Uttarakhand Veterinary Council Registration Name Mismatch

For veterinarians and veterinary graduates whose name on the degree, the registration certificate and their identity papers do not agree: where each name comes from, what to settle before registering, and how a correction differs from a change of name on the register.

Quick answer

An Uttarakhand Veterinary Council registration name mismatch is best cured before registering, by bringing Aadhaar to the name on the veterinary degree and the class 10 certificate. After registration, the council corrects its own slip on application. A change of name on the register is asked for separately, with a marriage certificate or a Gazette notification.

A veterinary officer in Uttarakhand checking her veterinary council registration certificate against her veterinary degree and service papers
The veterinary register is written from your degree, so register in that name, renew every five years, and keep the service record and signed certificates in the same name.

Only a registered veterinary practitioner may practise, hold a veterinarian's post under the Government or sign a veterinary health certificate. So the name on the register is read wherever a veterinarian works or signs. An Uttarakhand Veterinary Council registration name mismatch can hold up an appointment or a renewal. This page explains Uttarakhand Veterinary Council registration name mismatch for veterinarians in the state.

We prepare the Gazette notification for a change of name. We could not find the state council's own procedure for a correction or a change of name, so this page describes what the Act says and what councils commonly ask for. For other professions, read medical council, dental council and pharmacy council registration name mismatch.

Which Records Does a Veterinarian's Name Sit In?

Records that carry a veterinarian's name and who keeps each

The state veterinary registerThe state veterinary councilThe entry that makes a person a registered veterinary practitioner

The national registerThe Veterinary Council of IndiaA countrywide record, built from the state registers
The service recordThe animal husbandry department, or another employerAppointment, posting and pay

The state register is the root. The certificate, the renewals and the national register copy it, and an employer reads it at appointment.

What Does the Act Say?

From the published text and index of the Indian Veterinary Council Act, 1984, and a court order that quotes it.

  • A state veterinary council prepares and maintains the state veterinary register.
  • No person other than a registered veterinary practitioner may hold office as a veterinary physician or surgeon under the Government or a local authority, or practise veterinary medicine in a state.
  • Only a registered practitioner may sign or authenticate a veterinary health certificate, or give expert evidence in court on veterinary medicine.
  • Where the state Government has so directed, a renewal fee is paid to the state council every five years to keep a name on the register.
  • Where the fee is not paid, the name is removed. On payment a certificate of renewal is issued.
  • The Act has provisions for restoration to the state register and for transfer of registration from one state to another.
  • The Veterinary Council of India keeps a national register of those enrolled on state registers.

The central council's registration regulations ask an applicant for the full name in capital letters and the date of birth, with proof such as the matriculation certificate. They also carry a provision on altering a registered practitioner's name. We did not read that provision's terms.

Where Does the Name Come From?

  1. The class 10 certificate fixes the name and the date of birth.
  2. The entrance examination and the veterinary college admit the student in that name, and the university enrols the student from the college's record.
  3. The degree and the internship certificate carry the university's version of the name.
  4. The registration application is filled by the graduate, with the degree, marksheets, internship certificate, proof of date of birth and identity proof.
  5. The council enters the register from that application and issues the certificate.
  6. The employer and the national register copy the certificate.

The graduate types the name once, in the registration form. Type it from the degree, with Aadhaar already brought into line, and the chain holds. Read name change in education documents.

Most rows need a form and patience. Only one needs a Gazette.

How Do You Put the Papers in Order Before Registering?

Step 1: Lay out class 10, class 12 and the veterinary degree

With every marksheet and the internship certificate. Write the name, the father's name and the date of birth from each.

Step 2: Mark any paper that differs from class 10

Have it corrected by the board or university that issued it.

Step 3: Correct Aadhaar to the degree name

The council takes identity proof.

Step 4: If your name has changed, complete the Gazette

Before the registration form, and ask the council how it will enter you.

Step 5: Read the council's current registration instructions

For its list of papers and its fee.

Step 6: Fill the form in the degree name, in full

With the date of birth as on the class 10 certificate.

Step 7: Check the certificate the day you receive it

A slip pointed out at once is the council's to correct.

Step 8: Give your employer the name as on the certificate

Letter by letter, for the service record.

How Is a Name Corrected or Changed After Registration?

We could not find this state council's procedure. Councils of other professions treat these as two services, and that is a safe way to think about it.

A correction

  • The register or the certificate does not match what you applied in
  • You are asking the council to put right its own entry
  • The proof is your degree, your class 10 certificate and identity proof
  • No Gazette is involved

A change of name

  • The register is right for the name you had, and you now have another
  • For marriage, councils commonly ask for the marriage certificate and identity proof in the new name
  • For a change by choice, expect to be asked for a Gazette notification, with an affidavit
  • The registration number ordinarily stays, and a fresh certificate is issued

Ask the council's office for its form, fee and list before you prepare anything. Where it asks for a Gazette notification, that is the paper we prepare. Where a marriage certificate is enough, you do not need us.

What About Renewal and Restoration?

  • The Act speaks of a renewal fee paid every five years, where the state Government has so directed.
  • Five years is long enough to forget. A name is removed where the fee is not paid.
  • A court has read the Act's renewal and removal provisions together, in a case about veterinarians whose renewal had lapsed. The consequences of removal can be serious, so do not let it lapse.
  • A renewal is made in the name on the register. It is a natural moment to ask for a correction or a change, with the papers.
  • Where identity proof is now in a different name from the register, expect a question.
  • Keep every renewal certificate. Together they show an unbroken registration.

The fee, the due date and the state's direction on renewal are for the council to tell you. We did not confirm them.

What About Government Service, and the Certificates You Sign?

