Tourism Registration Name Mismatch in Uttarakhand: Guides, Rafting and Trekking
For trekking and river guides, tour operators and adventure businesses whose registration, licence or training certificate carries a name that differs from Aadhaar or PAN: who registers and in whose name, which papers are read, where each is corrected, and why it matters on a mountain.
A tourism registration name mismatch is cured at the source of the odd paper: a training certificate by the institute that issued it, Aadhaar at its centre, the registration by the tourism board. Register a guide in the guide's own name, and a business in its owner's name with the trade name apart. A spelling needs no Gazette.

Much of the state's work now is taking visitors up rivers and mountains: guides, porters, rafting crews, small firms in Rishikesh and Joshimath. The state registers them, licenses some, and asks for their papers each season. A tourism registration name mismatch is a certificate or a licence that does not match the person's own card. This page explains tourism registration name mismatch for guides and operators in Uttarakhand.
We do not register tourism businesses, and this subject seldom needs a Gazette. Who registers is from a scheme directory's entries and from the state's trekking rules as its tourism department published them. We did not read the registration rules themselves. For a homestay, read homestay registration name change.
Who Registers, and With Whom?
A person
- A trekking or nature guide, a river guide, a high altitude porter
- Registered or licensed in his or her own name
- On training, fitness and identity papers
- The name is the person's, as on Aadhaar
A unit
- A tour operator, a travel agency, a rafting or trekking firm
- Registered as a business with the state's tourism board
- On the owner's papers and the business's papers
- Two names: the trade name, and the owner's
The tourism board is the state's. Forest permits, river permissions and district registrations sit beside it. Each takes its names from the registration, so a slip there travels.
What Is Published?
From a public scheme directory's entries for the state's tourism registration and rafting rules, and from the state's trekking rules of 2022 as the tourism department published them.
| Point | What is published |
|---|---|
| Registration of units | Tourism businesses and service providers in the state register online under the state's tourism and travel business registration rules, through the tourism board |
| Who is covered | Travel agents, domestic tour operators and excursion agents, and adventure units such as rafting, kayaking, mountaineering, rock climbing and paragliding |
| Rafting | Rafting companies are given permission to operate, and licences are issued to qualified river guides |
| A rafting firm's papers | Include its travel business registration certificate |
| Trekking | The trekking rules speak of tour operators, guides and high altitude porters applying online for registration on the board's portal |
| On a trek | The same rules say a tour operator is not to take a trek without a trekking or nature guide |
So a person or a firm may hold several papers from one board, each built on the one before. A rafting permission rests on a business registration, and a guide's place on a trek rests on a guide's registration.
Which Papers Are Read?
| Paper | Issued by | Where it is corrected |
|---|---|---|
| Aadhaar and PAN | The identity authority, and the tax department | Their own offices |
| A training or course certificate | A mountaineering, rafting or first aid institute | The institute |
| The registration certificate | The tourism board | The board, on its portal |
| A guide's licence or card | The board, or the authority that licenses | That authority |
| A police verification | The police | A fresh verification |
| The business's tax and bank papers | The tax departments, and the bank | Their own offices |
| Permits and staff lists | The forest department and others | Corrected at the next application |
For a guide, the training certificate is the paper that matters most and is hardest to change. For a business, it is the registration certificate. Bring the others to those.
What Kinds of Mismatch Are There?
A guide's certificate differs
- A course certificate in a short name, or with no surname
- Written from the course form, years ago
- Corrected by the institute, on Aadhaar
The owner is not the person running it
- A registration in a father's, brother's or former partner's name
- Someone else signs, pays and takes the groups
- Not a correction. A transfer, or a fresh registration
The trade name and the owner are mixed
- The firm's name written where the owner's should be, or the reverse
- The bank account in one, the registration in the other
- Each on its own line, in every record
The second is common in family businesses along the Ganga. A father registered the firm, a son runs it, and nobody thought the paper mattered until a permission was refused.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| A course certificate has a spelling slip | The institute, on Aadhaar | No |
| A course certificate has a short name | The same | No |
| Aadhaar is the paper that is wrong | Correct Aadhaar first | No |
| The registration has the owner's name wrong | A correction on the board's portal | No |
| The registration is in a relative's name | A transfer, or a fresh registration | No |
| The business's bank account or tax papers differ | Correct those, on the registration | No |
| A woman guide or owner has taken a married surname | The marriage certificate, at each office | No |
| The guide or owner has changed a name by choice | Gazette, then Aadhaar, PAN and the registration | Yes |
A Gazette appears once in eight rows. The institute and the board settle the rest.
How Do You Put It Right?
This is the general method. Do it in the off season.
Step 1: Decide who is being registered
You as a guide, or your business as a unit. They are two registrations, with two sets of papers.
Step 2: Lay out your identity papers and your training certificates
Aadhaar, PAN, and every course certificate you will rely on.
Step 3: Read your name on each certificate against Aadhaar
Institutes print what the candidate wrote on the course form.
Step 4: Have the odd paper corrected at its source
A certificate by the institute that issued it. Aadhaar at its centre.
Step 5: For a business, settle whose name the unit is in
A sole owner, partners or a company. The owner's papers and the trade name are separate lines.
Step 6: Register on the tourism board's portal in exactly that name
And read the certificate when it comes.
Step 7: Carry the same name to permits and insurance
A permit lists guides by name. An insurer pays by name.
Step 8: Renew in the same name, and report any change
A new partner, a married surname, a new address.
What About a Guide's Training Certificates?
- A guide is taken on the strength of courses: mountaineering, river guiding, rescue, first aid.
- Each institute prints the name the candidate wrote on its form. A young man of twenty writes what his friends call him.
- Ten years on, his Aadhaar and his certificates may be in two forms, and a board that checks online will see it.
- The institute corrects its own certificate. Write to it with Aadhaar and a school certificate, and the original.
- Do this before a registration or a renewal is due. Institutes are not quick.
- Fill every new course form from your Aadhaar, letter for letter.
Read sports certificate name mismatch and NCC certificate name correction, which work the same way.
What About a Business and Its Trade Name?
- A business has a trade name on its signboard. That name is the unit's, not a person's.
- A sole owner registers the unit in that trade name, with his or her own name as owner, as on Aadhaar and PAN.
- A partnership registers in the firm's name, with partners as the deed names them.
- A company registers in its own name, with directors as its filings name them.
- The bank account, the tax registrations and the tourism registration should all carry the same trade name, spelt the same way.
- When the owner changes, by sale, a death or a partner leaving, the registration is transferred or made afresh.
Read name change in Udyam and GST registration, partnership firm partner name change and director, DIN and company records name change.
What About Permits and Lists of Staff?
- A trek through forest land, an expedition or a stretch of river needs permissions, taken trip by trip or season by season.
- An application lists the operator, the guides and the staff, and often the clients, by name and identity number.
- Those lists are typed in a hurry, from memory, by whoever is in the office that morning.
- A check post reads the permit against the cards people carry. A guide listed as "Raju" and carrying "Rajendra Singh" is a delay for the whole group.
- Keep one typed list of every staff member's name and number, taken from their Aadhaar, and paste from it.
- Take clients' names from their identity papers too, not from a booking form.
Read Char Dham Yatra registration and heli ticket name mismatch, on the same care for pilgrims' names.
What About Insurance, and an Accident?
- Adventure work is insured: the clients, the staff, sometimes the equipment.
- A policy or its schedule names people. A claim is paid for a person whose name matches a paper.
- After an accident, rescuers and the police work from the permit and the operator's list.
- A family is traced and told by the name on that list.
- A guide working under a relative's registration, or a porter not on any list, may be covered by nothing.
- So the list of names is the one paper in this trade that has to be right every single time.
We did not read any policy or the board's rules on insurance. Ask your insurer what it needs to pay a claim.
What About Seasonal Workers on the Routes?
- On the pilgrim routes, pony and mule owners, palanquin carriers and porters are registered for the season by the district authorities.
- They are given a card or a number, on identity papers and often a health check for the animal.
- Many come from other districts or states, with papers made elsewhere.
- The card should carry the name on the identity paper they hold, and the animal's owner should be the person registered.
- Taxi and jeep drivers on the same routes have their own papers for the season.
- A home that takes paying guests registers as a homestay.

