Fair Price Shop Dealer Name Change in Uttarakhand: Ration Shop Authorisation
For people who hold the authorisation to run a ration shop in Uttarakhand, and for their families, where the dealer's name on the authorisation differs from Aadhaar, PAN or the bank account: what the authorisation is, who corrects it, what the point of sale machine and the margin payments read, and what happens to the shop when a dealer dies.
A fair price shop dealer name change is made at the district supply office, on a written application with the dealer's Aadhaar, PAN and bank papers. Correct those identity papers first where they are the odd ones. A dealer's death is different: the shop does not pass automatically, and the family applies under the state's rules.

Ration shops in Uttarakhand are run by local people under an authorisation from the state, many given decades ago in a name written by hand. Today the shop runs on a machine that reads Aadhaar, and the margin goes to a bank. A fair price shop dealer name change brings the old authorisation into line with those. This page explains fair price shop dealer name change for dealers.
We do not deal with ration shops, and this subject seldom needs a Gazette. That the states license these shops is from the national control order of 2015. The ruling on a married daughter is from a June 2026 Supreme Court judgment in a case from Uttar Pradesh. For a household's own card, read name change in ration card.
What Is the Authorisation, in Brief?
- The shop. A fair price shop, where households draw their grain under the public distribution system.
- The dealer. The person, society or group authorised by the state to run it.
- The paper. An authorisation or licence in the dealer's name, for a named shop.
- Who issues it. The state's food and civil supplies offices, through the district.
- Who reads it. Inspectors, the supply office, the bank that pays the margin, and the system that runs the shop's machine.
The authorisation is the dealer's own paper. It is not the ration card of any household, and a correction in one does nothing to the other.
What Do the Law and the Courts Say?
The first row is from the national control order. The rest are from the Supreme Court's judgment of 2 June 2026 in Kulsum Nisha v. State of Uttar Pradesh, as reported. That case turned on Uttar Pradesh's own order, and is given here because its reasoning is general.
| Point | What is said |
|---|---|
| Who licenses shops | The Targeted Public Distribution System (Control) Order, 2015 leaves the licensing of fair price shops to the state governments |
| The dealer's role | A person who runs a fair price shop acts as an agent of the Government, as the Court read Uttar Pradesh's order |
| After a death | The shop was attached on the dealer's death, and a dependent applied for allotment under the dependent quota |
| The holding | A married daughter who was dependent could not be excluded from the dependent quota because she was married |
| What decides | Dependency, not marital status, as reports summed up the ruling |
We did not read Uttarakhand's own orders on fair price shops, or how it fills a shop after a dealer's death. The district supply officer is the person to ask.
Where Is the Dealer's Name Written?
| Record | Kept by | Where it is corrected |
|---|---|---|
| The authorisation | The supply office | The supply office, on application |
| The shop's record in the state's system | The food department | Follows the authorisation |
| The point of sale login | The food department and its vendor | Through the supply office |
| Aadhaar and PAN | Their own offices | An Aadhaar centre, and the tax department |
| The bank account for the margin | The bank | The branch |
| A trade licence, where asked | The local body | The local body |
The first two rows are the dealer's identity in the eyes of the department. The others should agree with them. When they do not, a payment or a login stalls first, and an inspection may follow.
What Kinds of Mismatch Are There?
An old form of the dealer's name
- A home name, a short form, a missing surname
- Written when the shop was given
- Corrected at the supply office, on Aadhaar
The dealer's own papers disagree
- Aadhaar in one form, PAN or the bank in another
- The machine reads one, the bank the other
- The odd paper is corrected first
The dealer is no longer the dealer
- A death, or a family member running the shop in fact
- Not a name correction at all
- The state's rules on appointment apply
The third is the one families confuse with the first two. Changing a name on a paper does not change who holds the shop.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The authorisation has a home name or an old spelling | The supply office, on Aadhaar | No |
| Aadhaar is the paper that is wrong | Correct Aadhaar first | No |
| The bank account differs | The branch, then tell the supply office | No |
| The point of sale login fails on the name | The supply office, after the papers agree | No |
| A woman dealer has taken her married surname | The supply office, on the marriage certificate | No |
| The dealer has died | An application under the state's rules, with the death certificate | No |
| A society or group changes the person in charge | Report it to the supply office | No |
| The dealer changed a name by choice | Gazette, then Aadhaar, PAN, the bank and the supply office | Yes |
A Gazette appears once in eight rows. The supply office and the identity offices settle the rest.
