BPL List Name Mismatch in Uttarakhand: BPL Certificate and Scheme Papers
For families whose entry on the list of poor households, or whose BPL certificate, carries a name that differs from Aadhaar or the ration card: what the list is, who keeps it, how an entry is corrected, and what to do when the head of the family named on it has died.
A BPL list name mismatch is corrected at the block office, on Aadhaar and the family register. Put your own papers right first, where they are the odd ones. Where the head of the family named on the list has died, the household's head is changed, which is not a spelling correction. No Gazette is needed for either.

A good many state schemes still open with one question: is the family on the BPL list. The list in most villages was written more than twenty years ago, by an enumerator at the door, in the name the family gave that day. A BPL list name mismatch is that old entry meeting a present-day Aadhaar. This page explains BPL list name mismatch for families in Uttarakhand.
We do not deal with the list, and this subject needs no Gazette in the ordinary case. What the list is, when it was made and who keeps it are from the rural development ministry's answers in Parliament and its notes on the later census. We did not read the state's own orders. For the ration card, which is a different record, read name change in ration card.
What Are the List, the Card and the Certificate?
| Paper | What it is | Kept or issued by |
|---|---|---|
| The BPL list | A list of poor households in a village, each under a head of family | The state, through the block office and the village body |
| A ration card | A household's entitlement to subsidised grain, in a category | The food and supplies office |
| A BPL certificate | A paper saying a named family is on the list | The block or municipal office |
People use "BPL card" for all three. They are three records, kept by different offices, made at different times. A scheme that asks for BPL proof usually means the first or the third. Find out which, before correcting anything.
What Has the Ministry Said?
From the rural development ministry's answers to questions in Parliament, and its published notes on the socio economic and caste census.
| Point | What the ministry has said |
|---|---|
| The surveys | A BPL census of rural households was held in 1992, in 1997 and last in 2002 |
| Approval | The 2002 lists were to be approved by the village assemblies and displayed at the panchayat headquarters |
| Who keeps them | The lists are prepared and maintained or updated by the states |
| Changes | New names can be added and ineligible names deleted on a continuous basis while a list is in use |
| After 2002 | A socio economic and caste census was carried out from 2011, and the ministry decided to use its data in its programmes |
| The later lists | Draft lists were read out in the village assembly and kept at the panchayat and block offices |
So a family may stand on two records of poverty: an entry in a list of 2002, and an entry in census data gathered a decade later. Each was written by a different enumerator, and neither was checked against an identity card.
Where Is the Family's Name Written?
| Record | Written by | Where it is corrected |
|---|---|---|
| The BPL list entry | An enumerator, at the door | The block office, with the village body |
| The later census entry | Another enumerator, years later | Ask the block office. It is fixed data |
| The BPL certificate | The office that issues it, from the list | That office |
| The ration card | The supply office | The supply office |
| The family register | The village office | The village office |
| Aadhaar | The identity authority | An Aadhaar centre |
The list names a head of family and, under that head, a number of members. A scheme looks for the applicant in it by name. If the head is there as "Bachi" and applies as "Bachan Singh Negi", the scheme finds nobody.
What Kinds of Mismatch Are There?
The head is written loosely
- A home name, a spelling, a missing surname
- The same person as on Aadhaar
- Corrected at the block office
The head is no longer the head
- He has died, or the sons have set up their own homes
- The widow or a son now applies
- Not a spelling. The household's head is changed
A member is missing or misnamed
- A daughter-in-law who came later, a child born since
- Or a member under a home name
- Ask if members can be added or corrected, and on what paper
The second is the commonest by now. A list made in 2002 names men who were heads of families then. A generation has passed, and their widows and sons are told the family is "not found".
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The list has the head by a home name | The block office, on Aadhaar and the family register | No |
| The list has a spelling slip | The same | No |
| The head named has died | A change of head, with the death certificate | No |
| The household has divided | Ask the block office how each part is treated | No |
| Aadhaar is the paper that is wrong | Correct Aadhaar first | No |
| The BPL certificate differs from the list | A fresh certificate from the issuing office | No |
| The scheme accepts an income certificate instead | An income certificate in the Aadhaar name | No |
| The head changed a name by choice | Gazette, then Aadhaar and the list | Yes |
A Gazette appears once in eight rows. The block office settles the rest, or an income certificate goes round it.