  • Most veterinarians in the state work for the animal husbandry department. The Act makes registration a condition of holding a veterinarian's post under the Government.
  • At appointment the department reads the registration certificate with the degree and the class 10 certificate. The service record is opened in that name.
  • A veterinarian signs health certificates for animals, post-mortem reports and certificates for insurance and compensation claims.
  • Each carries the name and the registration number. An insurer, a bank or a court may check them against the register.
  • A livestock owner's compensation claim can be questioned where the certifying officer's name does not match.
  • When the register is corrected or the name changed, the service record follows it, through the head of office.

Read name change for government employees and wild animal attack compensation name mismatch.

What About the National Register?

  • The Veterinary Council of India keeps the Indian veterinary practitioners register, of persons enrolled on state registers.
  • Its entries are drawn from the state councils. A slip in the state register travels up.
  • The central council's regulations also allow a registered practitioner to apply to it directly, on a form that asks for the full name and date of birth with proof.
  • Those regulations make it a practitioner's duty to intimate a change of address to the council concerned.
  • The order for a name is the same as everywhere: the state register first, then the national one.

A veterinarian planning to work in another state, or for a central body, should see that both registers carry one name.

What About Moving in From Another State?

  • The state's own veterinary college is at the agricultural university in Pantnagar. Many veterinarians here studied there, and others came from colleges elsewhere.
  • The Act provides for the transfer of a registration from one state's register to another's.
  • The new council enters the name from the old council's record. A slip in the old state's certificate is carried over unless it is corrected first.
  • A correction of another state's register is asked for in that state.
  • A woman who married and moved in the same year often has a degree in one name and an Aadhaar in another. Decide which name the Uttarakhand registration is to carry, and take the marriage certificate.

What About Staff Who Are Not on the Register?

  • The register is of veterinary graduates. Stockmen, livestock extension officers and similar staff hold a diploma or a certificate, not the degree.
  • The Act lets a state Government permit such staff to give minor veterinary services, under the supervision of a registered practitioner.
  • Their names sit in the department's service record and on their diploma, and the same care applies: one name on both.
  • A correction for them goes to the body that issued the diploma, and to the head of office for the service record.

Read polytechnic diploma certificate name correction.

How Does the Central Gazette Route Work?

Use this where a veterinarian or a student has changed a name by choice. It does nothing for a slip on a certificate, which the issuing body corrects.

Step 1: Ask the council what it requires for a change of name

And which Gazette it accepts.

Step 2: Fix the exact new name

The spelling that will go on the register, Aadhaar and the service record.

Step 3: Make the affidavit

State the old name, the new name, your father's or husband's name and your address. Sign before a notary.

Step 4: Publish the newspaper notice

In a daily local leading newspaper. Keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself, then apply to the council

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar and PAN, then apply to the council, and then tell your employer.

A veterinarian in Government service follows the service procedure for a change of name as well.

Would the Council Accept the Uttarakhand Gazette?

A state council may. A veterinarian also needs the national register, Aadhaar and another state's council, on a later move, to read the same paper. That points to the Gazette of India.

Step 1: Ask the council which Gazette it accepts

In writing.

Step 2: Think about the national register, Aadhaar and work in other states

The Gazette of India serves everywhere.

Step 3: Contact the Roorkee press

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 4: Ask for the papers, the format and the fee, and submit

Keep photocopies of everything.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

To weigh the two, read Uttarakhand Gazette vs Gazette of India.

Which Mistakes Do Veterinarians Make?

Common mistakes with a name in veterinary council records
MistakeWhat to do
Registering on a degree that misspells the nameHave the university correct it first
Registering in the Aadhaar name where it differs from the degreeBring Aadhaar to the degree
Asking for a "correction" when the name has in fact changedApply for a change of name, with the right proof
Getting a Gazette for a typing slip on the certificateThe council corrects its own slip
Changing the register and not the service recordTell the head of office, with the fresh certificate
Forgetting a renewal that comes once in five yearsNote the date, and pay in time
Signing certificates in a form of the name the register does not carrySign as registered, with the number
Carrying an old state's slip into a new stateCorrect it at the old council first
Not reading the certificate on receiptCheck it that day

A typical case we handle: a veterinary officer posted in Pithoragarh was registered as "Kavita Arya", the name on her degree. After marriage she updated Aadhaar to "Kavita Arya Tamta", and her pay records were questioned when the two were compared. She asked us for a Gazette. We told her to ask the council and her department first, since a marriage certificate is commonly enough for a married name. She chose to keep her registered name, and gave her office the marriage certificate to explain her Aadhaar. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

Who Wrote and Reviewed This Page?

This page is written by the Documentation Desk Team of UttarakhandNameChange.com, the team that prepares Gazette files for people across Uttarakhand.

It is reviewed by Advocate Vipin Chauhan.

The rights reserved to a registered veterinary practitioner are from the published text of section 30 of the Indian Veterinary Council Act, 1984. The five-yearly renewal fee and removal for default are from a High Court order quoting the Act. That the Act provides for a state register, restoration, transfer and a national register is from its published index. What the central council's registration form asks for, and that its regulations provide for altering a practitioner's name, are from a published copy of those regulations, whose terms we did not read in full. We found nothing published by the state council on correcting or changing a name. The council's office is the authority.

A Veterinarian's Registered Name: The Short Version

The register is written from the veterinary degree, in the full name. Bring Aadhaar to that name, and have the degree itself corrected if it is wrong, before registering. A slip on the certificate is corrected by the council. A change of name is asked for separately, usually on a marriage certificate for a married name and a Gazette notification for a change by choice. Then bring the service record to the same name, and sign certificates as registered.