How Do You Put It Right?
This is the general method. Each district office has its own form.
Step 1: Take out the shop's authorisation and read the dealer's name on it
With the father's or husband's name, and the shop's number and village.
Step 2: Put the dealer's Aadhaar, PAN and bank passbook beside it
The machine, the margin payments and the tax records each read one of these.
Step 3: Decide which paper is wrong
Often it is the old authorisation, written before the dealer had Aadhaar.
Step 4: Correct the dealer's own identity papers first, where they are the odd ones
Aadhaar at its centre, PAN online, the bank at the branch.
Step 5: Apply in writing to the supply office for the authorisation to be corrected
Through the district supply officer, or the office that issued it. Attach the identity papers.
Step 6: Ask that the dealer's record on the system and the machine follow
The point of sale login and the shop's record in the state's system.
Step 7: Keep the corrected authorisation on display, and a copy at home
Inspectors read it. So will an heir one day.
Step 8: If the dealer has died, write to the supply office at once
With the death certificate, and ask what the family must file and by when.
What About an Authorisation Written Long Ago?
- Many shops were given to a person years before Aadhaar existed, on a register in a district office.
- The name was written as the village knew the dealer, sometimes with a father's name and no surname.
- It did no harm while everything was on paper and everyone knew him.
- Now a system reads it against Aadhaar, and the margin goes to a bank that reads PAN.
- Bring the authorisation to the Aadhaar name by application, before a payment stalls.
- Keep the old authorisation with the new. Together they show it is one dealer throughout.
Read home name and school name different in documents and short name and full name difference.
What About the Machine and the Margin?
- Shops now commonly run on a point of sale machine that checks each cardholder against Aadhaar.
- The dealer, or a nominee, logs in too. That login is tied to the dealer's own record.
- The dealer's margin is paid as the department arranges, into a bank account.
- Where the dealer's record, Aadhaar and the account carry three forms of one name, something fails.
- Bring Aadhaar, PAN and the account to one name first. Then ask the supply office to bring its record into line.
- We could not confirm the department's present arrangements. Ask the district supply officer.
Read ration card e-KYC and Aadhaar name mismatch, on the cardholder's side of the same machine, and name change in PAN card.
What Happens When a Dealer Dies?
- A dealer's shop is not property that passes by inheritance. It is an authorisation from the state.
- Reports of cases elsewhere describe a shop being attached by the authorities on the dealer's death.
- States commonly have a rule under which a dependent may apply. The terms differ from state to state.
- The Supreme Court held in June 2026, in a case from Uttar Pradesh, that a married daughter who was dependent could not be excluded only because she was married.
- Write to the supply office at once, with the death certificate, and ask what the family must file and by when.
- The applicant's own papers, and the death certificate, should carry names that agree.
Read name correction in a death certificate and legal heir certificate and succession certificate name mismatch.
What About Shops Run by a Society or a Group?
- Some shops are run by a cooperative society, a women's self help group or a similar body.
- The authorisation is in the body's name, with a named person in charge of the shop.
- The body's own registration should carry the same name as the authorisation.
- When the person in charge changes, report it to the supply office with the body's resolution.
- A name correction for the body is a matter for its own registering office first.
- The bank account for the margin should be the body's, in its registered name.
Read cooperative society and PACS name mismatch and self help group and NRLM records.
What About the Shop's Other Papers?
- A rent agreement for the shop, in the dealer's name.
- A trade licence, where the local body asks for one.
- A tax registration, where the dealer's business needs it.
- A police verification or character certificate, where the office asks.
- Each should carry the dealer's name as on Aadhaar, and as on the corrected authorisation.
- Correct them in the same month, so the file is consistent at the next inspection.
Read rent agreement name mismatch, trade licence and shop establishment and Udyam and GST registration.
Where Does a Gazette Come In?
Only where the dealer has changed a name by choice. It has no part in an old form of the name, and it cannot transfer a shop after a death.
Step 1: Confirm that it is a change of name, and not a spelling or an old form
A spelling or an old form is corrected on identity papers.
Step 2: Ask the supply office what it wants for a complete change
Before publishing anything. Its requirement decides the paper.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, PAN, the bank and the authorisation.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, PAN, the bank, and the supply office.
Which Gazette Should You Use?
The authorisation is the state's, but the papers read with it are central. The Gazette of India serves both.
Step 1: Remember who issues the authorisation
The state's food and civil supplies department.