How Do You Put It Right?
This is the general method. Each block office has its own way of recording a change.
Step 1: Ask the village or block office to show your family's entry
The name of the head, the members, and the number given to the household.
Step 2: Copy it down exactly
Or photograph it. This is what a scheme will compare you with.
Step 3: Put Aadhaar, the ration card and the family register beside it
For the head of the family and for the member who is applying.
Step 4: See if the head named is alive and still the head
If not, the difference is not a spelling. The family has changed.
Step 5: Correct your own papers first, where they are the odd ones
Aadhaar at its centre. The ration card at the supply office. The family register at the village office.
Step 6: Apply to the block office for the list entry to be corrected
In writing, with Aadhaar and the family register. A resolution of the village assembly may be asked for.
Step 7: Ask for a certificate in the corrected name
From whichever office issues it for your area.
Step 8: Use an income certificate where the list cannot be settled in time
Many schemes take either.
Why Is the Entry So Old?
- The ministry says the last BPL census was in 2002, and that no later one was held.
- An enumerator went from house to house, and wrote the head of each family and its members.
- No identity paper was asked for. Many villagers then had none.
- The list was to be read out and approved by the village assembly, and displayed.
- Nobody objected to a home name, since everyone in the assembly knew who was meant.
- Twenty years on, the reader is a portal or an officer who knows no one, and the home name is a stranger.
The same is true of the later census data, which is younger but was gathered the same way. Read home name and school name different in documents.
What If the Head of the Family Has Died?
- The entry is for a household, under a named head. When he dies, the household goes on.
- His widow, or a son, becomes the person who applies for things.
- A scheme that looks for her name finds his, and stops.
- Ask the block office to record the new head, with the death certificate and the family register.
- This is a change in the record, not a correction of a name. Nobody's name has changed.
- Where sons have set up separate homes, each is a new household. How the old entry is shared is for the block office to say.
Read name correction in the family register, name correction in a death certificate and legal heir certificate and old age and widow pension records.
What About the BPL Certificate?
- A scheme cannot look at the list itself. It asks for a certificate that the family is on it.
- The certificate is issued from the list, so it carries the list's name for the head, and the number of the household.
- A certificate in a home name fails for the same reason the list would.
- So correct the list first, and then ask for a fresh certificate.
- We could not confirm which office issues it in each area, or its present form. Ask the block office in a village and the municipal body in a town.
- Read the certificate when it is issued: the head's name, the applicant's name where it is shown, the village and the number.
Many schemes list an income certificate as an alternative. Where the list cannot be settled in time, that is the practical road. Read name change in income certificate.
What About the Later Census, and Other Lists?
- The ministry decided to use the later census data in its own programmes. Rural housing and the health cover scheme draw on such data.
- Those schemes find a family in their own lists, by their own matching, and have their own way of handling a name that differs.
- A family can be in the later data and not on the 2002 list, or the reverse.
- The ration card system is separate again, with categories of its own.
- So "are you BPL" has several answers, one for each record. Ask the scheme which record it reads.
- A correction in one does not travel to the others.
Read PMAY and Government scheme records, name change in Ayushman card and name change in ration card.
Where Is BPL Proof Asked For?
- State pensions for the old, for widows and for the disabled commonly ask for BPL proof or an income certificate.
- The marriage grant lists a BPL card or an income certificate.
- Free seats in private schools list a BPL certificate or an income certificate.
- Scholarships, and some fee waivers, ask the same.
- In each the BPL paper is read against the applicant's Aadhaar and the other certificates.
- One corrected entry and one fresh certificate therefore serve several applications. It is worth doing once, properly.
Read marriage grant name mismatch, RTE admission name mismatch and name change in scholarship records.
Where Does a Gazette Come In?
Only where the head of the family, or the applicant, has changed a name by choice. It has no part in a home name, a spelling or a dead head of family. For a poor household the charge is also a real cost, so be sure before starting.
Step 1: Confirm that it is a change of name, and not a home name or a dead head of family
Those are settled at the block and village offices.
Step 2: Weigh the cost against the need
A Gazette has a Government charge and takes weeks. A corrected entry or an income certificate may serve sooner.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar and every later paper.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, the ration card, the family register and the list.
