RTE Admission Name Mismatch in Uttarakhand: The 25 Per Cent Seats

For parents applying for a free seat in a private school under the Right to Education Act, whose child's or own papers do not carry one name: which papers are read, where each is corrected, what a widow, a divorced mother or a guardian adds, and why the window leaves no time for a Gazette.

Quick answer

An RTE admission name mismatch is cured before the portal opens. Take the child's birth certificate as the fixed point. Bring the child's and the parents' Aadhaar to it, and have the residence, income and caste certificates issued in the parent's Aadhaar name. A spelling needs no Gazette, and there is no time for one.

Parents in Uttarakhand checking their child birth certificate against the child Aadhaar card and their own papers before an RTE admission application
An RTE application reads the child and both parents on several papers, so the birth certificate is the fixed point every other paper is brought to.

A free seat in a private school can change a child's life, and many families apply for the few there are. The seats are given by a lottery, and only applications whose papers pass verification go into it. An RTE admission name mismatch keeps a child out of the draw for a letter. This page explains RTE admission name mismatch for parents in Uttarakhand.

We do not fill these applications, and this subject seldom needs a Gazette. The reserved seats are from the Right to Education Act. Which papers are asked for, and the lottery, are from a scheme directory's entry for the state. We did not read the state's own rules. For a school record already made, read child name change in school records.

What Are the Reserved Seats?

  • The law. The Right of Children to Free and Compulsory Education Act, 2009.
  • The seats. Private schools keep 25 per cent of seats in the entry class for children of weaker and disadvantaged sections.
  • Who qualifies. Children of low-income families, of scheduled and backward communities, orphans, children with disabilities and others the state names.
  • How to apply. Online, on the state's portal, in a window that opens once a year.
  • How seats are given. By an online lottery, among applications that pass verification.
  • What is paid. Nothing by the parent for tuition. The state pays the school.

We left out the income limit and the age limits. The state sets them each year, and the portal has the present ones.

What Is Published?

From the Right to Education Act, and from a public scheme directory's entry for the Act's working in Uttarakhand.

What published sources say about RTE admission in Uttarakhand

The seatsIn private schools, 25 per cent of seats in the entry class are reserved for children from weaker and disadvantaged sections, under section 12(1)(c)
ApplicationOnline through the official portal, directly or through a cyber cafe
Papers for allA photograph of the child, Aadhaar of the child and of the parents or guardians, a caste certificate, a permanent residence certificate, and a BPL or income certificate, as applicable
For particular casesA disability certificate, the husband's death certificate for a widow, a divorce certificate for a divorcee, an orphan certificate
VerificationThe details of children found eligible are updated and verified on the portal
SelectionWhere applications exceed seats, by an online lottery conducted at the state level

A guide adds the child's birth certificate, and says papers are checked at the block education office. Whatever the present list, every paper on it names either the child or a parent. That is two or three people, on six or seven papers.

Which Papers Are Read?

Papers of an RTE application, whose name each carries, and where it is corrected
PaperWhose nameWhere it is corrected
The birth certificateThe child, and both parentsThe Registrar of births
The child's AadhaarThe child, and a parentAn Aadhaar centre
The parents' AadhaarEach parentAn Aadhaar centre
The residence certificateA parent, usuallyThe tehsil
The income or BPL paperA parentThe tehsil, or the office that keeps the list
The caste certificateThe child or a parentThe tehsil
A death or divorce paperThe other parentThe Registrar, or the court

The birth certificate is the only paper that names all three people at once. That is why it is the fixed point. Every other paper should describe the same child and the same two parents.

What Kinds of Mismatch Are There?

The child's papers differ

  • Aadhaar spells the child's name differently from the birth certificate
  • Or the birth certificate still has no name
  • The Registrar or the Aadhaar centre

A parent's certificate differs

  • An income or residence certificate in a short or home name
  • Issued years ago, for another purpose
  • A fresh certificate from the tehsil, in the Aadhaar name

The mother is named in two ways

  • A maiden surname on the birth certificate, a married one on Aadhaar
  • Or "Devi" on one and a surname on another
  • The marriage certificate links them. One form for the future

The third is the commonest of all, and the easiest to miss, since nobody thinks of it as a mistake. A verifier who does not know the family sees two women.

How Do You Put It Right?

This is the general method. Begin two months before the portal usually opens.

Step 1: Take out the child's birth certificate

The child's name, the date of birth and both parents' names. Everything else is brought to this.

Step 2: Read the child's Aadhaar against it

The name, the date of birth and the parent named.

Step 3: Read each parent's Aadhaar against the birth certificate

A mother's maiden surname or a father's short name shows here.

Step 4: Lay out the certificates the category needs

Residence, and income or a BPL paper, or caste, in the parent's name.

Step 5: Correct the odd paper at its own office

Aadhaar at its centre. A state certificate at the tehsil. The birth certificate at the Registrar.

Step 6: Do it before the portal opens

Tehsil certificates take days, and the window is short.

Step 7: Fill the form from the papers, not from memory

And read the printout before it is submitted or taken to the block office.

