what is said at admission. Give Aadhaar at the desk.
  • The baby's birth certificate copies the mother's name from the hospital. It should be her Aadhaar name, since the child's own papers will carry it for life.
  • A second child's claim rests on the birth record, which names the mother and the child's sex. Have it right.

Read hospital records name correction and name change in birth certificate.

What If a Payment Has Failed?

  1. Ask the Anganwadi worker for the reason shown. Guides list an account not linked with Aadhaar, wrong account details and a verification mismatch.
  2. Cure that reason at its source: the bank for linking or a name, the Aadhaar centre for Aadhaar.
  3. Have the account details updated in the registration. The guidelines carry a form for a change of account where the earlier one was not seeded to Aadhaar.
  4. Ask for the payment to be processed again.
  5. Go to the child development project office for the block, and then the district programme office, if the centre cannot help.

A failed payment is not a cancelled benefit. Once the record is clean it is generally sent again. Do not pay anyone who offers to "release" it.

Where Does a Gazette Come In?

Almost never for this scheme. A married surname rests on the marriage certificate. A Gazette comes in only where she has changed her name for some other reason and Aadhaar needs it.

Step 1: Confirm that it is a change of name by choice, and not a married surname

A married surname needs the marriage certificate.

Step 2: Weigh the time

A Gazette commonly takes 3 to 7 weeks. Using the name already on Aadhaar takes days.

Step 3: Fix the exact new name

The spelling that will go on Aadhaar and the account.

Step 4: Make the affidavit and publish the newspaper notice

Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in the old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file, then update Aadhaar, the account and the registration

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.

That charge is a real part of the benefit itself. For this scheme, think hard before spending it. See gazette name change in Uttarakhand.

Does the Uttarakhand Gazette Matter Here?

Not to the scheme, which follows Aadhaar. The question is only which Gazette Aadhaar accepts.

Step 1: Ask the Aadhaar centre which Gazette it accepts

The scheme follows Aadhaar.

Step 2: Think about the bank and her other papers

The Gazette of India serves them all.

Step 3: Contact the Roorkee press

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 4: Ask for the papers, the format and the fee, and submit

Keep photocopies of everything.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

To weigh the two, read Uttarakhand Gazette vs Gazette of India.

Which Mistakes Do Families Make?

Common mistakes with a name under the maternity benefit scheme
MistakeWhat to do
Believing she has to take her husband's surname to claimShe does not. One name is what matters
Giving the husband's account, or a joint oneHer own account, in her name only
Registering in a married name while Aadhaar has the maiden oneRegister in the Aadhaar name
Not linking the account with AadhaarAsk the bank or post office to link it
Starting a name change in the eighth monthUse the Aadhaar name now. Change later if she wishes
Paying for an affidavit or a Gazette for a married surnameThe marriage certificate is the proof
Letting the nurse write any name on the health cardShow Aadhaar and ask for that name
Paying someone to "release" a failed paymentCure the reason and ask the centre
Missing the registration time limitRegister early, and fix papers alongside

A typical case we handle: a young mother in a village of Pauri had not received her benefit four months after her son was born. Her Aadhaar read "Pooja Kumari", her new bank account "Pooja Negi", and the health card "Pooja Devi". Her father-in-law rang to ask about a Gazette. We told him none was needed. She took her Aadhaar to the branch, had the account's name brought to it and linked, and the Anganwadi worker updated the registration. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For this scheme, almost always. The Aadhaar centre, the bank and the Anganwadi centre do everything. We are useful only where a woman has changed her name by choice, not by marriage, and Aadhaar needs a Gazette first.

Which Areas of Uttarakhand Do We Cover?

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. Registration is through your own Anganwadi centre. For the papers behind it, send photos on WhatsApp and we will tell you which one to correct.

Is there an income limit for PMMVY?

State scheme notices say it is for women whose net family income is less than Rs 8 lakh a year, among other categories.

Is face authentication used for PMMVY?

The ministry says the revamped portal uses Aadhaar-based biometric authentication through facial recognition, so the name on Aadhaar is checked at registration.