Where Does a Gazette Come In?
Only where the guide or owner has changed a name by choice, and Aadhaar, PAN and the board ask for a Gazette. It has no part in a spelling, a trade name or a registration in a relative's name.
Step 1: Confirm that it is a change of name, and not a spelling or a trade name
Those are settled by the institute, the board and the bank.
Step 2: Weigh the time against the season
A Gazette commonly takes 3 to 7 weeks. A season is short.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, PAN and the registration.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar and PAN, the bank, the registration and the licences.
Would the Uttarakhand Gazette Do?
The tourism board is the state's, and may accept a state Gazette. Training institutes, insurers and banks are the reasons to prefer the Gazette of India.
Step 1: Remember that the tourism board is the state's
It may accept a state Gazette for its own records.
Step 2: Remember that training institutes and insurers are not
Many are central or private, and read Aadhaar and PAN.
Step 3: Prefer the Gazette of India
It serves all of them.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Guides and Operators Make?
| Mistake | What to do |
|---|---|
| Filling a course form with a short name | Copy from Aadhaar |
| Running a business on a relative's registration | Transfer it, or register afresh |
| Putting the trade name where the owner's goes | Two lines, two names |
| Typing permit lists from memory | One master list, from identity papers |
| Staff working on someone else's card | Each on his own registration |
| Starting corrections as the season opens | Do them in the off season |
| A bank account in a different name from the registration | One trade name, one spelling |
| Not reporting a change of partner or owner | Tell the board |
| Paying for a Gazette to fix a certificate's spelling | The institute corrects it |
A typical case we handle: a river guide in Rishikesh applied to renew his licence. His course certificate, taken at nineteen, read "Sonu Rawat". His Aadhaar and PAN read "Surendra Singh Rawat". The renewal was held. His employer suggested a Gazette, as the season was a month away. He had not changed any name, and a Gazette would not have come in a month. He wrote to the institute with his Aadhaar and school certificate, and it reissued the certificate in his full name. The licence was then renewed. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a spelling, a short name on a certificate, a trade name and a registration in a relative's name. The institute, the board and the bank settle those. We are useful only where a guide or owner has changed a name by choice and a Gazette notification is asked for.

That tourism businesses register online with the tourism board, the kinds of unit covered, that rafting companies are given permission and river guides licensed, and that a rafting firm shows its business registration certificate, are from a public scheme directory's entries. That tour operators, guides and high altitude porters register on the board's portal, and that a trek is not taken without a guide, are from the Uttarakhand Trekking Rules 2022 as the tourism department's site carries them, in a file marked as a draft. We did not read the registration rules or the rafting rules themselves, or confirm fees, forms or what the board asks of a guide today. How an institute corrects a certificate, permits, insurance and seasonal registration are general guidance. The tourism board is the authority.

Names in Tourism Registration: The Short Version
A guide registers in his or her own name, on training certificates and identity papers. A business registers in its trade name, with the owner named apart. Read each certificate against Aadhaar, and have the odd one corrected by the office that issued it. Do not run a business on a relative's registration. Type permit and staff lists from identity papers, every time. Do all of it in the off season.