Step 8: Check the school's admission record after selection

It copies the form. What it writes now goes to the board in ten years.

What About the Child's Own Papers?

  • A child of four or five has two papers: a birth certificate and, usually, an Aadhaar.
  • The birth certificate may have been issued before the child was named. A name is added by the Registrar on the parents' application.
  • A child's Aadhaar is made on the birth certificate, with a parent's Aadhaar. An operator's slip in the name or the date is common.
  • Where the two differ, Aadhaar is corrected to the certificate, at a centre.
  • Where the certificate itself is wrong, the Registrar corrects it first. A child's Aadhaar corrected on a wrong certificate is wrong twice.
  • Decide the child's full name now, with or without a surname, and use it on every form from this one on.

Read name change in birth certificate, name change for a newborn and adding a surname to a single name.

What About the Parents' Certificates?

  • The category a child applies in decides the certificates: residence for all, and income, a BPL paper or caste as it applies.
  • Each is issued by the tehsil to a named person, on that person's papers.
  • Families often hold old ones, made for a ration card or another child, in whatever name was given then.
  • An income certificate has a short life. A fresh one is usually needed, and that is the moment to have the name right.
  • Apply for all of them in the parent's Aadhaar name, through the state's service portal, in one go.
  • Where the father's certificates and the mother's Aadhaar are uploaded together, the birth certificate has to tie the two to the child.

Read name change in income certificate, name change in residence certificate, name change in caste certificate and name change in EWS certificate.

What About a Widow, a Divorced Mother or a Guardian?

  • The directory lists the husband's death certificate for a widow. His name on it should be his name on the child's birth certificate.
  • It lists a divorce certificate for a divorcee. The decree names both parents, and is read against the birth certificate.
  • A mother applying alone uses her own Aadhaar and her own certificates, in one form of her name.
  • The directory speaks of parents or guardians. A grandparent or relative applies as guardian, with the paper that shows it.
  • The parents' names on the child's papers stay as they are. A guardian is not written in a parent's place.
  • For an orphan the directory lists an orphan certificate. Ask the block education office who issues it.

Read a single mother’s child and the father’s name, a guardian’s name in a child’s documents and name correction in a death certificate.

What About the Date of Birth?

  • Admission to an entry class has an age band, counted on a fixed date each year.
  • A child a few weeks outside it is not eligible that year.
  • So the date of birth is checked as closely as the name, and on the same two papers.
  • A date that differs between the birth certificate and Aadhaar is settled on the certificate.
  • Aadhaar allows the date of birth to be changed far less freely than a name. Correct it once, on the right paper.
  • Do not adjust a date to fit the age band. The school record will carry it for the child's whole life.

Read date of birth correction.

What Happens After the Lottery?

  • A selected child is admitted by the school on the papers the portal holds.
  • The school opens an admission record: the child's name, the parents' names, the date of birth.
  • That record is copied each year, and in time sent to the board for the class 10 certificate.
  • So a slip let through at five is the name on a certificate at fifteen.
  • Ask to see the admission record in the first month, and have a slip corrected then, on the birth certificate.
  • Keep copies of every paper uploaded. A school may ask for them again in a later class.

Read child name change in school records and school transfer certificate name correction.

Where Does a Gazette Come In?

Only where the child's own name is in fact being changed from what the birth certificate carries. It has no part in a spelling or a parent's certificate, and it seldom fits inside an admission window.

Step 1: Confirm that a name is in fact being changed

A spelling, or a mother's married surname, is settled on ordinary papers.

Step 2: Weigh the time against the admission window

A Gazette commonly takes 3 to 7 weeks. The window is a few weeks in a year.

Step 3: Fix the child's exact new name

The spelling that will go on the birth record, Aadhaar and the school.

Step 4: Make the affidavit and publish the newspaper notice

As the child's parent or guardian. Publish in a daily local leading newspaper, and keep the original newspaper.

Step 5: Type the form for a minor, and sign the undertaking

Two typed copies of the specimen for a minor, signed with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,700 for a minor. It is not refunded.

Step 8: Send the file yourself, then update the child's records

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.

See minor name change in Uttarakhand.

Which Gazette Should You Use?

A child's school record is read for decades and far from home. The Gazette of India is the one to prefer.

Step 1: Think about how long a school record lasts

A board, a university and a passport office will read it one day.

Step 2: Prefer the Gazette of India

It is the one recognised across the country.

Step 3: A state notice may serve the school and the tehsil

Ask them first.

Step 4: Contact the Roorkee press only if a state notice suits you

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

To weigh the two, read Uttarakhand Gazette vs Gazette of India.

Which Mistakes Do Parents Make?

