Uttarakhand Open University Degree Name Correction
For learners of the state's open university whose marksheet, diploma or degree carries a name that differs from their certificates: where the name comes from, whom to approach, why the Hindi spelling matters, and what to settle before applying for the degree.
An Uttarakhand Open University degree name correction is asked for from the university at Haldwani, with your enrolment number and your certificates. Start at your study centre or regional centre. Do it before the degree application, since the degree is printed from the same record, in English and in Hindi. A slip needs no Gazette.

The state's open university teaches people who cannot sit in a college: working adults, women at home, soldiers, and learners in villages far from a town. Its students often have more papers, and more names, than a school-leaver. An Uttarakhand Open University degree name correction is a common need. This page explains Uttarakhand Open University degree name correction for its learners.
We do not deal with the university. We prepare the Gazette notification, where a name has in fact been changed. What the university's forms ask for is from its own published application forms. We did not find its rule, fee or form for a correction of name. For the national open university, read IGNOU name correction.
What Is the University, and How Does It Work?
- What it is. The state's own university for open and distance learning, with its headquarters at Haldwani.
- How one studies. A learner enrols in a programme, studies from printed and online material, and takes examinations at a centre.
- Where. Through regional centres and study centres across the districts, each with a code.
- What identifies a learner. An enrolment number, given at admission.
- What it awards. Certificates, diplomas and degrees, on application after the final examination.
A learner may never visit the university. Everything is done through a portal, a study centre and the post. So a slip in a name is not caught by anyone looking at the learner's papers across a desk.
What Do the University's Forms Ask For?
From the university's published application forms for a degree, diploma, certificate, provisional certificate, duplicate marksheet and document verification.
| Field | As the form asks |
|---|---|
| Name of the candidate | In block letters only |
| Name of the candidate, again | In Hindi |
| Father's or husband's name | In Hindi |
| Enrolment number and roll number | As on the marksheet |
| Programme, and the month and year of the examination | As on the marksheet |
| Centre of the last examination | By name |
| For a degree, diploma or certificate | A photocopy of the final year marksheet is attached |
| Where it goes | By post, with the fee, to the controller of examinations at the university |
Three things follow. The name is written twice, in two scripts. The form lets a learner give a husband's name in place of a father's. And the degree is tied to the final marksheet, so whatever that marksheet says is what the degree will say.
Where Does the Name Come From?
- The admission form. Filled by the learner, usually online, with certificates uploaded.
- The enrolment record. Created from that form, with an enrolment number.
- The identity card and study material. Issued in the enrolled name.
- The examination form. Filled each session, repeating the record.
- The marksheets. Printed from the record.
- The degree application. Written by the learner again, by hand, in English and in Hindi.
- The degree. Printed from the record and the application.
The learner writes the name at least twice: at admission and at the degree application, sometimes years apart. Two entries by the same hand are the commonest source of two spellings.
What Kinds of Mismatch Are There?
A slip in the university's record
- The marksheet differs from the certificates the learner gave
- Typed wrongly at admission, or printed wrongly
- Corrected by the university
A slip in the Hindi spelling
- The English is right, and the Hindi form of the name is not
- Written differently on two forms, or not as the family writes it
- Corrected by the university. Avoided by writing it one way every time
A name that differs from earlier papers
- The learner enrolled in a married name, with earlier degrees in a maiden name
- Or gave a husband's name here and a father's elsewhere
- Not a slip. Linked by the marriage certificate, or by a Gazette for a change by choice
The third kind is especially common here, because of who the learners are. It does not need correcting. It needs a paper that explains it, kept with the degree.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| A marksheet has a spelling slip in English | A request to the university, with certificates | No |
| The Hindi spelling is wrong on a marksheet or the degree | The same, stating the Hindi form in writing | No |
| The father's name is misspelt | The same | No |
| The husband's name appears where you want the father's, or the reverse | Ask the university. Give one consistently | No |
| Aadhaar differs from the university's record and your certificates | Correct Aadhaar | No |
| Enrolled in a married name, earlier degrees in a maiden name | No correction. Keep the marriage certificate with the degree | No |
| The degree has arrived with a slip | Write to the university with the degree and certificates | No |
| The name was changed by choice | Gazette, shown with the degree | Yes |
A Gazette appears once in eight rows. Everywhere else the university corrects its own paper, or a marriage certificate explains the difference.
How Do You Have It Corrected?
This is the general method. We could not find the university's own form or fee for a correction.
Step 1: Find your enrolment number and your latest marksheet
Read the name, the father's or husband's name and the programme on it.
Step 2: Put the class 10 certificate and your earlier degree beside it
Mark any difference, in English and in Hindi.
Step 3: Log in to the university's portal and read your profile
See whether the slip is in the record or only on one printed paper.
Step 4: Ask your study centre or regional centre how a correction is made
And which section of the university decides it.
Step 5: Write to the university, with your enrolment number
State the entry as it stands and as it should read, and attach your certificates.
Step 6: Return the wrong marksheet if the university asks for it
Keep a photocopy and the postal receipt.
Step 7: Do this before the degree application
The degree is printed from the same record, in both languages.
Step 8: Read the degree the day it arrives
In English and in Hindi, both names.
Why Does the Name in Hindi Matter?
- The university's form asks for the name in block letters and, separately, in Hindi. A degree here is a document in both.
- Most identity papers settle only the English spelling. The Hindi form is often left to whoever happens to be writing.
