Taxi Permit Name Mismatch in Uttarakhand: Commercial Vehicles
For owners of taxis, maxi cabs and other commercial vehicles whose permit, registration certificate and insurance do not carry one name: which papers are read together, who corrects each, what happens to a permit when a vehicle is sold or its owner dies, and what the pilgrimage season's inspection looks at.
A taxi permit name mismatch is corrected at the transport office, in order: the registration certificate first, then the permit, then the insurance policy. A permit does not pass to a buyer or an heir by itself. After a holder's death the family has thirty days to inform the authority. A spelling needs no Gazette.

A taxi is how many families in the hills earn, above all in the months the shrines are open. The vehicle carries a bundle of papers, and an inspector or an insurer reads them together. A taxi permit name mismatch is one of those papers naming the owner differently from the rest. This page explains taxi permit name mismatch for vehicle owners in Uttarakhand.
We do not deal with transport offices, and this subject seldom needs a Gazette. The rule on transfer of a permit is from the text of the Motor Vehicles Act. The pilgrimage season's cards are as news reports describe them. How an office corrects a name is general practice. For the registration certificate, read vehicle RC name correction.
Which Papers Does a Commercial Vehicle Carry?
- The registration certificate. Who owns the vehicle, and that it is registered as a transport vehicle.
- The permit. The transport authority's permission to carry passengers or goods for hire, on stated routes or areas.
- The fitness certificate. That the vehicle was inspected and found roadworthy.
- The insurance policy. Cover for the vehicle, its passengers and third parties.
- The tax receipt. That road tax is paid up.
- The driver's licence. In the driver's own name, valid for that class of vehicle.
A private car needs the first, the fourth and the last. A taxi needs all six, renewed on different dates at different counters. Each renewal is a chance for a name to be typed afresh.
What Does the Act Say About a Permit?
From the text of section 82 of the Motor Vehicles Act, 1988, as published.
| Point | What the section says |
|---|---|
| Transfer | A permit is not transferable from one person to another except with the permission of the transport authority that granted it |
| A vehicle sold | Without that permission, the permit gives the person to whom the vehicle is transferred no right to use it as the permit allows |
| A holder's death | The person succeeding to possession of the vehicle may use the permit for three months as if it were his own |
| On one condition | That person has, within thirty days of the death, informed the transport authority of the death and of the intention to use the permit |
| Transfer to the successor | The authority may transfer the permit on an application made within three months of the death |
| A late application | It may be entertained where the applicant was prevented by good and sufficient cause |
So a permit is personal in a way a vehicle is not. The car can be sold in an afternoon. The right to ply it for hire stays with the name on the permit until the authority says otherwise.
Where Does the Owner's Name Appear?
| Paper | Issued by | Corrected by |
|---|---|---|
| The registration certificate | The registering authority | The same, on identity papers |
| The permit | The transport authority | The same, on the corrected certificate |
| The fitness certificate | The transport office, on inspection | Follows the registration record |
| The insurance policy | The insurer | An endorsement by the insurer |
| The tax receipt | The transport office | Follows the registration record |
| The toll tag | The issuing bank | The bank, on the certificate |
The registration record is the root. Fitness, tax and the toll tag draw the name from it. The permit and the policy are separate records, made on separate applications, and are the two that most often drift.
What Kinds of Mismatch Are There?
One owner, written differently
- A spelling, initials or a missing surname on the permit or the policy
- The owner is the same person throughout
- A correction, starting with the registration certificate
A vehicle that changed hands
- The certificate was transferred to the buyer, and the permit was not
- Two different people on two papers
- Not a correction. A transfer of the permit, with the authority's permission
A holder who has died
- The permit and the certificate are still in a late father's name
- A son has gone on driving
- Not a correction. Information within thirty days, and a transfer within three months
The first is a slip. The other two are a vehicle being run on a permit that, in law, is not the present operator's. That is found at the worst moment: an inspection, or an accident.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The certificate has a spelling slip | Correct the registration certificate, then the permit and policy | No |
| The permit alone differs from the certificate | The transport authority corrects the permit | No |
| The policy alone differs | An endorsement by the insurer | No |
| The vehicle was bought, and the permit is still the seller's | Transfer of the permit, with the authority's permission | No |
| The permit holder has died | Inform the authority within thirty days. Apply for transfer within three months | No |
| The death certificate names the holder differently | Correct the death certificate, or linking papers | No |
| The driver's licence differs from the driver's Aadhaar | Correct the licence | No |
| The owner has changed a name by choice | Gazette, then Aadhaar and PAN, the certificate, the permit and the policy | Yes |
A Gazette appears once in eight rows. The transport office settles the rest.
