Horticulture Subsidy Name Mismatch in Uttarakhand: Apple Mission and Orchard Schemes
For apple and fruit growers applying under the state's horticulture schemes whose land record, Aadhaar, Udhyan card and bank account do not carry one name: which papers are read, why land in a parent's name stops an application, and where each paper is corrected.
A horticulture subsidy name mismatch is cured by bringing five papers to one name: the land record at the tehsil, Aadhaar and PAN at their offices, the Udhyan card at the horticulture office, and the bank account at the branch. The subsidy follows the land record. A spelling needs no Gazette.

The upper valleys live by their orchards, and the state now pays a good part of the cost of planting new ones. A grower who applies is asked for a handful of papers, each from a different office and a different decade. A horticulture subsidy name mismatch is those papers disagreeing about who owns the trees. This page explains horticulture subsidy name mismatch for growers in Uttarakhand.
We do not fill horticulture applications, and this subject seldom needs a Gazette. Which papers are asked for, and where the application is made, are from a scheme directory's entries for the state's horticulture schemes. We did not read the department's own orders. For the land record itself, read name correction in khatauni and land records.
What Are the Schemes, in Brief?
- Who runs them. The state's horticulture department, through its offices and mobile team centres in the blocks.
- What they do. Share the cost of saplings, new orchards, vegetable seed and related works with the grower.
- The apple mission. The state's push for closely planted apple orchards, reported as paying a large part of the cost.
- Who can apply. A resident of the state with land suited to the crop.
- How the money comes. Into the grower's bank account, after the department has checked the papers and the plot.
We left out the shares, limits and varieties. They are revised often, and the horticulture office of the block has the present ones.
What Does the Directory Say?
From a public scheme directory's entries for the state's apple plantation, fruit and vegetable schemes.
| Point | What the directory says |
|---|---|
| Who | The applicant must be a resident of Uttarakhand, with land suitable for the plantation |
| Land papers | Land-related documents such as the khasra and the khatauni |
| Other papers | Aadhaar, PAN, the Udhyan card, bank account details and a mobile number |
| Leased land | A lease certificate as well |
| Where | At the horticulture mobile team centre, on a paper application |
| Payment | After verification, the subsidy is paid into the beneficiary's bank account |
Five papers carry a name, and a sixth where the land is leased. The land paper leads. A scheme for planting trees is, in the end, a scheme about a plot, and the plot has an owner on record.
Which Papers Are Read?
| Paper | Issued by | Where it is corrected |
|---|---|---|
| The land record | The tehsil | The tehsil |
| Aadhaar | The identity authority | An Aadhaar centre |
| PAN | The tax department | A PAN correction request |
| The Udhyan card | The horticulture department | The horticulture office |
| The bank account | The bank | The branch, on Aadhaar |
| A lease paper | The owner and the grower | A fresh or corrected lease |
The land record is in Hindi and the central papers are matched in English. A difference between the two scripts is not a mismatch. A difference between two English papers, or between the land record and the Hindi line of Aadhaar, is.
What Kinds of Mismatch Are There?
The land is not in the applicant's name
- It is still in a father's or grandfather's name
- The applicant has worked it for years
- Not a correction. A mutation, or the holder applies
The land record spells the name differently
- Written by a revenue official, in Hindi, long ago
- Aadhaar and PAN agree with each other
- A correction at the tehsil, on proof that both are one person
A later paper is the odd one
- The Udhyan card or the bank account has a home name or an old surname
- The land record and Aadhaar agree
- Corrected at the horticulture office or the branch
The first is by far the commonest in the apple belt. Orchards pass from father to son by custom, and the record is left a generation behind.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The land is in a dead father's name | A mutation at the tehsil, then apply | No |
| The land is in a living parent's name | The parent applies, or ask the centre what it accepts | No |
| The land record has a spelling slip | A correction at the tehsil | No |
| Aadhaar or PAN is the paper that is wrong | Correct Aadhaar or PAN first | No |
| The Udhyan card has a home name | The horticulture office, on Aadhaar | No |
| The bank account's name differs | The branch, on Aadhaar | No |
| A woman grower's papers are in two surnames | The marriage certificate, at each office | No |
| The grower has changed a name by choice | Gazette, then Aadhaar, the land record and the rest | Yes |
A Gazette appears once in eight rows. The tehsil settles most of the rest.
How Do You Put It Right?
This is the general method. Begin in winter, well before the planting season.
Step 1: Get a fresh copy of the land record for the orchard plot
It names the holder, with a father's name. That is the name a subsidy follows.
Step 2: Put Aadhaar, PAN, the Udhyan card and the bank passbook beside it
Five papers. Read your name and your father's or husband's on each.
Step 3: See if the land is in your name at all
If it is in a parent's name, no spelling correction will help. The land has to be recorded in yours.
Step 4: Correct the land record at the tehsil where it is wrong
A mutation after a death, or a correction of a spelling.
Step 5: Correct Aadhaar or PAN where either is the odd one
At its own office, on your school certificate.
Step 6: Have the Udhyan card made or corrected
At the horticulture office, on Aadhaar and the land record.
Step 7: Bring the bank account to the same name
The subsidy is paid into it.
Step 8: Apply at the horticulture centre, and read the form before you sign
Every paper attached should now carry one name.