Would the Uttarakhand Gazette Do?
The list is kept by the state, and its offices may accept a state Gazette. Aadhaar is the reason to prefer the Gazette of India.
Step 1: Remember that the list is kept by the state
The block office and the village office may accept a state Gazette.
Step 2: Remember that Aadhaar is central
It follows the Gazette of India.
Step 3: Prefer the Gazette of India
It serves both.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Families Make?
| Mistake | What to do |
|---|---|
| Never having seen the family's entry | Ask the block office to show it |
| Calling a ration card a BPL card | Ask the scheme which record it reads |
| Treating a dead head of family as a spelling | Ask for the head to be changed |
| Changing Aadhaar to match a home name on the list | Correct the list, not Aadhaar |
| Taking a certificate before correcting the list | The list first |
| Losing a scheme's deadline over the list | Use an income certificate where allowed |
| Expecting one correction to reach every list | Each record is corrected apart |
| Paying an agent to "add the name" | Only the offices that keep the list can |
| Paying for a Gazette to fix a home name | The block office corrects it |
A typical case we handle: a widow in Bageshwar applied for a state pension. The BPL certificate she held named the head of the family "Kishan", her late husband, and did not name her. Her Aadhaar read "Kamla Devi". The application was returned as not matching. Her nephew asked us for a Gazette. Nobody had changed a name. She went to the block office with her husband's death certificate and the family register, and was recorded as head. A fresh certificate was issued in her name. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a home name, a spelling, a dead head of family and a certificate. The block and village offices settle those. We are useful only where a person has changed a name by choice and a Gazette notification is asked for.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The list is kept at the block office for your own village. Send photos of the papers on WhatsApp and we will tell you which one to correct.

How many rural households in Uttarakhand are in the later census?
The rural development ministry told the Lok Sabha in 2020 that the census covered 14,79,742 rural households in Uttarakhand. Of these, 8,23,330 were automatically excluded, 4,726 automatically included and 4,29,888 counted as deprived.
How did the later census decide who is poor?
Households were ranked in three steps: automatic exclusion criteria, automatic inclusion criteria and deprivation criteria. Each household is found in the data by the name an enumerator recorded.
What are the seven deprivation indicators?
The census used seven deprivation indicators to score households from 0 to 7. Households with the highest score get the highest priority. Scheduled Caste and Scheduled Tribe households, and those with no literate adult above 25, are among them.
Which households were automatically excluded?
Among the exclusion criteria were owning a motorised two, three or four wheeler, paying income tax or professional tax, owning a refrigerator, and owning a landline phone.
Which households were automatically included?
Households without shelter were among those compulsorily included, subject to the exclusion criteria. Their names should still match their identity papers to be found.
Who identifies BPL families, the Centre or the state?
The ministry has told Parliament that BPL families are identified by the state governments and Union Territory administrations, not by the Central Government. So a correction is made at the state's block office.

Who Wrote and Reviewed This Page?
This page is written by the Documentation Desk Team of UttarakhandNameChange.com, the team that prepares Gazette files for people across Uttarakhand.
It is reviewed by Advocate Vipin Chauhan.
That a BPL census was held in 1992, 1997 and last in 2002, that the 2002 lists were to be approved by village assemblies and displayed, that the states prepare and maintain the lists, that names can be added and deleted while a list is in use, and that a socio economic and caste census followed from 2011 and is used in the ministry's programmes, are from the rural development ministry's answers in Parliament and the census's own published notes. We did not read Uttarakhand's orders on the list, and could not confirm who issues a BPL certificate in each area, how an entry is corrected, or how a divided household is treated. That many schemes accept an income certificate is from the lists of papers of schemes covered elsewhere on this site. The block development office is the authority.

Names on the BPL List: The Short Version
The BPL list in most villages dates from 2002, and names a head of family as an enumerator heard it. Ask the block office to show your entry. A home name or a spelling is corrected there, on Aadhaar and the family register. A head who has died is replaced, which is a change of record and not of name. Then take a fresh certificate. Where time is short, an income certificate often serves instead.
No Gazette is needed for any of that. To find out which paper to correct, send photos on WhatsApp 9540005064, and we will reply in working hours.