Common mistakes with names in an RTE application

Checking papers the week the portal opensStart two months before
Uploading an old income certificate unreadA fresh one, in the Aadhaar name
Overlooking the mother's two surnamesCarry the marriage certificate
Correcting the child's Aadhaar on a wrong birth certificateThe certificate first
Letting a cyber cafe type the namesRead the printout yourself
Writing a grandparent as the fatherParents as parents, a guardian as guardian
Adjusting the date of birth to fitNever. Use the certificate's date
Not reading the school's admission recordRead it in the first month
Starting a Gazette for a spellingThe issuing office corrects it

A typical case we handle: a couple in Haldwani applied for their daughter. Her birth certificate read "Anvi", mother "Rekha Bisht". Her Aadhaar read "Anvi Negi". The mother's Aadhaar read "Rekha Negi", and the income certificate named the father "Raju". The application did not pass verification. They asked us if a Gazette could be had in a week. None was needed, and none comes in a week. For the next round they carried the marriage certificate, had the father's income certificate reissued in his Aadhaar name, and applied in the name on the child's birth certificate. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For a spelling, a short name on a certificate, a mother's two surnames and a date of birth. The tehsil, the Registrar and the Aadhaar centre settle those. We are useful only where the child's own name is in fact being changed and a Gazette notification is needed.

Can a guardian apply for RTE admission?

The papers are asked of parents or guardians.

What is the official RTE portal in Uttarakhand?

Reports name rteonline.uk.gov.in as the portal for the 2026-27 session. Parents register the child there, submit papers at the Block Education Officer's office, and seats are given by an online lottery.

When did RTE applications open for 2026-27?

A scheme site reports that the window opened on 24 March 2026, with the last date extended from 2 April to 6 April 2026. That is under three weeks, far less than a Gazette takes.

Where are RTE papers submitted?

At the Block Education Officer's office. For 2026-27 document submission there was reported to run to 7 April 2026, with verification up to 13 April.

When was the RTE lottery held for 2026-27?

RTE Admission Name Mismatch: Frequently Asked Questions

What is an RTE admission name mismatch?+
A difference in the child's or a parent's name between the papers uploaded for admission under the Right to Education Act, which can keep an application out of the lottery.
What is RTE admission?+
Under section 12(1)(c) of the Act, private schools keep 25 per cent of seats in the entry class for children of weaker and disadvantaged sections.
How is it applied for in Uttarakhand?+
Online, on the state's portal. A scheme directory says eligible applications are verified, and children are chosen by an online lottery where applications exceed seats.
Which papers are asked for?+
The directory lists the child's photograph, Aadhaar of the child and the parents or guardians, a caste certificate, a permanent residence certificate, and a BPL or income certificate, with others for particular cases.
Do I need a Gazette or an affidavit?+
Not a Gazette, for a spelling or a mother's surname. A Gazette is for a child whose name is in fact being changed, and there is seldom time before the window.
My child's Aadhaar and birth certificate spell the name differently. Which do I correct?+
Bring Aadhaar to the birth certificate, unless the certificate itself is wrong. A child's Aadhaar is corrected at a centre, on the birth certificate.
My income certificate has my name in a short form. Does it matter?+
Yes. It is read against your Aadhaar. Ask the tehsil for a fresh or corrected certificate in the Aadhaar name.
The mother's name is her maiden name on the birth certificate and her married name on Aadhaar. Is that a mismatch?+
It can be read as one. Carry the marriage certificate, which links the two. For the long run, bring her papers to one form.
The residence certificate is in the grandfather's name. Will it do?+
The directory asks for a permanent residence certificate. Ask the block education office whose it has to be. A parent's own is the safe paper.
I am a widow. What extra paper is needed?+
The directory lists the husband's death certificate. His name on it should match the child's birth certificate.
I am divorced, and the child lives with me. What is needed?+
The directory lists a divorce certificate. Carry the decree, and apply with your own papers as the parent.
The child is being raised by grandparents. Who applies?+
The directory speaks of parents or guardians. A guardian applies with the paper that shows the guardianship, and the parents' names stay as they are on the birth certificate.
The date of birth differs between two papers. Is that the same problem?+
It is a worse one, since age decides eligibility. Settle the date on the birth certificate, and bring Aadhaar to it.
Our application was rejected at verification. Can we correct and reapply?+
Ask the block education office. It depends on the dates of the round. A correction made after the window closes waits for the next round or year.
Does the school copy these names?+
Yes. The admission record is made from the form. Read it when the child joins, since it follows the child to the board.
Do you fill RTE applications?+
No. We prepare a Gazette where a child's own name is in fact changed.

Who Wrote and Reviewed This Page?

This page is written by the Documentation Desk Team of UttarakhandNameChange.com, the team that prepares Gazette files for people across Uttarakhand.

It is reviewed by Advocate Vipin Chauhan.

That private schools reserve 25 per cent of entry class seats for children of weaker and disadvantaged sections is from section 12(1)(c) of the Right to Education Act, 2009. The online application, the list of papers including those for a widow, a divorcee and an orphan, verification on the portal and the state-level lottery are from a public scheme directory's entry for the state. That a birth certificate is asked for and that papers are checked at the block education office are from a guide. We did not read the state's rules or test the portal, and left out income and age limits. How the tehsil, the Registrar and an Aadhaar centre correct a paper, and what a school does after admission, are general guidance. The portal and the block education office are the authority.