- The same English name can be written in Hindi in more than one way, with a long or a short vowel, or with a different consonant.
- A learner who writes it one way at admission and another on the degree application has made a mismatch within one university.
- Decide the Hindi form once. Take it from a paper that already carries it, such as a school certificate from a Hindi-medium board, Aadhaar or the family register.
- Write the father's or husband's name in Hindi with the same care. It is printed too.
A later reader, comparing the degree with a certificate in Hindi, will read the Hindi line. Read name correction in the family register.
Whom Do You Approach?
- The study centre. Usually a local college. It handles counselling and enquiries, and is the nearest desk.
- The regional centre. It looks after the study centres of an area.
- The university. At Haldwani. Its admission section holds the enrolment record, and its examination section prints marksheets and degrees.
- A request about a name is decided at the university. The centres can guide, forward and follow up.
- Quote the enrolment number in every letter. It is how the university finds a learner.
- The university publishes telephone numbers for admissions and for the examination section. Ask which of them deals with your request.
Send anything important by a post that gives a receipt, and keep photocopies. A learner far from Haldwani has only the paper trail.
What About Learners Whose Names Have Changed?
- Married women. Many enrol years after their last examination, with a married surname on Aadhaar and a maiden name on the earlier certificates.
- The father or the husband. The form allows either. A woman who gave her father's name at school and her husband's here has two papers that are both right.
- Soldiers and employees. Their service records fix a form of the name. The degree should follow it, since the employer will read both.
- Older learners. A class 10 certificate from decades ago may carry a spelling nobody has used since.
- For all of these, decide at admission which name the degree is to carry, and upload the paper that supports it.
- Where the choice is the married name, keep the marriage certificate with the degree for good.
Read name change after marriage, Kumari, Devi and the husband’s surname and name change for serving soldiers and their families.
What About Applying for the Degree?
- The form. The university's application for a degree, diploma or certificate.
- The names. Yours in block letters and in Hindi, and the father's or husband's in Hindi.
- The details. Enrolment number, roll number, programme, the month and year of the examination and the centre.
- The attachment. A photocopy of the final year marksheet.
- The fee. As the form states, paid in the way it describes.
- Where it goes. By post to the controller of examinations.
Copy the name from the final marksheet, letter by letter, in both scripts. If the marksheet itself is wrong, have it corrected first. A degree applied for on a wrong marksheet comes back wrong. A provisional certificate, issued in the meantime, carries the same name.
Where Is the Degree Read?
- Promotions. Many learners study to qualify for a higher post in a job they already hold. The employer reads the degree against the service record.
- Recruitment. A commission or a department reads it with every earlier certificate.
- Further study. Another university reads it at admission, with a migration certificate.
- Verification. The university's form lists verification of a certificate, degree or marksheet by an agency as a service. An employer may use it.
- Recognition. Whether a distance course counts for a given post depends on the course and the year. Ask the recruiting body before relying on it.
Read name mismatch at document verification, migration certificate name correction and name change for government employees.
How Does the Central Gazette Route Work?
Use this where your name has in fact been changed by choice, so that the degree is right for a name you no longer use. It does nothing for a slip, which the university corrects.
Step 1: Confirm that your name has in fact changed
A slip against your certificates is corrected by the university.
Step 2: Ask the university how it treats a changed name
Many issue the degree in the name on their record and expect the Gazette to be shown beside it.
Step 3: Fix the exact new name, and copy the old name from the class 10 certificate
Letter by letter.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then carry the Gazette with your degree
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Update Aadhaar, and show the Gazette wherever the degree is read.
Would the Uttarakhand Gazette Do?
A state university and a state employer may accept it. A learner who may work or study elsewhere is better served by the Gazette of India.
Step 1: Ask whoever will read the degree
An employer, a commission or another university.
Step 2: Think about Aadhaar, PAN and work outside the state
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Learners Make?
| Mistake | What to do |
|---|---|
| Typing the admission form from memory | Copy it from your certificates |
| Writing the Hindi name differently each time | Decide one form, and keep to it |
| Giving the father's name on one form and the husband's on another | Give the same one every time |
| Not reading the first marksheet | Read it against your certificates |
| Applying for the degree on a wrong marksheet | Correct the marksheet first |
| Losing the enrolment number | Write it on every paper you keep |
| Sending originals by ordinary post | Use a post with a receipt, and keep copies |
| Rushing for a Gazette to fix a slip | The university corrects its slip |
| Writing on a marksheet by hand | Never. Ask for a corrected one |
A typical case we handle: an anganwadi worker in a village of Bageshwar completed a degree through the open university, to qualify for a supervisor's post. Her marksheets read "Kamla Devi". Her class 10 certificate read "Kamla Arya", and her department's record "Kamla Devi Arya". The department asked which was her, and a relative suggested a Gazette. None was called for. She had enrolled in the name her village uses. She showed the department her marriage certificate and family register, which carried both forms, and had the university add her surname before the degree was printed. This is an illustrative example of the type of case we handle, not a named client review.

What the application for a degree, diploma, certificate or duplicate marksheet asks for, where it is sent, and that verification by an agency is offered, are from the university's own published forms. That learners are identified by an enrolment number and attached to regional and study centres is from its re-admission form. We found no published rule, form, fee or time limit for a correction of name, and the method described is general. That the degree carries the name in both languages is our reading of the form asking for both. The university's examination section is the authority.