What About the Land Record?
- The land record names each holder of a plot with a father's name and a share.
- A subsidy for planting is given for a plot. The department reads the record to see whose plot it is.
- Where the holder has died, the heirs apply to the tehsil for the land to be recorded in their names. Until then the record names a dead man.
- Where the holder is alive, he or she is the natural applicant. A son who does the work can help, and cannot stand in.
- A spelling in the record that differs from Aadhaar is corrected at the tehsil, on papers that show both forms are one person.
- Get a fresh copy before applying. An old extract may not show a mutation made since.
Read name correction in khatauni and land records, partition deed name mismatch and father’s name change and correction.
What About the Udhyan Card?
- The directory lists an Udhyan card among the papers. It is the horticulture department's own card for a grower.
- Older cards were written at the block office, on the grower's word and a land paper.
- They often carry the name the village uses, or the holder's name of that time.
- Ask the horticulture office to make a fresh card, or correct the old one, on Aadhaar and the present land record.
- Where a card was in a father's name and he has died, a new card is made for the heir who now holds the land.
- We could not confirm the card's present form or how it is issued. The block's horticulture office will say.
What About Joint and Leased Land?
- Much hill land is recorded jointly: several brothers, or cousins, on one holding.
- One of them usually wants to plant. The record does not say which terraces are his.
- Ask the centre what it wants: the applicant's share shown on the record, the others' consent in writing, or a partition.
- Each co-holder who signs a consent is named on it as the land record names him.
- For leased land the directory asks for a lease certificate. The lease names the owner as on the land record and the grower as on Aadhaar.
- A lease on plain paper between relatives may not be taken. Ask before you plant.
Read partition deed name mismatch and rent agreement name mismatch.
What About the Bank Account, and the Bills?
- The directory says the subsidy is paid into the beneficiary's bank account after verification.
- The account has to be the applicant's own, in the name on Aadhaar.
- An account opened long ago in a home name, or a joint account led by someone else, causes a payment to fail.
- Saplings bought from the department's centres are recorded against the applicant.
- Where a scheme pays against bills for materials or works, the bills should be made out to the applicant.
- A loan taken for the orchard is a bank's matter, with the bank's own reading of the same papers.
Read name change in bank records, Kisan Credit Card and crop insurance name mismatch and PM-KISAN name mismatch.
What Happens to an Orchard After Its Planter?
- An apple orchard bears for decades. The person who planted it under a scheme may not see its best years.
- The trees go with the land. Whoever the land record names next owns them.
- A scheme's conditions, such as keeping the orchard for a set time, may pass with it. Ask the horticulture office.
- The heirs have the land recorded in their names, and then the Udhyan card and any crop insurance in theirs.
- Replanting, or a fresh scheme on the same plot, is applied for by the new holder.
- A family that settles the land record soon after a death spares itself this trouble at every later season.
Read name correction in a death certificate and legal heir certificate and will and probate name mismatch.
Where Does a Gazette Come In?
Only where the grower has changed a name by choice, and Aadhaar, the tehsil and the bank ask for a Gazette. It has no part in a spelling, a married surname or land in a parent's name.
Step 1: Confirm that it is a change of name, and not a spelling or land in a parent's name
Those are settled at the tehsil and the offices concerned.
Step 2: Weigh the time against the planting season
A Gazette commonly takes 3 to 7 weeks. Saplings are planted in a short window.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, the land record and the bank account.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar and PAN, the land record, the bank and the Udhyan card.
Would the Uttarakhand Gazette Do?
The horticulture department and the tehsil are the state's, and may accept a state Gazette. Aadhaar, PAN and the bank are the reasons to prefer the Gazette of India.
Step 1: Remember that horticulture and the tehsil are under the state
They may accept a state Gazette.
Step 2: Remember that Aadhaar, PAN and the bank are central
They follow the Gazette of India.
Step 3: Prefer the Gazette of India
It serves both sides.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Growers Make?
| Mistake | What to do |
|---|---|
| Applying on land in a dead father's name | The mutation first |
| Using an old extract of the land record | Get a fresh copy |
| Starting the papers at planting time | Start in winter |
| An Udhyan card in a home name | Have it corrected on Aadhaar |
| A bank account in someone else's name | The applicant's own account |
| Planting on joint land without the others' consent | Ask the centre what it needs |
| Bills made out to a relative | In the applicant's name |
| Paying for a Gazette to fix a land record's spelling | The tehsil corrects it |
| Paying an agent who promises approval | Nobody can promise it |
A typical case we handle: a grower near Harsil applied to plant a new apple block. The land record named his late father, "Jai Singh". His own Aadhaar read "Mahendra Singh Rana", and his Udhyan card, made years before, "Munna". The centre returned the application. A neighbour suggested a Gazette. He had not changed any name. He and his brother had the land recorded in their names at the tehsil. The horticulture office then made a fresh Udhyan card on his Aadhaar, and he applied again the next season. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a spelling, land in a parent's name, an old Udhyan card and the bank account. The tehsil, the horticulture office and the bank settle those. We are useful only where the grower has changed a name by choice and a Gazette notification is asked for.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The application goes to the horticulture centre for your own block. Send photos of the papers on WhatsApp and we will tell you which one to correct.