How Do You Put It Right?
This is the general method. The transport office has its own forms and fees.
Step 1: Lay out every paper the vehicle carries
The registration certificate, the permit, the fitness certificate, the insurance policy and the tax receipt.
Step 2: Read the owner's name on each
Letter by letter, with the father's name where it is given.
Step 3: Put Aadhaar and PAN beside them
The transport office and the insurer both read identity papers.
Step 4: Decide which paper is the odd one
Usually the registration certificate carries the root entry, and the others copied it.
Step 5: Correct the registration certificate first, where it is wrong
At the registering authority, on identity papers.
Step 6: Ask the transport authority to bring the permit to the same name
On the corrected certificate. A permit is a separate record and does not change by itself.
Step 7: Have the insurer endorse the policy
In the same name, before the next trip. A claim is read against the policy.
Step 8: Apply for the season's cards only after the papers agree
For the pilgrimage routes, the inspection reads all of them together.
What About a Vehicle Bought With Its Permit?
- Taxis change hands often, and are usually sold "with permit". The buyer pays for both.
- The registration certificate is transferred to the buyer on the sale papers. Many buyers stop there.
- The Act says the permit gives the buyer no right to ply the vehicle unless the transport authority has permitted the transfer.
- So the vehicle may be the buyer's on the certificate, and the permit the seller's, for years.
- Apply for the permit's transfer at the same time as the certificate's, while the seller is at hand to sign.
- A seller who has left the district, or died, turns a simple transfer into a hunt.
Read vehicle RC name correction, which explains the difference between a correction, a change and a transfer, and FASTag KYC name mismatch.
What Happens When the Permit Holder Dies?
- Within thirty days. The person who has taken over the vehicle informs the transport authority of the death, and of the intention to use the permit. In writing, with a receipt.
- For three months. That person may then use the permit as if it were their own, as the Act allows.
- Within those three months. An application for transfer of the permit to the successor.
- If the time is missed. The authority may still take the application, on good and sufficient cause shown.
- The papers. The death certificate, proof of who succeeds to the vehicle, and the other heirs' consent where there are several.
- The certificate and the policy. Transferred to the same person, alongside.
Families in mourning do not think of the transport office in the first month. The Act's clock does not wait for them. The first step is a single letter, and it keeps the vehicle lawfully on the road. Read name correction in a death certificate and legal heir certificate and succession certificate name mismatch.
What About the Owner and the Driver?
- The owner on the permit and the person at the wheel need not be the same. Many owners employ a driver, and many sons drive a father's taxi.
- That is not a mismatch. The papers name the owner. The licence names the driver.
- What is read is each paper against its own person: the permit against the owner, the licence against the driver.
- A driver's licence with a spelling that differs from his Aadhaar is the driver's own correction to make.
- An owner who has in truth handed the business to a son should transfer the vehicle and the permit, not leave them in his own name out of habit.
- The longer that is put off, the more likely it is to be done after a death, under the thirty-day rule.
What About the Pilgrimage Season's Cards?
From news reports of the state transport department's arrangements for the Char Dham routes. The department announces each year's rules afresh.
- Commercial vehicles going up the pilgrimage routes need a green card from a transport office in the state.
- It is given after an inspection of the vehicle, and shows that its papers are valid.
- Reports list the papers looked at: the fitness certificate, the route permit, the tax receipt, the insurance certificate and the driving licence.
- A trip card is then taken for each trip, with the passengers' and the driver's details.
- This is the one time in the year when every paper of the vehicle is laid on one table before one officer.
- A permit in a seller's name, or a policy with a different spelling, is seen there. The season is short, and a week lost is not recovered.
Put the papers in order in winter. Read homestay registration name change, for the other business the season brings.
What About Insurance, and an Accident?
- A commercial vehicle carries strangers for money on mountain roads. Its insurance is not a formality.
- After an accident the insurer reads the policy against the registration certificate, the permit and the driver's licence.
- A policy in a name the certificate does not carry, or a vehicle plying on a permit that was never transferred, gives the insurer something to argue.
- The passengers' claims are still heard. But the owner may find the insurer seeking to recover from him what it pays.
- An endorsement to correct a name on a policy is a small request, made to the insurer or its agent, on the certificate.
- Make it at each renewal. Read the policy before you put it in the glove box.
What an insurer can and cannot refuse is a matter of law and of the policy's terms, and a lawyer's question after an accident. Read motor accident claim name mismatch.
Where Does a Gazette Come In?