Step 2: Remember what else reads the dealer's name
Aadhaar, PAN and the bank, which are central.
Step 3: Prefer the Gazette of India
It serves both sides.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Dealers Make?
| Mistake | What to do |
|---|---|
| Never reading the authorisation | Read it against Aadhaar today |
| A margin account in another form of the name | Bring it to the Aadhaar name |
| Correcting the authorisation before Aadhaar | Aadhaar first, where it is wrong |
| Letting a son run the shop in the father's name for years | Ask the supply office about the rules |
| Treating a death as a name change | Apply under the state's rules |
| Waiting after a dealer's death | Write to the supply office at once |
| Complaining by word of mouth | Write, and keep the acknowledgment |
| Paying an agent to "transfer" the shop | Only the supply office can |
| Asking for a Gazette to fix an old spelling | The supply office corrects it on Aadhaar |
A typical case we handle: a dealer near Kashipur had run his shop for twenty years under an authorisation that read "Ramu". His Aadhaar, PAN and bank account read "Ram Kishore Pal". His margin stalled when the bank's details were checked. A neighbour told him he needed a Gazette. He did not, since he had changed no name. He applied to the district supply office with his Aadhaar and PAN, and the authorisation was corrected to his full name. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A dispute over a shop after a dealer's death, an attachment or cancellation, and an appeal against an order.
When you do not need us
For an old form of the name, a bank account, the machine login and a married surname. The supply office, the bank and the identity offices settle those. We are useful only where a dealer has changed a name by choice and a Gazette notification is asked for.

People Also Ask About a Ration Shop Dealer's Name
How do I correct my name in a ration shop authorisation?
At the district supply office, on Aadhaar.
Does a ration shop pass to the family after the dealer dies?
Not automatically. The state's rules apply.
Can a married daughter get a ration shop after a parent's death?
The Supreme Court held dependency decides, not marriage.
Who licenses fair price shops?
The state government.
Is a gazette needed for a fair price shop dealer name change?
No. Only where the dealer changed a name by choice.
Is a dealer's authorisation the same as a ration card?
No. They are separate records.
How many ration shops are there in India?
About 5.43 lakh fair price shops distribute foodgrains across the country, the food ministry told the Lok Sabha in August 2024.
How many fair price shops does Uttarakhand have?
The food ministry's answers in Parliament in 2019 and 2020 listed 9,908 fair price shops in Uttarakhand. The number may have changed since. The state's food department has the current count.
Who runs fair price shops, the Centre or the state?
The public distribution system is a joint responsibility, but the ministry says the operational responsibility and management of fair price shops rest with the state government. So a dealer's authorisation is corrected by the state's supply office.
Do all ration shops use point of sale machines?
Almost all. The ministry told the Lok Sabha in December 2024 that 99.63 per cent of fair price shops had been automated with ePoS devices. A dealer whose name differs from Aadhaar may find the login is where it shows first.
How are ration beneficiaries verified at the shop?
Through biometric authentication against Aadhaar, the ministry says. The same check makes the dealer's own Aadhaar name matter for the shop's records.
Why were so many ration cards cancelled?
The ministry said 5.87 crore ration cards were removed between 2013 and 2024 after digitisation, Aadhaar seeding and the removal of duplicates. A household's card is separate from the dealer's authorisation, and is corrected on its own e-KYC route.

That the states license fair price shops is from the Targeted Public Distribution System (Control) Order, 2015. That a dealer acts as an agent of the Government, that a shop was attached on a dealer's death and a dependent applied under the dependent quota, and that a married daughter who was dependent could not be excluded for being married, are from reports of the Supreme Court's judgment of 2 June 2026 in Kulsum Nisha v. State of Uttar Pradesh, which concerned Uttar Pradesh's own order. We did not read Uttarakhand's orders on fair price shops, its rules after a dealer's death, or its arrangements for point of sale machines and margins. How an old authorisation comes to differ, and which paper to correct first, are general guidance. The district supply officer is the authority.

A Ration Shop Dealer's Name: The Short Version
A fair price shop runs on the dealer's authorisation from the state. Read it against Aadhaar, PAN and the margin account. Correct the dealer's own papers first where they are wrong, then apply in writing to the district supply office. A society's or group's shop follows its registration. A dealer's death is not a name change: the family applies under the state's rules, at once, with the death certificate.
No Gazette is needed for an old spelling. To find out which paper to correct, send photos on WhatsApp 9540005064, and we will reply in working hours.