Only where the owner has changed a name by choice, and the transport office asks for a Gazette before it changes its records. It has no part in a spelling, a vehicle sold or a holder who has died.
Step 1: Confirm that it is a change of name, and not a spelling or a new owner
A spelling is corrected. A new owner is a transfer.
Step 2: Ask the transport office what it needs to change the owner's name
Many ask for a Gazette for a change of name by choice.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, PAN, the certificate and the permit.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar and PAN, the certificate, the permit, the licence and the policy.
Would the Uttarakhand Gazette Do?
The transport office is the state's, and a state Gazette may well be accepted. The Gazette of India is still the safer paper for the insurer, the bank and anything outside the state.
Step 1: Remember that the transport office is the state's
A state Gazette may be accepted there.
Step 2: Ask the transport office which Gazette it accepts
In writing, if you can.
Step 3: Think about the insurer, the bank and a permit for other states
The Gazette of India serves those as well.
Step 4: Contact the Roorkee press if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Owners Make?
| Mistake | What to do |
|---|---|
| Transferring the certificate and not the permit | Apply for both together |
| Running a late father's taxi for years on his permit | Inform the authority, and apply for transfer |
| Missing the thirty days after a death | Write at once, and show cause for the delay |
| Correcting the certificate and leaving the permit | The permit is a separate record |
| Never reading the insurance policy | Read the name at each renewal |
| Leaving it all to an agent at the transport office | Read each paper before you take it |
| Finding the problem at the season's inspection | Check in winter |
| Paying for a Gazette to fix a spelling | The office corrects it on identity papers |
| Treating a sale as a "name change" | A new owner is a transfer |
A typical case we handle: a man in Rudraprayag went for his taxi's green card and was turned back. The registration certificate read "Mahendra Singh Rana". The permit read "Mahender Singh", and the insurance policy "M. S. Rana". An agent told him he needed a Gazette. He had not changed any name. The certificate matched his Aadhaar. He asked the transport authority to correct the permit on it, and the insurer's agent to endorse the policy, and came back for the inspection. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A claim after an accident, an insurer's refusal, a permit refused or cancelled, and a dispute among heirs over the vehicle.
When you do not need us
For a spelling, a vehicle bought and a permit holder's death. The transport office and the insurer settle those. We are useful only where the owner has changed a name by choice and a Gazette notification is asked for.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The papers are corrected at your own transport office. Send photos on WhatsApp and we will tell you which one is the odd one.
People Also Ask About Names on a Taxi Permit
Can a taxi permit be transferred to another person?
Only with the transport authority's permission.
What happens to a permit when the owner dies?
The successor may use it for three months, after informing the authority.
How do I correct my name on a vehicle permit?
At the transport authority, on the corrected certificate.
Does the permit name have to match the RC?
Yes. Both name the owner.
Is a gazette needed for a taxi permit name mismatch?
No. Only where the owner changed a name by choice.
Which documents are checked for a Char Dham green card?
Fitness, permit, tax, insurance and the driving licence, as reports list.
Where do I apply for a Char Dham green card?
On the transport department's portal, greencard.uk.gov.in, which registers vehicles and issues green cards and trip cards for the Char Dham shrines.
What is the fee for a Char Dham green card?
The portal lists Rs 400 for a commercial passenger vehicle of up to 10 seats, and Rs 600 for one with more than 10 seats.
Is the green card issued without seeing the vehicle?
No. The department says the owner applies online and pays the fee, and the card is issued after a technical inspection of the vehicle at the nearest transport office.
What details go on a trip card?
The names, addresses and mobile numbers of all passengers, and the driver's details. The passengers must first be registered on the Uttarakhand Tourism portal, and their group ID is entered.
Does the driver's licence need a hill endorsement?
Yes. The portal asks for a hill endorsement on the driving licence, got by clearing an online questionnaire, if not done earlier. The licence is read in the driver's own name.
What tax receipt is needed for the trip card?
A valid tax receipt for the number of shrines: the portal lists 10 days for four dhams, 7 for three, 5 for two and 3 for one. It is issued against the registration record, so the owner's name must match.

That a permit is not transferable without the transport authority's permission, the three months' use by a successor, the thirty days to inform the authority, the application for transfer and the allowance for a late one are from the published text of section 82 of the Motor Vehicles Act, 1988. The green card, the papers inspected for it and the trip card are from news reports of the state transport department's arrangements. We did not read the state's motor vehicle rules or the department's orders, and did not confirm forms, fees or time taken. Which papers draw the name from the registration record, and what an insurer does after an accident, are general guidance. Your transport office is the authority.
